Policy / Regulations Related Issues
Energy Committee has actively persuaded policy and
regulation related issues to the regulatory authorities
i.e. MERC. Also representations regarding power /
electricity were made to the competent authorities.
1. Single Point Supply to Commercial Buildings /
Industrial Premises with Mixed Load
MCCIA had filed a petition to Appellate Tribunal for
Electricity ( APTEL ) to resolve the issue on 'Single Point
Supply to commercial complexes with mixed load'
through clarification in the order passed by MERC. After
hearing the concerned parties, Honorable APTEL passed
an order. Aggrieved by this order, the MCCIA preferred an
appeal to Honorable Supreme Court of India.
The legal proceedings are underway in the Hon'ble
Supreme Court of India.
2. Tariff Proposal of MSEDCL
MCCIA submitted suggestions / comments on MSEDCL's
Annual Revenue Requirement ( ARR ) and Tariff proposal
to MERC for FY 11 – 12. MCCIA stressed on major points
such as retaining demand charges to existing level,
reduction in cross subsidy, verification of inter-state
transmission loss, and erratic increase in tariff for HT and
LT commercial consumers. Also MCCIA stressed for
reclassification of consumers engaged in R & D, product
testing, CAD CAM activities from commercial to
industrial category of tariff.

Recent Amendments to Service Tax
Mr. Sanjay Bhargave, Chairman, Excise committee
successfully conducted the workshop with an aim to
create awareness on the amendments in Union Finance
bill 2011. The program covered aspects on inclusion of
new services covered under Service Tax. The workshop
attracted 92 participants.
Cost Audit Compliance
This program was organised considering the orders
issued by the Cost Audit Branch of Ministry of Corporate

18 Basic Training on Central Excise Law & Service Tax
including procedures & documentation.

and Mr. Sanjay Bhargave, Central Council Member, ICWAI
and Chairman, Excise Committee, MCCIA conducted the
workshop. The workshop received overwhelming
response wherein 89 participants attended the program.

This course was attended by 64 participants and 35

participants respectively in the 18 and 19 Certificate
training program. The course contents included theory
of Central Excise and Service Tax. There were practical
tips on how to fill up various forms and doing
registrations, filing returns, etc. The faculty included
experts, like Mr. Sanjay Bhargave, Mr. Deepak Naik, Mr.
Charu Bhide, Mr. V. V. Umaranikar, Mr. C. S. Chavan, Ms.
Nimmi, Mr. Rajesh Ingale, Mr. Manas Joshi Mr. Avadhoot
