Whether you’re discovering <strong>Goochland</strong> for the first time<br />

or you’ve been here for years, I believe you will find<br />

that it is a desirable place to work, live or visit. A drive<br />

through the <strong>County</strong> will convince you that a combination of suburban<br />

convenience and rural character and charm exist today.<br />

The Board of Supervisors is committed to serving all citizens of<br />

<strong>Goochland</strong> <strong>County</strong>. <strong>Government</strong> in <strong>Goochland</strong> is considered<br />

an interactive process where input from citizens is welcomed<br />

and encouraged. We strive to preserve the rural appeal and<br />

charm that makes <strong>Goochland</strong> <strong>County</strong> unique while promoting<br />

suburban conveniences. At times this requires compromise and<br />

consideration but the best interests of our citizens are always<br />

foremost in our minds.<br />

There is an abundance of unique places to visit and sights to discover<br />

throughout the <strong>County</strong>. You’ll find the country side dotted<br />

with agricultural, dairy, and equine farms both big and small.<br />

Our community’s commitment to agriculture is exemplified in<br />

the successful farmers market held on Saturdays from the spring<br />

to fall in the Courthouse area. Local businesses, coffee shops, and<br />

restaurants are waiting to be discovered throughout the <strong>County</strong><br />

and can be found in both the Courthouse area and Centerville<br />

area. In addition to these community attributes we are fortunate<br />

to benefit from the James River as our southern boundary which<br />

offers wonderful recreational opportunities including boating,<br />

fishing, and swimming. The <strong>County</strong> is focused on expanding<br />

other recreational and athletic opportunities in the future with<br />

two park developments centrally located for all to access.<br />

<strong>Goochland</strong>’s citizens exemplify the ideal of the rural spirit<br />

through their commitment and dedication to local organizations.<br />

Whether volunteering to work a in a local food bank or packing<br />

boxes for the Christmas Mother, they give back to their community.<br />

Others may take it a step further by serving as volunteer Fire<br />

and Rescue members or as coaches of a local youth athletic league<br />

team. No matter the manner or organizations, our citizens’ give<br />

back to their community making <strong>Goochland</strong> a better <strong>County</strong> to<br />

live in and visit.<br />

<strong>Goochland</strong> <strong>County</strong> is ideally located between Richmond and<br />

Charlottesville with the natural setting of the West Creek Business<br />

Park located in our Eastern end. This park is home to a number<br />

of corporations and the location of a soon to be constructed hospital<br />

and medical facility providing medical care and job opportunities<br />

for our citizens. The <strong>County</strong> is targeting West Creek<br />

and land north of this park, along with the Courthouse Area<br />

and Oilville Area, for current and future economic development.<br />

By doing this the <strong>County</strong> aims to preserve <strong>Goochland</strong>’s rural<br />

character and charm while promoting business and commercial<br />

development which is vital to the future of our community.<br />

BOARD OF SUPERVISORS<br />

The <strong>Goochland</strong> <strong>County</strong> Board of Supervisors includes five representatives,<br />

one from each of the five districts elected to four-year<br />

terms. Currently, William Quarles serves as the Board chairman; the<br />

chairmanship rotates among the five members.<br />

The board is responsible for important <strong>County</strong> decisions involving<br />

safety, welfare, education and finance.<br />

Their meetings are normally held on the first Tuesday of each<br />

month at 3:00 p.m. in the Administration Building. Frequently, formal<br />

meetings are preceded by informal workshops, also open to the<br />

public. Public hearings begin at 7 p.m. that evening.<br />

SCHOOL BOARD<br />

The <strong>Goochland</strong> <strong>County</strong> School Board is comprised of five elected<br />

members, one from each of the five districts elected to a four-year<br />

term. The board is responsible for budgetary, curriculum and other<br />

important academic issues.<br />

The School Board meets in regular session at 7 p.m. on the second<br />

Tuesday of each month in the auditorium of <strong>Goochland</strong> High<br />

School. Meetings are open to the public and citizens are encouraged<br />

to attend. For more information about the School Board, please visit<br />

COUNTY ADMINISTRATION<br />

As <strong>Goochland</strong>'s <strong>County</strong> Administrator, Rebecca Dickson ensures<br />

compliance with federal, state, and local laws and ordinances, and<br />

maintains open communication with various sectors of the community,<br />

such as businesses, area governments, and <strong>County</strong> residents.<br />

The <strong>County</strong> Administrator serves at the pleasure of the Board of<br />

Supervisors, implementing their policy directives.<br />

As <strong>Goochland</strong>’s Deputy <strong>County</strong> Administrator for Financial<br />

Services, John Wack oversees the Finance Department, Purchasing,<br />

and Human Resources/Risk Management. In addition, he manages<br />

the <strong>County</strong>'s financial reporting and the budget process.<br />

COMMISSIONER OF REVENUE<br />

Jean S. Bryant is the <strong>County</strong>’s Commissioner of the Revenue,<br />

elected to serve a four-year term. She is responsible for assessing personal<br />

property bills, administering the <strong>County</strong>’s elderly and disabled<br />

tax relief system and overseeing state tax filings in the <strong>County</strong>.<br />

The Commissioner of the Revenue’s office is located on the main<br />

floor of the Administration Building at 1800 Sandy Hook Road in<br />

suite 230. The office is open Monday through Friday, from 8:30 a.m.<br />

TREASURER’S OFFICE<br />

Brenda Grubbs is the <strong>Goochland</strong> <strong>County</strong> Treasurer elected to<br />

serve a four-year term. She heads the <strong>Goochland</strong> <strong>County</strong> Treasurer’s<br />

Office which distributes real estate assessment bills and collects real<br />

estate tax receipts. Real Estate assessments are collected on a biannual<br />

basis, with the first half due by June 5 and the second half<br />

mailed in October and due by December 5.<br />

The Treasurer’s Office also issues dog licenses, with current (original)<br />

rabies certificate. Hunting licenses and fishing permits are also<br />

available at the Treasurer’s Office. The Office is located on the main<br />

floor of the Administration Building at 1800 Sandy Hook Road in<br />

Suite 210. It is open Monday through Friday, from 8:30 a.m. to 5 p.m.<br />

DMV Select<br />

The Treasurer’s Office also serves as a location for DMV – Select.<br />

At DMV-Select locations, citizens can conduct the following transactions:<br />

vehicle titles and registrations, dealer title and registration<br />

transactions, license plates, permits and placards, transcript requests,<br />

return checks (full or partial payment of return check fees), and voter<br />

registration applications.<br />

DMV Selects cannot issue driver’s licenses, learners permits or<br />

identification cards.<br />

<strong>Goochland</strong>’s DMV-Select is open Monday through Friday, from<br />

9:00 a.m. to 4:00 p.m. in the Treasurer’s Office in the Administration<br />

COUNTY ATTORNEY<br />

Norman B. Sales serves as the <strong>County</strong> Attorney. The Board of<br />

Supervisors appoints the <strong>County</strong> Attorney as the general counsel<br />

for the <strong>County</strong> of <strong>Goochland</strong>, the Board of Supervisors, <strong>County</strong><br />

Administration and the various boards, commissions, departments<br />

and agencies of the <strong>County</strong>. The <strong>County</strong> Attorney defends lawsuits<br />

against the <strong>County</strong>, <strong>County</strong> officials and employees; prosecutes<br />

<strong>County</strong> ordinance violations; and drafts and approves ordinances,<br />

contracts and other legal documents for the <strong>County</strong>. The <strong>County</strong><br />

Attorney does not represent individual citizens or private organizations<br />

with regard to their personal and private legal matters. For<br />

COURTS<br />

Judge Timothy Sanner, appointed by the General Assembly in<br />

<strong>Government</strong><br />

2003 for an eight-year term, presides over the Circuit Court. The<br />

Circuit Court generally convenes on Tuesdays and Fridays to hear<br />

felonies, misdemeanors and civil cases.<br />

Lee Turner is the elected Circuit Court Clerk, having held the<br />

position since 1991. The Circuit Court Clerk serves an eight-year<br />

term; the office is located on the Courthouse Green beside the historic<br />

General District Court Judge Edward K. Carpenter presides over<br />

traffic cases and misdemeanors as well as small claims cases involving<br />

less than $5,000.00. Dianne White serves as the Clerk of the General<br />

District Court; she can be reached at (804) 556-5309.<br />

Juvenile and Domestic Relations Court Judge Edward D. Berry<br />

presides over all cases involving persons under the age of 18. Dianne<br />

<strong>Goochland</strong> Commonwealth’s Attorney Claiborne Stokes is elected<br />

to a four-year term. The Commonwealth’s Attorney represents the<br />

The <strong>Goochland</strong> <strong>County</strong> Community Development Department<br />

BUILDING PERMITS & INSPECTIONS<br />

The Building Inspections Department’s is open Monday through<br />

Friday 8:00 a.m. to 4:30 p.m. Inspections must be requested 1 day<br />

in advance and can easily be left on our inspection request mailbox<br />

reached through our main telephone number. Permit applications<br />

are accepted Monday through Friday between the hours of 8:00 a.m.<br />

and 3: 30 p.m. Permit applications must be accompanied by 2 sets of<br />

construction drawings and site plans. Well and septic applications are<br />

also taken in by the Building Department.<br />

CONVENIENCE CENTERS<br />

The Convenience Centers are maintained and operated by<br />

the <strong>County</strong> in accordance with the Virginia Department of Waste<br />

Management Regulations. The Convenience Centers are available,<br />

free of charge, for use by <strong>County</strong> residents who have vehicle tags or<br />

proof of residency for disposal of household trash and recyclable<br />

items. There is a fee to dispose of certain items, such as automobile<br />

tires, air conditioners, refrigerators and other appliances containing<br />

freon. Both Centers are closed July 4th, Thanksgiving, Christmas,<br />

New Year’s Day, Memorial Day and Labor Day.<br />

Cindy Moss is the <strong>County</strong>’s Acting Public Health Supervisor.<br />

The <strong>Goochland</strong> <strong>County</strong> Health Department provides clinical<br />

services for: Immunizations, Maternity, Family Planning, Sexually<br />

Transmitted Diseases and Communicable Diseases. The Health<br />

Department is also the site for the WIC Program which is a supplemental<br />

GOOCHLAND FREE CLINIC & FAMILY SERVICES<br />

<strong>Goochland</strong> Free Clinic and Family Services is a private, nonprofit<br />

organization that provides health care for uninsured adults and<br />

basic human services to <strong>Goochland</strong> residents who are in need of<br />

assistance. GFCFS accomplishes this by providing a comprehensive<br />

array of health and human services geared to stabilizing individuals<br />

and families. Our specific services include: Medical and Dental Care,<br />

Food Pantry, Medical Transportation, Literacy and GED training,<br />

Emergency Financial Assistance, Emergency Home Repair, Case<br />

Management and The Clothes’ Closet, a retail resale store. These<br />

programs promote the welfare and enhance the quality of life for low<br />

income citizens in the <strong>County</strong>.<br />

<strong>Goochland</strong> Free Clinic and Family Services is a volunteer based<br />

organization, supported by donations and grants from caring individuals,<br />

communications officers supervise the <strong>County</strong>’s enhanced 911<br />

system and dispatch deputies, other police agencies, and fire/rescue<br />

units 24 hours a day. The Sheriff’s Office employs 32 full-time<br />

deputies and investigators, three part-time deputies working in<br />

court services, two security officers, and nine dispatchers. The<br />

Sheriff is also responsible for the security of three court rooms,<br />

the movement of prisoners, and enforcement of court orders.<br />

In addition, deputies enforce all criminal and traffic laws and<br />

investigate more than 95 percent of the criminal complaints<br />

in the county. The Sheriff’s Office sponsors or participates in<br />

numerous crime prevention activities including D.A.R.E., Metro<br />

Richmond Crime Stoppers, the Metro Richmond Crime Analysis<br />

Network, Neighborhood Watch, <strong>Goochland</strong> <strong>County</strong> Site -Watch,<br />

and Operation Kid Care.<br />

<strong>Goochland</strong> Social Services seeks to strengthen families and<br />

romote self-responsibility and economic independence. The<br />

eglect or exploitation of elderly or disabled adults and provides<br />

ervices to victims. The agency collaborates closely with other<br />

ocal agencies to advocate for services that address community<br />

The <strong>Goochland</strong> <strong>County</strong> Chamber of Commerce is a vital<br />

Field Day of<br />

the Past is a family<br />

event sponsored<br />

by the Rockville-<br />

Centerville Steam<br />

and Gas Historical<br />

Association. This<br />

show mixes the<br />

warm, down-home<br />

atmosphere of the<br />

county fairs of yesteryear<br />

with exhibits and displays of museum quality. In the<br />

summer of 1992, a few steam and gas engine collectors gathered<br />

for an informal discussion on the possibility of hosting a steam<br />

and gas engine show in <strong>Goochland</strong> <strong>County</strong>, VA. They organized<br />

the Rockville-Centerville Steam and Gas Historical Association<br />

and hosted its first show, which attracted 5,000 people. Today the<br />

show has expanded into a 3 day event, held the third full weekend<br />

in September and draws a crowd of approximately 30,000 people<br />

annually.<br />

Historical displays and exhibits, re-enactments, tractor and<br />

truck pulls, small engine displays, arts and crafts, flea market,<br />

antique and modern construction equipment demonstrations,<br />

a log cabin with ongoing heritage craft demonstrations can be<br />

experienced throughout the weekend. Volunteers demonstrate the<br />

daily routines of the life of a family surviving in early rural Virginia<br />

which include wheat and peanut threshing, meat smoking, the<br />

making of sorghum molasses, washing clothes, canning, saw milling<br />

and other chores.<br />

GCPS serves approximately<br />

2,500 students in grades PK<br />

through 12. The system has three<br />

elementary schools (grades K-<br />

5), a middle school (grades 6-8),<br />

a high school (grades 9-12), an<br />

alternative school, and a Specialty<br />

Education Center that houses<br />

preschool programs.<br />

<strong>Goochland</strong> High and<br />

<strong>Goochland</strong> Middle are two stateof-the-art<br />

facilities on one complex.<br />

Although the schools operate<br />

as two separate schools, they<br />

share an auditorium, kitchen,<br />

some classroom space, and athletic<br />

fields. The 6-12 grade configuration<br />

reduces transportation<br />

costs and allows for more shared<br />

use of staff.<br />

All five of <strong>Goochland</strong>’s schools<br />

are fully accredited, based on student<br />

performance on the Virginia<br />

Standards of Learning (SOL)<br />

tests, in addition to being accredited<br />

by the Southern Association<br />

of Colleges and Schools.<br />

<strong>Goochland</strong> <strong>County</strong> features<br />

small schools and favorable class<br />

sizes. Elementary schools range<br />

in size from 250 to 410 students,<br />

with average class sizes of 16-20<br />

in grades K-2 and 22-24 in grades<br />

3-5. <strong>Goochland</strong> Middle School<br />

serves approximately 600 students<br />

with average class sizes of 22-25.<br />

<strong>Goochland</strong> High School serves<br />

approximately 750 students, with<br />

average class sizes of 21-23.<br />

<strong>Goochland</strong> is a leader in the<br />

Commonwealth in the use of<br />

technology to enhance instruction,<br />

with a student-to-computer<br />

ratio of 2:1. All schools have<br />

excellent networks that provide<br />

easy access to Internet-based<br />

learning resources. Through the<br />

“Powerschool” database, student<br />

grades and attendance data can<br />

be accessed by parents in real<br />

time. GMS also has Promethean<br />

boards, a software and hardware<br />

system that mimics the traditional<br />

chalkboard in its use of a teacher’s<br />

computer and interactive display,<br />

in every classroom. Meanwhile,<br />

more Promethean boards are<br />

being added to GHS and the<br />

county’s other schools every year.<br />

The elementary instructional<br />

program in <strong>Goochland</strong> <strong>County</strong><br />

provides a strong, phonics-based<br />

reading curriculum, in addition<br />

to art, music, and physical education<br />

programs taught by teachers<br />

endorsed in those areas. Core<br />

instruction is differentiated based<br />

on student achievement, learning<br />

needs, aptitude and interest.<br />

<strong>Goochland</strong> Middle Schools<br />

offers a comprehensive curriculum<br />

including accelerated courses<br />

and a wide variety of exploratory<br />

and full-year electives and an<br />

interscholastic athletic program<br />

for both boys and girls.<br />

offers a full range of Advanced<br />

Placement and honors level classes<br />

and dual enrollment college<br />

in 2009 to celebrate <strong>Goochland</strong> <strong>County</strong> as a<br />

tourism and “getaway-for-the-day” destination.<br />

With unparalleled scenic beauty, rural<br />

culture, arts, entertainment and sporting life,<br />

<strong>Goochland</strong> is one of central Virginia’s bestkept<br />

secrets.<br />

With over 30 members to date including such<br />

organizations as the Center for Rural Culture,<br />

<strong>Goochland</strong> Historical Society, Chamber of<br />

Commerce, Tucker Park at Maiden’s Crossing<br />

and members of the hospitality industry spanning<br />

music, art, history, food, lodging, transportation,<br />

The <strong>Goochland</strong> <strong>County</strong> Historical Society<br />

map and photograph collections and a museum shop. Society<br />

volunteers are available to welcome visitors to <strong>Goochland</strong>, assist<br />

researchers and answer mail and telephone inquiries concerning<br />

county history or genealogical research. The map collection<br />

features maps from 1820 to present with roads, churches,<br />

mills, and transportation depots. The photograph collection<br />

contains pictures of identified persons, events and building<br />

in <strong>Goochland</strong>. Additionally, the Historical Society maintains<br />

the Old Stone Jail located adjacent to the historic <strong>Goochland</strong><br />

Courthouse.<br />
