their identifi cation, and detained<br />

while the plates on<br />

their car were run through<br />

the system.<br />

According to Powhatan<br />

Undersheriff Chris De-<br />

Hart, the deputy was merely<br />

doing his job. There had<br />

been recent break-ins in<br />

the neighborhood, the<br />

three canvassers did not<br />

live in the neighborhood,<br />

and they were driving a car<br />

not known in the area.<br />

These, DeHart said, were<br />

likely the reasons that they<br />

were stopped and questioned.<br />

That they were<br />

black, he said, had nothing<br />

to do with it.<br />

And that they were canvassing?<br />

The deputy<br />

couldn’t know if that was<br />

the truth or a lie. “People<br />

come up with all sort of<br />

ruses to go door-to-door,”<br />

DeHart said. “A lot of it<br />

targets the elderly. While<br />

one person’s at the front<br />

door, the other can be<br />

around back robbing you<br />

blind.”<br />

Sgt. Wayne Holland,<br />

who has been a member of<br />

the Virginia State Police<br />

force for forty years, said<br />

that in his agency an offi -<br />

cer would be fi red if he or<br />

she were known to discriminate<br />

based on race.<br />

One thing to note, however,<br />

is that both DeHart<br />

and Holland are white. The<br />

on the matter a<br />

little bit different.<br />

While both Almond<br />

and Baskerville remain, of<br />

course, fi rmly on the side<br />

of law enforcement, they<br />

can both recall plenty of<br />

incidents where they felt<br />

themselves unnecessarily<br />

watched, stopped, or questioned.<br />

Baskerville recalled<br />

driving his car – a Lexus –<br />

to Richmond’s Church Hill<br />

neighborhood a few years<br />

ago to visit his grandmother.<br />

He was stopped by a<br />

police offi cer. He wasn’t<br />

speeding, his registration<br />

was up-to-date – the only<br />

thing he was guilty of, he<br />

said, was being a black<br />

man in a nice car in an area<br />

known to have a lot of drug<br />

activity. The cop, he said,<br />

likely assumed that he<br />

must be a drug dealer.<br />

Still, Baskerville said,<br />

he did the right thing when<br />

the cop stopped him. He<br />

complied. He was polite.<br />

He answered the offi cer’s<br />

questions, showed the offi<br />

cer his license and registration,<br />

waited patiently<br />

for the policeman to see<br />

for himself that there was<br />

nothing illegal going on<br />

and then he went on his<br />

merry way.<br />

don’t call a lawyer at the<br />

scene. For one thing, it’s<br />

highly unlikely one will<br />

show up immediately .<br />

Comply at the time of your<br />

detainment or arrest, they<br />

said, and then – if you feel<br />

it’s necessary – fi le an offi<br />

cial complaint and look<br />

for an attorney.<br />

said she would like to encourage<br />

more young people<br />

dealer he ought to have<br />

had the time to call his<br />

probation offi cer. “Mr.<br />

Drinkard thinks he can<br />

go through life conning<br />

everybody,” Beasley<br />

said. “He needs to go<br />

back to prison.”<br />
