As I complete one year tenure as the President <strong>of</strong> the <strong>Chamber</strong>, I am happy to share with you my assessment on the emerging<br />

global economic situation, the status <strong>of</strong> the Indian economy, and the regional economic factors in and around <strong>Pune</strong> influencing its<br />

rapid development, as a major economic centre and also as a great metropolis. It would also be appropriate for me to dwell upon<br />

the limitations in terms <strong>of</strong> the infrastructure, and to comment on the <strong>Chamber</strong>'s initiatives in this regard. The <strong>Chamber</strong> has also<br />

been active in matters relating to the fiscal policies <strong>of</strong> the State Government and <strong>of</strong> the Municipal Corporations, which do impact<br />

the industries in and around <strong>Pune</strong>, as also in Maharashtra in general.<br />

The global economy, having recovered from the crisis <strong>of</strong> 2008-09, and having shown some stability in the last year, again seems<br />

to be beset with problems. The European debt crisis, the moderation <strong>of</strong> the economic activity in China, coupled with the sluggish<br />

growth in manufacturing the world over; add to the atmosphere <strong>of</strong> despondency about the US economy. The overall global<br />

economic scenario is currently not as promising or bright as we would wish.<br />

This is bound to have a collateral effect on the Indian economy. The rural economy <strong>of</strong> India has been growing robustly, backed by<br />

good harvests, buoyed by unprecedentedly high support prices, and brightened by the beneficial effect <strong>of</strong> the rural debt<br />

restructuring by the Government <strong>of</strong> India. This is leading to significant economic power across the breadth <strong>of</strong> India, in the hands <strong>of</strong><br />

the farmer. The National Rural Employment Guarantee Act (NREGA) has brought the rates <strong>of</strong> rural unemployment significantly<br />

down. The rural economy <strong>of</strong> India is brighter today than ever before. The industrial economy, though showing a robust growth<br />

with an output increase <strong>of</strong> 8.6 % in the previous year, is performing somewhat below the target. The concern about the<br />

persistently high inflation has necessitated that the Reserve Bank raise the Repo Rate on eleven occasions since March 2010. The<br />

high cost <strong>of</strong> capital is a worry for the manufacturing sector. Exports though during the current year's first quarter are up by 45 %.<br />

The manufacturing sector with a growth <strong>of</strong> 9.1 % during the last financial year is poised for further growth albeit within the limits<br />

<strong>of</strong> the overall economic growth. To sum up, global economy is sputtering, farm economy in India is booming and the industrial<br />

economy continues to be healthy, though less than what was originally envisaged.<br />

Western Maharashtra, particularly <strong>Pune</strong> region, has got transformed over the last several years, in many ways. The growth in<br />

manufacturing, due to the location <strong>of</strong> major global automotive players as also <strong>of</strong> the leading Indian automotive manufacturers in<br />

and around <strong>Pune</strong>, particularly in Chakan, Ranjangaon, Talegaon and so on, has seen the creation <strong>of</strong> modern world class facilities -<br />

giving rise to attractive employment opportunities to the educated youth in this area. <strong>Pune</strong> therefore is now one <strong>of</strong> the top auto<br />

hubs in the country, with production <strong>of</strong> passenger vehicles, commercial vehicles, two-wheelers and a wide variety <strong>of</strong> high<br />

technology auto components. Various R&D institutions in this area continue to see increasing demand on their intellectual and<br />

infrastructural resources. Information technology companies in <strong>Pune</strong> now form a major contributory force to the economy <strong>of</strong> this<br />

area, with over half <strong>of</strong> the 49,000 crore rupees exports from Maharashtra coming from the <strong>Pune</strong> area alone. The 1200 IT / ITES<br />

companies in <strong>Pune</strong>, out <strong>of</strong> which 20 % are large scale with more than 700 employees, 60 % are mid-size with between 200 to 700<br />

employees and 20 % as small scale companies with less than 200 employees, show the variety and depth <strong>of</strong> this sector.<br />

While the real estate development in <strong>Pune</strong> has been spectacular in terms <strong>of</strong> housing development, development <strong>of</strong> civic facilities<br />

such as hospitals, shopping malls, <strong>of</strong>fice infrastructure, entertainment facilities, hospitality industries, etc. there is still a long way<br />

to go in terms <strong>of</strong> the infrastructure for connectivity. The need for an international airport in <strong>Pune</strong>, independent <strong>of</strong> the military<br />

establishment, has long been recognized. The <strong>Mahratta</strong> <strong>Chamber</strong> is in constant dialogue with the Government <strong>of</strong> Maharashtra to<br />

kick-start this project, for which land has been long since identified and the feasibility studies etc. have been completed by the<br />

concerned agencies.


<strong>Pune</strong>, in keeping with its stature as an emerging global hot spot for automobile manufacturing, research and development, IT<br />

industry, Health care and Realty activities, needs a major exhibition centre. It is a matter <strong>of</strong> concern for the <strong>Chamber</strong> that the<br />

development <strong>of</strong> the site acquired by the Government for the International Exhibition and Convention Centre has not progressed<br />

as hoped for. The <strong>Chamber</strong> is in constant dialogue with the concerned agencies.<br />

Development <strong>of</strong> connectivity between the manufacturing / industrial / commercial hubs such as Chakan, Pimpri-Chinchwad,<br />

Hinjewadi, Hadapsar, etc. with the twin cities <strong>of</strong> <strong>Pune</strong> and Pimpri-Chinchwad, as also with the rest <strong>of</strong> the country, through<br />

enhanced rail network, mass transit systems and an upgraded road network becomes increasingly important by the day. There<br />

has been remarkable progress, but many schemes need faster implementation.<br />

The <strong>Chamber</strong> has instituted expert committees to support the Authorities in all these activities, and also actively supports a<br />

citizen's forum, “Janwani” for promoting civic schemes for the well-being <strong>of</strong> the citizens in this region.<br />

The vexatious problems <strong>of</strong> Octroi, a tax which everyone agrees is evil and should be discontinued but which persists, is a matter <strong>of</strong><br />

high priority for the <strong>Chamber</strong> which has been in continuous dialogue with the authorities <strong>of</strong> the Pimpri-Chinchwad Municipal<br />

Corporation, to exercise restraint and moderation in exacting the octroi, which is a big burden and a source <strong>of</strong> great harassment<br />

for industries which are located in this area. The high rates <strong>of</strong> octroi and the complexity <strong>of</strong> procedures is also leading to a<br />

significant amount <strong>of</strong> leakage. The <strong>Chamber</strong> has been pleading with the Government to take a holistic and practical view in the<br />

matter.<br />

The <strong>Chamber</strong> has represented to the Government also in regard to the Mathadi Act, to point out that the <strong>Industries</strong> which are<br />

covered within the Factories Act automatically <strong>of</strong>fer protection <strong>of</strong> statutory benefits to any workmen employed therein, whether<br />

on contract or on temporary basis. And as such, the application <strong>of</strong> Mathadi Act within the premises <strong>of</strong> a factory is incorrect, and<br />

should be discontinued in a purposeful and clear manner. The protection due to the mathadi workers must be applied only to<br />

those who are outside the purview <strong>of</strong> the protection <strong>of</strong> the Factories Act. The Government <strong>of</strong> Maharashtra is seized <strong>of</strong> this issue,<br />

and the <strong>Chamber</strong> is hopeful that this long pending issue resulting in obstruction, harassment and disturbance to peace,<br />

particularly in small establishments, will be resolved.<br />

The <strong>Chamber</strong> has represented to the Government in the matter relating to the sales tax incentive scheme, where a number <strong>of</strong> the<br />

<strong>Chamber</strong>'s members having made large investments find that the original assurances from the State Government <strong>of</strong>ficials,<br />

regarding the availment <strong>of</strong> the benefit to the full have, due to a review <strong>of</strong> the eligibility, got severely restricted. The viability <strong>of</strong> a<br />

number <strong>of</strong> Projects is therefore an issue.<br />

The <strong>Chamber</strong>'s training and development activities, and efforts to develop the capability and capacity to operate in a global<br />

environment, continue apace. Lean manufacturing clusters, supported by the <strong>Chamber</strong>, have shown outstanding results and won<br />

accolades at the national level. The <strong>Chamber</strong> is in the process <strong>of</strong> creating a separate MSME Excellence Centre, at our expanding<br />

Bhosari facility.<br />

In our journey to be the auto, IT and engineering hub and to be the most effective, efficient and admired location in India, major<br />

initiatives have been unfolded and are being pursued by the <strong>Chamber</strong>.<br />

I would like to take this opportunity to thank the <strong>of</strong>fice bearers <strong>of</strong> the <strong>Chamber</strong>, the Members <strong>of</strong> the Executive Committee, the<br />

Members at large <strong>of</strong> the MCCIA, as also the Secretariat staff for their wholesome support, initiative and co-operative assistance, to<br />

help achieve the set goals for the MCCIA. I look forward to receive the same co-operation during the current year.<br />

Executive Director General’s Message<br />

As yet another year comes to an end I am happy to share with you, a recap <strong>of</strong> 2010-2011. We have put in efforts to<br />

service our members to their satisfaction, address their problems, seek redressal, and to make <strong>Pune</strong> a better<br />

destination for investment . We have taken equal initiatives to strengthen the SME sector in the <strong>Pune</strong> region.<br />

Throughout the year we had innumerous training programs, seminars and workshops. It is through these<br />

workshops that we try to enrich, educate and make aware our members <strong>of</strong> the happenings in our business<br />

environment and help them to orient them to an appropriate stance to face the global challenges.<br />

Our new MSME Center for excellence at Bhosari will be ready to occupy by the time you would be reading this<br />

annual report. The facility would be spread over a sprawling area <strong>of</strong> over <strong>of</strong> 4516 Sq.m. when it is fully completed.<br />

It is being developed in three phases. Phase one would include, auditorium, cafeteria, bank and a library,<br />

amphitheatre enclosed in an area <strong>of</strong> around 950 sq. m. Phase two would include Meeting Rooms, VIP Room,<br />

Chairman's Cabin etc and phase three will have Conference Room, Mini Tool Room, and Lobby for Conference,<br />

Training Halls, and Lobby for Training and Guest Rooms. The proposed total built up is around 4688.85 sq. m.<br />

We would be introducing a new Comprehensive Service Package for the agriculture sector which would largely<br />

help export oriented agriculturists, firms to step up their wares. This s<strong>of</strong>tware will provide information on the<br />

potential <strong>of</strong> market <strong>of</strong> any particular commodity that may interest the exporter. It would enable them to do a<br />

market survey and understand the potential <strong>of</strong> their product. This s<strong>of</strong>tware would also give information about the<br />

potential countries to which Indian agri exporters and business houses can export. It would give details <strong>of</strong> the<br />

rates, tariffs, WTO requirements, acceptable quality standards and packaging requirements and much such<br />

information. This would definitely help the exporters to widen their market base and MCCIA is indeed happy to be<br />

instrumental in strengthening the commercial holding <strong>of</strong> not only the <strong>Pune</strong> Region but the entire state <strong>of</strong><br />

Maharashtra.<br />

As you would have already noticed that we have revamped 'Sampada'. Not only have we worked on the content<br />

but we have revamped its look and feel in its entirety. Through this magazine not only do we plan to bring you<br />

interesting articles across a cross section <strong>of</strong> sectors but also highlight the good work that the members <strong>of</strong> the<br />

chamber and <strong>Chamber</strong> has been doing.<br />

We are proud <strong>of</strong> the results achieved by the Lean Manufacturing Clusters. These clusters have been formed under<br />

the National Manufacturing Competitiveness Program <strong>of</strong> Ministry <strong>of</strong> MSME, Govt. <strong>of</strong> India. We have formed two<br />

clusters namely the 'Auto Components Manufacturers' Cluster' and 'White Goods Components Manufacturers'<br />

Cluster' consisting <strong>of</strong> 10 manufacturing units each. These Clusters were formally launched in July 2010 at the<br />

hands <strong>of</strong> Shri. Rajendra Darda, Hon. Minister for <strong>Industries</strong>, Government <strong>of</strong> Maharashtra. Two more such clusters<br />

are in the pipeline. We strongly believe that this would definitely be a step in making our large number <strong>of</strong> SMEs<br />

competitive in the global arena.<br />

Besides, during the year we have made representations to the authorities to put forth various issues to the


epresenting government bodies. The 'mathadi' issue being one <strong>of</strong> the major issues related to the labour<br />

problems has been put up by the <strong>Chamber</strong> time and again. The another major issue <strong>of</strong> excessive 'octroi' being<br />

levied on the <strong>Pune</strong> industries is also being handled by the <strong>Chamber</strong>. We hope to resolve this issue by continuous<br />

dialogue and persistence.<br />

In June 2010 our <strong>Chamber</strong> was selected as one <strong>of</strong> the finalist for the big <strong>Chamber</strong> Award by the Confederations<br />

<strong>of</strong> Asia- Pacific <strong>Chamber</strong>s <strong>of</strong> <strong>Commerce</strong> and Industry which is headquartered in Taiwan. We received recognition<br />

for our outstanding achievement in promoting the industrial, commercial and social welfare in the <strong>Pune</strong> region.<br />

I would like to thank all our members and seek their continuous support, without which the <strong>Chamber</strong> activities<br />

would lose its significance. We hope to continue the good work that the chamber has been doing and see the <strong>Pune</strong><br />

Region meet its vision to make it a global destination. I extend my sincere gratitude to the President, Office<br />

Bearers, Executive Committee Member, Chairpersons <strong>of</strong> various committees and my colleagues at the secretariat<br />

for their support and encouragement.<br />

Expansion <strong>of</strong> MCCIA Bhosari Office<br />

MCCIA recognized the need <strong>of</strong> better infrastructure<br />

facilities at Pimpri, Chinchwad and Bhosari area<br />

and as a result implemented its expansion plan. The<br />

<strong>Chamber</strong> is expanding its existing facility at Bhosari.<br />

made various representations and could seek effective<br />

changes to the rule through our contribution.<br />

• A meeting was held with Banks and Financial<br />

Institutions to strengthen the linkages with FPI -<br />

MSME sectors. Mr. Uday Borawake, Ms. Shailaja Salvi<br />

chaired the meeting. About 10 representatives <strong>of</strong><br />

financial institutions were present.<br />

• In order to strengthen the international ties <strong>of</strong> the<br />

agriculture and agriculture business sector, a one to<br />

one business development meeting <strong>of</strong> Israel<br />

companies with Indian Agri industries was held. About<br />

50 delegates attended the meeting.<br />

• Workshop on the new Legal Metrology Act 2009 and<br />

Rules was organized in which Mr. R. Mathurbootham<br />

presented the salient issues <strong>of</strong> the new rules. There<br />

were 45 representatives from the Food Industry<br />

attending the workshop.<br />

• There was a two-day's workshop on Export <strong>of</strong><br />

Processed Fruits and Vegetables and other food<br />

products. Ms. Tamanna Chaturvedi, Pr<strong>of</strong>essor, Indian<br />

Institute <strong>of</strong> Foreign Trade, New Delhi, Mr. R.G. Vaidya,<br />

Mr. Vaibhav Nagarkar, Mr. Rajiv Sathe. Mr. Raju Kulkarni,<br />

Roj Enterprises and Mr. Akshay Malhotra, Weikfield<br />

shared their practical experiences during the two day<br />

sessions. 56 participants attended the workshop.<br />

• A very informative workshop on Importance <strong>of</strong><br />

Website in Marketing <strong>of</strong> Agri and Food Products was<br />

organized in which Mr. Shrikrishna Deshpande, CEO,<br />

Radiant Minds and Mr. Prasad Shirgaonkar, Founder<br />

and CEO, Aadi Ventures were the faculty. 20<br />

participants attended the workshop.<br />

• A workshop on New Trends in Packaging <strong>of</strong> Processed<br />

Food Products was organised. Mrs. Sneha Bandekar,<br />

Dy. Director, Indian Institute <strong>of</strong> Packaging, Mumbai<br />

presented various new trends in packaging and Mr. U.R.<br />

Gotkhindikar, Jt. Commissioner (Retd.), Food and Drugs<br />

Administration, GoM also gave an insight on legal<br />

issues related to packaged commodity. 25 participants<br />

This is an annual function which is celebrated as<br />

Shikshan School Auditorium. ASIFA India announced a<br />

Short Films created by foreign animation students<br />

were shown to enrich our student's knowledge about<br />

various international story writing styles and concepts.<br />

There was a presentation on “<strong>Pune</strong>” to “Zynga”, one <strong>of</strong><br />

the leading global gaming companies. Zynga which is a<br />

global gaming company is looking for a suitable<br />

destination for setting up another development centre<br />

various aspects <strong>of</strong> '<strong>Pune</strong>' as a favorable destination for<br />

• Presentation on “Animating Tribal Art” by Ms. Tara<br />

Douglas, Animator and Secretary, Adivasi Art Trust,<br />

Delhi. The presentation was organized with the<br />

objective to create awareness among animators about

Resolution Work”. MCCIA organized the program<br />

jointly with Oasis Counsel and Advisory Pvt Ltd. The<br />

Jagtiani, Senior Advocate, Bombay High Court and Mr.<br />

E.O. Mendes, Advocate, Goa conducted the sessions.<br />

The importance <strong>of</strong> arbitration was highlighted as an<br />

effective tool for settlement <strong>of</strong> commercial/<br />

• The Ministry <strong>of</strong> Corporate Affair announced the “Easy<br />

Exit and Settlement Scheme, 2010” to prevent<br />

companies from prosecution and other legal actions.<br />

TDS Credit. Hon. Ms. Manjari Kakkar announced about<br />

formation <strong>of</strong> a Special Committee consisting <strong>of</strong> Senior<br />

Tax Officers, Tax payers; Tax Consultants and Chartered<br />

Accountants, especially for efficient service to all tax<br />

payers and addressing administrative grievances like<br />

Open House Meeting with CCIT-I<br />

• Open House meeting jointly with <strong>Pune</strong> Branch <strong>of</strong> WIRC<br />

<strong>of</strong> ICAI: The meeting was organized to discuss and<br />

make suggestions on revised draft on Direct Taxes<br />

Code. Mr. Jayant Pendse, Former Member, CBDT, CA<br />

Kamlesh Chainani and CA Pramod Joshi addressed the<br />

members. The presentation was on the amendments in<br />

revised DTC and reference to major points in the first<br />

draft <strong>of</strong> DTC by CA Kamlesh Chainani and CA Pramod<br />

Joshi. Total 60 participants attended the meeting.<br />

• There was a meeting <strong>of</strong> the members <strong>of</strong> the Direct<br />

Taxation Committee: Discussions were held on review<br />

<strong>of</strong> various notices related to recovery <strong>of</strong> Tax Demands<br />

in the assessment and to seek the suitable directions<br />

from higher authorities. About 11 members attended<br />

the meeting.<br />

• A workshop on TDS/TCS including changes in TDS was<br />

organized wherein 83 participants attended. The<br />

Comprehensive study materials was prepared by the<br />

faculty and distributed to all the participants.<br />

• A workshop on Tax Audit on TDS/TCS was conducted<br />

wherein 62 participants attended. The program was<br />

• A seminar was organized on Salary TDS wherein 83<br />

participants attended a seminar. The program was<br />

• Union Budget Reaction 2011-2012: A meeting <strong>of</strong><br />

Executive Committee members and experts in various<br />

fields was organized at Hotel Sun n Sand to <strong>of</strong>fer<br />

experts and reporters reviewed and discussed the<br />

• The <strong>Pune</strong> Design Festival 2011 was held jointly with<br />

<strong>Pune</strong> Design Foundation to give an insight into various<br />

forms <strong>of</strong> 'designs' which will help create value to the<br />

respective field <strong>of</strong> work. Delegates were able to<br />

interact, discuss and debate with design thinkers,<br />

practitioners and design supporters. The festival<br />

engaged a wider audience and citizens through various<br />

seminars, workshops, events, symposiums and<br />

competitions for different stakeholders, like industry<br />

pr<strong>of</strong>essionals, design houses, design institutes, policy<br />

makers, media, design students and the design user<br />

industry.<br />

• Seminar on “Product Marking” jointly with TUV<br />

Rhineland Pvt. Ltd. Mr. G. Kalyan Varma, Sr. Mgr-Product<br />

Certifying Group at TÜV Rheinland (I) P. Ltd was the<br />

faculty for this seminar in which 35 delegates<br />

During the year the Energy Committee was engaged in<br />

Energy Audit, Power Quality Audit, Electrical<br />

Parameters Measurement Service assignments as well<br />

as active participation in Policy and Regulatory Issues<br />

by making representations to the Regulatory<br />

Authorities in the interest to our members.<br />

Consultation was given to members on power related<br />

issues like tariff, load shedding, regulatory issues etc.<br />

• During the meeting, various issues related to power<br />

MSEDCL. ED – MSEDCL made a presentation regarding<br />

the prevailing demand – supply situation, projects<br />

under implementation so as to enhance the<br />

transmission system resulting in improving the power<br />

supply situation. ED appreciated this initiative taken by<br />

MCCIA so as to address the customer's issues.<br />

• Energy Conservation, Renewable Energy and Energy<br />

Audits in Association with FICCI. The workshop was<br />

addressed by representatives from MIDC, MEDA and<br />

experts in this field. In this workshop 'National Mission<br />

<strong>of</strong> Enhanced Energy' <strong>of</strong> Govt. <strong>of</strong> India, Energy<br />

Conservation Act, 'National Solar Mission', subsidies<br />

from State as well as Central Govt. etc. were discussed.<br />

MIDC expressed their willingness to work with the<br />

industry to tap the Renewable Energy Sources like the<br />

solar energy.<br />

• Presentation on 'The fraunh<strong>of</strong>er – IFAM and it's<br />

Activities in Electrical Energy Storage' by Dr.<br />

Yashodhan Gokhale. The event was the concurrent<br />

event during <strong>Pune</strong> Expo 2010. The participants<br />

discussed the new and existing trends this area in<br />

Indian context and exchanged the information.<br />

• Awareness Program on Cost Saving through energy<br />

efficiency for Fruit and Vegetable Processing<br />

<strong>Industries</strong> with SIDBI. This program was organized to<br />

discuss the ways and means <strong>of</strong> energy conservation to<br />

achieve energy efficiency. Eminent pr<strong>of</strong>essionals in<br />

this field addressed the participants and shared their<br />

expertise.<br />

1. Single Point Supply to Commercial Buildings /<br />

Industrial Premises with Mixed Load<br />

Many commercial complexes are facing problems in<br />

implementation <strong>of</strong> the MERC order in which 'Single<br />

Point Supply' was withdrawn. To bring clarity, MCCIA<br />

approached the MERC and requested them to release a<br />

separate order in this regards. After going through the<br />

merits <strong>of</strong> our submissions and complying with the<br />

regulatory process, MERC released on order. As there is<br />

still confusion in the order, MCCIA approached the<br />

higher authority ( Appellate Tribunal for Electricity ).<br />

This case is pending with APTEL and we expect that<br />

APTEL will release the order given to them based on the<br />

records.<br />

2. Tariff Proposal <strong>of</strong> MSEDCL<br />

MCCIA submitted suggestions / comments on<br />

MSEDCL's Annual Revenue Requirement ( ARR ) and<br />

Tariff proposal to MERC for FY 10 – 11. The Commission<br />

also heard our say in the matter during the public<br />

hearing in <strong>Pune</strong>.<br />

3. Intervening Application for Review <strong>of</strong> Tariff for FY 10<br />

– 11 applicable for LT – V ( B ) Category<br />

MERC released the tariff order for FY 10 – 11 in which<br />

there is considerable increase in the tariff applicable to<br />

LT – V ( B ) category. This category includes mainly<br />

MSME units. To protect these consumers from abrupt<br />

Tariff Hike, MCCIA approached MERC with intervening<br />

application requesting tariff review applicable to these<br />

consumers.<br />

around <strong>Pune</strong> Region.<br />

panelist at the panel discussion. More than 90 persons<br />

Hardware Industry in the country and MCCIA. This<br />

First Meeting <strong>of</strong> MCCIA-BPO Forum Tuesday 01 March<br />

2011 : <strong>Mahratta</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, <strong>Industries</strong> and<br />

<strong>Agriculture</strong> has decided to form a BPO Forum as part <strong>of</strong><br />

the initiatives <strong>of</strong> the IT Committee. The Forum seeks to<br />

connect with the ITES Companies in and around <strong>Pune</strong><br />

and try to address some <strong>of</strong> the important issues ahead<br />

<strong>of</strong> them. The Forum will also take up certain common<br />

issues with the relevant authorities and organizations.<br />

INDIASOFT 2011 - 25 to 26 March 2011<br />

• Over One Hundred companies and several hundred IT<br />

Experts from all over India and from over 70 countries<br />

were in <strong>Pune</strong> to be part <strong>of</strong> INDIASOFT 2011, the largest<br />

IT global networking event in India. It was a proactive<br />

exercise from Electronics and Computer S<strong>of</strong>tware<br />

Export Promotion Council to further strengthen the ICT<br />

sector in the State and to assert its growing image as an<br />

ICT hub. Around 350 s<strong>of</strong>tware and services buyers from<br />

over 75 countries, besides a host <strong>of</strong> renowned Indian<br />

companies, at this business-to-business (B2B)<br />

Indias<strong>of</strong>t - 12 July 2011<br />

partnering forum visited <strong>Pune</strong> during INDIASOFT 2011.<br />

“Comprising <strong>of</strong> International Exhibition and<br />

Conference, INDIASOFT 2011 was meant to facilitate<br />

joint ventures, collaboration and strategic alliances<br />

for outsourcing with overseas buyers,” The event<br />

provided participants an opportunity to broaden their<br />

vision and tap the emerging global markets.<br />

• To facilitate participation <strong>of</strong> large number <strong>of</strong><br />

developing countries in the event, an innovative<br />

program <strong>of</strong> “120 hosted buyers” from Latin American,<br />

African, ASEAN and the CIS countries, was put in place<br />

whereby ESC invited chosen delegates from these four<br />

regions to attend the exhibition and conference. This<br />

exercise gave them exposure about the IT capabilities<br />

<strong>of</strong> Indian IT industry. The event also included<br />

conferences on Global IT Opportunities Ahead and e-<br />

The <strong>Chamber</strong> has been selected by UNIDO as the<br />

Business Promotion Institution for its initiatives for<br />

Micro, Small and Medium Scale companies from the<br />

Auto Components sector. As part <strong>of</strong> the initiative,<br />

MCCIA is assisting Auto component companies in <strong>Pune</strong><br />

region in the following wasys<br />

1. To create a sub-contracting exchange [SPX] for<br />

connecting buyers and sellers<br />

2. To identify Technology and investments resources for<br />

SMEs from other countries.<br />

3. To promote business links with visiting delegates from<br />

• UNIDO Supplier Development Program - <strong>Pune</strong><br />

initiative : <strong>Pune</strong> is an established Auto Hub <strong>of</strong> Western<br />

India. On 1 July 2010, UNIDO, MCCIA and ACDRIL <strong>Pune</strong><br />

inaugurated the “Supplier Development Program” –<br />

Initiative in <strong>Pune</strong> aimed at making Auto Component<br />

suppliers in the <strong>Pune</strong> Region capable <strong>of</strong> global<br />

competition and bringing up their overall quality levels<br />

to the expectations <strong>of</strong> International OEMS. UNIDO,<br />

MCCIA (<strong>Mahratta</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, <strong>Industries</strong><br />

and <strong>Agriculture</strong>) and ACDRIL (Auto Cluster<br />

Development and Research Institute Ltd.) will soon<br />

expand the program and also include tier 2 and 3<br />

suppliers in and around <strong>Pune</strong> region.<br />

• Individual Business Meetings with Officials from The<br />

Consulate General <strong>of</strong> The Netherlands : Mr. B. B.<br />

Bansal, Commercial Advisor at the Consulate General<br />

<strong>of</strong> the Netherlands regularly visited MCCIA for<br />

discussions with companies looking to explore<br />

possibilities <strong>of</strong> business links such as Imports, Joint<br />

Ventures, representation <strong>of</strong> Dutch companies,<br />

investing in the Netherlands, prospects <strong>of</strong> using the<br />

Netherlands for European markets etc. Many<br />

companies have benefitted from such interactions.<br />

AWEX-Belgium : Mr. Jean-Guy Schattens, Trade and<br />

Investment Commissioner for AWEX in Mumbai visited<br />

Interactive session with Government Officials from<br />

Singapore : MCCIA had received a request from the<br />

Consulate General <strong>of</strong> Singapore in Mumbai about visit<br />

<strong>of</strong> 33 <strong>of</strong>ficials <strong>of</strong> various departments <strong>of</strong> the<br />

Government <strong>of</strong> Singapore. The <strong>of</strong>ficials now hold<br />

strategic portfolios in their respective organisations<br />

and are involved in the development and<br />

implementation <strong>of</strong> national policies. The participants<br />

represent various agencies in the economic, social and<br />

security sectors, as well as government administration<br />

and organs <strong>of</strong> state. This visit was part <strong>of</strong> the Singapore<br />

Government's "Governance and Leadership Program"<br />

The delegation was led by the CEO <strong>of</strong> International<br />

Enterprise Singapore (our national trade promotion<br />

body), Mr Lit Cheong CHONG, the then Chief Executive<br />

Officer <strong>of</strong> International Enterprise Singapore led the<br />

delegation. One <strong>of</strong> their course objectives was to<br />

assess significant developments in countries <strong>of</strong><br />

strategic interest to Singapore.<br />

• Meeting with delegates <strong>of</strong> Automotive Mission from<br />

The Netherlands: A high level automotive delegation<br />

from the Netherlands visited <strong>Pune</strong> on Friday 9th April<br />

2010 Consulate General <strong>of</strong> the Netherlands in Mumbai<br />

and MCCIA had organized one to one business<br />

meetings and networking and dinner with the visiting<br />

delegates to provide and opportunity for companies<br />

from <strong>Pune</strong> region to discuss possibilities <strong>of</strong> exports,<br />

imports, joint ventures, incubation in the Netherlands<br />

and representation in India with the visiting delegates<br />

comprising <strong>of</strong> companies and organizations from the<br />

Netherlands .<br />

• Visit <strong>of</strong> Mr. Peter Beckingham, British Deputy High<br />

Commissioner in Mumbai-19 April 2010 : The<br />

interaction focused on International Exhibition Centre,<br />

River Restoration Project and Proposed Metro Project.<br />

MCCIA to understand the initiatives <strong>of</strong> MCCIA and<br />

organized an interactive session with the delegates.<br />

Region, Universities in Poznañ, and companies from<br />

various sectors. This event provided an ideal<br />

opportunity for participants from <strong>Pune</strong> to explore<br />

potential for doing business, research with companies<br />

and organizations in Wielkopolska region.<br />

Special Program on Managing Growth and Finance<br />

Options: MCCIA jointly with UNIDO, Indian Venture<br />

Capital Association and Indian Angel Network had<br />

organized a Special Program on Managing Growth and<br />

Finance Options.<br />

• There was a presentation on Doing Business with<br />

Tampere, Finland: Mr. Jukka Mansikka – Executive<br />

Partner <strong>of</strong> Tampere Business Region, Finland made the<br />

presentation. The event was organized with the<br />

support <strong>of</strong> Tampere Business Region.<br />

• EEPC INDIA under the Ministry <strong>of</strong> <strong>Commerce</strong> organized<br />

a workshop on strategies to increase export <strong>of</strong> Auto<br />

and Auto Components through SEZ. EEPC INDIA had<br />

commissioned Ernst and Young to develop a strategy<br />

paper to chart out a growth path for automotive exports<br />

from India for the period 2010-2014 and to identify<br />

initiatives that have to be undertaken. Highlights <strong>of</strong> this<br />

report were discussed in the seminar.<br />

• A business delegation from Israel visited MCCIA for<br />

individual meetings with representatives from<br />

Companies in <strong>Pune</strong>.<br />

• MCCIA jointly with Consulate General <strong>of</strong> Belgium and<br />

Indo-Belgian-Luxembourg <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong><br />

and Industry in association with Port <strong>of</strong> Zeebrugge<br />

had organized a seminar to coincide with the<br />

celebrations <strong>of</strong> the Belgium National Day. The event<br />

focused on :<br />

a) Port <strong>of</strong> Zeebrugge: India link to Europe, Gateway to<br />

the UK Harmonization <strong>of</strong> customs in the European<br />

Union.<br />

b) The Event followed celebrations <strong>of</strong> the Belgian<br />

National Day and Networking.<br />

• Seminar on UK Business Opportunities and<br />

Environment. The current global scenario presents<br />

interesting global opportunities for Indian companies.<br />

As part <strong>of</strong> awareness Programs, MCCIA and UK Trade<br />

and Investment had organized an event focusing on<br />

the UK Business Opportunities and Environment. This<br />

program was relevant for companies sectors such as<br />

Automotive, Engineering, Information Technology,<br />

Animation and Gaming, Pharmaceuticals and Bio<br />

Technology, Food Processing etc. Speakers included<br />

Mr. Spencer Mahoney, The then Head UKTI, Western<br />

India who presented an overview <strong>of</strong> the business<br />

opportunities that exist in the UK across sectors, for<br />

established companies as well as SMEs. Mr. Chandru<br />

Iyer, Kingston Smith, a UK based accounting firm<br />

presented the them 'The UK Business Environment'<br />

and spoke about New Government – Policy changes,<br />

Post Budget Ramifications, Setting up a company in the<br />

UK, Managing immigration and taxation, MandA /<br />

Raising Finance.<br />

MCCIA in association with Corporate Catalyst had<br />

organized a road show on Normandy Motor Meeting<br />

“N2M” organised in Normandy region <strong>of</strong> France.<br />

Mr. Philippe Leclerc, Chairman, Proximum group made<br />

a presentation on the Event and the benefits to Indian<br />

Participants.<br />

• Meeting with Members <strong>of</strong> Trade Commissioners'<br />

Forum: Select Members <strong>of</strong> Trade Commissioners'<br />

Forum based in Mumbai visited MCCIA to know more<br />

about <strong>Pune</strong> region, MCCIA initiatives in the near future<br />

and possibilities <strong>of</strong> further co-operation. Trade<br />

Commissioners <strong>of</strong> • Finland • Mexico • New South<br />

Wales, Australia • Quebec, Canada • Italy were part <strong>of</strong><br />

the delegation. The Trade Commissioners and their<br />

<strong>of</strong>ficials were quite impressed about MCCIA's<br />

Presentation and the tremendous scope <strong>of</strong> enhancing<br />

trade, investment and institutional links with <strong>Pune</strong>.<br />

Many <strong>of</strong> the Trade Commissioners have promised to<br />

bring more delegations to <strong>Pune</strong>.<br />

• Seminar on Doing Business with Vietnam and Free<br />

Trade Agreement between India and ASEAN with<br />

Special Reference to Vietnam: MCCIA and Indo-<br />

Vietnamese <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> and Industry<br />

jointly organized a seminar on 'FTA between India and<br />

ASEAN', with special reference to Vietnam. Now that<br />

India-ASEAN FTA (with Vietnam) has come into force<br />

from June 1, 2010, this has opened an opportunity to<br />

promote Indo-Vietnamese bilateral trade relations. Mr.<br />

Nguyen Son Ha, Commercial Counsellor, Head <strong>of</strong><br />

Vietnam Trade Office, New Delhi and Mr. Bui Van Thinh,<br />

Consul General for The Socialist Republic <strong>of</strong> Vietnam in<br />

Mumbai addressed this Seminar.<br />

• Special Session on Building Links with UK Higher<br />

Education: The <strong>Chamber</strong> and British Trade Office, <strong>Pune</strong><br />

had jointly organised an event on Building Links with<br />

UK Higher Education. The event focused on strengths<br />

<strong>of</strong> the UK in Higher Education. Sports Psychology,<br />

Sports Science. Higher Education for top level<br />

corporate training that can equip senior executives<br />

tie-up with European companies.<br />

• Special Program on Introduction to Equity Finance:<br />

• Belgium Automotive Roadshow 2010: MCCIA,<br />

Consulate General <strong>of</strong> Belgium and Flanders<br />

Investment and Trade had organized a special event for<br />

the Automotive sector from <strong>Pune</strong> to present<br />

information on the scope <strong>of</strong> doing business with<br />

Belgian Automotive sector by investing in Belgium,<br />

using the Research and Development capabilities,<br />

getting access to technology <strong>of</strong> Belgian automotive<br />

sector as well as marketing in Europe by using Belgium<br />

as a distribution centre.<br />

• Visit <strong>of</strong> Senior Officials <strong>of</strong> General Electric: To<br />

evaluate the possibility <strong>of</strong> setting up <strong>of</strong> a<br />

manufacturing plant in the <strong>Pune</strong> region and<br />

discussions with Office Bearers, senior <strong>of</strong>ficials <strong>of</strong><br />

MCCIA and other experts. The proposed facility will<br />

give employment to over 3000 skilled people over a<br />

period <strong>of</strong> time. The General Electric team was quite<br />

impressed with our Presentation <strong>of</strong> the <strong>Pune</strong> region.<br />

allotment <strong>of</strong> land. We also sent a communication to the<br />

State Government and MIDC to expedite the process.<br />

• Session on Doing Business with Okayama: A<br />

delegation from Okayama – Japan visited <strong>Pune</strong> to<br />

explore business links with companies from <strong>Pune</strong>. We<br />

had organized an interactive session with the<br />

delegates to explore possible business links with<br />

companies in Okayama Prefecture. The delegation was<br />

in <strong>Pune</strong> to commemorate five years <strong>of</strong> the formal<br />

relationship between Maharashtra and Okayama as<br />

MCCIA invisages a vision 'To make <strong>Pune</strong> Region a safe,<br />

convenient and hassle free place for railway and road<br />

commuters'.<br />

Two Core Group : In order to carry out activities <strong>of</strong> the<br />

Railway, Road and Traffic Committee in a focused<br />

manner, two separate Core Groups for Railway and<br />

Road respectively, were formed by inducting experts<br />

from relevant fields. Taking into account experience<br />

and expertise <strong>of</strong> these experts in respect <strong>of</strong><br />

Railway/Road related activities, it is expected that the<br />

Committee and the railway/road commuters at large<br />

will be immensely benefited by their contribution in<br />

the activities <strong>of</strong> RRTM Committee.<br />

Mentioned below are the major activities <strong>of</strong> the<br />

Committee carried out during 2010-11.<br />

1. <strong>Pune</strong>-Mumbai Expressway : To reduce the number <strong>of</strong><br />

accidents on <strong>Pune</strong>-Mumbai Expressway, a meeting <strong>of</strong><br />

all stakeholders viz. MSRDC, Highway Police, Rural<br />

Police and RTOs, was organized. Various problems were<br />

identified and probable solutions thereto were<br />

suggested to the MSRDC.<br />

2. Inculcation <strong>of</strong> Traffic Discipline at School Level :<br />

Traffic chaos, increase in the number <strong>of</strong> accidents and<br />

gross violation <strong>of</strong> traffic rules are major issues faced by<br />

<strong>Pune</strong> and all major cities in the Country. The<br />

Government authorities are unable to cope up with the<br />

situation. Given that the number <strong>of</strong> vehicles are on the<br />

rise and instances <strong>of</strong> violation <strong>of</strong> traffic rules are also<br />

increasing rapidly, it was decided that inculcation <strong>of</strong><br />

th<br />

traffic discipline amongst school children (Standard 5<br />

to 9 and 11 and 12 ) was one <strong>of</strong> the long term<br />

solutions to the problem. As a result several<br />

representations to various authorities like the Governor<br />

<strong>of</strong> Maharashtra, Ministry <strong>of</strong> HRD, Parliamentary<br />

Standing Committee on HRD, Chief Minister <strong>of</strong><br />

Maharashtra, Maharashtra State Bureau <strong>of</strong> Text Book<br />

were made. The Committee also requested the SSC and<br />

ISO 9001 Organisation<br />

HSC board to co-opt MCCIA as a member / invitee on<br />

the syllabus revision committee so as to share its<br />

experience and expertise.<br />

3. Strengthening the working <strong>of</strong> PMPML : The <strong>Chamber</strong><br />

had in the past made successful efforts to merge PMT<br />

and PCMT with the objective to provide efficient and<br />

effective public transport system for <strong>Pune</strong> region.<br />

However, performance <strong>of</strong> PMPML during the last few<br />

years has been below expectations. In view <strong>of</strong> this, the<br />

<strong>Chamber</strong> made representations to the Chief Minister,<br />

Guardian Minister (<strong>Pune</strong>), Minister for Transport, <strong>Pune</strong><br />

Divisional Commissioner, Commissioners <strong>of</strong> PMC and<br />

PCMC and CMD <strong>of</strong> PMPML, consisting <strong>of</strong> the roadmap to<br />

revamp the overall functioning <strong>of</strong> PMPML. The<br />

roadmap included suggestions for improvement in<br />

administrative set up, depot functioning, setting up <strong>of</strong><br />

advisory committee, improvement in bus services and<br />

strengthening <strong>of</strong> bus fleet. Representations were also<br />

sent to the concerned authorities for early release <strong>of</strong><br />

funds under JNNURM for purchase <strong>of</strong> buses.<br />

checks for speedy claims settlement .<br />

• Inclusion <strong>of</strong> name <strong>of</strong> the stations in the announcements<br />

made at the station by making appropriate changes in<br />

the RDSO specifications so as to avoid confusion.<br />

• Installation <strong>of</strong> Public Address System in all inter-state<br />

trains to facilitate dissemination <strong>of</strong> information to the<br />

passengers;<br />

• Request for providing plan <strong>of</strong> <strong>Pune</strong> Model railway<br />

Railway Budget Live Telecast<br />

The Committee had organized “Live Telecast <strong>of</strong> Union<br />

Railway Budget 2011-12 and Interaction with Press<br />

and Media” jointly with <strong>Pune</strong> Association <strong>of</strong> Working<br />

Journalists at Patrakar Bhavan. Leading newspapers<br />

and TV channels gave excellent coverage to the<br />

interactions. The Chairman <strong>of</strong> the Committee was also<br />

invited by 'Zee 24 Hours' as a panelist for live<br />

discussion on Railway Budget.<br />

MCCIA has been re-appointed on Central Railway<br />

Lean Manufacturering Cluster<br />

ISO 9001 Organisation<br />

Ministry <strong>of</strong> MSME, Government <strong>of</strong> India, has launched a<br />

unique 'Lean Manufacturing Cluster Scheme' with a<br />

noble objective <strong>of</strong> transforming SMEs into Productive,<br />

Efficient and Systematic units. Adoption <strong>of</strong> Lean<br />

Manufacturing techniques result into enhancement in<br />

the pr<strong>of</strong>itability and productivity.<br />

About MCCIA's two Clusters<br />

Keeping in view the potent benefits, the chamber<br />

formed two lean manufacturing clusters viz. 'Auto<br />

Components Manufacturers' Cluster' and 'White<br />

Goods Components Manufacturers' Cluster'<br />

consisting <strong>of</strong> 10 manufacturing units each. These<br />

Clusters were formally launched in July 2010 at the<br />

hands <strong>of</strong> Shri. Rajendra Darda, Hon. Minister for<br />

<strong>Industries</strong>, Government <strong>of</strong> Maharashtra.<br />

The 'Auto Components' Cluster has successfully<br />

completed its tenure <strong>of</strong> 12 months and the activities <strong>of</strong><br />

the White Goods Component Cluster are in full swing.<br />

Most <strong>of</strong> the units have experienced improvement in<br />

productivity, better plant layout, improved material<br />

movement, reduced inventory levels, workers'<br />

participation in day to day operations, etc. These units<br />

have also achieved reduction in customer complaints,<br />

rejections and rework, reduction in machine break<br />

downs and so on. Apart from these benefits, there are<br />

two distinguishing benefits that the cluster members<br />

are enjoying viz. Increased Customer Confidence and<br />

Change in the Work Culture.<br />

The Committee, during the period, organized about 18<br />

common training programs and review meetings for the<br />

Auto Component Cluster and 10 for the White Goods<br />

Cluster. Best Performing Companies were awarded,<br />

• Awareness Programs<br />

In order to create awareness amongst the industries in<br />

and around <strong>Pune</strong>, two programs were organized in<br />

December 2010 and March 2011 respectively.<br />

Officials from the National Productivity Council, New<br />

Delhi as well as the Lean Consultant addressed the<br />

participants. CEOs from the existing cluster were also<br />

invited to interact with the participants and share their<br />

experience during the journey <strong>of</strong> lean implementation.<br />

The program witnessed fruitful interactions between<br />

the speakers and the participants. The chamber is<br />

hopeful <strong>of</strong> forming two more clusters.<br />

1. Distribution <strong>of</strong> Natural Gas : An interactive meeting<br />

with Shri Mansingh (IAS), Chairman, Petroleum and<br />

Natural Gas Regulatory Board was organized for the<br />

Mr. L Mansing (IAS), Chairman, Petroleum and Natural<br />

Gas Regulatory Board explaining the Government<br />

Policy regarding distribution <strong>of</strong> Natural Gas to <strong>Industries</strong>.<br />

benefit <strong>of</strong> present and potential consumers <strong>of</strong> natural<br />

gas and petroleum products. The Managing Director <strong>of</strong><br />

Maharashtra Natural Gas Limited shared his views with<br />

the participants about the role <strong>of</strong> MNGL.<br />

2. MSME CEO Conference jointly with CRISIL : During the<br />

course <strong>of</strong> the MSME Rating exercise process, CRISIL had<br />

identified significant insight about the working <strong>of</strong><br />

MSMEs and the challenges faced by them in the growth<br />

path. These findings were shared with the participating<br />

CEOs during the two day conference. In addition, there<br />

was a panel discussion on “How best practices would<br />

help MSMEs in <strong>Pune</strong>”.<br />

Interactive meeting with Technology Development<br />

Board, New Delhi : A lecture-presentation was<br />

organized to appraise the participants <strong>of</strong> the Scheme /<br />

Assistance provided by the TDB. Mr. Sanjay Chavre,<br />

Scientist 'E' and Project Coordinator <strong>of</strong> the Board made<br />

a lecture-presentation, which was followed by an Open<br />

House Session.<br />

Two day conference on “MSME – Gearing up to the<br />

Global Competitiveness”. In order to give the sector<br />

appropriate impetus in the Golden Jubilee Year <strong>of</strong><br />

Maharashtra, the Maharashtra Economic Development<br />

Council (MEDC), in association with MCCIA had<br />

organized the two day conference in December 2010.<br />

The conference focused on the opportunities for<br />

MSME's <strong>of</strong>fered by the policy initiative <strong>of</strong> the<br />

state/central government, Bank schemes and on<br />

country specific opportunities in Denmark, Belgium<br />

and Australia.<br />

Training programs for Members<br />

1. Taking Your Business to Next Level : This workshop<br />

provided good opportunity to the participants to<br />

understand the importance <strong>of</strong> “Next Level”, to explore<br />

'What' and 'How' aspects associated with the Next Level<br />

and to graduate further in business sustenance and<br />

expansion.<br />

information on the latest Quality Standards and<br />

techniques, which in turn, help the organizations in<br />

getting the workers' involvement in Continuous<br />

Writ Petition for refund under MVAT Act<br />

In spite <strong>of</strong> specific time limit <strong>of</strong> six months for grant <strong>of</strong><br />

refund the Sales Tax Department did not grant the<br />

refund in very large number <strong>of</strong> cases i.e. over 15,000.<br />

Many <strong>of</strong> our members raised the issue. Our committee<br />

made several representations and made many<br />

suggestions for early disposal <strong>of</strong> refund cases. However<br />

the department did not do anything about it. Hence it<br />

was decided to file writ petition on behalf <strong>of</strong> Members.<br />

The expenses <strong>of</strong> the writ petitions are to be borne by<br />

the Members who join the writ petition. Writ petition is<br />

filed on 17 February 2011. The department has not yet<br />

filed their reply but has caused amendments to the Act<br />

and Rules and has issued instructions to expedite and<br />

complete the procedure to grant refunds at an early<br />

date.<br />

Participation in Advisory Committee :<br />

Mr. G. Y .Patwardhan, Mr. Hemant Patki and Mr. Suhas<br />

Padhye attended sales tax advisotry committee<br />

meetings held at Mumbai several times and made<br />

representations about the problems faced by the tax<br />

payers and made valuable suggestions. They also<br />

participated in the discussion group for Goods Service<br />

Tax established by Commissioner <strong>of</strong> Sales Tax, Mumbai.<br />

Senior Executives' Forum<br />

Since May 1999, this activity is going on in<br />

collaboration with voluntary Executives Forum <strong>of</strong> India<br />

(VEFI), <strong>Pune</strong>. The main purpose <strong>of</strong> this activity is to<br />

provide consultancy /advisory services <strong>of</strong> the<br />

registered SEF Associates to needy small and medium<br />

scale industries at reasonable charges and<br />

simultaneously also to help Senior Retired Executives<br />

from industries and various other fields to get<br />

consultancy / advisory assignments. Upto March 2011,<br />

we had 651 consultants registered under SEF, <strong>of</strong> which<br />

16 consultants were added during 2010-11. In this<br />

year we received enquiries from 10 organizations for<br />

such consultants and 26 bio-data were forwarded to<br />

the industry. The sub-committee conducted regular<br />

monthly meetings for its Members. During this year<br />

total 23 lecture - meetings <strong>of</strong> SEF were organized under<br />

the Chairmanship <strong>of</strong> Shri.Y.H.Gharpure & Shri.R.M.Shah,<br />

Vice-Chairman <strong>of</strong> SEF. The <strong>of</strong>fice bearers <strong>of</strong> VEFI also<br />

provided necessary help to this Forum from time to time<br />

to run this scheme successfully.<br />

Meetings : During the year total 23 lecture - meetings<br />

<strong>of</strong> Senior Executives' Forum were organized. Also, the<br />

Executive Committee <strong>of</strong> the Forum had 11 meetings<br />

during the year to review the past activities <strong>of</strong> SEF,<br />

discuss the action taken in regard to past decisions, and<br />

planning <strong>of</strong> future activities <strong>of</strong> SEF.<br />

• A lecture-presentation by Shri Ravindra Viladkar, an SEF<br />

Associate, was made on the subject – 'The Heart <strong>of</strong><br />

Change'. 32 SEF Associates and others attended this<br />

Seminar.<br />

• In the monthly meeting <strong>of</strong> SEF, Mr. Pradeep Suresh<br />

Satpute, Business Development Executive, Modular<br />

Infotech Pvt. Ltd. made a lecture-presentation on<br />

'Indian Languages Braille Reader for Visually<br />

Impaired Persons'. About 20 persons attended the<br />

• A Half-Day Seminar on 'Preparing for Second Career by<br />

Senior Citizens' was jointly organized by SEF & Dignity<br />

Foundation. About 62 SEF Associates and others<br />

• SEF and Grameen Shramik Pratishthan, Latur, jointly<br />

called a colloquy on economic inclusion <strong>of</strong> rural<br />

persons with disability and a presentation on 'Swadhar<br />

products manufactured by the rural persons, was<br />

SAFETY Activity<br />

MCCIA has been the advocate for safe industrial<br />

practices. As a result it promotes the distribution <strong>of</strong><br />

Safety Awareness Material. The <strong>Chamber</strong> presented 20<br />

different items <strong>of</strong> safety awareness material which was<br />

distributed from three Special Safety Counters opened<br />

for this purpose at MCCIA’s Tilak Road, Bhosari and<br />

Ahmednagar Offices. This activity has gained<br />

popularity amongst the industrial sector and we have<br />

started dispensing material not only in industries in<br />

<strong>Pune</strong> and surrounding areas but also in Mumbai,<br />

Jalgaon, Ahmednagar, Aurangabad, Baramati, Nasik,<br />

as well. We also organized a training program on<br />

‘Emergency Preparedness’ to create awareness and to<br />

2002. The <strong>Chamber</strong> has been making special efforts to<br />

promote <strong>Pune</strong> as a preferred investment destination, a<br />

prominent marketing venue through focused efforts.<br />

3. We organized Meetings <strong>of</strong> the Civil Aviation Committee<br />

to deliberate on the issues relating to infrastructure<br />

and additional air connectivity at the present airport.<br />

4. We had a number <strong>of</strong> meetings with Mr. Dilip Band,<br />

Divisional Commissioner – <strong>Pune</strong> Division and Mr.<br />

Chandrakant Dalvi-the then Collector, <strong>Pune</strong> District for<br />

matters relating to setting up <strong>of</strong> independent<br />

international airport in <strong>Pune</strong> region and also for<br />

expediting the process <strong>of</strong> acquisition <strong>of</strong> land for<br />

extension <strong>of</strong> the airstrip at the present airport in <strong>Pune</strong>.<br />

The efforts have yielded results. The land has now been<br />

acquired and handed over to the Air Force for extension<br />

<strong>of</strong> the runway.<br />

At these meetings, we have brought to the notice <strong>of</strong> the<br />

Ministers and senior <strong>of</strong>ficials our concerns about two <strong>of</strong><br />

the most prestigious projects in <strong>Pune</strong> Region namely<br />

the International Exhibition Centre and International<br />

Convention Centre as also the importance <strong>of</strong> setting up<br />

<strong>of</strong> an Independent international airport at <strong>Pune</strong> and<br />

establishing direct air connectivity with more<br />

international destinations. We also voiced our concern<br />

about sustaining the tempo <strong>of</strong> tremendous<br />

investments being planned by the existing and<br />

potential investors in the <strong>Pune</strong> Region.<br />

21.8.2010<br />

A meeting was held with Hon'ble Guardian Minister <strong>of</strong><br />

<strong>Pune</strong> and Minister <strong>of</strong> Water Resources and Energy, Shri<br />

Ajitdada Pawar and various senior government <strong>of</strong>ficials<br />

to discuss the issues/problems faced by the industries.<br />

During the meeting several issues were discussed such<br />

as Infrastructure related issues (roads, power, water),<br />

issues relating to industrial areas such as Hinjawadi,<br />

Pimpri Chinchwad and Bhosari, Chakan, Ranjangaon,<br />

Policy Level issues relating to Power, Octroi, Security<br />

related issues in Pimpri Chinchwad-Bhosari, Provision<br />

<strong>of</strong> additional buses <strong>of</strong> PMPML to areas such as<br />

Hinjawadi and others. The meeting also included a<br />

presentation on the International Exhibition Centre<br />

Project. Concerned senior <strong>of</strong>ficials from various<br />

authorities such as Divisional Commissioner,<br />

Collectorate, <strong>Pune</strong> Municipal Corporation, Pimpri<br />

Chinchwad Municipal Corporation, Maharashtra<br />

Industrial Development Corporation, Railways etc.<br />

Mr. Mukesh Malhotra welcomed the Chief Guest, Guests<br />

<strong>of</strong> Honour and other dignitaries. In his address, he<br />

briefed about the ongoing projects and initiatives <strong>of</strong><br />

the <strong>Chamber</strong>. He said that the <strong>Chamber</strong> is taking a lot <strong>of</strong><br />

initiative at the National, State and Local Level,<br />

rendering crucial services thereby contributing directly<br />

to the industrial growth. The activities <strong>of</strong> the <strong>Chamber</strong><br />

are carried out in multiple dimensions where we<br />

interact with the Government and Government<br />

authorities; we interact with International community;<br />

and with industries. The <strong>Chamber</strong> has been doing its<br />

best to address local governance and civic issues and<br />

has proactively been arranging meetings with our<br />

Guardian Minister, Hon'ble Shri Ajit Dada Pawar, on a<br />

regular basis where the heads <strong>of</strong> almost all the<br />

departments <strong>of</strong> Government related to overall aspects<br />

<strong>of</strong> the city's functioning are invited to be present, and<br />

numerous problems are resolved on an “across the<br />

table” basis. He also briefed about the ongoing<br />

projects -International Exhibition Centre at Moshi, River<br />

Restoration Project and the International Airport at<br />

<strong>Pune</strong>.<br />

Dr. Abhay Firodia, President said that <strong>Pune</strong> had a long<br />

historical ties with trade and business inherited due to<br />

military legacy <strong>of</strong> the city. <strong>Pune</strong> today is a vibrant city<br />

defence centre in the country. All these factors have<br />

brought tremendous prosperity to the <strong>Pune</strong>ities and<br />

one should always thank the city for what it has given us<br />

and keep remembering the same from time to time.<br />

MCCIA should be a catalyst for changing the thinking<br />

amongst the citizens and for creating <strong>of</strong> better<br />

environment for conducting business in this city.<br />

British Deputy High Commission said in his address that<br />

UK is the second largest investor in India and they want<br />

to grow further. <strong>Pune</strong> city is an important business<br />

centre for UK and there should be more commercial<br />

activities in city than the currently prevailing levels. He<br />

also said that <strong>Pune</strong> is the second largest manufacturing<br />

hub <strong>of</strong> India and has a huge educational base. <strong>Pune</strong> is<br />

the city which <strong>of</strong>fers immense opportunities for UK in<br />

various sectors. Britain-India bilateral relations were at<br />

its peak. This was evident from the visit to India by their<br />

Prime Minister Mr. David Ceameroon with a high level<br />

delegation within 10 days <strong>of</strong> coming to power. He also<br />

said that India and UK have decided to start joint CEOs<br />

forum which will play a significant role in overcoming<br />

regulatory hurdles in both countries and encouraging<br />

investment. Education Minister <strong>of</strong> Britain is planning to<br />

visit <strong>Pune</strong> and some <strong>of</strong> the educational institutes are<br />

also planning to start institutes in <strong>Pune</strong>.<br />

Mr. Lin Chung Ying, Consul General, Consulate General<br />

<strong>of</strong> the republic <strong>of</strong> Singapore said that <strong>Pune</strong> is the<br />

second largest manufacturers and IT hub in India. He<br />

spoke about Singapore – <strong>Pune</strong> relationship, over 2000<br />

Indian companies are located in Singapore. He<br />

informed about the joint ventures and MoUs signed<br />

with India. He has shown an interest to arrange a visit <strong>of</strong><br />

MCCIA <strong>of</strong>fice bearers and businessmen to Singapore to<br />

study their metro rail project. He said that they have<br />

successfully implemented the 40 km project both<br />

above and underground. He also informed that the<br />

issue <strong>of</strong> Airl-inks between <strong>Pune</strong> and Singapore can be<br />

taken up and we will consider the same.<br />

Mr. Kishor Chaukar, Managing Director <strong>of</strong> Tata <strong>Industries</strong><br />

Ltd. and Chief Guest <strong>of</strong> the function addressed the<br />

gathering. He said that Indian economy will grow at a<br />

high rate and there is a need for the industries to<br />

become sensitive to protection <strong>of</strong> human rights and<br />

conserve environment. He said that human rights,<br />

health, hygiene and safety at workplace is very<br />

important. Intellectual property right, social<br />

responsibility and environment are the important<br />

factors for industries.<br />

Many stakeholders struggle to put in place stock<br />

replenishment processes that work. The purpose <strong>of</strong> this<br />

program was to make them understand the theory <strong>of</strong><br />

inventory management in an interesting way. This<br />

program was conducted by MCCIA, SCMHRD and<br />

SMEJOINUP jointly. Pr<strong>of</strong> Prakash Waknis and Mr. O. S.<br />

Vaidya were faculty for the program.<br />

Library Services<br />

The MCCIA library is a Commercial Reference library<br />

which has been set up to cater to the information needs<br />

<strong>of</strong> the business community in and around <strong>Pune</strong>. The<br />

emphasis in the library is on dissemination as well as<br />

development <strong>of</strong> collections mainly directories,<br />

yearbooks, statistical data, project pr<strong>of</strong>iles <strong>of</strong> small<br />

scale industries, Information Technology and<br />

Management. The library has around 5,000 documents,


300 CDs, Reports, State and Central government<br />

gazettes.<br />

The library also has material on subjects like,<br />

International Trade, Finance & Banking, Five Year Plans,<br />

Budget, <strong>Agriculture</strong>, Taxation, Management etc.<br />

The project pr<strong>of</strong>iles prepared by various agencies are<br />

kept in the library to help the entrepreneurs get access<br />

2. H1N1 Vaccination Camp - H1N1 Vaccination Camp for<br />

3. Health Check-up Camp for MCCIA Staff Members- We<br />

organized a Health Check-up Camp for all our staff<br />

members with A.J. Medical Care, <strong>Pune</strong>.<br />

4. Staff Get-together in Diwali- Staff get-together on the<br />

occasion <strong>of</strong> Diwali was organized. Two hours were<br />

packed with an entertainment program followed by<br />

refreshments.<br />

5. Staff Training program- A training program for staff was<br />

organized on the topic ‘Awaken the Winner in You’ by<br />

Mr. Pramod Jain, an eminent Management Trainer.<br />

6. Felicitation <strong>of</strong> the wards <strong>of</strong> MCCIA Employees- A<br />

program to felicitate the wards <strong>of</strong> MCCIA employees<br />

who achieved success in the recently held SSC and HSC<br />

examination was organized at MCCIA. This definitely<br />

encouraged the young Indian citizens to do better in<br />

Staff Gettogether<br />

in Diwali<br />

“Janwani” an NGO supported by MCCIA works on the<br />

issues <strong>of</strong> governance, public policy and enhancing<br />

people's participation in governance. Janwani is<br />

presently focusing on the following ventures:<br />

1. 'Nirmal Katraj, Dekhane Katraj' : is a project which aims<br />

at the possibility <strong>of</strong> <strong>Pune</strong> managing the garbage within<br />

the ward boundaries, contradictory to the present<br />

system <strong>of</strong> carrying it outside <strong>Pune</strong> for disposal. Janwani<br />

has created systems for waste collection and<br />

management and Karaj ward is chosen has for pilot<br />

project as a “model ward” which segregates garbage at<br />

source and converts it into value at local level. It is a<br />

unique model that can be replicated in any urban<br />

establishment<br />

'2. My City, My Money': Janwani has published this unique<br />

booklet that is a simplified presentation <strong>of</strong> year 2010-<br />

2011's <strong>Pune</strong> Municipal Corporation's annual budget.<br />

We as, tax payers, can get an idea about how the city's<br />

budget is utilized for city development, what are its<br />

areas <strong>of</strong> concern and the development schemes. Once<br />

enlightened about this, citizen can give suggestions to<br />

PMC for bettering the utilization <strong>of</strong> the budget for city<br />

development. This booklet is published in two<br />

languages, English as well as Marathi<br />

'3. Jan je Vanchchil': Janwani believes that informed<br />

citizens can participate in city governance. Keeping this<br />

view in mind Janwani has taken initiative in publishing<br />

a book about Area Sabha. It is written in the form <strong>of</strong> a<br />

story and informs citizens about how they can take<br />

initiative to resolve civic issues from their electoral<br />

wards. This book is published in Marathi<br />

4. <strong>Pune</strong> Bus Guide : For facilitating convenient use <strong>of</strong> the<br />

local city bus service, PMPML, Janwani has created this<br />

website. The detailed bus routes, bus timings and<br />

frequency can be viewed on this website. Being map<br />

enabled, any person can get information regarding the<br />

shortest route to destination. This public information<br />

system therefore facilitates creation <strong>of</strong> informed<br />

citizenry<br />

5. Accident Reporting System : <strong>Pune</strong> City is one <strong>of</strong> the<br />

cities that have a high accident rate. Janwani decided to<br />

create a facility for <strong>Pune</strong> Traffic Police for identifying<br />

exact accident spots. The accident database is<br />

automatically created and updated through the<br />

accidents reported on this site. Therefore it became<br />

easier to analyze the causes <strong>of</strong> accidents and easier for<br />

Traffic Police to take action and minimize or eliminate<br />

reasons for accidents at spots where occurrence <strong>of</strong><br />

accidents is high.<br />

6. <strong>Pune</strong> Traffic Vision: Janwani is currently involved in<br />

creating a vision for <strong>Pune</strong> traffic. Through a series <strong>of</strong><br />

workshops with various traffic related NGOs, Janwani<br />

wishes to identify five priorities for resolving <strong>Pune</strong><br />

Traffic Issues<br />

7. Demand Model for Buses for IT Companies: Janwani is<br />

putting in efforts to facilitate bus service to Hinjewadi<br />

from <strong>Pune</strong> City. This will become possible by knowing<br />

the requirement from various areas in <strong>Pune</strong> for<br />

determining the number <strong>of</strong> buses to be deployed. For<br />

this we have designed a survey for Companies in<br />

Hinjewadi. From the data obtained we will know the<br />

exact requirement <strong>of</strong> buses, as per the demand for<br />

various areas. This will be followed by determining the<br />

bus routes, rethinking and revising <strong>of</strong> exact bus routes<br />

as well.<br />

8. Other Initiatives:<br />

a. Policy Advocacy:<br />

i. Area Sabha Act has been passed by Maharashtra<br />

State Government, but the notification is pending.<br />

Janwani has given some suggestions to the State<br />

Government regarding amendments to the Area<br />

Sabha Act<br />

ii. Formation <strong>of</strong> Empowered Committee: Janwani<br />

proposed a mechanism consisting <strong>of</strong> 'Citizens'<br />

Empowered Committee' and its 'Expert Sub Groups'<br />

to supplement the functions <strong>of</strong> Metropolitan<br />

Planning Committee and District Planning<br />

Committee.<br />

iii. Workshop on Empowering Cities Citizen<br />

Empowerment: Janwani conducted workshops on<br />

use <strong>of</strong> Social Networking Sites for citizens so that<br />

they can address their grievances online. A similar<br />

training was given to middle level government<br />

<strong>of</strong>ficials for grievance redress<br />

iv. <strong>Pune</strong> Metro Proposal: As a member <strong>of</strong> the <strong>Pune</strong><br />

Technical Coalition, Janwani has studied the Metro<br />

proposal for <strong>Pune</strong> in detail and has realized that there<br />

is a futuristic need for Metro in <strong>Pune</strong>. However,<br />

Janwani insists that the plan for metro should be<br />

thoroughly debated before the options are finalized<br />

as introduction <strong>of</strong> Metro will change the face <strong>of</strong> <strong>Pune</strong>.<br />

The objective <strong>of</strong> this project was therefore to ensure<br />

that the introduced proposal will be technically<br />

sound and that <strong>Pune</strong> City gets the best suited<br />

proposal for Metro. While studying the DPR for <strong>Pune</strong><br />

Metro, the following constraints were evident<br />

1. Duplication in Metro Rail route and other modes <strong>of</strong><br />

transport<br />

2. The proposed choice <strong>of</strong> overhead metro was a<br />

potential threat to urban aesthetics<br />

3. The proposal for granting a uniform 4FSI for Metro<br />

alongside BRT seems arbitrary<br />

As part <strong>of</strong> the technical coalition, Janwani<br />

participated in forming the Metro Resolution which<br />

entailed PMC to call a 'janasunwai' for Metro.<br />

b. Budget Analysis: Conducting study <strong>of</strong> the <strong>Pune</strong><br />

Municipal Corporation budget to get a broad<br />

understanding <strong>of</strong> how PMC spends its money –<br />

particularly in terms <strong>of</strong> its sectoral and ward-wise<br />

distribution.<br />

c. Awareness Creation: On-the-ground survey for<br />

understanding issues in a better way and provide<br />

sustainable solutions. Meetings to involve various<br />

stakeholders, exhibitions to create awareness among


the people and Bicycle Rally and Walkthon to<br />

motivate people and Corner meetings and puppet<br />

shows them aware about their role to create<br />

awareness were also some <strong>of</strong> the initiatives. These<br />

initiatives were supplemented by training <strong>of</strong> 'rag<br />

pickers', PMC staff and residents.<br />

d. Biodiversity: Janwani is the secretariat for Green<br />

<strong>Pune</strong> Movement on Biodiversity Development Parks<br />

and played an important role in publishing articles<br />

in newspapers for creating awareness for saving 10<br />

BDP hills in and around <strong>Pune</strong>.<br />

e. Organizing Seminars and Discussions on Climate<br />

Change: Janwani had taken a lead in organizing<br />

seminar and discussions on climate change and in<br />

launching publication on climate change<br />

f. City Structuring: Janwani had taken a lead in<br />

estabilishing a core group on City Structuring for<br />

discussing the action plan for City Development and<br />

Redevelopment <strong>of</strong> core city<br />

g. Cycle Friendly City: Janwani had organized a<br />

conference on Multi-City conference on cycle friendly<br />

cities, followed by workshops and meetings for<br />

promotion <strong>of</strong> pedestrian facilities. Policy Advocacy was<br />

also done by writing letters, establishing dialogues<br />

h. Networking: Janwani has always taken initiative to<br />

network with organizations and various stakeholders<br />

for all <strong>of</strong> its initiatives, projects and development <strong>of</strong><br />

products.<br />

MCCIA successfully upgraded to ISO 9001:2008 in May 2010 by making necessary amendments in its Quality<br />

Management Systems. MCCIA has been making optimal use <strong>of</strong> the ISO systems to achieve continual improvement in its<br />

functioning and services, in tune with the Quality Policy, Objectives, vision and mission <strong>of</strong> the <strong>Chamber</strong>.<br />
