As I complete one year tenure as the President of the Chamber, I am happy to share with you my assessment on the emerging
global economic situation, the status of the Indian economy, and the regional economic factors in and around Pune influencing its
rapid development, as a major economic centre and also as a great metropolis. It would also be appropriate for me to dwell upon
the limitations in terms of the infrastructure, and to comment on the Chamber's initiatives in this regard. The Chamber has also
been active in matters relating to the fiscal policies of the State Government and of the Municipal Corporations, which do impact
the industries in and around Pune, as also in Maharashtra in general.
The global economy, having recovered from the crisis of 2008-09, and having shown some stability in the last year, again seems
to be beset with problems. The European debt crisis, the moderation of the economic activity in China, coupled with the sluggish
growth in manufacturing the world over; add to the atmosphere of despondency about the US economy. The overall global
economic scenario is currently not as promising or bright as we would wish.
This is bound to have a collateral effect on the Indian economy. The rural economy of India has been growing robustly, backed by
good harvests, buoyed by unprecedentedly high support prices, and brightened by the beneficial effect of the rural debt
restructuring by the Government of India. This is leading to significant economic power across the breadth of India, in the hands of
the farmer. The National Rural Employment Guarantee Act (NREGA) has brought the rates of rural unemployment significantly
down. The rural economy of India is brighter today than ever before. The industrial economy, though showing a robust growth
with an output increase of 8.6 % in the previous year, is performing somewhat below the target. The concern about the
persistently high inflation has necessitated that the Reserve Bank raise the Repo Rate on eleven occasions since March 2010. The
high cost of capital is a worry for the manufacturing sector. Exports though during the current year's first quarter are up by 45 %.
The manufacturing sector with a growth of 9.1 % during the last financial year is poised for further growth albeit within the limits
of the overall economic growth. To sum up, global economy is sputtering, farm economy in India is booming and the industrial
economy continues to be healthy, though less than what was originally envisaged.
Western Maharashtra, particularly Pune region, has got transformed over the last several years, in many ways. The growth in
manufacturing, due to the location of major global automotive players as also of the leading Indian automotive manufacturers in
and around Pune, particularly in Chakan, Ranjangaon, Talegaon and so on, has seen the creation of modern world class facilities -
giving rise to attractive employment opportunities to the educated youth in this area. Pune therefore is now one of the top auto
hubs in the country, with production of passenger vehicles, commercial vehicles, two-wheelers and a wide variety of high
technology auto components. Various R&D institutions in this area continue to see increasing demand on their intellectual and
infrastructural resources. Information technology companies in Pune now form a major contributory force to the economy of this
area, with over half of the 49,000 crore rupees exports from Maharashtra coming from the Pune area alone. The 1200 IT / ITES
companies in Pune, out of which 20 % are large scale with more than 700 employees, 60 % are mid-size with between 200 to 700
employees and 20 % as small scale companies with less than 200 employees, show the variety and depth of this sector.
While the real estate development in Pune has been spectacular in terms of housing development, development of civic facilities
such as hospitals, shopping malls, office infrastructure, entertainment facilities, hospitality industries, etc. there is still a long way
to go in terms of the infrastructure for connectivity. The need for an international airport in Pune, independent of the military
establishment, has long been recognized. The Mahratta Chamber is in constant dialogue with the Government of Maharashtra to
kick-start this project, for which land has been long since identified and the feasibility studies etc. have been completed by the
concerned agencies.

Pune, in keeping with its stature as an emerging global hot spot for automobile manufacturing, research and development, IT
industry, Health care and Realty activities, needs a major exhibition centre. It is a matter of concern for the Chamber that the
development of the site acquired by the Government for the International Exhibition and Convention Centre has not progressed
as hoped for. The Chamber is in constant dialogue with the concerned agencies.
Development of connectivity between the manufacturing / industrial / commercial hubs such as Chakan, Pimpri-Chinchwad,
Hinjewadi, Hadapsar, etc. with the twin cities of Pune and Pimpri-Chinchwad, as also with the rest of the country, through
enhanced rail network, mass transit systems and an upgraded road network becomes increasingly important by the day. There
has been remarkable progress, but many schemes need faster implementation.
The Chamber has instituted expert committees to support the Authorities in all these activities, and also actively supports a
citizen's forum, “Janwani” for promoting civic schemes for the well-being of the citizens in this region.
The vexatious problems of Octroi, a tax which everyone agrees is evil and should be discontinued but which persists, is a matter of
high priority for the Chamber which has been in continuous dialogue with the authorities of the Pimpri-Chinchwad Municipal
Corporation, to exercise restraint and moderation in exacting the octroi, which is a big burden and a source of great harassment
for industries which are located in this area. The high rates of octroi and the complexity of procedures is also leading to a
significant amount of leakage. The Chamber has been pleading with the Government to take a holistic and practical view in the
matter.
The Chamber has represented to the Government also in regard to the Mathadi Act, to point out that the Industries which are
covered within the Factories Act automatically offer protection of statutory benefits to any workmen employed therein, whether
on contract or on temporary basis. And as such, the application of Mathadi Act within the premises of a factory is incorrect, and
should be discontinued in a purposeful and clear manner. The protection due to the mathadi workers must be applied only to
those who are outside the purview of the protection of the Factories Act. The Government of Maharashtra is seized of this issue,
and the Chamber is hopeful that this long pending issue resulting in obstruction, harassment and disturbance to peace,
particularly in small establishments, will be resolved.
The Chamber has represented to the Government in the matter relating to the sales tax incentive scheme, where a number of the
Chamber's members having made large investments find that the original assurances from the State Government officials,
regarding the availment of the benefit to the full have, due to a review of the eligibility, got severely restricted. The viability of a
number of Projects is therefore an issue.
The Chamber's training and development activities, and efforts to develop the capability and capacity to operate in a global
environment, continue apace. Lean manufacturing clusters, supported by the Chamber, have shown outstanding results and won
accolades at the national level. The Chamber is in the process of creating a separate MSME Excellence Centre, at our expanding
Bhosari facility.
In our journey to be the auto, IT and engineering hub and to be the most effective, efficient and admired location in India, major
initiatives have been unfolded and are being pursued by the Chamber.
I would like to take this opportunity to thank the office bearers of the Chamber, the Members of the Executive Committee, the
Members at large of the MCCIA, as also the Secretariat staff for their wholesome support, initiative and co-operative assistance, to
help achieve the set goals for the MCCIA. I look forward to receive the same co-operation during the current year.

Executive Director General’s Message
As yet another year comes to an end I am happy to share with you, a recap of 2010-2011. We have put in efforts to
service our members to their satisfaction, address their problems, seek redressal, and to make Pune a better
destination for investment . We have taken equal initiatives to strengthen the SME sector in the Pune region.
Throughout the year we had innumerous training programs, seminars and workshops. It is through these
workshops that we try to enrich, educate and make aware our members of the happenings in our business
environment and help them to orient them to an appropriate stance to face the global challenges.
Our new MSME Center for excellence at Bhosari will be ready to occupy by the time you would be reading this
annual report. The facility would be spread over a sprawling area of over of 4516 Sq.m. when it is fully completed.
It is being developed in three phases. Phase one would include, auditorium, cafeteria, bank and a library,
amphitheatre enclosed in an area of around 950 sq. m. Phase two would include Meeting Rooms, VIP Room,
Chairman's Cabin etc and phase three will have Conference Room, Mini Tool Room, and Lobby for Conference,
Training Halls, and Lobby for Training and Guest Rooms. The proposed total built up is around 4688.85 sq. m.
We would be introducing a new Comprehensive Service Package for the agriculture sector which would largely
help export oriented agriculturists, firms to step up their wares. This software will provide information on the
potential of market of any particular commodity that may interest the exporter. It would enable them to do a
market survey and understand the potential of their product. This software would also give information about the
potential countries to which Indian agri exporters and business houses can export. It would give details of the
rates, tariffs, WTO requirements, acceptable quality standards and packaging requirements and much such
information. This would definitely help the exporters to widen their market base and MCCIA is indeed happy to be
instrumental in strengthening the commercial holding of not only the Pune Region but the entire state of
Maharashtra.
As you would have already noticed that we have revamped 'Sampada'. Not only have we worked on the content
but we have revamped its look and feel in its entirety. Through this magazine not only do we plan to bring you
interesting articles across a cross section of sectors but also highlight the good work that the members of the
chamber and Chamber has been doing.
We are proud of the results achieved by the Lean Manufacturing Clusters. These clusters have been formed under
the National Manufacturing Competitiveness Program of Ministry of MSME, Govt. of India. We have formed two
clusters namely the 'Auto Components Manufacturers' Cluster' and 'White Goods Components Manufacturers'
Cluster' consisting of 10 manufacturing units each. These Clusters were formally launched in July 2010 at the
hands of Shri. Rajendra Darda, Hon. Minister for Industries, Government of Maharashtra. Two more such clusters
are in the pipeline. We strongly believe that this would definitely be a step in making our large number of SMEs
competitive in the global arena.
Besides, during the year we have made representations to the authorities to put forth various issues to the

epresenting government bodies. The 'mathadi' issue being one of the major issues related to the labour
problems has been put up by the Chamber time and again. The another major issue of excessive 'octroi' being
levied on the Pune industries is also being handled by the Chamber. We hope to resolve this issue by continuous
dialogue and persistence.
In June 2010 our Chamber was selected as one of the finalist for the big Chamber Award by the Confederations
of Asia- Pacific Chambers of Commerce and Industry which is headquartered in Taiwan. We received recognition
for our outstanding achievement in promoting the industrial, commercial and social welfare in the Pune region.
I would like to thank all our members and seek their continuous support, without which the Chamber activities
would lose its significance. We hope to continue the good work that the chamber has been doing and see the Pune
Region meet its vision to make it a global destination. I extend my sincere gratitude to the President, Office
Bearers, Executive Committee Member, Chairpersons of various committees and my colleagues at the secretariat
for their support and encouragement.

MCCIA recognized the need of better infrastructure
facilities at Pimpri, Chinchwad and Bhosari area
and as a result implemented its expansion plan. The
Chamber is expanding its existing facility at Bhosari.

• District Collector Ahmednagar had made appeal to

and by convincing industries for this social cause
collected Rs. 46,000 and handed it over to Residential
Deputy Collector, Ahmednagar.

Meetings , Symposiums and Workshops :
• MCCIA has been actively involved in drafting the FSSA
rules. Meetings were convened to discuss notified
draft rules of FSSA. Mr. Ashwini Malhotra, Mr. M.A. Tejani,
and Adv. P.B. Sobale made significant contribution on
behalf of the Food Processing Industry.The Chamber
made various representations and could seek effective
changes to the rule through our contribution.
• A meeting was held with Banks and Financial
Institutions to strengthen the linkages with FPI -
MSME sectors. Mr. Uday Borawake, Ms. Shailaja Salvi
chaired the meeting. About 10 representatives of
financial institutions were present.
• In order to strengthen the international ties of the
agriculture and agriculture business sector, a one to
one business development meeting of Israel
companies with Indian Agri industries was held. About
50 delegates attended the meeting.
Workshop on the new Legal Metrology Act 2009

• Workshop on the new Legal Metrology Act 2009 and
Rules was organized in which Mr. R. Mathurbootham
Former Director, Legal Metrology Dept. Govt. of India
presented the salient issues of the new rules. There
were 45 representatives from the Food Industry
attending the workshop.
• There was a two-day's workshop on Export of
Processed Fruits and Vegetables and other food
products. Ms. Tamanna Chaturvedi, Professor, Indian
Institute of Foreign Trade, New Delhi, Mr. R.G. Vaidya,
Mr. Vaibhav Nagarkar, Mr. Rajiv Sathe. Mr. Raju Kulkarni,
Roj Enterprises and Mr. Akshay Malhotra, Weikfield
shared their practical experiences during the two day
sessions. 56 participants attended the workshop.
• A very informative workshop on Importance of
Website in Marketing of Agri and Food Products was
organized in which Mr. Shrikrishna Deshpande, CEO,
Radiant Minds and Mr. Prasad Shirgaonkar, Founder
and CEO, Aadi Ventures were the faculty. 20
participants attended the workshop.
• A workshop on New Trends in Packaging of Processed
Food Products was organised. Mrs. Sneha Bandekar,
Dy. Director, Indian Institute of Packaging, Mumbai
presented various new trends in packaging and Mr. U.R.
Gotkhindikar, Jt. Commissioner (Retd.), Food and Drugs
Administration, GoM also gave an insight on legal
issues related to packaged commodity. 25 participants
from the food industry attended the workshop.
• Workshop on Soya based Dal Analogue :
Opportunities for food industry was organised. Mr.
M.A. Tejani of Gits Food Products, Dr. Ratan Sharma, Dr.
Pawan Kumar, Dr. M.M. Krishna, of American Soy
Association and Mr. Doug Baldwin, of Wenger
Manufacturing, USA addressed the participants about
the new Soya products. 76 participants from Madhya
Pradesh, Maharashtra and Gujarat attended the
workshop.
• A Training program on Market Identification and
Effective Marketing Tools for Food Industry was
organized. Mr. Harshavardhan Ranade of S.H.
Consultants guided the participants about various
tools for effective marketing of food products. 52
participants attended the training program.

Developing Warehouses in Maharashtra was held.

Warehousing schemes. 150 participants attended the
symposium.

for Indian Agri Export

• There was an interactive session on Food Safety
Standards of Europe for Indian Agriculture Export to
discuss new Food Safety Rules in Europe. Mr. Henk Van

and Consumer Product Safety Authority, NL, Mr. Freek
Van Zoeren, DIG, Food and Consumer Product Safety

Devendra Prasad, APEDA, Mr. Sopan Kanchan, Mr.
Mahendra Shahir, Dr. A.K. Haral, Dr. Vijay Kolekar and Mr.
Govind Hande addressed 120 participants who
attended the meeting.
• The seminar on Government schemes for MSMEs of
Agribusiness and Agro processing proved beneficial to
the 140 participants who attended the same. Mr. Abhay
Daftardar, Asst. Director, MSME, DI, Mr. Janrao of NHM,
Mr. Suravse of DIC, Mr. Bhaskar Patil of MSAMB and
SIDBI representatives presented various schemes.
• A luncheon meeting with delegates of the Netherlands
was organized to discuss future export possibilities
from India. Mr. Meggelen, Mr. Peter Verbaas and Mr.
Anand Krishnan of Embassy of Netherlands and Mr.
Sopan Kanachan, Mr. Uday Borawake, Chairman Agri
Comittee, MCCIA participated in the meeting.
•
ISO 9001 Organisation
A special meeting with 60 Executive Committee
Members of Grape Growers Association of
Maharashtra – MRDBS was organized at Draksha
Bhavan, Market Yard, Pune to promote Grape exports
from India. Mr. Uday Borawake, Mr. Mahendra Shahir,
Mr. Gaikwad, Dr. Khillari, Mr. Govind Hande, Dr.
Watharkar, Mr. Meggelen, Mr. Peter Verbaas and Mr.
Anand Krishnan of Embassy of Netherlands were
present on the occassion.
• B2B Meet of processed Fruit and Vegetables firms
and farmers was organized. Dr. P.G. Adsule, Director,
NRC- Grapes, Pune guided the participants about the
necessity to have direct raw material linkage and
interacted with firms. Contract farming issues were
also discussed. 25 participants attended the session.
• Mr. Uday Borawake was specially invited as an
Agriculture Expert for a National level meeting by Dr.
Pranab Mukherjee, Union Finance Minister, GoI, New
Delhi for discussion on Agriculture Sector for 'Pre-
Budget Consultations' for the Union Budget 2011-12.
• Mr. Uday Borawake was invited for the meeting of
Study group members and Chairman Mr. Vishwas
Bhosale of MSWC regarding reforms in agricultural
marketing system. Points submitted by Shri Uday
Borawake were specially appreciated.
• MCCIA was invited for a meeting with Mr. Shanta Kumar,
MP and Chairman of Parliamentary Standing
Committee on Commerce, GoI and group of other MPs
and senior government officials regarding Export

• IAD 2010 (International Animation Day Function)
This is an annual function which is celebrated as
Animation Day worldwide. It is organized jointly with
ASIFA India (International Association of Animation,

Shikshan School Auditorium. ASIFA India announced a
separate chapter for Pune, 'ASIFA Pune' at IAD 2010.
The committee core group was invited as a member of
the Managing Committee of the Pune chapter.
Short Films created by foreign animation students
were shown to enrich our student's knowledge about
various international story writing styles and concepts.
There were 350 participants in all.
There was a presentation on “Pune” to “Zynga”, one of
the leading global gaming companies. Zynga which is a
global gaming company is looking for a suitable
destination for setting up another development centre
in India. The presentation was organized to showcase
various aspects of 'Pune' as a favorable destination for
the game development.
• Presentation on “Animating Tribal Art” by Ms. Tara
Douglas, Animator and Secretary, Adivasi Art Trust,
Delhi. The presentation was organized with the
objective to create awareness among animators about

minority cultures and adaptation of cultural heritage
for digital media. There were 80 participants for this
program.

• There was a seminar on “Making Alternate Dispute
Resolution Work”. MCCIA organized the program
jointly with Oasis Counsel and Advisory Pvt Ltd. The

Jagtiani, Senior Advocate, Bombay High Court and Mr.
E.O. Mendes, Advocate, Goa conducted the sessions.
The importance of arbitration was highlighted as an
effective tool for settlement of commercial/
contractual disputes.
• The Ministry of Corporate Affair announced the “Easy
Exit and Settlement Scheme, 2010” to prevent
companies from prosecution and other legal actions.
To create awareness on these schemes, MCCIA and the
Pune Branch of WIRC of Institute of Chartered
Accountants of India and other organizations arranged

formation of a Special Committee consisting of Senior

Accountants, especially for efficient service to all tax
payers and addressing administrative grievances like
TDS credit, refunds, etc. Hon. Ms. Kakkar also said that

• Open House meeting jointly with Pune Branch of WIRC
of ICAI: The meeting was organized to discuss and
make suggestions on revised draft on Direct Taxes
Code. Mr. Jayant Pendse, Former Member, CBDT, CA
Kamlesh Chainani and CA Pramod Joshi addressed the
members. The presentation was on the amendments in
revised DTC and reference to major points in the first
draft of DTC by CA Kamlesh Chainani and CA Pramod
Joshi. Total 60 participants attended the meeting.
• There was a meeting of the members of the Direct
Taxation Committee: Discussions were held on review
of various notices related to recovery of Tax Demands
in the assessment and to seek the suitable directions
from higher authorities. About 11 members attended
the meeting.

• A workshop on TDS/TCS including changes in TDS was
organized wherein 83 participants attended. The

Pune Design Festival 2011
• The Pune Design Festival 2011 was held jointly with
Pune Design Foundation to give an insight into various
forms of 'designs' which will help create value to the
respective field of work. Delegates were able to
interact, discuss and debate with design thinkers,
practitioners and design supporters. The festival
engaged a wider audience and citizens through various
seminars, workshops, events, symposiums and
competitions for different stakeholders, like industry
professionals, design houses, design institutes, policy
makers, media, design students and the design user
industry.
• Seminar on “Product Marking” jointly with TUV
Rhineland Pvt. Ltd. Mr. G. Kalyan Varma, Sr. Mgr-Product
Certifying Group at TÜV Rheinland (I) P. Ltd was the
faculty for this seminar in which 35 delegates

During the year the Energy Committee was engaged in
Energy Audit, Power Quality Audit, Electrical
Parameters Measurement Service assignments as well
as active participation in Policy and Regulatory Issues
by making representations to the Regulatory
Authorities in the interest to our members.
Consultation was given to members on power related
issues like tariff, load shedding, regulatory issues etc.
Meetings , Symposiums and Workshops :

required with Executive Director – MSEDCL
• During the meeting, various issues related to power

supply of our members were put forward to the ED –
MSEDCL. ED – MSEDCL made a presentation regarding
the prevailing demand – supply situation, projects
under implementation so as to enhance the
transmission system resulting in improving the power
supply situation. ED appreciated this initiative taken by
MCCIA so as to address the customer's issues.
• Energy Conservation, Renewable Energy and Energy
Audits in Association with FICCI. The workshop was
addressed by representatives from MIDC, MEDA and
experts in this field. In this workshop 'National Mission
of Enhanced Energy' of Govt. of India, Energy
Conservation Act, 'National Solar Mission', subsidies
from State as well as Central Govt. etc. were discussed.
MIDC expressed their willingness to work with the
industry to tap the Renewable Energy Sources like the
solar energy.
• Presentation on 'The fraunhofer – IFAM and it's
Activities in Electrical Energy Storage' by Dr.
Yashodhan Gokhale. The event was the concurrent
event during Pune Expo 2010. The participants
discussed the new and existing trends this area in
Indian context and exchanged the information.
• Awareness Program on Cost Saving through energy
efficiency for Fruit and Vegetable Processing
Industries with SIDBI. This program was organized to
discuss the ways and means of energy conservation to
achieve energy efficiency. Eminent professionals in
this field addressed the participants and shared their
expertise.
Representations :
1. Single Point Supply to Commercial Buildings /
Industrial Premises with Mixed Load
Many commercial complexes are facing problems in
implementation of the MERC order in which 'Single
Point Supply' was withdrawn. To bring clarity, MCCIA
approached the MERC and requested them to release a
separate order in this regards. After going through the
merits of our submissions and complying with the
regulatory process, MERC released on order. As there is
still confusion in the order, MCCIA approached the
higher authority ( Appellate Tribunal for Electricity ).
This case is pending with APTEL and we expect that
APTEL will release the order given to them based on the
records.
2. Tariff Proposal of MSEDCL
MCCIA submitted suggestions / comments on
MSEDCL's Annual Revenue Requirement ( ARR ) and
Tariff proposal to MERC for FY 10 – 11. The Commission
also heard our say in the matter during the public
hearing in Pune.

3. Intervening Application for Review of Tariff for FY 10
– 11 applicable for LT – V ( B ) Category
MERC released the tariff order for FY 10 – 11 in which
there is considerable increase in the tariff applicable to
LT – V ( B ) category. This category includes mainly
MSME units. To protect these consumers from abrupt
Tariff Hike, MCCIA approached MERC with intervening
application requesting tariff review applicable to these
consumers.

the events. The Tree Plantation drive was taken up by

Development Agenda for India, jointly organized with
CEE, Parisar and Prayas. Dr. Madhav Gadgil, Dr. Praful
Bidwai, Shri Girish Sant, and Shri Anant Sardeshmukh,
Executive Director General, MCCIA were among the
panelist at the panel discussion. More than 90 persons
were present at the discussion.
• Half day Seminar on “Enhancing Synergies between
Rotary and NGOs”. Dr. Madhav Gadgil, Eminent
Ecologist and Shri Prataprao Pawar were present at the
inauguration of the seminar. Presentations were made
by various NGOs and Rotary Clubs about their
initiatives. 150 representatives from NGOs, Rotary

First Meeting of MCCIA-BPO Forum Tuesday 01 March
2011 : Mahratta Chamber of Commerce, Industries and
Agriculture has decided to form a BPO Forum as part of
the initiatives of the IT Committee. The Forum seeks to
connect with the ITES Companies in and around Pune
and try to address some of the important issues ahead
of them. The Forum will also take up certain common
issues with the relevant authorities and organizations.

INDIASOFT 2011 - 25 to 26 March 2011
• Over One Hundred companies and several hundred IT
Experts from all over India and from over 70 countries
were in Pune to be part of INDIASOFT 2011, the largest
IT global networking event in India. It was a proactive
exercise from Electronics and Computer Software
Export Promotion Council to further strengthen the ICT
sector in the State and to assert its growing image as an
ICT hub. Around 350 software and services buyers from
over 75 countries, besides a host of renowned Indian
companies, at this business-to-business (B2B)

“Comprising of International Exhibition and
Conference, INDIASOFT 2011 was meant to facilitate

for outsourcing with overseas buyers,” The event
provided participants an opportunity to broaden their
vision and tap the emerging global markets.
• To facilitate participation of large number of
developing countries in the event, an innovative
program of “120 hosted buyers” from Latin American,
African, ASEAN and the CIS countries, was put in place
whereby ESC invited chosen delegates from these four
regions to attend the exhibition and conference. This
exercise gave them exposure about the IT capabilities
of Indian IT industry. The event also included
conferences on Global IT Opportunities Ahead and e-
Governance Applications in India.

The Chamber has been selected by UNIDO as the
Business Promotion Institution for its initiatives for

initiative : Pune is an established Auto Hub of Western

India. On 1 July 2010, UNIDO, MCCIA and ACDRIL Pune
inaugurated the “Supplier Development Program” –
Initiative in Pune aimed at making Auto Component
suppliers in the Pune Region capable of global
competition and bringing up their overall quality levels
to the expectations of International OEMS. UNIDO,
MCCIA (Mahratta Chamber of Commerce, Industries
and Agriculture) and ACDRIL (Auto Cluster
Development and Research Institute Ltd.) will soon
expand the program and also include tier 2 and 3
suppliers in and around Pune region.
• Individual Business Meetings with Officials from The
Consulate General of The Netherlands : Mr. B. B.
Bansal, Commercial Advisor at the Consulate General
of the Netherlands regularly visited MCCIA for
discussions with companies looking to explore
possibilities of business links such as Imports, Joint
Ventures, representation of Dutch companies,
investing in the Netherlands, prospects of using the
Netherlands for European markets etc. Many
companies have benefitted from such interactions.
• Individual Business Meetings with Official from
AWEX-Belgium : Mr. Jean-Guy Schattens, Trade and
Investment Commissioner for AWEX in Mumbai visited
Pune regularly to interact with companies which are
interested in importing or forming joint ventures with
companies from Wallonia, investing in the Wallonia

Interactive session with Government Officials from
Singapore : MCCIA had received a request from the
Consulate General of Singapore in Mumbai about visit
of 33 officials of various departments of the
Government of Singapore. The officials now hold
strategic portfolios in their respective organisations
and are involved in the development and
implementation of national policies. The participants
represent various agencies in the economic, social and
security sectors, as well as government administration
and organs of state. This visit was part of the Singapore
Government's "Governance and Leadership Program"
The delegation was led by the CEO of International
Enterprise Singapore (our national trade promotion
body), Mr Lit Cheong CHONG, the then Chief Executive
Officer of International Enterprise Singapore led the
delegation. One of their course objectives was to
assess significant developments in countries of
strategic interest to Singapore.
• Meeting with delegates of Automotive Mission from
The Netherlands: A high level automotive delegation
from the Netherlands visited Pune on Friday 9th April
2010 Consulate General of the Netherlands in Mumbai
and MCCIA had organized one to one business
meetings and networking and dinner with the visiting
delegates to provide and opportunity for companies
from Pune region to discuss possibilities of exports,
imports, joint ventures, incubation in the Netherlands
and representation in India with the visiting delegates
comprising of companies and organizations from the
Netherlands .
• Visit of Mr. Peter Beckingham, British Deputy High
Commissioner in Mumbai-19 April 2010 : The
interaction focused on International Exhibition Centre,
River Restoration Project and Proposed Metro Project.
MCCIA office bearers and officials requested the
Deputy High Commissioner for joint programs in Pune
as well as participation and visit of British Companies in
PUNE EXPO 2010 as well as MCCIA suggestions for
infrastructure projects. Mr. Beckingham readily
accepted all the suggestions.
• Visit of H. E. Mr. Andi Ghalib, Ambassador of
Indonesia and H. E. Mr. Sadik Ali, High Commissioner
for Brunei Daressalam to India along with officials from
their diplomatic missions. The dignitaries visited
MCCIA to understand the initiatives of MCCIA and
strengths of Pune as well as to discuss the possibilities
of exploring business and institutional links with Pune.
• Interactive Session with Australian Corporate
Training and HR Mission: MCCIA and The Australian
ISO 9001 Organisation
Trade Commission had organized an Interactive
session with members of the Australian Corporate
Training and HR Mission Pune. The delegates wanted to
explore possibilities of identifying support/partner
organizations in Pune for Consultancy, Training and

• Meeting with a High Level Delegation from
Wielkosplska, Poland: A high level delegation from

organized an interactive session with the delegates.
The delegates included officials from the Wielkopolska
Region, Universities in Poznañ, and companies from
various sectors. This event provided an ideal
opportunity for participants from Pune to explore
potential for doing business, research with companies
and organizations in Wielkopolska region.
• Interaction with Prof. Dr. Heizmann, Board Member –
Volkswagen Group: Mr. Mukesh Malhotra, President
introduced Prof. Dr. Heizmann to the audience and
expressed confidence that MCCIA and Volkswagen
Group will have long standing relationship and Pune

Pune. Office Bearers, Past Presidents and Executive
Committee Members and senior officials attended the
event on behalf of MCCIA.
Special Program on Managing Growth and Finance
Options: MCCIA jointly with UNIDO, Indian Venture
Capital Association and Indian Angel Network had
organized a Special Program on Managing Growth and
Finance Options.
• There was a presentation on Doing Business with
Tampere, Finland: Mr. Jukka Mansikka – Executive
Partner of Tampere Business Region, Finland made the
presentation. The event was organized with the
support of Tampere Business Region.
• EEPC INDIA under the Ministry of Commerce organized
a workshop on strategies to increase export of Auto
and Auto Components through SEZ. EEPC INDIA had
commissioned Ernst and Young to develop a strategy
paper to chart out a growth path for automotive exports
from India for the period 2010-2014 and to identify
initiatives that have to be undertaken. Highlights of this
report were discussed in the seminar.
• A business delegation from Israel visited MCCIA for
individual meetings with representatives from
Companies in Pune.
• MCCIA jointly with Consulate General of Belgium and
Indo-Belgian-Luxembourg Chamber of Commerce
and Industry in association with Port of Zeebrugge
had organized a seminar to coincide with the
celebrations of the Belgium National Day. The event
focused on :
a) Port of Zeebrugge: India link to Europe, Gateway to
the UK Harmonization of customs in the European
Union.
b) The Event followed celebrations of the Belgian
National Day and Networking.
• Seminar on UK Business Opportunities and
Environment. The current global scenario presents
interesting global opportunities for Indian companies.
As part of awareness Programs, MCCIA and UK Trade
and Investment had organized an event focusing on
the UK Business Opportunities and Environment. This
program was relevant for companies sectors such as
Automotive, Engineering, Information Technology,
Animation and Gaming, Pharmaceuticals and Bio

Technology, Food Processing etc. Speakers included
Mr. Spencer Mahoney, The then Head UKTI, Western
India who presented an overview of the business
opportunities that exist in the UK across sectors, for
established companies as well as SMEs. Mr. Chandru
Iyer, Kingston Smith, a UK based accounting firm
presented the them 'The UK Business Environment'
and spoke about New Government – Policy changes,
Post Budget Ramifications, Setting up a company in the
UK, Managing immigration and taxation, MandA /
Raising Finance.
MCCIA in association with Corporate Catalyst had
organized a road show on Normandy Motor Meeting
“N2M” organised in Normandy region of France.
Mr. Philippe Leclerc, Chairman, Proximum group made
a presentation on the Event and the benefits to Indian
Participants.
• Meeting with Members of Trade Commissioners'
Forum: Select Members of Trade Commissioners'
Forum based in Mumbai visited MCCIA to know more
about Pune region, MCCIA initiatives in the near future
and possibilities of further co-operation. Trade
Commissioners of • Finland • Mexico • New South
Wales, Australia • Quebec, Canada • Italy were part of
the delegation. The Trade Commissioners and their
officials were quite impressed about MCCIA's
Presentation and the tremendous scope of enhancing
trade, investment and institutional links with Pune.
Many of the Trade Commissioners have promised to
bring more delegations to Pune.
• Seminar on Doing Business with Vietnam and Free
Trade Agreement between India and ASEAN with
Special Reference to Vietnam: MCCIA and Indo-
Vietnamese Chamber of Commerce and Industry
jointly organized a seminar on 'FTA between India and
ASEAN', with special reference to Vietnam. Now that
India-ASEAN FTA (with Vietnam) has come into force
from June 1, 2010, this has opened an opportunity to
promote Indo-Vietnamese bilateral trade relations. Mr.
Nguyen Son Ha, Commercial Counsellor, Head of
Vietnam Trade Office, New Delhi and Mr. Bui Van Thinh,
Consul General for The Socialist Republic of Vietnam in
Mumbai addressed this Seminar.
• Special Session on Building Links with UK Higher
Education: The Chamber and British Trade Office, Pune
had jointly organised an event on Building Links with
UK Higher Education. The event focused on strengths
of the UK in Higher Education. Sports Psychology,
Sports Science. Higher Education for top level
corporate training that can equip senior executives
with the skills to function in a global workplace.

• Belgium Automotive Roadshow 2010: MCCIA,

Investment and Trade had organized a special event for
the Automotive sector from Pune to present
information on the scope of doing business with
Belgian Automotive sector by investing in Belgium,
using the Research and Development capabilities,
getting access to technology of Belgian automotive
sector as well as marketing in Europe by using Belgium
as a distribution centre.
• Visit of Senior Officials of General Electric: To
evaluate the possibility of setting up of a
manufacturing plant in the Pune region and
discussions with Office Bearers, senior officials of
MCCIA and other experts. The proposed facility will
give employment to over 3000 skilled people over a
period of time. The General Electric team was quite
impressed with our Presentation of the Pune region.

• Seminar and Exhibition on “Polymers in Auto” was
held jointly with the SEF Committee. Mr. Sapan Ray ,

Pvt. Ltd. gave the keynote address. The inaugural
session was chaired by Dr. Abhya Firodia , President,

• “Design Awareness Seminar For Polymer Industries”
The program sponsored by the National Institute of
Design, Ahmedabad was held as a concurrent event in
the Pune Design Festival 2011. Speakers included Mr.
Prakash Khanzode, Ms. Nishma Pandit, Mr. Samyak
Pungaliya. 35 delegates participated in this event.

Railway, Road & Traffic Management
Committee

MCCIA invisages a vision 'To make Pune Region a safe,
convenient and hassle free place for railway and road
commuters'.
Two Core Group : In order to carry out activities of the
Railway, Road and Traffic Committee in a focused
manner, two separate Core Groups for Railway and
Road respectively, were formed by inducting experts
from relevant fields. Taking into account experience
and expertise of these experts in respect of
Railway/Road related activities, it is expected that the
Committee and the railway/road commuters at large
will be immensely benefited by their contribution in
the activities of RRTM Committee.
Mentioned below are the major activities of the
Committee carried out during 2010-11.
1. Pune-Mumbai Expressway : To reduce the number of
accidents on Pune-Mumbai Expressway, a meeting of
all stakeholders viz. MSRDC, Highway Police, Rural
Police and RTOs, was organized. Various problems were
identified and probable solutions thereto were
suggested to the MSRDC.
2. Inculcation of Traffic Discipline at School Level :
Traffic chaos, increase in the number of accidents and
gross violation of traffic rules are major issues faced by
Pune and all major cities in the Country. The
Government authorities are unable to cope up with the
situation. Given that the number of vehicles are on the
rise and instances of violation of traffic rules are also
increasing rapidly, it was decided that inculcation of
th
traffic discipline amongst school children (Standard 5
th th th
to 9 and 11 and 12 ) was one of the long term
solutions to the problem. As a result several
representations to various authorities like the Governor
of Maharashtra, Ministry of HRD, Parliamentary
Standing Committee on HRD, Chief Minister of
Maharashtra, Maharashtra State Bureau of Text Book
were made. The Committee also requested the SSC and
ISO 9001 Organisation
HSC board to co-opt MCCIA as a member / invitee on
the syllabus revision committee so as to share its
experience and expertise.
3. Strengthening the working of PMPML : The Chamber
had in the past made successful efforts to merge PMT
and PCMT with the objective to provide efficient and
effective public transport system for Pune region.
However, performance of PMPML during the last few
years has been below expectations. In view of this, the
Chamber made representations to the Chief Minister,
Guardian Minister (Pune), Minister for Transport, Pune
Divisional Commissioner, Commissioners of PMC and
PCMC and CMD of PMPML, consisting of the roadmap to
revamp the overall functioning of PMPML. The
roadmap included suggestions for improvement in
administrative set up, depot functioning, setting up of
advisory committee, improvement in bus services and
strengthening of bus fleet. Representations were also
sent to the concerned authorities for early release of
funds under JNNURM for purchase of buses.
Representations :
1. Railway Pre-budget Memorandum 2011-12 : MCCIA
sent the Memorandum to the Hon. Railway Minister and
the Chairman - Railway Board, consisting of the
suggestions collected from Railway Commuters,
Industry members and Citizens. The outcome of the
representation was extremely encouraging. The
Railway Ministry accepted several demands and has

approved Survey for Pune – Lonavla 3 track, in
introduction of Pune–Secunderabad Shatabdi Express,
Pune-Ahmedabad AC Duronto, Pune-Nanded Express,
Pune–Ranchi Express, Increase in frequency of Pune -
Jaipur Express, New Line between Lonand – Phaltan,
Survey for Pune-Nashik new line, Survey for Kolhapur-
Konkan Railway new line, Survey for Kolhapur – Rajapur
new line.
2. Pune Station & Pune Division Issues : Representations
were made to Railway Minister, Chairman - Railway
Board, General Manager (Central Railway) and DRM
(Pune) on following issues :

• Speedy completion of electrification of Pune Daund
section to facilitate starting of EMU Service between
Lonavla–Pune–Daund, to save time spent on changing
engine at Pune Station, to enable increase speed of
trains between Pune-Daund Section.
• Construction of a separate terminal for local trains to
ease pressure on the Station.
• Induction of one more rake to improve local train
connectivity between Pune and Lonavla.
• Construction of two separate terminals near Pune for
long distance trains to reduce burden on Pune Railway
Station.
• Starting of additional trains for Mumbai between 10.00
am & 11.30 am, 12.30 pm & 2.00 pm, and 7.00 pm &
7.30 pm;
• Declaration of Pune-Lonavla, Pune-Daund and Pune-
Jejuri as a “sub-urban Zone” and creation of Suburban
Railway Users' Consultative Committee (similar to
Mumbai) to facilitate introduction of suburban train
service and to improve the existing services.
• Double track on Pune-Kolhapur and Daund-Manmad
with electrification.
• Third Track between Pune and Lonavla.
• Additional train services for Kolhapur, Jodhpur, Delhi,
Ahmedabad, Surat, Bangalore, Hubli, Chennai and
Guwahatti.
• Interlink Connectivity / Bypass Routes at Pune, Daund
and Kalyan to facilitate speedy movement of trains by
avoiding technical halts for change of engines and
change of tracks.
• Reshuffling of areas under Central Railway - Lonavla
Station from Mumbai Division to Pune Division and
Daund Station from Solapur Division to Pune Division
for better and effective working.
3. Other Railway Issues
The Committee also sent representations to Railway
Authorities on following issues:
• Construction of Sub-ways at all major stations across
the country to facilitate easy movement of commuters
between the platforms.
• Providing Pantry Cars to all long distance and interstate
trains to facilitate availability of food to the
commuters besides generating employment.
• Improvement in Catering Services of Indian Railways
• Appointment of local ZRUCC member to carry out spot
checks for speedy claims settlement .
• Inclusion of name of the stations in the announcements
made at the station by making appropriate changes in
the RDSO specifications so as to avoid confusion.
• Installation of Public Address System in all inter-state
trains to facilitate dissemination of information to the
passengers;
• Request for providing plan of Pune Model railway
station creation of railway by-pass routes at Hadapsar,
Ahmednagar and Kalyan to eliminate technical halt and
to reduce journey time
4. Other representations
• Accident prevention and road safety measures for the
safety and security of road users (representation sent to
the Commissioners of PMC and PCMC)
• One way circular traffic outside Pune Railway Station to
ease traffic congestion and facilitate better movement
(representation sent to DCP Traffic and Sr. DCM, Pune)
• Memorandum, consisting of various proposals and
suggestions, on proposed Pune Metro Railway project
(representation sent to Mayor, Chairman – Standing

Committee of PMC and PCMC; MPs, MLAs and MLCs of
Pune Region)
• Strict enforcement of various provisions under Motor
Vehicle Act by RTO (representation sent to the Minister
for Transport, Government of Maharashtra)
• Need for setting up Unified Transport Authority for
Pune Region (representation sent to the Guardian
Minister, Pune Dist.)
• Suggestions to improve BRT Scheme (representation
sent to the Guardian Minister, Pune Dist.)
Railway Budget Live Telecast
The Committee had organized “Live Telecast of Union
Railway Budget 2011-12 and Interaction with Press
and Media” jointly with Pune Association of Working
Journalists at Patrakar Bhavan. Leading newspapers
and TV channels gave excellent coverage to the
interactions. The Chairman of the Committee was also
invited by 'Zee 24 Hours' as a panelist for live
discussion on Railway Budget.
Achievements – Appointment on ZRUCC
MCCIA has been re-appointed on Central Railway
Zonal Railway Users' Consultative Committee

(ZRUCC) for the 4 time. ZRUCC Meetings were held in
May, November and December 2010 which were
attended by Shri Chandmal Parmar, MCCIA nominee.
The Committee had forwarded Agenda for
consideration at the said meetings, which included key
proposals and suggestions to improve working of
Railway Services.

Ministry of MSME, Government of India, has launched a
unique 'Lean Manufacturing Cluster Scheme' with a
noble objective of transforming SMEs into Productive,
Efficient and Systematic units. Adoption of Lean
Manufacturing techniques result into enhancement in
the profitability and productivity.

Keeping in view the potent benefits, the chamber
formed two lean manufacturing clusters viz. 'Auto
Components Manufacturers' Cluster' and 'White
Goods Components Manufacturers' Cluster'
consisting of 10 manufacturing units each. These
Clusters were formally launched in July 2010 at the
hands of Shri. Rajendra Darda, Hon. Minister for
Industries, Government of Maharashtra.

completed its tenure of 12 months and the activities of
the White Goods Component Cluster are in full swing.
Most of the units have experienced improvement in
productivity, better plant layout, improved material
movement, reduced inventory levels, workers'
participation in day to day operations, etc. These units
have also achieved reduction in customer complaints,
rejections and rework, reduction in machine break
downs and so on. Apart from these benefits, there are
two distinguishing benefits that the cluster members
are enjoying viz. Increased Customer Confidence and
Change in the Work Culture.
The Committee, during the period, organized about 18
common training programs and review meetings for the
Auto Component Cluster and 10 for the White Goods
Cluster. Best Performing Companies were awarded,

during each review meetings, as a token of appreciation
for their efforts in the lean implementation process.
• Awareness Programs
In order to create awareness amongst the industries in
and around Pune, two programs were organized in
December 2010 and March 2011 respectively.
Officials from the National Productivity Council, New
Delhi as well as the Lean Consultant addressed the
participants. CEOs from the existing cluster were also
invited to interact with the participants and share their
experience during the journey of lean implementation.
The program witnessed fruitful interactions between
the speakers and the participants. The chamber is
hopeful of forming two more clusters.

was a panel discussion on “How best practices would
help MSMEs in Pune”.
Interactive meeting with Technology Development
Board, New Delhi : A lecture-presentation was
organized to appraise the participants of the Scheme /
Assistance provided by the TDB. Mr. Sanjay Chavre,
Scientist 'E' and Project Coordinator of the Board made
a lecture-presentation, which was followed by an Open
House Session.
Two day conference on “MSME – Gearing up to the
Global Competitiveness”. In order to give the sector
appropriate impetus in the Golden Jubilee Year of
Maharashtra, the Maharashtra Economic Development
Council (MEDC), in association with MCCIA had
organized the two day conference in December 2010.
The conference focused on the opportunities for
MSME's offered by the policy initiative of the
state/central government, Bank schemes and on
country specific opportunities in Denmark, Belgium
and Australia.

Writ Petition for refund under MVAT Act
In spite of specific time limit of six months for grant of
refund the Sales Tax Department did not grant the
refund in very large number of cases i.e. over 15,000.

suggestions for early disposal of refund cases. However
the department did not do anything about it. Hence it
was decided to file writ petition on behalf of Members.
The expenses of the writ petitions are to be borne by
the Members who join the writ petition. Writ petition is

filed on 17 February 2011. The department has not yet
filed their reply but has caused amendments to the Act
and Rules and has issued instructions to expedite and
complete the procedure to grant refunds at an early
date.
Participation in Advisory Committee :
Mr. G. Y .Patwardhan, Mr. Hemant Patki and Mr. Suhas
Padhye attended sales tax advisotry committee
meetings held at Mumbai several times and made
representations about the problems faced by the tax
payers and made valuable suggestions. They also
participated in the discussion group for Goods Service
Tax established by Commissioner of Sales Tax, Mumbai.
Senior Executives' Forum

Since May 1999, this activity is going on in
collaboration with voluntary Executives Forum of India
(VEFI), Pune. The main purpose of this activity is to
provide consultancy /advisory services of the
registered SEF Associates to needy small and medium
scale industries at reasonable charges and
simultaneously also to help Senior Retired Executives
from industries and various other fields to get
consultancy / advisory assignments. Upto March 2011,
we had 651 consultants registered under SEF, of which
16 consultants were added during 2010-11. In this
year we received enquiries from 10 organizations for
such consultants and 26 bio-data were forwarded to
the industry. The sub-committee conducted regular
monthly meetings for its Members. During this year
total 23 lecture - meetings of SEF were organized under
the Chairmanship of Shri.Y.H.Gharpure & Shri.R.M.Shah,
Vice-Chairman of SEF. The office bearers of VEFI also
provided necessary help to this Forum from time to time
to run this scheme successfully.
Meetings : During the year total 23 lecture - meetings
of Senior Executives' Forum were organized. Also, the
Executive Committee of the Forum had 11 meetings
during the year to review the past activities of SEF,
discuss the action taken in regard to past decisions, and
planning of future activities of SEF.
• A lecture-presentation by Shri Ravindra Viladkar, an SEF
Associate, was made on the subject – 'The Heart of
Change'. 32 SEF Associates and others attended this
Seminar.
• In the monthly meeting of SEF, Mr. Pradeep Suresh
Satpute, Business Development Executive, Modular
Infotech Pvt. Ltd. made a lecture-presentation on
'Indian Languages Braille Reader for Visually
Impaired Persons'. About 20 persons attended the
presentation.
• A Half-Day Seminar on 'Preparing for Second Career by
Senior Citizens' was jointly organized by SEF & Dignity
Foundation. About 62 SEF Associates and others
attended this Seminar.
• SEF and Grameen Shramik Pratishthan, Latur, jointly
called a colloquy on economic inclusion of rural
persons with disability and a presentation on 'Swadhar
Rehabilitation model, and Exhibition-cum-sale of

MCCIA has been the advocate for safe industrial

different items of safety awareness material which was
distributed from three Special Safety Counters opened
for this purpose at MCCIA’s Tilak Road, Bhosari and
Ahmednagar Offices. This activity has gained
popularity amongst the industrial sector and we have
started dispensing material not only in industries in

Pune Unplugged 2.0 (1 -10 October 2010)
Mahratta Chamber of Commerce, Industries and
Agriculture has been promoting Pune region's trade,
Investment and institutional links with the rest of the
Inaugural Evening of Pune Unplugged 2.0
world. Over the years we have attracted and promoted
ties with Multinational companies in our region. We
would like to intensify our engagement with the
Expatriate community based in Pune with a series of
initiatives aimed at promoting a much greater degree of
assimilation and integration among people across
nationalities. As a major step in this direction, the
Chamber had organised PUNE UNPLUGGED - A
Welcome Week for the Expatriate Community in Pune
in November 2009. Going by the response from the
expatriate community, we organized Pune Unplugged

2.0 from 1 -10 October 2010.
During the Week, we had organized a series of events
focused on Indian Classical music and Dance,
Culture,Tourism, Indian Cuisine, India in Motion and
WOW India Photo display, display of Arts and Crafts,
Fashion Show focused on Indian Apparels, Football
matches for regular club teams and also for
international schools etc. We also showcased select
NGOs who are doing excellent work on social issues.
This year, we combined Pune Unplugged with
Oktoberfest organized by Indo-German Chamber of
Commerce, our colleague organisation. Additionally,
we would included a Belgian Evening organized by the
Consulate General of Belgium.

This activity was started by the Chamber for networking

Expo 2010 Conference Hall on New Agriculture College
Ground. The meeting was chaired by Mr. S. K. Jain, Vice
President, MCCIA. Mr. Anant Sardeshmukh, Executive

International Airport at Pune.
3. We organized Meetings of the Civil Aviation Committee
to deliberate on the issues relating to infrastructure
and additional air connectivity at the present airport.
4. We had a number of meetings with Mr. Dilip Band,
Divisional Commissioner – Pune Division and Mr.
Chandrakant Dalvi-the then Collector, Pune District for
matters relating to setting up of independent
international airport in Pune region and also for
expediting the process of acquisition of land for
extension of the airstrip at the present airport in Pune.
The efforts have yielded results. The land has now been
acquired and handed over to the Air Force for extension
of the runway.
At these meetings, we have brought to the notice of the
Ministers and senior officials our concerns about two of
the most prestigious projects in Pune Region namely
the International Exhibition Centre and International
Convention Centre as also the importance of setting up
of an Independent international airport at Pune and
establishing direct air connectivity with more
international destinations. We also voiced our concern
about sustaining the tempo of tremendous
investments being planned by the existing and
potential investors in the Pune Region.

A meeting was held with Hon'ble Guardian Minister of
Pune and Minister of Water Resources and Energy, Shri
Ajitdada Pawar and various senior government officials
to discuss the issues/problems faced by the industries.
During the meeting several issues were discussed such
as Infrastructure related issues (roads, power, water),
issues relating to industrial areas such as Hinjawadi,
Pimpri Chinchwad and Bhosari, Chakan, Ranjangaon,
Policy Level issues relating to Power, Octroi, Security
related issues in Pimpri Chinchwad-Bhosari, Provision
of additional buses of PMPML to areas such as
Hinjawadi and others. The meeting also included a
presentation on the International Exhibition Centre
Project. Concerned senior officials from various
authorities such as Divisional Commissioner,
Collectorate, Pune Municipal Corporation, Pimpri
Chinchwad Municipal Corporation, Maharashtra
Industrial Development Corporation, Railways etc.

Mr. Mukesh Malhotra welcomed the Chief Guest, Guests
of Honour and other dignitaries. In his address, he
briefed about the ongoing projects and initiatives of
the Chamber. He said that the Chamber is taking a lot of
initiative at the National, State and Local Level,
rendering crucial services thereby contributing directly
to the industrial growth. The activities of the Chamber
are carried out in multiple dimensions where we
interact with the Government and Government
authorities; we interact with International community;
and with industries. The Chamber has been doing its
best to address local governance and civic issues and
has proactively been arranging meetings with our
Guardian Minister, Hon'ble Shri Ajit Dada Pawar, on a
regular basis where the heads of almost all the
departments of Government related to overall aspects
of the city's functioning are invited to be present, and
numerous problems are resolved on an “across the
table” basis. He also briefed about the ongoing
projects -International Exhibition Centre at Moshi, River
Restoration Project and the International Airport at
Pune.
Dr. Abhay Firodia, President said that Pune had a long
historical ties with trade and business inherited due to
military legacy of the city. Pune today is a vibrant city

defence centre in the country. All these factors have
brought tremendous prosperity to the Puneities and
one should always thank the city for what it has given us
and keep remembering the same from time to time.
MCCIA should be a catalyst for changing the thinking
amongst the citizens and for creating of better
environment for conducting business in this city.

UK is the second largest investor in India and they want
to grow further. Pune city is an important business
centre for UK and there should be more commercial

activities in city than the currently prevailing levels. He
also said that Pune is the second largest manufacturing
hub of India and has a huge educational base. Pune is
the city which offers immense opportunities for UK in
various sectors. Britain-India bilateral relations were at
its peak. This was evident from the visit to India by their
Prime Minister Mr. David Ceameroon with a high level
delegation within 10 days of coming to power. He also
said that India and UK have decided to start joint CEOs
forum which will play a significant role in overcoming
regulatory hurdles in both countries and encouraging
investment. Education Minister of Britain is planning to
visit Pune and some of the educational institutes are
also planning to start institutes in Pune.
Mr. Lin Chung Ying, Consul General, Consulate General
of the republic of Singapore said that Pune is the
second largest manufacturers and IT hub in India. He
spoke about Singapore – Pune relationship, over 2000
Indian companies are located in Singapore. He
informed about the joint ventures and MoUs signed
with India. He has shown an interest to arrange a visit of
MCCIA office bearers and businessmen to Singapore to
study their metro rail project. He said that they have
successfully implemented the 40 km project both
above and underground. He also informed that the
issue of Airl-inks between Pune and Singapore can be
taken up and we will consider the same.
Mr. Kishor Chaukar, Managing Director of Tata Industries
Ltd. and Chief Guest of the function addressed the
gathering. He said that Indian economy will grow at a
high rate and there is a need for the industries to
become sensitive to protection of human rights and
conserve environment. He said that human rights,
health, hygiene and safety at workplace is very
important. Intellectual property right, social
responsibility and environment are the important
factors for industries.

Guests of honor for accepting the invitation on the
occasion of Annual General Meeting. He also expressed

Research Programs/ Publications
Additionally there are some important projects related
to SMEs such as “IT capabilities of Pune SMEs” and
Issues of Financing in Pune SMEs” which are in the
pipeline.
Manage Your Beer: An Inventory management Game :
Many stakeholders struggle to put in place stock
replenishment processes that work. The purpose of this
program was to make them understand the theory of
inventory management in an interesting way. This
program was conducted by MCCIA, SCMHRD and
SMEJOINUP jointly. Prof Prakash Waknis and Mr. O. S.
Vaidya were faculty for the program.
Library Services
The MCCIA library is a Commercial Reference library
which has been set up to cater to the information needs
of the business community in and around Pune. The
emphasis in the library is on dissemination as well as
development of collections mainly directories,
yearbooks, statistical data, project profiles of small
scale industries, Information Technology and
Management. The library has around 5,000 documents,

300 CDs, Reports, State and Central government
gazettes.
The library also has material on subjects like,
International Trade, Finance & Banking, Five Year Plans,
Budget, Agriculture, Taxation, Management etc.
The project profiles prepared by various agencies are
kept in the library to help the entrepreneurs get access
to secondary data. Library provides Reference Service,
Reprographic Service , Gazettes and Standards Service .

1. In-house Staff Lecture Series- We have an in-house
lecture series presented by our staff members. This is a
platform for our employees to show case their
presentation skills. We conducted 36 lectures so far.

2. H1N1 Vaccination Camp - H1N1 Vaccination Camp for
the Staff Members of MCCIA and their family members
was organized at MCCIA as a preventive measure to
safeguard the health of our employees.
3. Health Check-up Camp for MCCIA Staff Members- We
organized a Health Check-up Camp for all our staff
members with A.J. Medical Care, Pune.
4. Staff Get-together in Diwali- Staff get-together on the
occasion of Diwali was organized. Two hours were
packed with an entertainment program followed by
refreshments.
5. Staff Training program- A training program for staff was
organized on the topic ‘Awaken the Winner in You’ by
Mr. Pramod Jain, an eminent Management Trainer.
6. Felicitation of the wards of MCCIA Employees- A
program to felicitate the wards of MCCIA employees
who achieved success in the recently held SSC and HSC
examination was organized at MCCIA. This definitely
encouraged the young Indian citizens to do better in
life.

Staff Gettogether
in Diwali
“Janwani” an NGO supported by MCCIA works on the
issues of governance, public policy and enhancing
people's participation in governance. Janwani is
presently focusing on the following ventures:
1. 'Nirmal Katraj, Dekhane Katraj' : is a project which aims
at the possibility of Pune managing the garbage within
the ward boundaries, contradictory to the present
system of carrying it outside Pune for disposal. Janwani
has created systems for waste collection and
management and Karaj ward is chosen has for pilot
project as a “model ward” which segregates garbage at
source and converts it into value at local level. It is a
unique model that can be replicated in any urban
establishment
'2. My City, My Money': Janwani has published this unique

booklet that is a simplified presentation of year 2010-
2011's Pune Municipal Corporation's annual budget.
We as, tax payers, can get an idea about how the city's
budget is utilized for city development, what are its
areas of concern and the development schemes. Once
enlightened about this, citizen can give suggestions to
PMC for bettering the utilization of the budget for city
development. This booklet is published in two
languages, English as well as Marathi
'3. Jan je Vanchchil': Janwani believes that informed
citizens can participate in city governance. Keeping this
view in mind Janwani has taken initiative in publishing
a book about Area Sabha. It is written in the form of a
story and informs citizens about how they can take
initiative to resolve civic issues from their electoral
wards. This book is published in Marathi
4. Pune Bus Guide : For facilitating convenient use of the
local city bus service, PMPML, Janwani has created this
website. The detailed bus routes, bus timings and
frequency can be viewed on this website. Being map
enabled, any person can get information regarding the
shortest route to destination. This public information
system therefore facilitates creation of informed
citizenry
5. Accident Reporting System : Pune City is one of the
cities that have a high accident rate. Janwani decided to
create a facility for Pune Traffic Police for identifying
exact accident spots. The accident database is
automatically created and updated through the
accidents reported on this site. Therefore it became
easier to analyze the causes of accidents and easier for
Traffic Police to take action and minimize or eliminate
reasons for accidents at spots where occurrence of
accidents is high.
6. Pune Traffic Vision: Janwani is currently involved in
creating a vision for Pune traffic. Through a series of
workshops with various traffic related NGOs, Janwani
wishes to identify five priorities for resolving Pune
Traffic Issues
7. Demand Model for Buses for IT Companies: Janwani is
putting in efforts to facilitate bus service to Hinjewadi
from Pune City. This will become possible by knowing
the requirement from various areas in Pune for
determining the number of buses to be deployed. For
this we have designed a survey for Companies in
Hinjewadi. From the data obtained we will know the
exact requirement of buses, as per the demand for
various areas. This will be followed by determining the
bus routes, rethinking and revising of exact bus routes
as well.
8. Other Initiatives:
a. Policy Advocacy:
i. Area Sabha Act has been passed by Maharashtra
State Government, but the notification is pending.
Janwani has given some suggestions to the State
Government regarding amendments to the Area
Sabha Act
ii. Formation of Empowered Committee: Janwani
proposed a mechanism consisting of 'Citizens'
Empowered Committee' and its 'Expert Sub Groups'
to supplement the functions of Metropolitan
Planning Committee and District Planning
Committee.
iii. Workshop on Empowering Cities Citizen
Empowerment: Janwani conducted workshops on
use of Social Networking Sites for citizens so that
they can address their grievances online. A similar
training was given to middle level government
officials for grievance redress
iv. Pune Metro Proposal: As a member of the Pune
Technical Coalition, Janwani has studied the Metro
proposal for Pune in detail and has realized that there
is a futuristic need for Metro in Pune. However,
Janwani insists that the plan for metro should be
thoroughly debated before the options are finalized
as introduction of Metro will change the face of Pune.
The objective of this project was therefore to ensure
that the introduced proposal will be technically
sound and that Pune City gets the best suited
proposal for Metro. While studying the DPR for Pune
Metro, the following constraints were evident
1. Duplication in Metro Rail route and other modes of
transport
2. The proposed choice of overhead metro was a
potential threat to urban aesthetics
3. The proposal for granting a uniform 4FSI for Metro
alongside BRT seems arbitrary
As part of the technical coalition, Janwani
participated in forming the Metro Resolution which
entailed PMC to call a 'janasunwai' for Metro.
b. Budget Analysis: Conducting study of the Pune
Municipal Corporation budget to get a broad
understanding of how PMC spends its money –
particularly in terms of its sectoral and ward-wise
distribution.
c. Awareness Creation: On-the-ground survey for
understanding issues in a better way and provide
sustainable solutions. Meetings to involve various
stakeholders, exhibitions to create awareness among

the people and Bicycle Rally and Walkthon to
motivate people and Corner meetings and puppet
shows them aware about their role to create
awareness were also some of the initiatives. These
initiatives were supplemented by training of 'rag
pickers', PMC staff and residents.
d. Biodiversity: Janwani is the secretariat for Green
Pune Movement on Biodiversity Development Parks
and played an important role in publishing articles
in newspapers for creating awareness for saving 10
BDP hills in and around Pune.
e. Organizing Seminars and Discussions on Climate
Change: Janwani had taken a lead in organizing
seminar and discussions on climate change and in
launching publication on climate change

f. City Structuring: Janwani had taken a lead in
estabilishing a core group on City Structuring for
discussing the action plan for City Development and
Redevelopment of core city
g. Cycle Friendly City: Janwani had organized a
conference on Multi-City conference on cycle friendly
cities, followed by workshops and meetings for
promotion of pedestrian facilities. Policy Advocacy was
also done by writing letters, establishing dialogues
h. Networking: Janwani has always taken initiative to
network with organizations and various stakeholders
for all of its initiatives, projects and development of
products.
MCCIA successfully upgraded to ISO 9001:2008 in May 2010 by making necessary amendments in its Quality
Management Systems. MCCIA has been making optimal use of the ISO systems to achieve continual improvement in its
functioning and services, in tune with the Quality Policy, Objectives, vision and mission of the Chamber.
