Goochland Circuit Court has 

appointed Pamela Cooke Johnson 

as Interim Treasurer of Goochland 

County. Johnson, 62, will assume the 

duties of former Goochland Treasurer 

Brenda S. Grubbs, who resigned Feb. 

11 after being charged with embezzling 

county funds. 

Grubbs was arrested Feb. 2 after 

attempting to cash a $14,000 check at 

Wachovia Bank. A trial is expected later 

this year. 

Goochland supervisors asked the 

court to appoint an interim treasurer 

after Deputy Treasurer Cynthia Parker 

on Feb. 7 declined to perform the duties 

of Treasurer. Parker later resigned her 

job on Feb. 15. 

Johnson is a contractor for the 

Department of Justice assigned to the 

Drug Enforcement Administration as 

a records examiner/analyst, where she 

has worked for nine years in the asset 

forfeiture program. 

Before coming to the DEA she 

worked for two years as a contractor 

assigned to the U.S. Marshalls Service 

in accounts reconciliation. 

She graduated with a B.S. degree 

in English from Radford University 

and taught English in Roanoke for six 

years.

Republican nomination for the treasurer’s 

position and that Tana Marie 

Hogue has filed papers to run as an 

independent. The filing deadline is Aug. 

23. 

“We are anxious to begin working 

with the Interim Treasurer and very 

pleased to have her come on board,” 

said Goochland County Administrator 

Rebecca Dickson Thursday afternoon. 

“She has already indicated her desire to 

work as part of a team.” Dickson said 

she hoped the Interim Treasurer would 

be willing to consider new procedures 

to improve timeliness of reports from 

the Treasurer’s Office. 

“I believe very strongly that the voters 

and taxpayers of Goochland have 

a reasonable expectation that their 

elected officers will serve with efficiency 

and integrity,” said Johnson. “And that’s 

exactly what I will do.”

Five hundred and forty 

two people would be moved 

from one district to another 

under the current Goochland 

redistricting plan, now under 

discussion in a series of meetings 

running through April 

11. 

About 40 people showed 

up last week at the Goochland 

Recreation Center to hear 

how the proposed changes 

would affect District 2. Those 

changes would move 227 

in one census block from 

District 2 to District 1, in 

order to rebalance the population 

between the districts. 

In other proposed district 

changes, the plan would 

move 83 people from District 

4 to District 3 and 232 people 

from District 4 to District 5. 

With a population of 

21,717, the ideal population 

of each of Goochland’s five 

electoral districts would be 

4,343 but the 2010 census 

shows that three districts are 

lower and two are higher 

than this number, said county 

attorney Norman Sales. 

Sales, with the help of 

Qiana Foote, Geographic 

Information Systems (GIS) 

Coordinator for Goochland, 

explained the process required 

to rebalance the five districts. 

Because Virginia is covered 

by Section 5 of the Voting 

Rights Act, Goochland’s 

plan requires pre-clearance 

from the U.S. Department of 

Justice, said Sales. And with 

an August 23 primary on the 

schedule, time is getting tight 

for the redistricting process, 

since pre-clearance requires 

60 days. 

Electoral Board Chairman 

Herb Griffith said the responsibility 

for approving the districts 

rests with the board of 

supervisors. 

“Your board of supervisors 

redistricts, we try to 

provide them guidance,” said 

Griffith. 

Griffith explained that 

at the same time local districts 

are being redrawn, the 

Virginia General Assembly is 

redrawing districts for delegates 

and state senators. 

Foote said that a just 

received plan would split 

Goochland between two 

delegates but have only one 

senator representing it. 

Griffith said another 

problem in District 2 is that 

80 percent of the voters cast 

their ballots at Goochland 

Recreation Center, with only 

20 percent voting at Three 

Square. 

“An 80-20 split is terrible,” 

said Griffith. 

During the public comment 

period, Sekou Shabaka 

asked whether the proposed 

move of people from District 

2 to District 1 would dilute 

the African American vote. 

“It does change the African 

American population from 29 

to 27 percent,” said Sales but

that is not enough to qualify 

as “retrogression,” one of the 

effects that would prevent preclearance 

from the DOJ. 

Tasha Robinson asked 

where her new polling place 

would be if the block were 

moved to District 1. Sales said 

she would vote at Fife. 

“That seems out of the 

way,” replied Robinson. 

“Some people won’t have 

time to vote.” 

District 2 supervisor and 

board chairman William 

Quarles reminded the group 

that the proposed plan is subject 

to change. 

“What you have here is 

not written in stone,” he said, 

encouraging those present 

to suggest changes if they 

thought them necessary. 

After the board of supervisors 

meets April 11 to discuss 

public input received at 

the district meetings, a public 

hearing will be held and a 

redistricting plan is expected 

to be adopted May 3.

Education foundation hopes 

to increase fundraising

Goochland Education 

Foundation (GEF) is moving 

ahead with ambitious plans to 

expand its impact on education 

in the county. 

Founder Elizabeth Nelson- 

Lyda talked about the organization’s 

genesis last week. 

“I went ahead and filled out 

paperwork and started it in late 

2008,” said Nelson-Lyda. The 

foundation received approval of 

its Section 501(c)(3) non-profit 

status from the State Corporation 

Commission in 2009. 

They had their first meeting 

in April 2009. They have 10 board 

members, including Goochland 

School Superintendent Linda 

Underwood, in an ex-officio 

(non-voting) role. 

“We continued to have meetings 

but really weren’t getting 

anywhere,” said Nelson-Lyda, a 

business consultant and mother 

of five. 

Now she wants to ramp up 

the organization’s fundraising 

after a couple of years of slow 

going. 

Last year she attended the 

Virginia School Board one day 

conference for foundations in 

Williamsburg. 

Nelson-Lyda said she got a lot 

of new ideas from the Louisa and 

Powhatan foundation representatives 

at the conference. 

Some of those were teacher of 

the year awards and scholarships 

for Goochland students. 

A public/private collaboration, 

GEF plans to award five $100 

teacher of the year awards (one 

for each Goochland school) this 

year and a county-wide teacher 

of the year award for $500, plus 

a $500 scholarship award to a 

Goochland High School senior at 

the end of this school year.

million dollar project. “The 

whole county should take a 

piece of it and help us out,” 

said Beasley. 

But Marjorie Mayo from 

District 1 said that although 

her “heart goes out to them, 

it’s not fair for us to foot the 

bill for them,” referring to the 

TCSD residents.

with several offering to pay 

higher property tax rates if that 

were necessary to fully fund the 

schools budget. That option is 

not on the table, however, 

as the board advertised a 

53 cent rate in the proposed 

budget.

Local named to list of influential women

Dr. Sallie Cook has spent most of her 

professional career involved in improving 

and ensuring the quality of health care for 

patients and their communities. Those 

years of service were recently recognized 

when the Goochland resident was named 

to this year’s Virginia Lawyer’s Weekly list 

of Influential Women of Virginia. The list 

recognizes women from throughout the 

state for their professional endeavors and 

community contributions. 

After obtaining an undergraduate 

degree from Westhampton College, 

Cook graduated from MCV and did her 

residency in pathology and fellowship in 

blood banking. 

Currently, she is the chief medical 

officer for VHQC, a non profit agen-

schools, Nelson-Lyda said no.

Cook said VHQC is actively involved 

in making important improvements in 

the delivery of health care. “Most meaningful 

are improvements in preventative 

care, such as increased rates of cancer 

screenings and immunizations, as well 

as more effective management of heart 

disease, greater avoidance of surgical 

complications and better care for our 

elders in nursing homes,” Cook said. 

She also noted the benefits of electronic 

medical record keeping, as physicians 

across the state begin to utilize the 

systems creating a more free flowing 

exchange of medical information.” 

VHQC has been instrumental in 

GEF’s next board meeting is 

April 15 at 6 p.m. at the School 

Administration Building. The 

public is invited, said Nelson- 

Lyda. 

In the future Nelson-Lyda 

said she envisioned adult educational 

opportunities, specific 

directed grants. Private schools 

and home schools are also part 

of GEF’s mission. 

In five years Nelson-Lyda 

said she hopes GEF will grow as 

some other local foundations

Redistricting reminds 

one where we’ve been 

Attending a redistricting meeting last week in District 2 reminded 

this writer just how important the right to vote is 

and how long it took for some folks to get it. 

That’s because during the presentation by county 

attorney Norman Sales, all present were reminded 

that Virginia is still subject to Section 5 of the 

Voting Rights Act, requiring preclearance of redistricting 

changes by the U.S. Department of Justice. 

Passed in 1965, the Voting Rights Act helped 

secure the franchise for millions of U.S. citizens, 

mostly African American, who had been systematically 

denied the right to vote by various means since the end of 

Reconstruction in the southern states, Virginia being one. 

Literacy tests, poll taxes and other devices were used to deny the 

right to vote to the descendants of the slaves freed in 1865 until the 

federal government stepped in and passed the act, following on the 

heels of the Civil Rights Act of 1964. 

Renewed most recently in 2006, when some argued that preclearance 

was no longer needed, the VRA reminds us of a history that it 

would be nice to be able to forget but one we must always remember, 

lest we allow a similar injustice to occur in the future. 

One day, and that day will be a long time coming, since the most 

recent renewal of the VRA was for 25 years, one can hope that Congress 

will find that there is no need for the act to be renewed. That will be 

the day when the people of the nation will have conquered any urges 

toward prejudice and discrimination and the franchise for all citizens 

is secure. When the rights guaranteed in the 14th and 15th amendments 

are so safe that it is no longer necessary. 

And perhaps that day will also be when we no longer consider ourselves 

as members of voting blocks based on race, ethnicity or language 

and perceive the need to safeguard each group’s rights but as equal 

citizens in a great nation. That day is not here yet, but closer by far 

because of the VRA. 

Yes, a great country but one with a troubled history. The Voting 

Rights Act at redistricting time serves to remind us of our imperfect 

past even as we move toward a more hopeful future.

reactions due to the mold 

content – I cleaned out the 

promotional cabinet. I stuffed 

a cardboard box with leftover 

branded trinkets – pencils, 

pens, hairbrushes, mouse 

pads and plastic flying disks.

I did not say the “F” word.) 

This year, I planned to buy 

the children’s love. 

I was confident that at the 

end of the day there would be 

exchanges like this in homes 

everywhere.

I would answer approximately

relentless interrogation was 

not deterred by my box of 

shiny plastic goodies. 

“How long have you 

worked at your job?” 

“Twenty-three, almost 24 

years.” 

“That’s a long time.” 

Yes, I thought, but during 

that tenure I have achieved 

many of the goals … wow 

… He’s right. That is a long 

time. I really wanted to be 

an astronaut. … What have I 

done with my life? I need to 

re-evaluate – 

“Sir, I have more questions. 

Is there special equipment 

you need for your job?” 

“Yes, computers, cameras 

and, in these technologically 

advanced times, a smart 

phone is an essential tool of 

the journalist.” 

“Like this one I’ve got?” 

“Uh … yeah. I’m thinking 

of upgrading to one like 

that.” 

“Can your job be dangerous?” 

“Heck, yeah. I pulled a 

muscle carrying these big 

books in here.” 

He frowned. 

It was time to dazzle him 

with a fabulous prize. 

“Do you want a plastic flying 

disk?” 

“A Frisbee?” 

“No, per the Wham-O 

corporation, I emphatically 

mean plastic flying disk. You 

want to talk about dangerous, 

kid? Just tangle with those 

guys and their registered 

trademark.” 

And on it went. These 

bright, curious children 

swarmed in, took my promotional 

items and grilled me 

incessantly.

“Planning on a career in

“Do you believe you’ve 

ultimately squandered your

“Hey, that’s not on the list 

of questions Timmy showed 

me.”

March 8 school board meeting. 

The bee, sponsored by the 

Richmond Times Dispatch, 

took place in January. A winner 

and two runners-up from 

each school participated in the 

division-wide competition. 

Elle Rosenbaum., an 8th 

grader and the winner of the 

middle school bee, was the 

grand champion from the

National Thoroughbred book award contest

has been named as one of six 

semi-finalists in the $10,000 

Dr. Tony Ryan Book Award. 

The competition, which 

recognizes the best book related 

to the Thoroughbred industry, 

is sponsored by Thoroughbred 

Times and Castleton Lyons, a 

famed Thoroughbred farm in 

Lexington, Kentucky founded 

by the late Dr. Ryan. It is one 

of the richest literary awards 

in the world.

Primary Residence Exemption for Disabled Veterans 



The General Assembly 

enacted a law as of January 

1, 2011, to exempt from 

taxation the principal place 

of residence of disabled 

American Veterans who have 

been rated as 100% service- 


connected, permanently 

and totally disabled by the 

U.S. Department of Veterans 

Affairs. 

Goochland County shall 

provide for the exemption 

from real property taxes the 

qualifying principal residence 

and shall provide for 

the exemption from real 

property taxes the land, not 

exceeding ten acres, upon 

which it is situated. The 

surviving spouse of a veteran 

eligible for the exemption 

shall also qualify for the 

exemption, so long as: 

a. The death of the 

veteran occurs on or after 

January 1, 2011. 

b. The surviving 

spouse does not remarry. 

c. The surviving 

spouse continues to occupy 

the real property as their 

principal place of residence. 

The veteran or surviving 

spouse qualifying for 

the exemption should contact 

the Commissioner of 

the Revenue to receive the 

application for exemption. 

The completed application 

must be accompanied 

by a letter from the U.S. 

Department of Veterans 

Affairs indicating that the 

veteran has a 100% serviceconnected, 

permanent and 

total disability. The veteran 

will need to contact the U.S. 

Department of Veterans 

Affairs to receive this letter.

supply networks, Virginia Blood 

Services. VBS supplies physicians 

and hospitals with blood, much 

of it collected through the kindness 

of volunteers. More than 

70,000 of them donated to VBS 

last year. 

“Knowing that each unit 

of blood collected can potentially 

save three lives, VBS has a 

huge impact on patient care in 

Virginia,” said Cook. 

She currently serves as chair 

of the Board of Directors of VBS. 

Navy Seaman Recruit 

Crystal M. Carter, daughter of 

Carolyn S. and John J. Carter 

of Goochland, Va., recently 

completed U.S. Navy basic 

training at Recruit Training 

Command, Great Lakes, and 

Ill. 

During the eight-week 

program, Carter completed 

a variety of training which 

included classroom study 

and practical instruction 

on naval customs, first aid, 

firefighting, water safety and 

survival, and shipboard and 

aircraft safety. An emphasis 

was also placed on physical 

fitness. 

The capstone event 

of boot camp is “Battle 

Stations”. This exercise gives 

recruits the skills and confidence 

they need to succeed 

in the fleet. “Battle Stations” 

is designed to galvanize the 

basic warrior attributes of 

sacrifice, dedication, teamwork 

and endurance in each 

recruit through the practical 

application of basic 

Navy skills and the core values 

of Honor, Courage and 

Commitment. Its distinctly 

‘’Navy’’ flavor was designed 

to take into account what it 

means to be a Sailor. 

Carter is a 2010 graduate 

of Goochland High School.

Cook and her husband, 

Marshall, have lived in Goochland 

for 33 years. He is a local attorney 

with an emphasis on health care. 

The couple has three grown 

children, and are active at 

Second Baptist Church where 

Sallie is a deacon and sings in 

the choir and Marshall is a 

former deacon. 

“For our family, there is 

great reward in church service,” 

she said. 

For the Cooks, life in 

Goochland has provided 

the perfect respite from the 

responsibilities of a busy professional 

life. 

“We’ve always enjoyed living 

here as it is a comfortable 

driving distance to Richmond 

and all the amenities we need 

while we can have the peace 

and privacy of living in a lovely 

country setting,” Cook commented. 

Cook said when not working, 

she and her husband enjoy 

spending time with family 

and being involved with their 

grandchildren’s activities. 

The couple also enjoys the 

Navy Seaman Crystal M. Carter 

subtle pleasures of semi country 

living. “Since our home is 

on Dover Lake, Marshall enjoys 

fishing, especially this time of 

year when the weather is warming 

up,” Cook said. “I enjoy cooking, 

including occasionally some 

of Marshall’s catch, another real 

plus to living in Goochland.” 

The 50 honorees on this 

year’s list will be honored at a 

luncheon gala May 19 at the 

Richmond Marriott. The winner 

of this year’s Influential Woman 

of the Year will be selected by 

her fellow honorees.

Verlander making smooth transition to college ranks

Making the transition from 

high school to Division I college 

baseball can often be humbling. 

Players who were superstars in 

high school often find themselves 

no more than benchwarmers 

at the next level. But 

former Goochland standout 

Ben Verlander has seen no such 

results during the first half of 

his freshman season at Old 

Dominion University. 

Not only has Verlander continued 

his winning ways on the 

baseball field but in academics 

as well, being named to the 

ODU Dean’s List in his first 

semester. But both academic 

and athletic transitions did not 

come without an adjustment 

period. 

“It’s different not having 

your parents on you every 

night,” he laughed. “Then baseball, 

playing 56 games a year 

now instead of 18, unless you 

have playoffs or something, it is 

a big difference.” 

But when it comes to performance 

on the field, there 

has been little for Verlander to 

adjust to.

little distracted during Friday’s 

home matchup with Jefferson 

District foe Western Albemarle. 

With his wife days away from 

delivery, Farkas continually 

checked her status by phone 

from the dugout. 

By the fourth inning, Farkas’ 

departure left assistant coach 

Dan Summitt to take over the 

managerial duties. 

However, the coaching 

change had little effect on the 

hot Western bats that closely 

guarded a 1-0 lead for most of 

the game, then added insur-

Twenty-nine games into his 

college career, Verlander is currently 

the Monarchs’ third leading 

pitcher with a 3.00 ERA, 

starting his college pitching 

career on a 13 inning scoreless 

streak. 

“I feel like I adjusted well,”

“Our record is 2-3, but I

than this,” he said. “We are not 

getting consistency on defense 

and at the plate, and some 

mental base running errors 

have hurt us a key moments 

in games.” 

The Bulldogs hope to take 

advantage of an upcoming 

home stand, and Farkas sees 

some encouraging signs of better 

things to come.

baseball school. I’m going to try 

to do what I can this year.” 

Naturally ODU head coach 

Nate Goulett could not be more 

pleased with the performance 

of his freshman. “He’s been 

great,” Goulett said. “The kid

are losing those close games. I 

am hopeful of getting turned 

around in the right direction 

with four straight home games,” 

the coach said. “We should be 

able to rally behind our fans 

and feel a lot more comfortable 

at our place. I believe that the 

district is still very wide-open 

and if our team gets hot, we 

could easily be in the mix.” 

Chase Brookman had a 

solid performance on the 

mound against Western, but 

didn’t get much support at the 

plate. 

“I feel that our pitching has 

looked very strong,” Farkas 

competes and he’s been a good 

ball player.” 

Verlander had the rare 

opportunity of picking up his 

first college win near home at 

the University of Richmond in 

a dramatic 3-2 10 inning win 

on February 22. 

“There were probably about 

20 (ODU) fans at Richmond 

and 18 of them were probably 

my family,” he said. “For everybody 

to come out, it was really 

nice. I was glad I could pitch 

well near home.” 

Ironically, Verlander’s first 

loss was also against Richmond, 

in a home game last week. It 

was without a doubt his poorest 

performance of the season. 

In 18 innings pitched over 

12 appearances so far this year, 

Verlander had given up 12 hits, 

7 runs and 12 walks versus 10 

strikeouts. Last week facing six 

Richmond batters Verlander 

gave up four hits, four runs and 

a walk. 

On Saturday, he showed 

his resilience, once again in 

Richmond, this time pitching 

at the Diamond. In an inning 

of relief against VCU, Verlander 

did not give up a single hit. 

said. “We need to back them 

up with some run support and 

steady defense. It will come. We 

have too much talent to check 

out this early in the season. 

“I am very confident that 

our pitching will keep us in a 

lot of games, so we need to step 

it up in other areas to get those 

key wins now as we go through 

the first round of district play,” 

Farkas said. 

The Bulldogs lost a tough 

decision at William Monroe 

earlier in the week after mounting 

a dramatic comeback and 

coming up short, 4-3 in the 

final inning. 

Farkas and his wife are now 

the proud parents of a baby 

girl, Rachel Anne. 

“I had an outing or two 

where I didn’t really feel comfortable 

with my stuff,” he said. 

“So it was good to finally come 

back out here (Sat.) and throw a 

good scoreless inning.” 

Though Verlander came to 

ODU with the expectation of 

being a two-way player, those 

plans were set aside during a 

devastating fall season for the 

Monarch’s pitching rotation as 

the 17 arms dwindled due to 

injuries. 

“We’re down to 11 arms,” 

Goulett said. “We’re actually 

throwing some positional guys 

too.” 

The coach said Verlander 

did not blink an eye when he 

was told he may not see time at 

the plate this season. “I brought 

him in the office a couple weeks 

ago and told him, ‘I know we 

talked about bringing you in as 

a two-way guy but the way injuries 

have hit us, you might not 

get any bats this year,” Goulett 

said. 

Verlander’s response? “I 

totally understand.” 

For Goulett, Verlander has 

proved invaluable because of 

his ability to recuperate quickly.

“The thing that makes him so 

good is he can bounce back.” 

The coach said Verlander has 

the ability to throw an inning 

or two in a game on Tues. and 

then come back for the same 

on Wed. and be ready to do the 

same by the weekend. 

“He’s pretty durable, knock 

on wood,” Goulett said. “And 

the kid wants the ball.” 

Verlander may get his first 

college start this week, but at the 

same time Goulett hates to lose 

the value he provides in relief. 

“You hate to start him and not 

have anybody in the back end 

of the bullpen,” he said. “He’s 

been great for us out of the 

backend.” 

Either way, Verlander is 

pleased with his progress at 

the college level. “I feel like I’ll 

be ready when my name gets 

called for the big stuff,” he said. 

“But I’m happy with what I’m 

doing so far and contributing 

to the team.”

River Runners gear up for the mile

With chants, cheers, and a lot 

of energy, the River Runners 

began an afterschool practice 

in the gymnasium. From one end of the 

gym to the other, 100 kids warmed up 

by skipping and grapevining while pop 

music blasted from speakers. 

Since mid-February, the River Runners 

of Rivers Edge Elementary have been 

preparing to run the 1-mile Virginia 529 

Kid’s Run at the Ukrop’s Monument 

Avenue 10k. 

But that’s not all they’re doing. Every 

Monday and Wednesday afternoon, the 

club meets to warm up, workout, cool 

down, and eat a healthy snack. Their 

workouts may involve obstacles courses, 

speed drills and jumping jacks. 

Sponsored by the PTA and developed 

by teachers Karla Ott, Rhett Rutman, 

Misty Cartwright and parent coordinator 

Rhonda Chambers, the club serves 

to promote overall fitness and nutrition 

goals for students. 

“We want kids to find at an early age 

that walking, jogging and running can 

be a fun, social activity,” says Ott. 

Parent coordinator Rhonda Chambers 

watched as her sons Sean and Evan participated 

in a tug-of-war battle led by 

John McGuire of Seal Team Physical 

Training, Inc., one of the many outside 

organizations that donates time to the 

club. 

“Fitness is important in our lives,” 

says Chambers, a personal trainer at the 

YMCA. “The obesity rate is way up. The 

tug-of-war is active. The club makes 

being physically fit fun.” 

Every week, a guest speaker or organization 

brings something valuable to the 

club. So far, George Ott of the Henrico

Authorization to become an 

IB World School is an intensive 

process that typically takes two or 

more years and includes site visits 

by an IB team. Site visits were made 

in November 2010 for all three 

schools. 

According to Nancy LaVier, 

current IB specialist for Henrico 

County Public Schools, “This 

authorization means that you 

join a community of world class 

schools that offer a rigorous and 

holistic educational opportunity to 

students. It really does help make 

students citizens of the world prepared 

to be on the world’s stage 

solving real world problems.” 

Henrico County Public 

Schools currently has authorized 

International Baccalaureate programs 

at Moody, Fairfield, and 

Tuckahoe Middle Schools, and 

Tucker and Henrico High Schools. 

According to LaVier, students 

who participate in the IB program 

through their senior year often 

qualify for multiple scholarships 

and gain the ability to earn college 

credits to qualify for second-year 

status in many higher educational 

institutions. 

“We cannot be more proud of 

these schools for taking on the rigor 

of the IB program,” says Executive 

Director of Secondary Education 

Eric Jones. “The fact that they have 

been authorized so quickly is a 

testament to the hard work of the 

staff and students involved in the 

program.” 

Keep Henrico Beautiful seeks nominations for best-maintained properties 


The Keep Henrico Beautiful 

(KHB) Committee is seeking 

outstanding residential 

and commercial properties for 

the 2011 Land Lover and Clean 

Business awards. Nominations for 

exemplary homes and businesses 

from each of the five magisterial 

districts will be accepted through 

Saturday, April 30. 

To be considered for the award, 

properties should be attractively 

landscaped, well-maintained and 

litter-free. Homeowners should 

perform their own landscaping 

and lawn-care work. In addition, 

property owners must participate 

in an ongoing recycling program, 

such as composting, curbside 

pickup or drop-off service. 

Winners will have an award sign 

posted on their property during 

June and will be recognized at a 

Board of Supervisors meeting. 

Henrico residents and business 

owners may nominate their own 

properties as well as others. Forms 

and criteria can be accessed online
