President’s Message<br />

Dear Members,<br />

As I come to the end <strong>of</strong> my tenure as President <strong>of</strong> the <strong>Mahratta</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, <strong>Industries</strong> and Agriculture (MCCIA),<br />

I am happy to share with you my thoughts, relating to the economic scenario, and to the <strong>Chamber</strong>'s role, on this occasion.<br />

The global economy, which was beset with an unprecedented recession in 2008 / 2009 mainly arising from reckless<br />

over-leveraging – by the Realty and Banking sectors in USA, has generally recovered to a significant extent. Nevertheless<br />

the growth rates in Europe and Japan continue to be disappointing. The US, though it has grown in GDP terms and<br />

employment terms, is not the strong engine <strong>of</strong> the global economy, that it till very recently, was. There is a real financial<br />

crisis in the Euro zone, mainly on account <strong>of</strong> disconnect between – on the one hand economic unity i.e. single currency,<br />

and on the other hand political disunity i.e. independent sovereign countries (with economic strategies and agendas<br />

that are very different). This is a difficult problem to solve. The world economy will be impacted severely if Europe cannot<br />

sort this out.<br />

The Indian economy, in the last couple <strong>of</strong> years has remained largely stable, though the growth rates have been<br />

noticeably lower than during the period before the global recession. The fundamentals <strong>of</strong> the Indian economy, in terms <strong>of</strong><br />

higher entrepreneurial spirit, growing demand, young population, robust banking system, a modernising rural economy,<br />

etc. have been the main causes for this relative stability in growth rates. However the industrial growth did experience a<br />

reduction coupled with much higher inflation than before the global crisis. The stock markets have recovered to a<br />

significant extent, yet two factors affect the sentiment on the bourses.<br />

1) Hesitation <strong>of</strong> global investors - international and Indian - to increase exposure to India, and<br />

2) Policy paralysis <strong>of</strong> the Government, coupled with numerous corruption scandals. Generally poor governance at various<br />

levels <strong>of</strong> government.<br />

The two are related. India can attract higher investments both from international investors and also domestic investors, if<br />

the sentiment about the health and prospects <strong>of</strong> the Indian economy can be restored.<br />

In this context it is important to recall that India's liberalisation <strong>of</strong> 1991 was based on 5 basic principles.<br />

a) Government would control fiscal deficit to below a level <strong>of</strong> 4.5 per cent – this meant imposing tight control on<br />

government expenditure, and improving productivity <strong>of</strong> government itself.<br />

b) Privatise business and encourage competition i.e. Government should get out <strong>of</strong> the log jam <strong>of</strong> its unproductive<br />

investment - in manufacturing industries, in trading businesses, in service enterprises - that it was not able, neither<br />

equipped nor competent to run. Commodity manufacture like steel production, also service industries like airlines and<br />

hotels, and manufacturing industries like textiles, electronics, etc. - were to be gradually privatised in a competitive,<br />

transparent and open environment, to improve the nation's productivity. This would also free government resources -<br />

for investment in core areas like infrastructure, defence, etc.<br />

c) Globalise the Indian economy i.e. open the economy to international trade, allow foreign investments, allow<br />

enhanced foreign trade, encourage Indian investors to invest abroad on sound business considerations. This was to be<br />

done in order to modernise Indian businesses, improve competitiveness and expose the country to the current<br />

technological and functional trends, in the global arena <strong>of</strong> trade and industry.<br />

d) Deregulate trade and industry i.e. Government was to get out <strong>of</strong> the way <strong>of</strong> entrepreneurs, to facilitate creation <strong>of</strong><br />

wealth as a priority. This was actually expected to foster genuine competition, and make India an attractive destination<br />

for investment.<br />

e) Create inclusive society i.e. improve infrastructure, physical and virtual - to connect the villages, the towns and the<br />

cities, open up the fields <strong>of</strong> education, enhance employment opportunities, enhance health care, etc. This was<br />

expected to provide the large mass <strong>of</strong> India's millions, with greater opportunities, and improved quality life.<br />

Unfortunately the sharp focus on these considerations has fallen by the wayside, as India has been gripped by crony<br />

capitalism, divisive politics, and back door regulations. Today populism inhibits sound decision making on the part <strong>of</strong> the<br />

government. Schemes meant ostensibly for the betterment <strong>of</strong> the masses - like the MNREGA, The Indira Awaas Yojana,<br />

etc. have degenerated - to an extent that the huge burden <strong>of</strong> expenditure on the government is made worse by large<br />

amount <strong>of</strong> leakage. It has been impossible for the powers that be, to exorcize the ghost <strong>of</strong> socialist era interference in<br />

economic decision making. Entrenched bureaucracy is unwilling to allow economic power to be regulated by market<br />

forces, and by truly independent regulatory bodies.<br />

The need <strong>of</strong> the hour is to speedily install supply side reforms, to ensure strong economic growth.<br />

a) Fiscal reforms - particularly introduction <strong>of</strong> GST. The second wave <strong>of</strong> reform, at state level regulation - relating to<br />

taxes, land acquisition, transport, farm economy, etc. are not emphasised, barring exceptions.<br />

b) Labour reforms - to focus on increase in skill development opportunities, increase in employment opportunities,<br />

rather than socialist era protection to only those who are al<strong>read</strong>y unionised, at the cost <strong>of</strong> millions who are unemployed<br />

/ unorganised. The entire unionised workforce <strong>of</strong> India is less than 1 per cent <strong>of</strong> population.<br />

c) Infrastructure development. Similar to the national highways, new funds need to be created for various infrastructure<br />

activities at state levels. It is important to prevent diversion <strong>of</strong> tax revenues into populist measures (which politicians<br />

are <strong>more</strong> interested in, for quick political gains), than to put into assets which enhance employment potential and<br />

productivity.<br />

This is a tall order, it calls for consensus by the ruling polity <strong>of</strong> India, on both policy and on governance. The steadily<br />

escalating bitterness in the debate on governance, on transparency, on accountability, as seen in the Lokpal<br />

movement - does not auger well for creating a sound consensus. India's problem is “governance”, above all. A<br />

historic opportunity for economic growth is in danger being compromised, due to policy paralysis and parochial<br />

priorities.<br />

Trade and commerce, in terms <strong>of</strong> wholesale and retail business in commodities, in consumer goods including durables<br />

and non-durables, in automobiles and farm inputs - has seen growth year on year, due to the opening up and greater<br />

gradual integration <strong>of</strong> the rural economy <strong>of</strong> India into the mainstream. Policy measures to remove the debt burden <strong>of</strong><br />

farmers has had a significant beneficial effect in this regard. The modern farmer has become a creditworthy entity. Yet<br />

investments in infrastructure for agriculture are woefully short. India has improved its food stocks, only to find abysmal<br />

storage capacities and horrific waste. Investment in management <strong>of</strong> the food chain, simplification <strong>of</strong> the supply chain<br />

from farmer to the consuming citizens, speeding up the logistics and improving the phyto sanitary conditions in this<br />

regard, has to be a priority. This is a very significant area <strong>of</strong> opportunity for business, for industry and <strong>of</strong> course very<br />

important for the country's economy. Multi-brand FDI in retail, if relevant, has to be seen in this light.<br />

Policy correction in regard to agricultural produce support needs a relook. Milk, pulses, egg, vegetables need to spurt in<br />

output. It is these items which contribute to inflation in prices, and not cereals. That the demand for non-cereal<br />

component <strong>of</strong> food is rising indicates that the standard <strong>of</strong> living is rising. This is wonderful – but needs a policy response<br />

to sustain.<br />

At the current rate <strong>of</strong> growth <strong>of</strong> around 6 per cent per annum in GDP, actually speaking India is standing still. China is<br />

growing at over 10 per cent per annum, the gap between the Indian and the Chinese economy in the last twenty years has<br />

increased rather than decreased. India today is 40 years behind China. China consumes 450 kilos <strong>of</strong> steel per person per<br />

year, the West (Europe and USA) consume 400 kg per person per year, whereas India consumes 40 kg. China lays 40<br />

kilometers <strong>of</strong> roads per day, India lays 10 kilometres per day. This clearly shows that we need to focus on economic<br />

achievements, rather than on parochial or emotive political issues.<br />

Water availability for agriculture is still a constraint, in spite <strong>of</strong> significant improvement in water conservation through<br />

dams, percolation tanks, irrigation canals, etc. The use <strong>of</strong> water in India is extremely wasteful. We pride ourselves on<br />

export <strong>of</strong> rice, without consciously knowing that each kilo <strong>of</strong> rice that we export consumes 4000 litres <strong>of</strong> water to<br />

produce. Crop selection therefore is as important, as active measures for water conservation.<br />

India stands at an important juncture. The next few years will show whether this, once in a few hundred years opportunity,<br />

is handled wisely by India or not.<br />

On the state <strong>of</strong> Maharashtra's economic scenario, a number <strong>of</strong> major concerns remain. Maharashtra has had the proud<br />

privilege <strong>of</strong> being the most respected state for the achievement <strong>of</strong> its industrial and business communities. Yet, the<br />

growth <strong>of</strong> existing industries in Maharashtra, and the establishment <strong>of</strong> new industries in Maharashtra, now increasingly<br />

face a number <strong>of</strong> constraints.<br />

1) Land availability and price are very adverse. The FSI for industries in MIDC areas is one (100 %), whereas in non-MIDC<br />

areas, it varies between 10 to 15 per cent.<br />

Considering the improving infrastructure in cities and towns where MIDCs exist, the FSI within MIDC areas should be<br />

raised from 1 to 2, and in non-MIDC areas should be raised to 1 on a blanket basis. This will reduce the cost <strong>of</strong><br />

setting up or growing industries. It will conserve agricultural land. It will improve industrial productivity, with<br />

the beneficial effect on cost, and will counter-act the pressure on industries from high levels <strong>of</strong> taxation.<br />

Above all it will help sustain the attraction <strong>of</strong> industries to Maharashtra – it can be achieved at no cost.<br />

2) In several municipal corporations in Maharashtra we still have to live with the obnoxious, the<br />

outdated and the most controversial tax - octroi. Not only octroi collection leads to high cost for<br />

industries which increasingly come within the purview <strong>of</strong> municipal corporations, but levying <strong>of</strong> octroi leads to chronic<br />

corruption and substantial evasion. The <strong>Chamber</strong> has time and again represented to the Government, to switch from<br />

octroi to a book based tax collection system, aligned with the sales tax. The rapid growth in the assessable value <strong>of</strong><br />

goods on which sales tax is levied, clearly indicates that this is the most effective, efficient and user friendly way, to<br />

collect tax for the benefit <strong>of</strong> municipal corporations.<br />

The current business environment uses advanced information technology (IT) tools, the government too in many areas<br />

has adopted state <strong>of</strong> the art systems - for collection <strong>of</strong> income tax, sales tax, electricity bills, etc. there is no reason why<br />

this discipline cannot be applied to collecting taxes for municipal corporations, to replace octroi.<br />

3) Not only labour laws need a thorough revamp, commensurate with the globally accepted 21st century non-socialistic<br />

environment for industry, but also the multiplicity <strong>of</strong> rules and laws need to be tackled in a prudent and businesslike<br />

manner.<br />

Applying Mathadi Act to labour working in factories (where al<strong>read</strong>y the <strong>Industries</strong> Disputes Act, the Factories Act and<br />

the Model Standing Orders act apply), is a step in the wrong direction. There is today severe exploitation <strong>of</strong> industries –<br />

small and big – happening under the claim <strong>of</strong> protecting Mathadi workers. It is important that the Government take<br />

urgent steps to eliminate the application <strong>of</strong> Mathadi laws in any industrial establishments.<br />

4) Pune remains hopeful that eventually the twin projects - <strong>of</strong> a New Airport (domestic and international), as also the<br />

much awaited International Exhibition Centre, will be implemented.<br />

Normally such projects should not take <strong>more</strong> than say three years - from “the declaration <strong>of</strong> intent to the start <strong>of</strong><br />

operations”. The <strong>Chamber</strong> has been interacting with the highest levels <strong>of</strong> political and bureaucratic leadership in the<br />

state, to plead for co-ordinated decision making in this regard. While there is no resistance to this idea nor to the effort<br />

<strong>of</strong> the <strong>Chamber</strong>, nor any cogent argument against expediting these projects, I am sad to state that the actual movement<br />

on the ground is disappointing.<br />

5) The <strong>Mahratta</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, <strong>Industries</strong> and Agriculture has been active in all areas <strong>of</strong> its endeavour. It is the<br />

aim <strong>of</strong> the MCCIA, to make Pune city and its environs an enviable business destination. The MCCIA through its arm, the<br />

JANWANI, has been active to promote and pursue schemes for the improvement <strong>of</strong> urban life in Pune.<br />

6) The <strong>Chamber</strong> has hosted around 25 international delegations during the year 2011-12. Some <strong>of</strong> the countries which<br />

brought delegations included Italy, Ethiopia, Belgium, United Kingdom, Germany, Canada, Netherlands, Iran Spain, etc.<br />

The <strong>Chamber</strong> has maintained continuous dialogue with Counsel Generals and Ambassadors <strong>of</strong> various countries,<br />

including signing <strong>of</strong> MOUs to promote business networking.<br />

7) The <strong>Chamber</strong>'s efforts, in establishing lean manufacturing clusters under the Government <strong>of</strong> India's pilot programme,<br />

have been applauded by the National Productivity Council, for the 5 highly effective lean manufacturing clusters<br />

incubated by the MCCIA.<br />

8) Similarly we in association with UNIDO led an initiative for “supplier upgradation”, to make the auto component<br />

industry in the Pune and Western Maharashtra area globally competitive.<br />

This and similar efforts are aimed towards improving the capability and capacity <strong>of</strong> the medium and small<br />

manufacturing enterprises in the Pune region.<br />

9) The <strong>Chamber</strong> has completed a project for establishing a new facility at the Bhosari site. The “NAVALMAL FIRODIA<br />

Centre for Excellence”, is aimed at providing a hub for improving activities, in support <strong>of</strong> MSMEs. This new and<br />

comprehensive facility in the Bhosari area is expected to provide varied services for our members and to industry in<br />

general, located in the Bhosari, Pimpri, Chinchwad, Chakan areas.<br />

As I will shortly lay down my <strong>of</strong>fice as the President <strong>of</strong> the MCCIA, after a 2-year tenure, where I had the opportunity to<br />

interact with leaders <strong>of</strong> industry, commerce and agriculture in Pune and in contiguous areas , as also with the political and<br />

bureaucratic establishments <strong>of</strong> the state, I am encouraged to believe that the <strong>Chamber</strong>'s comprehensive efforts will<br />

steadily yield results to make Western Maharashtra and Pune area, into an outstanding environment for commerce,<br />

industry and agriculture. The strong traditions <strong>of</strong> the <strong>Chamber</strong>, the fine legacy <strong>of</strong> its past leadership, the comprehensive<br />

capability, the establishments, the facilities and the processes - built up in the MCCIA over decades - is a source <strong>of</strong> great<br />

strength to this institution.<br />

It has been a pleasure, to have had the privilege and opportunity, to make my contribution in this regard. I will equally<br />

like to acknowledge the encouragement and support received from Captains <strong>of</strong> Industry, Past Presidents, Committee<br />

Members, and the Officials <strong>of</strong> the <strong>Chamber</strong>, in discharging the duties <strong>of</strong> the Office <strong>of</strong> President MCCIA.<br />

I am convinced that the MCCIA will continue to play a most relevant and constructive role in the future.<br />

Dear Members,<br />

I am indeed happy to communicate with you once again through the medium <strong>of</strong> Annual Report. This report will give you a good<br />

idea about the Achievements <strong>of</strong> the <strong>Chamber</strong> in this financial year. All though we have done many <strong>more</strong> activities including<br />

some specific training programs, we could not incorporate all the details in the report due to space constraints. However, we<br />

have presented a gist <strong>of</strong> activates, carried out by the <strong>Chamber</strong> during the year. There was definitely variety in the activities<br />

organized by us, in the sense that we tried to cover many diverse subjects that we considered to be <strong>of</strong> interest and benefit to<br />

our Members. Off course, we did receive some suggestions from our esteemed Members and we tried to integrate that as well.<br />

In the year 2010-11, I had mentioned about the new facility, which is coming up as a SME Excellence Centre at PCMC Bhosari.<br />

I am delighted to inform you that the, “Navalmal Firodia Excellence Centre” is <strong>read</strong>y to <strong>of</strong>fer its activities encompassing<br />

various business areas especially to a large number <strong>of</strong> medium and small enterprises in the national hub <strong>of</strong> SME , the Pimpri,<br />

Chinchwad, Bhosari industrial area. The new infrastructure has a well-furbished auditorium, training halls, and a restaurant,<br />

facilities which our Members can avail <strong>of</strong>. We are confident that this facility will bring many Members <strong>of</strong> MCCIA from this area<br />

closer to us, through the various activities, which we would be organizing for you. Our activities for the MSME segment have<br />

preferred. We intensified our effort in this direction by revamping and refurbishing our web portal www.mcciapune.com.<br />

Our revamped website has <strong>more</strong> facilities and utilities than ever before. It has become <strong>more</strong> interactive. It carries the State <strong>of</strong><br />

the Art Utilities which includes B2B interactive platform , a payment gateway wherein you can make your payments online ,<br />

a presentation module for our Members to live cast their <strong>of</strong>ferings and many <strong>more</strong> facilities that would benefit and interest<br />

you. So do make the most <strong>of</strong> the easy to use and an interactive web portal <strong>of</strong> the <strong>Chamber</strong>.<br />

Encouraged by the successful completion <strong>of</strong> the SME Excellence Centre in PCMC area, we now embark upon a new project,<br />

to have a similar facility towards south <strong>of</strong> our main centre in Hadapsar. I am glad to inform you that we have started the<br />

work to develop our plot there and by the time we come to you again with next year's Annual Report, the facility at<br />

Hadapsar would be up and <strong>read</strong>y for the use <strong>of</strong> our Members from that area. Our Ahmednagar Facility will also now be the<br />

Centre <strong>of</strong> Activities and we plan to have <strong>more</strong> programs <strong>of</strong> quality, substance, interest, and utility for our Members at<br />

Ahmednagar.<br />

A <strong>Chamber</strong> primarily plays a role <strong>of</strong> advocacy on behalf <strong>of</strong> its Members. The role becomes <strong>more</strong> relevant when we are in<br />

dialogue with our Members, understanding their viewpoints, their needs and difficulties in their enterprise. There exists<br />

Visit to University <strong>of</strong> Wageningen-Van Hall,<br />

Larenstein, Netherlands<br />

Fourteen MCCIA delegates visited International Hortifair<br />

Exhibition, RAI Amsterdam, Netherlands. The delegation<br />

was organized by MCCIA on the invitation <strong>of</strong> the Ministry<br />

<strong>of</strong> Agriculture Innovation and Economic Affairs,<br />

Netherlands. The delegation visited the private industry<br />

consortium <strong>of</strong> 25 horticulture industries at Demokwerij,<br />

Westland. There was a visit to Anthura, which is world's<br />

number one in the field <strong>of</strong> breeding and propagating the<br />

Anthurium plants. There was also a visit to Wagenigen<br />

UR, Glastuinbouw, Bleisuijk, WUR, which is the leading<br />

Research Institute in the area <strong>of</strong> international<br />

Greenhouse Horticulture. Flora Holland, Flower auction<br />

centre, Auction Hall, Flower trolley management<br />

systems, Herbarium was another appealing place to visit.<br />

At the Hortifair, RAI, Amsterdam the group attended a<br />

seminar on Innovations in Horticulture Technologies.<br />

The visit to Frugi Venta / Valstar Warehouse; an importer,<br />

exporter, trader and Growers Service Provider<br />

Association <strong>of</strong> 450 Members having 10 billion USD Dutch<br />

Trade was quite interesting. Mr. Anant Sardeshmukh,<br />

Director General, MCCIA visited the Amsterdam<br />

<strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong> and had a meeting with Mr.<br />

Richard Hoving, Sr. Advisor and Ms. Barbana Mossink<strong>of</strong>f,<br />

<strong>of</strong>ficer, International Trade & Investment promotion on<br />

MCCIA-ACC possible co-operation areas. The groups visit<br />

to Priva Energy Conservations Industry and the<br />

discussion on various energy savings technologies for<br />

IIBR visited Thailand under the initiative <strong>of</strong> Oversea<br />

Exposure <strong>of</strong> Institute <strong>of</strong> International Business and<br />

Research (IIBR). The group visited the University <strong>of</strong> the<br />

Thai <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>. Discussions were held<br />

about the industrial program <strong>of</strong> Thailand and its<br />

partnership with the Indian industry. There were<br />

deliberations on the future prospects for both the<br />

countries in terms <strong>of</strong> industrial growth. The group visited<br />

Bangkok University as well. Along with Mrs. Panadda<br />

Unyapho, Director <strong>of</strong> International Affairs Office, there<br />

was a discussion on higher education in Thailand with<br />

specific reference to Ph. D programs. The delegation also<br />

visited the Port <strong>of</strong> Bangkok. The group witnessed various<br />

services available at the port, the warehouse, the<br />

vessels, etc. As a part <strong>of</strong> the program an industry visit<br />

was also on the agenda. The group visited Gems gallery –<br />

Pattaya. This store is visited by over 4 million people<br />

and 300 leading companies all across the world every<br />

Discussion on higher education at the Bangkok University<br />

Mr. Sudhanwa Kopardekar, Associate Director – MCCIA<br />

participated in the International Visitor Leadership<br />

Program (IVLP) <strong>of</strong> the Government <strong>of</strong> United States<br />

focusing on various aspects <strong>of</strong> the US Trade Policy. He<br />

visited Washington D.C., San Francisco, Des Moine – Iowa<br />

and New York. The program included 18 participants<br />

from 15 countries. It was aimed at examining the efforts<br />

at the Federal, state and local Government levels in U. S.<br />

and private industry to increase American<br />

competitiveness in global market place as well as the<br />

role <strong>of</strong> U. S. International trade agreements, U.S. Trade<br />

interests and factors that influence U.S. Trade Policy<br />

formulation. In Washington D.C., there were several<br />

meetings with senior <strong>of</strong>ficials from the various<br />

departments <strong>of</strong> the Federal Government, <strong>of</strong>ficials at one

and veteran IT Industry, Director at the San Francisco<br />

Mayor's Office <strong>of</strong> International Trade and <strong>Commerce</strong>.<br />

Interaction with <strong>of</strong>ficials at Federal Trade Commission's<br />

division <strong>of</strong> Privacy and Identity Protection, U.S. Export<br />

Assistance Centre, San Francisco Global Trade Council,<br />

Bay Area Council Economic Institute and Port <strong>of</strong> San<br />

Francisco was extremely useful.<br />

In Des Moines the group visited the highly mechanised<br />

and computerized farms and held meetings with <strong>of</strong>ficials<br />

<strong>of</strong> Iowa Economic Development Authority, Iowa<br />

Department <strong>of</strong> Agriculture and Land Stewardship, Iowa<br />

Farm Bureau Federation and John Deere Financial. The<br />

Group also visited Saturday Farmers Market.<br />

In New York, participants got a very good insight into the<br />

service industry and export-import business through<br />

meetings with senior <strong>of</strong>ficials <strong>of</strong> American Association <strong>of</strong><br />

Exporters and Importers, Citi Bank, KPMG, Metlife and<br />

New York Mercantile Exchange.<br />

MCCIA’s SME Excellence Center at Bhosari<br />

Small and medium enterprises have emerged as one <strong>of</strong><br />

the key sectors for employment generation and overall<br />

economic development <strong>of</strong> our country.<br />

Pune has had a long history and tradition <strong>of</strong> competitive<br />

and progressive SMEs, right from the 1940s, since the<br />

city began to develop as a manufacturing and<br />

automobile industry hub. MCCIA, has always been at the<br />

forefront <strong>of</strong> initiatives and activities aimed at supporting<br />

SMEs in skill and knowledge development and<br />

providing them with all kinds <strong>of</strong> interventions<br />

that promote opportunity and growth. Indeed, even<br />

today a large number <strong>of</strong> MCCIA members belong to the<br />

SME sector.<br />

In its latest endeavour to add value to SMEs, MCCIA has<br />

inaugurated the ‘MCCIA – Navalmal Firodia Center <strong>of</strong><br />

Excellence’, which will expand the scope <strong>of</strong> activities <strong>of</strong><br />

its Pimpri Chinchwad branch.<br />

This SME Excellence Centre will cater to the various<br />

needs <strong>of</strong> the SME segment. The Centre will include a<br />

specialized credit advisory services cell, export finance<br />

and facilitation centre, mini tool room, library, capacity<br />

development and training facility, conference halls,<br />

facilitation centre with a facility to interact with the<br />

government departments and <strong>of</strong>ficials, cafeteria. The<br />

Centre also currently houses an SME banking branch <strong>of</strong> a<br />

major nationalized bank.<br />

The objective <strong>of</strong> this centre is to enhance the capability<br />

and capacity <strong>of</strong> the SMEs in Pune region in terms <strong>of</strong><br />

global competitiveness. This centre has been created in<br />

the SME hub <strong>of</strong> Maharashtra, the Bhosari Industrial<br />

cluster which also happens to be the SME capital <strong>of</strong> the<br />

country.<br />

Capability enhancement encompasses all the<br />

operational areas such as Marketing, Finance,<br />

Technology and the most important Production and<br />

Manufacturing. The centre will strive to create<br />

awareness about state <strong>of</strong> the art technology, business<br />

environment as well as government policies and<br />

regulations. Skills enhancement programs would be a<br />

regular feature <strong>of</strong> the centre’s activities. Besides it<br />

would operate as a dedicated cell for promoting and<br />

establishing lean manufacturing practices, export<br />

identification and enhancement programs and all other<br />

related areas which would make the SMEs <strong>of</strong> Pune region<br />

Tree plantation programme for green environment practices<br />

We organized a tree plantation drive on the occasion<br />

<strong>of</strong> the World Environment day. Trees like the Banyan<br />

(Vad), Neem, Pimpal were planted. 40 members from<br />

various companies showed their enthusiasm in the<br />

plantation activity.<br />

4. Training program for use <strong>of</strong> Measuring Equipments<br />

The program gave practical insights into the use <strong>of</strong><br />

various types <strong>of</strong> measuring instruments, gauges and<br />

other precision tools. Mr. Abhijit Kulkarni was the<br />

5. Blood Donation Camp<br />

MCCIA and Rotary Club <strong>of</strong> Industrial Town,<br />

Ahmednagar together organized a Blood Donation<br />

Camp at MCCIA. About 245 entrepreneurs, managers,<br />

laborers donated blood for a noble cause.<br />

6. Workshop on Excise and Export Documentation<br />

Mr. Balkrishana <strong>of</strong> Crompton Greaves Ltd. and Mr.<br />

Mohan Bhombe CA guided 22 participants during this<br />

8. Employment camp/ Rojgar Melava<br />

This program was organized in association with Mr.<br />

Brijesh Nimgaonkar Asstant Director – Employment<br />

and Self Employment Department, Ahmednagar and<br />

Larsen and Toubro Limited. More than 90 candidates<br />

benefitted from the program.<br />

9. Skill <strong>of</strong> Communication with Top Management<br />

This program was specially designed for HR / IR<br />

Managers. Mr. Anthony Thomas <strong>of</strong> English Language<br />

Academy Pune gave valuable inputs to <strong>more</strong> than 28<br />

IR / HR <strong>of</strong>ficers/ managers from various <strong>Industries</strong>.<br />

10. HIV/ AIDS Awareness Program<br />

This program was organized in association with<br />

Averts Society Mumbai and John Paul Slum<br />

development Ahmednagar. Mr. Somnath Salve and<br />

Ms Swapna Salve <strong>of</strong> Civil Hospital spoke with a<br />

purpose <strong>of</strong> creating awareness on HIV / AIDS. 55<br />

Mr. Sharu Rangnekar conducted the workshop on<br />

Time Management wherein 38 senior <strong>of</strong>ficials<br />

12. Managing Anger at Workplace<br />

3. Story Writing/Telling Competition<br />

The <strong>Chamber</strong> jointly with Vkorus Pvt. Ltd. a New Zealand<br />

based technology company organized a story writing /<br />

telling competition to encourage cross border creative<br />

collaboration.<br />

Three prizes were distributed based on maximum<br />

viewers' rating, script, sound and animation. The story<br />

'EVOLUTION' written by Equinox S<strong>of</strong>tware and Services<br />

Pvt. Ltd got first prize for maximun viewers rating. The<br />

second prize was given to DREAMLAND a story written by<br />

Mr. Ameya Sawadkar and Mr. Ashutosh Deshpande for<br />

innovativeness, sight and sound. The third prize was<br />

given to the story ESCAPE written by Mr. Anish Bhardwaj<br />

airport as well as to secure an Independent Airport for<br />

the Pune Region, so that it can serve as a hub for<br />

Civil Aviation Committee <strong>of</strong> MCCIA and thanked the Air<br />

the constant efforts <strong>of</strong> MCCIA for setting up an<br />

This program was jointly organized with FICCI, New Delhi<br />

Government <strong>of</strong> India. The seminar was mainly organised<br />

for MSMEs, to sensitize them on the relevance <strong>of</strong> IPR's in<br />

business growth and importance <strong>of</strong> S<strong>of</strong>tware Asset<br />

Management (SAM). The eminent faculty for the program<br />

were Mr. Keshav Dhakad, Chairman, Business S<strong>of</strong>tware<br />

Alliance India, New Delhi and Ms. Lizum Mishra, Director,<br />

B.S.A., New Delhi, Mr. R. Y. Deshpande, C-DAC. The<br />

simulation systems for Defence projects.<br />

participated and provided the roadmap for simulation<br />

Important aspects <strong>of</strong> Salary TDS were presented by Mr.<br />

Chandrashekhar Chitale during the seminar. The seminar<br />

mainly focused on the various provisions related to the<br />

case laws relating to salary TDS. Consequences <strong>of</strong><br />

delayed payment as well as non-payment were also<br />

covered in this seminar. 84 participants attended the<br />

Live Budget Telecast<br />

Every year MCCIA arranges a live budget telecast <strong>of</strong> the<br />

Union Budget. This year also the event was held at the<br />

<strong>Chamber</strong>. Executive Committee Members <strong>of</strong> the<br />

<strong>Chamber</strong> along with the Members <strong>of</strong> MCCIA came<br />

together to view the live budget telecast presented by<br />

the Union finance Minster Pranab Mukherjee. It was a<br />

very lively session since it was followed by discussions<br />

and debate on various aspects <strong>of</strong> the economy. Media<br />

pr<strong>of</strong>essionals who were present on the occasion ensured<br />

that the MCCIA perspective on the budget reached all<br />

Puneties through their newspapers and television<br />

channels.<br />

Pre-budget Memorandum<br />

The meeting <strong>of</strong> committee members was convened to<br />

consider the suggestions / recommendations for the<br />

preparation <strong>of</strong> Pre-budget memorandum for the<br />

Financial Year 2012-13. The committee also considered<br />

the problems faced by the <strong>Industries</strong> and business<br />

organisations. On the basis <strong>of</strong> these suggestions and<br />

recommendations the Pre-Budget Memorandum was<br />

submitted to Mr. Pranab Mukherjee, Finance Minister,<br />

GOI for consideration and implementation in the Union<br />

Budget 2012-13.<br />

The education committee is working towards bridging<br />

the gap between the industry and the academia. Various<br />

deliberations have been held at the <strong>Chamber</strong>, in order to<br />

Meeting on 'Operationalization <strong>of</strong> Open Access to<br />

Electricity’<br />

Open Access to Electricity is a critical feature <strong>of</strong> power<br />

market development and competition. Despite the<br />

MERC's regulations, some <strong>of</strong> the members are facing<br />

problems in getting 'Open Access'. The meeting was<br />

addressed by Mr. Pradeep Bhargava, Mr. Anant<br />

Sardeshmukh and Mr. Jayant Deo. During the meeting,<br />

various roadblocks and their techno-legal solutions<br />

were discussed.<br />

Interactive meeting on 'Power Problems and Initiatives<br />

that need to be taken' with Mr. Ajoy Mehta – MD<br />

(MSEDCL) and Mr. Arvind Singh – MD (MSETCL)<br />

In continuation with the regular interaction with MSEDCL<br />

and MSETCL a meeting was organized in MCCIA to<br />

address the power related problems that industry faces.<br />

Mr. Ajoy Mehta – MD ( MSEDCL ) and Mr. Arvind Singh –<br />

MD (MSETCL) answered all queries raised by industrialist<br />

regarding power supply. Mr. Ajoy Mehta appraised the<br />

industries about their future plans, new schemes and<br />

policies in order to improve the power supply scenario<br />

in Maharashtra.

Energy Committee has actively persuaded policy and<br />

regulation related issues to the regulatory authorities<br />

i.e. MERC. Also representations regarding power /<br />

electricity were made to the competent authorities.<br />

1. Single Point Supply to Commercial Buildings /<br />

Industrial Premises with Mixed Load<br />

MCCIA had filed a petition to Appellate Tribunal for<br />

Electricity ( APTEL ) to resolve the issue on 'Single Point<br />

Supply to commercial complexes with mixed load'<br />

through clarification in the order passed by MERC. After<br />

hearing the concerned parties, Honorable APTEL passed<br />

an order. Aggrieved by this order, the MCCIA preferred an<br />

appeal to Honorable Supreme Court <strong>of</strong> India.<br />

The legal proceedings are underway in the Hon'ble<br />

Supreme Court <strong>of</strong> India.<br />

2. Tariff Proposal <strong>of</strong> MSEDCL<br />

MCCIA submitted suggestions / comments on MSEDCL's<br />

Annual Revenue Requirement ( ARR ) and Tariff proposal<br />

to MERC for FY 11 – 12. MCCIA stressed on major points<br />

such as retaining demand charges to existing level,<br />

reduction in cross subsidy, verification <strong>of</strong> inter-state<br />

transmission loss, and erratic increase in tariff for HT and<br />

LT commercial consumers. Also MCCIA stressed for<br />

reclassification <strong>of</strong> consumers engaged in R & D, product<br />

testing, CAD CAM activities from commercial to<br />

industrial category <strong>of</strong> tariff.<br />

Safety Activity<br />

The main highlight <strong>of</strong> this activity was the Sale <strong>of</strong> Safety<br />

Awareness Material. This year, the sale created a record<br />

in the history <strong>of</strong> MCCIA, with the total sale crossed Rs.19<br />

Lakhs. More than 20 different items <strong>of</strong> safety awareness<br />

material were sold from three safety sale counters<br />

specially opened at MCCIA Offices at Tilak Road, Bhosari<br />

and Ahmednagar. This year material was sold not only in<br />

Maharashtra but also to companies in Madhya Pradesh<br />

and Haryana.<br />

A high level delegation from Amsterdam, led by<br />

Honorable Mr. Eberhard van der Laan, Mayor <strong>of</strong><br />

Amsterdam came to Pune. The purpose <strong>of</strong> the event was<br />

to provide a <strong>more</strong> detailed insight into the advantages <strong>of</strong><br />

the regulatory and business environment in Amsterdam<br />

Pune Unplugged 2011 Events<br />

In order to make the expatriates in Pune feel at home the<br />

idea <strong>of</strong> Pune Unplugged was conceived in 2009. We<br />

have had two editions <strong>of</strong> PUNE UNPLUGGED in 2009 and<br />

2010. Going by the response from the expatriate<br />

community, we decided to make it an annual feature.<br />

A delegation from Markham- Canada led by Mr. Frank<br />

Workshop on Global Trade Operations<br />

The workshop focused on Logistics Process, Incoterms<br />

2010 and choosing the best possible incoterms, product<br />

pricing based on incoterms, minimizing cargo damages<br />

in transit, understanding letters <strong>of</strong> credit, new payment<br />

terms, important shipping documents, criteria for<br />

choosing shipping lines, choosing the best option for<br />

imports, reasons for delays in customs clearances etc.<br />

Established in the year 2006, as an initiative <strong>of</strong> MCCIA,<br />

Janwani is striving to make Pune the best place to live<br />

and work in. The committee has been concerned about<br />

the city's development and is taking steps to provide<br />

tangible solutions to complex urban problems.<br />

Environment:<br />

• Project “Nirmal Katraj Dekhane Katraj” bagged the<br />

i n t e r n a t i o n a l a w a r d t i t l e d “ O u t s t a n d i n g<br />

Environmental Impact Project Award” at Cummins<br />

Global Competition: This USD 1000 award for the<br />

project speaks volumes about the success <strong>of</strong> this<br />

project.<br />

• This project received ISO Standards Certification<br />

which vouches for the creation <strong>of</strong> sustainable system<br />

for waste segregation, collection at source and<br />

disposal within the ward.<br />

• Janwani is designing a waste management system for<br />

Hinjewadi, Maan and Marunje and IT Park.<br />

• The committee organized a completion on “Clean<br />

Neighborhood” in Katraj Ward for motivating the<br />

citizens to segregate waste at source.<br />

• Initiated a new focus area “Viraasat Pune” for<br />

addressing the city's need for conserving and<br />

promoting its heritage.<br />

City Structure:<br />

• The City Structure Group gave suggestions to the city<br />

engineer to include measurable performance<br />

indicators in the revised Development Plan.<br />

• The committee also gave suggestions to the State<br />

Housing Department, Government <strong>of</strong> Maharashtra on<br />

its new circular on affordable housing.<br />

Governance:<br />

• Budget Booklet “My City, My Money” was published in<br />

May 2011 which presents PMCs annual budget in a<br />

simple and people friendly format.<br />

• Janwani organized workshops on Citizen<br />

Empowerment and Training <strong>of</strong> Trainers to encourage<br />

citizen's participation in city governance.<br />

• Along with HIA and MCCIA the committee created a Bus<br />

Demand Model which addressed the need for buses<br />

The committee regularly identifies critical issues and<br />

takes them up with concerned Ministers, Departments<br />

and Authorities at Central, State and Local level.<br />

Matters concerning Railway Commuters<br />

Representations on following matters were sent to the<br />

concerned authorities viz. the Hon. Railway Minister,<br />

Railway Board Chairman, Members <strong>of</strong> Railway Board,<br />

General Manager (CR) and Divisional Railway Manager


(Pune). The Committee also represented important<br />

matters with the Central Ministers from Maharashtra and<br />

MPs from Pune region to garner support and follow up.<br />

• In view congestion <strong>of</strong> Pune Railway Station due to<br />

movement <strong>of</strong> over 175 trains, MCCIA demanded<br />

- A separate terminal for Pune-Lonavla local trains;<br />

-Two new terminals for long distance trains originating<br />

from Pune viz. at Manjari/Hadapsar for Mumbai and<br />

North bound trains plying via Kalyan and at Khadki for<br />

South, East and North bound trains plying via Daund.<br />

• Speeding up <strong>of</strong> trains plying between Pune and<br />

Mumbai to reduce journey time.<br />

• Declaration <strong>of</strong> Lonavla-Pune-Daund-Jejuri as<br />

'Suburban Zone' to facilitate starting <strong>of</strong> EMU/DMU<br />

service in this section considering growing population<br />

in this region.<br />

• Merger <strong>of</strong> Lonavla & Daund Stations as also Daund-<br />

Manmad Railway Line under Pune Division enabling it<br />

to make necessary commuter friendly improvements.<br />

• Speedy completion <strong>of</strong> electrification <strong>of</strong> Pune - Daund<br />

Section.<br />

• Double line with Electrification <strong>of</strong> Pune-Miraj-<br />

Kolhapur section and Daund - Manmad section.<br />

• Restarting issuing Ordinary Return Ticket system for<br />

the convenience <strong>of</strong> the commuters especially children,<br />

ladies and senior citizens.<br />

• Restarting allotment <strong>of</strong> Passenger Reservation System<br />

Terminals – RTSA (Ticketing Agents). This system was<br />

convenient for general commuters who could make<br />

railway reservations through nearby agents.<br />

• Review <strong>of</strong> security aspect on the Pune Railway Station<br />

in view the menace <strong>of</strong> the terrorist attack at places<br />

having higher turnout.<br />

• Vigilance by CCTV cameras at Reservation Centers and<br />

platforms on the A & B class station in our country.<br />

Request for budgetary provision for installation as<br />

well as for regular maintenance and monitoring.<br />

• Reduction in running time <strong>of</strong> Kolhapur-Mumbai-<br />

Sahyadri Express between Pune and Mumbai to<br />

provide better alternative for the working class <strong>of</strong><br />

people commuting between Pune and Mumbai.<br />

• Allow Senior Citizens Concession for Tatkal Bookings.<br />

• Improvement in food quality and services rendered to<br />

the commuters in the long distance trains and periodic<br />

third party surprise audits.<br />

Pre Railway Budget Memorandum<br />

The committee had appealed MCCIA members and<br />

general citizens <strong>of</strong> Pune, through leading newspapers, to<br />

send their expectations and suggestions for the Prebudget<br />

Railway Memorandum. The suggestions received<br />

from the members, citizens and railway core group<br />

members were compiled in the form <strong>of</strong> MCCIA's pre<br />

Railway Budget Memorandum for 2012-13. The salient<br />

features were:<br />

• Two separate memoranda for Railway Ministry and<br />

Pune Division.<br />

• Proposals in the memorandum sent to the Railway<br />

Ministry included broad chapters viz. new train<br />

requirements, increase in frequency <strong>of</strong> existing trains,<br />

Erection <strong>of</strong> new tracks, infrastructural facilities and<br />

improvement in other services.<br />

• Proposals in the memorandum sent to the Pune<br />

Division included broad chapters viz. Pune Station<br />

and Pune Division.<br />

Effective Use <strong>of</strong> ZRUCC Platform<br />

The Chairman <strong>of</strong> the committee has been a member <strong>of</strong><br />

the Zonal Railway Users' Consultative Committee<br />

(ZRUCC). The committee chairman attended the ZRUCC<br />

meetings and raised various matters with respect to the<br />

Pune Division. Major issues included starting <strong>of</strong><br />

additional trains for Mumbai, separate terminal for Local<br />

Trains, two new terminals at Khadki and Manjari, speedy<br />

completion <strong>of</strong> electrification <strong>of</strong> Pune-Daund section,<br />

third track between Pune and Lonavla and signalling<br />

system improvement.<br />

Matters concerning Road Commuters<br />

The Committee made representations to Hon. Chief<br />

Minister and Deputy Chief Minister, Home Minister, PWD<br />

Minister, respective Secretaries and Departments on the<br />

following;<br />

• Strengthening <strong>of</strong> Public Transport System (PMPML)<br />

• Safety on Pune Mumbai Expressway<br />

All Party Conference on PMPML<br />

On the backdrop <strong>of</strong> the elections for Pune Municipal<br />

Corporations, an all party conference was convened with<br />

a purpose to understand the views <strong>of</strong> the political parties<br />

on the pathetic condition <strong>of</strong> Public Transport System in<br />

the city and their plans for improving the same. The<br />

meeting was also attended by the members <strong>of</strong> the Road<br />

Core Group.<br />

The committee had organized live telecast <strong>of</strong> union

Lean Manufacturing Cluster Activities<br />

The committee has so far formed four manufacturing<br />

Clusters under the National Manufacturing<br />

Competitiveness Program (NMCP), launched by the<br />

Ministry <strong>of</strong> MSME, Government <strong>of</strong> India.<br />

The two clusters viz. Auto Component Cluster and White<br />

Goods Cluster successfully completed the project<br />

activities. Members <strong>of</strong> the Auto Components Cluster are<br />

into the second year (advanced lean). The third<br />

cluster 'Machining and Press Parts Cluster' is into<br />

the fourth phase <strong>of</strong> implementation. The fourth cluster,<br />

'Light Engineering Cluster' is in its second phase.<br />

MCCIA has facilitated 40 small scale manufacturing<br />

companies to start a journey towards achieving<br />

manufacturing excellence. The participating companies<br />

have benefitted by way <strong>of</strong> improvement in productivity,<br />

material movement, plant layout, reduction in inventory<br />

levels, reduction machine breakdown, enhanced<br />

workers participation, positive work culture and last but<br />

not the least, enhanced customer confidence.<br />

Common training programs and review meetings have<br />

been organized for each cluster. 27 for Auto Component<br />

Cluster (Year II), 13 for White Goods Cluster and 14 for<br />

Machining and Press Parts Cluster.<br />

Industrial Study Tour<br />

A delegation comprising <strong>of</strong> 30 CEOs and Coordinators <strong>of</strong><br />

the Lean Manufacturing Clusters companies visited<br />

Polyhydron Pvt. Ltd. situated at Belgaum. The members<br />

<strong>of</strong> the delegation visited the production facilities <strong>of</strong> the<br />

company and gained first hand experience and<br />

information on various lean initiatives deployed by the<br />

company. The members also had an opportunity to<br />

interact with the CEO <strong>of</strong> the Company and get valuable<br />

inputs.<br />

Meetings, Symposiums and Workshops<br />

In order to strengthen the computer skills <strong>of</strong> small scale<br />

entrepreneurs various workshops were held in which we<br />

saw good participation from the SMEs.<br />

The workshops that were held for improving the working<br />

knowledge <strong>of</strong> computers are as follows;<br />

Smart Worker – An Organizational Strength<br />

This specially designed motivational program for<br />

workers was presented in an easy to understand<br />

language. Program focused on work culture,<br />

productivity, efficiency and other personal skills<br />

development. This program was attended by 68<br />

participants.<br />

Transforming SMEs through Lean Manufacturing<br />

Practices<br />

After successful implementation <strong>of</strong> a year-long three<br />

lean cluster projects, SME Committee presented this<br />

special program for the benefit <strong>of</strong> Owners, CEOs, Plant<br />

Heads, In charge <strong>of</strong> Production / Shop Floor / Inventory<br />

Management / Machine Maintenance, etc. from Small<br />

and Medium sector manufacturing companies. The<br />

program provided valuable insights in each and every<br />

aspect <strong>of</strong> adoption <strong>of</strong> Lean Manufacturing techniques in<br />

the manufacturing units. 26 participants attended the<br />

program.<br />

Awareness Programs<br />

Lean Cluster Awareness Programs at Pune and Satara<br />

In order to sensitize small scale manufacturing<br />

companies, two awareness programs were organised in<br />

Pune and Satara. Mr. Subrata Pal, Director & Group Head,<br />

National Productivity Council, New Delhi and Dr. Sumit<br />

Roy, Lean Councilor, presented the salient features <strong>of</strong><br />

the scheme. Members <strong>of</strong> the existing clusters also shared<br />

their experiences with the prospective members.<br />

Benchmarking program for cluster members<br />

Two programs were organised for the members <strong>of</strong> Auto<br />

Component Cluster and White Goods Cluster. Mr.<br />

Douglas Comrie, Managing Director, B & M Analyst, South<br />

Africa presented the world wide scenario on SME<br />

Benchmarking and position <strong>of</strong> the cluster member<br />

companies vis-a-vis their counterparts around the globe.<br />

An awareness program on the services <strong>of</strong>fered by PUM<br />

Netherland as consultancy services to SMEs was<br />

organized; which saw a good and an interactive<br />

participation.<br />

Interaction with Pr<strong>of</strong>. Nomura<br />

Pr<strong>of</strong>. Nomura, a Japanese Lean expert, visited two<br />

companies from the Auto Component Cluster. His<br />

feedback about the visit and subsequent interactions<br />

provided valuable inputs to the participating members<br />

on several topics involved in the process <strong>of</strong> Lean<br />

implementation.<br />

Basics <strong>of</strong> Benchmarking and its benefits to<br />

Manufacturing SMEs<br />

This awareness program was jointly organised with B & M<br />

Analyst, South Africa for the benefits <strong>of</strong> owners and CEOs<br />

<strong>of</strong> SMEs.<br />

e-Tendering System and its benefit to SMEs<br />

Electronic Tendering / Common purchase program is one<br />

<strong>of</strong> the best ways to reduce the procurement cost <strong>of</strong> raw<br />

material. The participants got exposure to the features <strong>of</strong><br />

the e-tendering s<strong>of</strong>tware developed by MKCL.<br />

Senior Executives' Forum<br />

This activity is in collaboration with Voluntary<br />

Executives Forum <strong>of</strong> India (VEFI), Pune since May 1999.<br />

The main purpose is to provide consultancy /advisory<br />

services <strong>of</strong> the registered SEF Associates to needy small<br />

and medium scale industries at a reasonable price and<br />

simultaneously also to help Senior Retired Executives<br />

from industries and various other fields to get<br />

consultancy / advisory assignments. Upto March 2012,<br />

we had 250 consultants registered as members under<br />

SEF. The sub-committee conducted regular monthly<br />

lecture meetings for its members. During this year 25<br />

lecture - meetings <strong>of</strong> SEF were organized under the<br />

Chairmanship <strong>of</strong> Shri.Y.H.Gharpure & Shri.R.M.Shah,<br />

Vice-Chairman <strong>of</strong> SEF.<br />

Meeting, Symposium & Workshops :<br />

Lecture on “Jain's Principle <strong>of</strong> Anekantwad & Peace <strong>of</strong><br />

Mind” was delivered by Late Shri Shantilal Shah, Eminent<br />

Income Tax and Sales Tax Consultant <strong>of</strong> Pune. Over 30<br />

people attended the lecture.

is Gold and No age is Old” was delivered by Shri Avinash<br />

Lakare. 21 people attended the presentation.<br />

Saket Shah and his team. Over 31 people attended the<br />

same.<br />

Rasayan' - (funny chemistry) was delivered by Mr. Ulhas<br />

MVAT Seminar<br />

The prime objective <strong>of</strong> the MVAT seminar was to educate<br />

tax payers regarding registration, refund, returns, rate <strong>of</strong><br />

tax, etc. The panelist comprised <strong>of</strong> Adv. Govind<br />

Patwardhan, Chairman, State Level Taxation Committee,<br />

MCCIA and Mr. Suhas Padhye, Consultant and Member <strong>of</strong><br />

the State level Taxation committee, MCCIA. The seminar<br />

was attended by 121 participants.<br />

Celebration <strong>of</strong> the Tax Freedom Day<br />

This was the third year <strong>of</strong> the event. "Tax Freedom Day" is<br />

the first day <strong>of</strong> the year in which a nation as a whole has<br />

theoretically earned enough income to fund its annual<br />

tax burden. It is the cost the citizens including<br />

individuals, corporate and other legal entities pay to<br />

government for governance. Considering all the taxes<br />

which we pay , the average tax burden on citizens in India<br />

is estimated at about 33%. This translates into about<br />

first four months <strong>of</strong> the financial year. Thus in a financial<br />

st<br />

year commencing on 1 <strong>of</strong> April, an average citizen works<br />

till about the last day <strong>of</strong> July for paying taxes to the<br />

Government and achieves his freedom from payment <strong>of</strong><br />

taxes in August and that is celebrated as "Tax Freedom<br />

Day" The citizens neither have mechanism to air their<br />

grievances nor the efficient redressal system. There are<br />

sporadic attempts to air grievances. This was an attempt<br />

to create tax awareness. Mr. Yamaji Malkar, editor –<br />

Arthapurna, Monthly Magazine and Advisor / Editor –<br />

"Divya – Marathi" gave the presentation on "Eradication<br />

<strong>of</strong> black money" and Mr. Abhay Tilak <strong>of</strong> Arthabodh gave<br />

lecture presentation on "Black Money with Middle Class<br />

Population and it's Effects". The program was attended<br />

by 55 participants.<br />

Certificate course in " MVAT and CST<br />

The certificate course in " MVAT and CST with reference<br />

to preparation for Sales Tax Audit " was organised which<br />

saw an inclusion <strong>of</strong> 64 participants. The faculty for the<br />

course was Adv. G. Y. Patwardhan, Mr. Anil Vakharia, Mr.<br />

Hemant Patki, Mr. Amit Sheode, Mr. Milind Bhonde and<br />

Adv. Mahesh Bhagwat. Various aspects <strong>of</strong> MVAT and CST<br />

Perspective<br />

Mr. R. B. Soundalgekar, a mechanical engineer with 38<br />

years <strong>of</strong> experience and expertise in plastics, packaging<br />

and printing trained 12 women entrepreneurs on the<br />

importance and ways <strong>of</strong> product packaging.<br />

Meeting with Mr. M V Bhagat, Jt. Director <strong>of</strong> <strong>Industries</strong>,<br />

District <strong>Industries</strong> Centre (DIC)<br />

Mr. Bhagat interacted with women entrepreneurs on<br />

various Government schemes available for MSMEs as<br />

well as schemes enabling women entrepreneurs to<br />

participate in international exhibitions at a concessional<br />

rate. He highlighted procedures and rules for subsidy<br />

applications. 50 women entrepreneurs attended the<br />

meeting.<br />

The visit was organized for women entrepreneurs to look<br />

at the operational and organizational set up <strong>of</strong> food<br />

Smt. Sindhutai Sapkal was guest speaker for this<br />

function. Mrs. Manisha Dugad, proprietor, Lotus Khakra<br />

case study <strong>of</strong> their companies. 150 women attended this<br />

program. 20 women entrepreneurs exhibited their<br />

“Understanding the IT Capabilities <strong>of</strong> Pune SMEs<br />

MCCIA published its survey report on “Understanding<br />

the IT Capabilities <strong>of</strong> Pune SMEs”. It was a joint study by<br />

MCCIA, MITCOM and Persistent Systems.<br />

There are number <strong>of</strong> SMEs in and around Pune, mainly<br />

across the auto and auto component and engineering<br />

sector. But as far as the IT adoption concerned, it is still a<br />

thorn issue among these SMEs. They cannot lie low and<br />

turn a blind eye to the technological developments that<br />

are taking place at a rapid rate. Keeping all this in mind,<br />

the study attempted to explore the extent <strong>of</strong> IT<br />

penetration among Pune SMEs.<br />

the <strong>Chamber</strong>. Dr. Abhay Firodia, President, MCCIA briefly<br />

presented the multifaceted features <strong>of</strong> Pune region. Mr.<br />

Anant Sardeshmukh, Director General, MCCIA made a<br />

presentation on MCCIA and its activities and expressed<br />

the <strong>Chamber</strong>'s desire to establish skill development<br />

training facility at the <strong>Chamber</strong>. Mr. Dilip Chenoy<br />

presented some statistics on the current skill<br />

development and training scenario in the country and<br />

the long term objectives and targets to be achieved. He<br />

informed the funding schemes <strong>of</strong> NSDC for various skill<br />

problems and the low employability <strong>of</strong> current<br />

Key Note Address<br />

Dr. Pratap Bhanu Mehta, President, Centre for Policy Research, New Delhi<br />

On 'Have Reforms Lost Legitimacy?’<br />

<strong>Mahratta</strong> <strong>Chamber</strong> <strong>of</strong> <strong>Commerce</strong>, <strong>Industries</strong> and Agriculture had invited Dr. Pratap Bhanu Mehta, President <strong>of</strong> Centre<br />

for Policy Research, New Delhi as its chief Guest for its 77 Annual General Meeting held on 18 September, 2011. He is<br />

one <strong>of</strong> India's most distinguished think tanks. Earlier he was Pr<strong>of</strong>essor at Harvard University and Jawaharlal Nehru<br />

University, New Delhi.<br />

Dr. Abhay Firodia, President welcomed the Chief Guest, Members and Invitees <strong>of</strong> the <strong>Chamber</strong>. He praised the Pune<br />

growth phenomena citing it better than that <strong>of</strong> Mumbai and other Indian cities. He said he was concerned about the<br />

overall world economic scenario. He expressed his worry about the European economy being under heavy debt and the<br />

stagnating situation in Japan. He added that India and China too are showing signs <strong>of</strong> an economic slow down. On<br />

account <strong>of</strong> the overall slowdown the economic situation, <strong>of</strong> Western and Southern Maharashtra are <strong>of</strong> real concern. He<br />

was happy to note that the Pune region, has seen a significant growth in the automotive sector. Also there is a boom in<br />

the Indigenous industries. He further said that the IT industry is doing well and education is playing a very powerful<br />

role in the developmental growth <strong>of</strong> Pune.<br />

Dr. Firodia briefly summarized the efforts made by the <strong>Chamber</strong>. He said that MCCIA being a very active <strong>Chamber</strong> is<br />

doing its best to address local and other civic issues. He also briefed all present about the ongoing projects – The<br />

International Exhibition Centre at Moshi, International Airport at Pune, Metro and other infrastructure projects, which<br />

are yet to take <strong>of</strong>f. He emphasised that lack <strong>of</strong> consensus on major reforms has hampered the infrastructural growth <strong>of</strong><br />

the country. He pointed out that this has happened not because <strong>of</strong> lack <strong>of</strong> effort by the <strong>Chamber</strong>, but because <strong>of</strong> lack <strong>of</strong><br />

political consensus which has led to a lag in infrastructural development. He assured the audience that the <strong>Chamber</strong> is<br />

vigorously working on this and is also trying to resolve the issues <strong>of</strong> value added tax being encountered by mega<br />

investors in the Western Maharashtra. Last but not the least, Dr. Firodia said that events that have unfolded in the the<br />

last few months have shown that social and political changes need to be brought about urgently . Transparency in the<br />

political arena must be committed. He concluded that the socio political reform would ultimately generate support for<br />

economic reforms.<br />

Dr. Pratap Bhanu Mehta, addressed the gathering on the relevance <strong>of</strong> economic reforms in the economy . The summary<br />

<strong>of</strong> his speech is as follows. He said that Pune has extraordinary social and cultural heritage and that MCCIA has a<br />

unique and a special broad based membership <strong>of</strong> high-tech industries, trade and agriculture. He emphasized that India<br />

is undergoing momentous changes across social dimensions. In urban India female education has surpassed male<br />

education. We do not have enough skilled labour and the paradox is that only 20% <strong>of</strong> female labour enters into the job<br />

market because <strong>of</strong> absence <strong>of</strong> support systems like day care centre, flexible hours <strong>of</strong> working etc. Institutions have not<br />

opened up to the requirements <strong>of</strong> the work force. One <strong>of</strong> the reasons why economic reforms debate has lost<br />

momentum is because we are not focusing on nuts and bolts but directly addressing bigger issues. Economic reforms<br />

have to take into account various parameters <strong>of</strong> society to make it <strong>more</strong> people friendly. There have been twenty years<br />

<strong>of</strong> globalization but the response is slow. For the last 20 years <strong>of</strong> economic reforms the belief was that globalization<br />

would help India's integration with the rest <strong>of</strong> the world. Two big beneficiaries <strong>of</strong> globalization have been India and<br />

China but the rules <strong>of</strong> international system were driven by logic.<br />

“We are now at a historical juncture where both the propositions <strong>of</strong> globalization in the west – that it's a projection <strong>of</strong><br />

national interest and is good for growth for the population <strong>of</strong> these countries are going to be unravelled. Almost all the<br />

institutional innovations we are making now are actually designed to covertly reduce the autonomy <strong>of</strong> these<br />

institutions rather than increase it. Under the guise <strong>of</strong> making these institutions <strong>more</strong> accountable, there is an attempt<br />

by the government to wrest control or exercise <strong>more</strong> influence over these independent regulatory institutions, which<br />

was one hallmark <strong>of</strong> economic reform”, he said.<br />

He further spoke on another dimension <strong>of</strong> the economy, “Not only is the Land Acquisition Bill a very significant<br />

legislation that might well make or break Indian industrialisation, but also a bill that represents a return to the 1970s<br />

mindset, which in the name <strong>of</strong> accountability and social justice enhances the bureaucratization <strong>of</strong> the system. I think<br />

those institutional measures are ones that industry should focus <strong>more</strong> on, than compensation money”.<br />

“One <strong>of</strong> the reasons we have not seen a push on reforms, is because everybody in the planning commission or prime<br />

minister's <strong>of</strong>fice assumed 8% growth as our birthright. That complacency is now beginning to cost us because we did<br />

not introduce reforms when the going was good”.<br />

“We have the right to education, and employment has became a right under NREGA. The Rajiv Awaas Yojana will<br />

probably make at least 250 sq. mtr. cement housing universal in about 10 years. We are actually on the way <strong>of</strong> creating<br />

a whole series <strong>of</strong> universal entitlements, which is all to the good. The difficulty is that the architecture <strong>of</strong> delivery that is<br />

going to be used in delivering these universal entitlements is deeply flawed”.<br />

Speaking on the newly introduced UID system he said, “The UID, which is considered a project with great potential,<br />

ironically works only with universal systems. UID is not a tool for targeting. So you have a kind <strong>of</strong> technology<br />

infrastructure which allows you to create a universal welfare system, yet the classificatory architecture the state is<br />

going to use is very much from the seventies. So we are squandering that historic opportunity to build an efficient and<br />

genuine welfare state which could have political ramifications”.<br />

Further he said that, “Land Acquisition Act and Right to Education Act are indeed some good desired initiatives but<br />

apparently there are no efforts towards decentralizing various processes and procedures. Provision <strong>of</strong> fair and<br />

reasonable compensation, proper rehabilitation should be the basis <strong>of</strong> Acts such as Land Acquisition Act. However the<br />

proposed bill has still contains several bureaucratic processes and intervention <strong>of</strong> bureaucracy. This may lead to <strong>more</strong><br />

corruption at all levels. We need to decentralize the various procedures which would help to prevent corruption”.<br />

Speaking on capitalization and the <strong>Chamber</strong>'s role in it, he said, “So in short we are facing a situation where the<br />

underlying dynamism <strong>of</strong> the Indian economy is real and the fundamentals are powerful but the state is not recognizing<br />

or understanding the conditions under which these opportunities can be fully exploited. And because the state is not<br />

recognizing it, there is actually an increasing delegitimization <strong>of</strong> capital in India once again. I think the question for a<br />

<strong>Chamber</strong> like this is that how will you reverse the situation?”<br />

While expressing his views on urbanization Dr. Bhanu Pratap Mehta said, “The whole discourse on urbanisation is<br />

caught between two ideal types <strong>of</strong> visions. One is this de facto reality - messy infrastructure, slums, bad facilities, the<br />

mess that urban India is. The other discourse is the fantasy <strong>of</strong> Mumbai as Shanghai. It is the fantasy <strong>of</strong> slum free India,<br />

which sounds like a very good idea because slums are humanitarian disasters. But one thing that we don't realize is that<br />

the masses <strong>read</strong> this fantasy as - an urban India without poor people.”<br />

The address was followed by an interactive session.<br />
