<strong>Riviera</strong> <strong>FM</strong> will be serving the community of Torbay. The economic prosperity of Torbay is the main<br />

drive and is also currently at the heart of a new local community plan for regeneration. The focus on<br />

economic prosperity is to deliver community prosperity. Torbay is made up of the three towns of<br />

Brixham, Paignton and Torquay with a combined population of 134,000.<br />

Geographically, Torbay suffers from peripherality, with the current supporting infrastructure arguably<br />

having a negative effect on the performance of the local economy.<br />

Torbay has the lowest performing economy in the United Kingdom, and with significant losses in the<br />

manufacturing sector the outlook for the economy is somewhat grim; that is, should the status quo<br />

continue.<br />

Just over 9,000 (7% of the Torbay population) persons live in an area that is within the top<br />

10% most Income Deprived in England, this includes nearly 4,000 households.<br />

Nearly 21,000 persons (16% of the Torbay population) live in an area that is within the top<br />

20% most deprived in England for Income Deprivation.

Torbay has a higher than average number of over 65s due to the popularity of retiring here<br />

from other parts of the country. Similarly, lack of employment opportunities, the very high cost<br />

of housing (a starter home costs approximately 7 times average income) and very limited<br />

higher education, this means that the region has a lower than average number of 18-25 year<br />

olds.<br />

Torbay‟s recent growth rate has been below the regional average.<br />

Torbay has its share of social inequality, low pay and economic inactivity<br />

(information from The Office of National Statistics and Torbay Council)<br />

Live output: is that which is produced by a presenter in the studio at the time of broadcast. The amount of live<br />

output may vary between different services depending on the needs or expectations of the target community.<br />

Peak time: it may be helpful to state what material will be broadcast in „peak time‟. If you do, please say what you<br />

consider peak time to be for your target community (this may vary from station to station).<br />

Automated output/voice-tracked material: most stations will carry automated output at some time. The amount of<br />

<strong>Riviera</strong> <strong>FM</strong> has been broadcasting on the internet since March 2010, running live programmes<br />

from 10am – midnight seven days per week, engaging listeners in a local service. The station has<br />

also completed two separate two week RSLs. The content of the programming is, and will remain,<br />

unique about Torbay and its local community. The programmes that <strong>Riviera</strong> <strong>FM</strong> will continue to<br />

broadcast will be of an informative nature to the whole community, specifically designed to<br />

appeal to the local audience across all age groups from an exclusive Torbay perspective. This

will include publicising news from Torbay Council, interviewing local voluntary groups and helping<br />

them with fund raising, interviewing local community groups with special needs, and local project<br />

groups. The station will give a platform to Safer Communities, the Police, talking about<br />

Neighbourhood Watch, the Fire Service, informing the local community about safety in and<br />

around the home, and the Coastguard, which informs not only the Torbay community but also<br />

holidaymakers about sea conditions and general coastal safety. The station will also be reflecting<br />

the culture of the Torbay area via our much listened to culture programme. <strong>Riviera</strong> <strong>FM</strong> will also<br />

have a programme for young people every weekday, run by young people addressing local<br />

teenage issues such as smoking, drug and alcohol abuse, healthy eating and teenage<br />

pregnancies, with advice from health professionals from Torbay NHS Care Trust. Torbay has the<br />

highest number of teenage (under 18) pregnancies, and suicides in the UK. Teenage mothers<br />

rate 48.6% per 1,000 in Torbay, and this figure is rising.<br />

It is hoped to make changes by education, and tackling some of their problems. It is estimated<br />

that it is possible to educate 1,500+ young people over a five year period reducing many teenage<br />

health-related problems in Torbay.<br />

<strong>Riviera</strong> <strong>FM</strong>‟s programmes such as the youth programme will also aim to help bridge relationships<br />

between the young and the elderly in the community. The programme will be hosted by a sixth<br />

form student from Churston Ferrers Grammar School.<br />

The programming also supports small and large local groups to reach out to the entire<br />

community.<br />

There is also a weekly health programme where listeners can phone in to a surgery and discuss their<br />

medical problems. The station also provides a late night counselling service for the Torbay<br />

community, and has NHS professionals on the show. The NHS is always looking for different ways of<br />

communicating with the public.<br />

<strong>Riviera</strong> <strong>FM</strong> addresses green issues such as recycling, and has close links with the local company that<br />

delivers Torbay‟s waste and recycling collections and other essential front-line services. <strong>Riviera</strong> <strong>FM</strong><br />

puts a strong emphasis on reducing waste that goes to landfill by ensuring that regular advice on<br />

household recycling is broadcast.<br />

The station will be playing a large amount of locally generated music. As a local station the station<br />

has a commitment to live music encouraging Torbay talent. <strong>Riviera</strong> <strong>FM</strong> has a programme on its<br />

internet station called “<strong>Riviera</strong> Showcase.” This programme showcases and encourages local bands<br />

and musical talent in Torbay. It is extremely popular, and will continue to be part of <strong>Riviera</strong> <strong>FM</strong>. During<br />

the station‟s second RSL <strong>Riviera</strong> <strong>FM</strong> attended an outside broadcast in conjunction with the local<br />

Rotary Club, presenting twelve local bands and solo singers. This event raised £2,500 for the Devon<br />

Air Ambulance Appeal. The station managed four other live outside broadcast events during the<br />

second RSL showcasing a large amount of local musical talent in Torbay.<br />

<strong>Riviera</strong> <strong>FM</strong> will combine classic and contemporary music, Jazz, Country and Western, Classical<br />

Music, Rhythm and Blues, Rock and Roll, Folk, Brass Bands and music from 50s to the 00s, and<br />

Classic Rock, much of it from local groups. The station will cater for the extreme differences in<br />

musical tastes across Torbay. The station will also include Ballroom Dance Music. Many people<br />

enjoy dancing each week, from Ballroom dancing to specialist dance classes in Torbay. There is also<br />

a world famous Wheelchair Dance Group, based in Torbay that will be catered for.<br />

There will also be a lot of information and news about Ballroom dancing in the local area that is underserved.<br />

This mix of music will provide for the entire target audience.<br />

<strong>Riviera</strong> <strong>FM</strong> is currently a music-led station and is currently maintaining 40% speech to 60% music.<br />

The board realises the more speech-led generated programmes <strong>Riviera</strong> <strong>FM</strong> can produce, the more<br />

informative the station will be to its community. <strong>Riviera</strong> <strong>FM</strong> will try hard to keep a balanced mix of<br />

music to speech throughout all programmes. The station is always trying to improve the amount of<br />

speech content as an internet station. As the station develops <strong>Riviera</strong> <strong>FM</strong> will strive to improve further<br />

on its speech content. Ultimately <strong>Riviera</strong> <strong>FM</strong> would like to become a speech-led station. Local content<br />

is being brought into all programmes transmitted, and is a rule of the station.<br />

There will also be national news via Sky Television, locally produced news, Torbay traffic and<br />

weather bulletins (Torbay has its own micro-climate, totally different from other local regions) and<br />

local documentaries.<br />

<strong>Riviera</strong> <strong>FM</strong> will transmit seventeen hours of “live” locally produced programmes during the day,<br />

seven days per week.<br />

The station will only repeat material when it is on automation mixed with music after close down at<br />

midnight until start up the following day. It will be made clear to the audience that the overnight<br />

repeated programmes are presented as the “best of“ the daytime programming.<br />

B: Based on what you have said above, how will your proposed radio service cater for the tastes and<br />

interests of your target community/communities?<br />

The target audience are the people who live, work or are being educated in Torbay.<br />

<strong>Riviera</strong> <strong>FM</strong> will provide a platform for debate and discussion on the priorities for the<br />

community.<br />

<strong>Riviera</strong> <strong>FM</strong> will provide diverse programmes with relevance to the entire Torbay community,<br />

and will continue to have its inclusive programme policy.<br />

The music will be varied and distinct to suits all groups of the community from 50s pop music<br />

to music for the younger generation covering the music spectrum.<br />

Local information will be given out raising awareness of local issues. There will be a “What‟s<br />

On” programme covering a comprehensive guide to events in Torbay.<br />

Specialised sports coverage of local teams and events. At the moment <strong>Riviera</strong> <strong>FM</strong> broadcasts<br />

midweek and Saturday afternoon sport. It broadcasts pre-match information from Torquay<br />

United plus the half-time and full-time scores and summaries. The station reports on many<br />

other local sports events from powerboat racing to local bowls and cricket clubs. The station

gets involved promoting local junior sports teams in Torbay. There are no other local sports<br />

coverage programmes broadcast locally.<br />

Local news is very important to Torbay as the local daily newspaper has recently become a<br />

weekly publication. The local regional news supplied by ITV Westcountry is now originating<br />

from Bristol. News items now cover a larger area of the South West. Many people in Torbay<br />

only wish to be informed about news in their community. <strong>Riviera</strong> <strong>FM</strong> will help to bridge this<br />

gap.<br />

Local traffic and weather information will be covered. <strong>Riviera</strong> <strong>FM</strong> has made arrangements<br />

with the council‟s CCTV department to access regular traffic information. This will also be of<br />

interest to around 1.5 million visitors in the summer months.<br />

There will be many lifestyle programmes from a Torbay perspective reflecting the unique<br />

position of Torbay life.<br />

To celebrate and publicise local achievements<br />

<strong>Riviera</strong> <strong>FM</strong> will promote local arts and events i.e. showcase local artists and heritage centres.<br />

A recent RSL in September 2010 brought awareness of the local Agatha Christie Festival.<br />

Torbay Council and the Tourism Board asked <strong>Riviera</strong> <strong>FM</strong> to promote the event as it was not<br />

thought a larger station would be able to get involved at the same level.<br />

C: How will your proposed community radio service add to the range of programmes available on non-<br />

BBC local services (commercial and community stations) to members of the relevant community or<br />

communities, add to the overall range of such services in the area concerned and be different and<br />

distinct from them? Please tell us which non-BBC local services your station will overlap with.<br />

There are two local commercial radio stations in the Torbay area, Palm Radio on 105.5<strong>FM</strong> (with a<br />

TSA of 170,000 adults), and Heart Radio on 96.4<strong>FM</strong>.<br />

Heart Radio moved out of the local area of Torbay to Exeter (in 2010) twenty miles away. Their<br />

programming involves networking from London via the Global group with local commercials and<br />

idents. They play mainly “pop” music, with breakfast and drive times.<br />

<strong>Riviera</strong> <strong>FM</strong>‟s music is much more diverse and distinct, appealing to all tastes and showcases lots of<br />

local artists. During the station‟s outside broadcasts <strong>Riviera</strong> <strong>FM</strong> has held local talent contests and two<br />

music festivals. The station has discovered local talent in Torbay who have benefited from the RSL<br />

broadcasts, with many letters of support thanking the station for giving them broadcasting<br />

opportunities they would otherwise never have had.<br />

Palm Radio ends “live” broadcasting at 1830hrs. <strong>Riviera</strong> <strong>FM</strong> broadcasts “live” programmes from<br />

0700hrs – midnight seven days per week.<br />

<strong>Riviera</strong> <strong>FM</strong> is very different to commercial stations, and offers media training to the Torbay<br />

community. The station is currently in talks and will be offering accredited qualifications in media for a<br />

new five million pound youth centre. <strong>Riviera</strong> <strong>FM</strong> has been taking work experience media students for<br />

over one year.<br />

The commercial radio stations have just three main programmes during the week, Breakfast Show,<br />

Mid Morning, and Drive time. <strong>Riviera</strong> <strong>FM</strong> offers a high range of programming to suit all tastes and can<br />

be called a truly local station. <strong>Riviera</strong> <strong>FM</strong> has chat shows with local people, phone ins, reviewing local<br />

film and theatre shows, health shows, young people‟s shows, counselling, what‟s on, gig guides,<br />

culture shows, and locally written and produced drama shows specific to <strong>Riviera</strong> <strong>FM</strong>. This includes<br />

interviewing the writers, producers and actors with a view to educating Torbay listeners, and fostering<br />

local interest in the arts.<br />

<strong>Riviera</strong> <strong>FM</strong> interviews people during the week from different local organisations.<br />

<strong>Riviera</strong> <strong>FM</strong> offers more information about the local community, advertises charity events free of<br />

charge, and has high local profile.<br />

Palm Radio has moved from its intended format obviously because of market pressures to a more<br />

music driven output. During peak listening both commercial stations play a higher proportion of<br />

adverts.<br />

<strong>Riviera</strong> <strong>FM</strong> is diverse in programming. It has its own special local brand that sets it apart from that<br />

which is currently available.<br />

Social gain<br />

5. Social gain<br />

Community radio is required to be for the public good and to bring community benefits, or social gains, to<br />

listeners and participants. The requirement for „social gain,‟ is one of the key factors that makes community radio<br />

stations different from other radio services.<br />

<strong>Riviera</strong> <strong>FM</strong>‟s target community are the people who live, work, or are being educated in the Torbay<br />

area.<br />

<strong>Riviera</strong> <strong>FM</strong> will get involved, and help the local community by working with Torbay Council helping to<br />

promote the new regeneration scheme, bringing prosperity to Torbay.<br />

<strong>Riviera</strong> <strong>FM</strong> has been working with the community of Torbay for sixteen months. The station is firmly<br />

inclusion-based, helping to bring the entire community together. <strong>Riviera</strong> <strong>FM</strong> provides education and<br />

training, it provides programmes that promote discussion, and helps to bring a general cohesion to<br />

the Torbay community. The station has been bringing social gain to Torbay through training, fund<br />

raising, student education (opportunities to participate in the service) and improvement of community<br />

knowledge to the residents of Torbay.<br />

<strong>Riviera</strong> <strong>FM</strong> has run many “live” roadshows as an internet station, and during RSLs engaging a wider<br />

community.<br />

<strong>Riviera</strong> <strong>FM</strong> has run live talent contests showcasing local talent in the community. The station has<br />

provided outside entertainment in conjunction with the local Rotary Club, and raised funds for the<br />

Devon Air Ambulance Appeal. It has also raised funds by way of roadshows for a local church appeal<br />

and local schools. More diverse tastes in music were also catered for by transmitting two hours of live<br />

Country and Western music from a local venue. The station has also supported many other local<br />

community groups, some being local fetes/carnivals, and for friends of local parks, promoting what<br />

they are doing in the community by way of providing live entertainment. The station actively promotes<br />

all these events by inviting the organisers into the studio. <strong>Riviera</strong> <strong>FM</strong> recently worked in conjunction<br />

with BBC Radio Devon in aid of a charity appeal. All this work is carried out free.<br />

<strong>Riviera</strong> <strong>FM</strong> will gather news, and involve people in locations that are normally more excluded from<br />

community activities, and helping the needy. The station will address the problems concerning the<br />

young, elderly, unemployed and those with disabilities, who are all normally excluded. <strong>Riviera</strong> <strong>FM</strong><br />

will also offer media training in an under-served area.<br />

<strong>Riviera</strong> <strong>FM</strong> has currently been working with SEEDS, a community group helping mentally and<br />

physically abused victims. The station has provided a platform for people who have been victims<br />

to tell their stories, and how victims can be helped.<br />

I am writing to you in support of <strong>Riviera</strong> <strong>FM</strong>. As a community group we feel that the Torbay<br />

Community really benefits from having this fantastic resource. Martin and his team have given our<br />

group the opportunity to share with the locality, who we are and what we do. In this way, we can<br />

reach out into the local community and offer crucial information, help and support. There are many<br />

ways to share and disseminate knowledge and the more ways that are made use of the wider the<br />

audience, the further the reach and the bigger the difference we all make.<br />

<strong>Riviera</strong> <strong>FM</strong> is a radio station that really cares about the community around it and therefore reflects<br />

local need and interest. Our group works with domestic abuse, an area that affects 1 in 4 women and<br />

1 in 6 men as victims. Torbay has a high rate of domestic abuse with over 250 recorded incidents of<br />

domestic abuse each month. It is not easy to reach out to those who are affected by domestic abuse;<br />

not easy to pick up leaflets, cards, etc and that is where <strong>Riviera</strong> <strong>FM</strong> is priceless in the way it can be a<br />

place where a voice can be heard through live broadcast. Through radio that is embedded in the local<br />

community, information and support can be publicised and thus can make an essential difference.<br />

SEEDS would also like to add that the team at <strong>Riviera</strong> <strong>FM</strong> have been very professional but at the<br />

same time, welcoming, encouraging and inspirational. SEEDS members who have had the<br />

opportunity to be part of a broadcast have benefited from the experience and the confidence it has<br />

given them. There is a great need for <strong>Riviera</strong> <strong>FM</strong> to help our community tackle such a damaging issue<br />

as domestic abuse and be part of the support to those who need it.<br />

The station is also working with Coalition, a group of disadvantaged people, carers, and friends, one<br />

of the first voluntary sector organisations in Torbay run by disabled people. <strong>Riviera</strong> <strong>FM</strong> has been<br />

promoting this group, and to those in a disadvantaged position with contact information, and what is<br />

available.<br />

They offer counselling, befriending, advocacy/welfare rights, information phone, or face to face, and<br />

work placements with training/support.<br />

<strong>Riviera</strong> <strong>FM</strong> provided a co-presenter position for a young person in Coalition who is deaf, helping her<br />

build more confidence in society. The following words were recorded:-<br />

“Thank you for helping my confidence grow, and for teaching me that my opinion can be a valued<br />

one. I love all the wonderful things you are doing”. Amy Forte.<br />

<strong>Riviera</strong> <strong>FM</strong> was asked to provide training for BBC Blast, a roadshow that aims to inspire and motivate<br />

young people to develop their creative talents, and showcase their art, dance, film, music and writing.<br />

<strong>Riviera</strong> <strong>FM</strong> provided media training workshops in Torbay, by way of a discussion programme on<br />

teenage health matters. Torbay NHS Care Trust joined the station, and provided advice from NHS<br />

Health Professionals. The programme was a total success. <strong>Riviera</strong> <strong>FM</strong> has continued with these<br />

programmes giving sixth form students discussion and education, delivering social gain to the<br />

community.<br />

<strong>Riviera</strong> <strong>FM</strong> brings a better understanding about the community by publicising news from Torbay<br />

Council, Safer Communities, local services, and all local community groups. In addition to this<br />

representatives of these groups are frequently invited into the studio.<br />

The aim of Safer Communities Torbay is to reduce crime and disorder and improve the quality of life<br />

of residents, visitors and those working in the area.<br />

Much of the work of Safer Communities Torbay is informed by community engagement so<br />

communication with local people is vital.<br />

To date, <strong>Riviera</strong> <strong>FM</strong> has supported the work of Safer Communities Torbay by regularly inviting<br />

members of the team to discuss work and projects, and also to deliver community safety messages.<br />

Safer Communities Torbay greatly appreciates the value of reaching local people through a local<br />

community station. <strong>Riviera</strong> <strong>FM</strong> has repeatedly provided a valued and friendly link between our team<br />

and the general public.<br />

<strong>Riviera</strong> <strong>FM</strong> has been providing training opportunities with local schools, colleges, special needs<br />

centres, and via the Training Partnership in Torbay. The station has been providing training<br />

opportunities and initiatives for young people.<br />

approach service.<br />

The station regularly broadcasts opportunities for new members to join the service during its internet<br />

transmissions. Flyers are handed out at outside events for new members. There is also an invitation<br />

to join <strong>Riviera</strong> <strong>FM</strong> on the station‟s website. <strong>Riviera</strong> <strong>FM</strong> accepts members with a genuine interest to<br />

join the station in all capacities. Volunteers range from cleaners, office staff, producers, editors,<br />

engineers (including IT), trainers, advisors, presenters, managers, sales, fundraisers, steering<br />

committee members and board members.<br />

<strong>Riviera</strong> <strong>FM</strong> has sixty volunteers who currently run the station‟s community internet radio service. The<br />

entire community have access to the station - community participation in the operation of <strong>Riviera</strong> <strong>FM</strong><br />

is a key characteristic of the station. Ages currently range from 16 years of age to 70+. <strong>Riviera</strong> <strong>FM</strong> is<br />

also equal opportunities, and a station with an open door policy.<br />

This is a station truly for the people of Torbay run by the people of Torbay. All the volunteers working<br />

presently at <strong>Riviera</strong> <strong>FM</strong> have their own individual influences on the running of the station in operations<br />

and management.<br />

Members are given the opportunity to take on extra responsibilities, such as a management position<br />

with the company. Training is given to members who take on new positions. <strong>Riviera</strong> <strong>FM</strong> encourages<br />

members to take on extra roles, or to interchange roles on the station. In some cases the volunteers<br />

perform more than one duty, such as scheduling music, updating the web pages, and presenting. A<br />

section of the volunteers who have the time find participating in multi-skilling rewarding and appealing.<br />

participate in the making and broadcasting of programmes to the benefit of the community, and to<br />

bring about positive change.<br />

<strong>Riviera</strong> <strong>FM</strong> holds presentation evenings at various venues around Torbay inviting members of the<br />

entire community to attend. Participants are invited to join the station in various areas of their choice.<br />

This method has been found to be extremely successful in recruiting new membership to the station.<br />

Members from education, the council and other organisations are invited to these meetings in order to<br />

explain community radio to the public and how general cohesion can be accomplished between local<br />

services and groups.<br />

<strong>Riviera</strong> <strong>FM</strong> does have a forum on its website where listeners can log in, and make their views known.<br />

There is a <strong>Riviera</strong> <strong>FM</strong> Facebook page that is frequently used by the listeners to either contact the<br />

studio directly or leave a message. The station also has “Livezilla” on the web page where listeners<br />

can log on to, and have live chat with the presenters, or even write an e-mail directly to the studio.<br />

Besides this there is a normal telephone line where the listeners can phone into the studio, or leave a<br />

message on a text number that is displayed on a monitor in the studio. The station also has many<br />

visitors from the general public. The station is frequently giving out contact information to its public “on<br />

air”.<br />

<strong>Riviera</strong> <strong>FM</strong> is frequently out and about in the community with roadshows helping community groups.<br />

The station‟s staff are then in direct contact with the public. They have an opportunity to engage in<br />

meaningful conversations with the local community. It is found that many voluntary organisations<br />

contact the station via this method. It is also found this is also a very good method of obtaining<br />

general feedback that can be acted upon. <strong>Riviera</strong> <strong>FM</strong> takes listeners‟ feedback very seriously.<br />

During two RSLs that <strong>Riviera</strong> <strong>FM</strong> completed on 106.2<strong>FM</strong>, a carefully selected cross-section of the<br />

Torbay community were asked to listen to <strong>Riviera</strong> <strong>FM</strong>‟s output over two weeks. A listeners panel of<br />

two hundred people was set up between the young and elderly, split between male and female.<br />

Consequently there was a good mix of views from the target audience. Listeners were asked to listen<br />

to the broadcasts and report weekly on the station‟s transmissions. At the end of two weeks of<br />

broadcasting descriptive data was collected and analyzed in a qualitative report. Views varied on a<br />

few programmes, but seemed to be fairly consistent with others. Views expressed by the feedback<br />

have been acted on where applicable as <strong>Riviera</strong> <strong>FM</strong> is accountable to its listeners.<br />

The <strong>Riviera</strong> <strong>FM</strong> board will be accountable to its steering committee made up of twenty people who<br />

have an active interest in the Torbay community, such as, voluntary groups, education, fundraising,<br />

local council, faith communities, training, and including two students from Churston Ferrers Grammar<br />

School, reflecting a good cross-section of the Torbay community. The steering committee is a good<br />

reflection of the target audience. The steering committee, which is also a listeners panel will meet<br />

every six months. It will also decide what charities any monies will go to that is collected from<br />

fundraising or advertising activities. The steering committee will adhere strictly to <strong>Ofcom</strong>s<br />

will be a culture programme that promotes local drama writers, and classical musicians. Plays will be<br />

broadcast that are written and acted locally. All these programmes will reflect the unique position of<br />

Torbay life, building local pride and bringing more cohesion to the community.<br />

outlines induction, training and feedback. The station‟s management feels that regular<br />

feedback on members‟ accomplishments is vital to their performance. Goals are also set for<br />

all members, and the station manager reviews these with the members, who will also have a<br />

In December 2008 the original group of seven met to put ideas forward how to run a community radio<br />

station in Torbay. It was felt that the community needed to be served better with radio, and news, and<br />

fill in the gaps where the current broadcast stations did not deliver social gain. A station that dared to<br />

be different and that provides an open access service for the citizens of Torbay was much needed..<br />

After much careful planning <strong>Riviera</strong> <strong>FM</strong> was born and became live on the internet on 1 st March 2010.<br />

The group is headed up by Martin Foster BSc (Hons) a Fellow of the Institution of Engineering, and<br />

Technology F.I.E.T. (former Institute of Electrical.Engineers) and registered engineer with the<br />

Engineering Council (I.Eng). Martin has had over forty years experience in broadcasting, he has<br />

worked for London Weekend Television, ITN, and the BBC. Martin a licensed radio amateur, and<br />

holds a full/advanced <strong>Ofcom</strong> transmitting licence. He has headed up <strong>Riviera</strong> <strong>FM</strong> for nearly two years<br />

Phil Burston The Station Manager has a wealth of broadcast knowledge. Phil has worked for BRMB<br />

Radio in Birmingham from 1978 – 1981 (part time), Radio Wyvern in Worcester 1979 – 1982 (part<br />

time). Devon Air Radio in Torquay 1982 - 1991 (part time), Plymouth Sound 1991 -1995 (part time),<br />

Gemini AM Exeter 1995 -1999 (part time), Palm Radio, Torquay 1998 – 2007 full time. Gold Radio<br />

Nationwide 2007 – 2010 (part time).<br />

Kev Tatlow the Assistant Station Manager originally worked with Droitwich Hospital Radio, as a<br />

Presenter and became the Programme Controller for Radio Alex. Kev has worked for Vale <strong>FM</strong> in<br />

Birmingham and been part of many RSLs. He has also worked for AA Roadwatch, Optima <strong>FM</strong>,<br />

Radio Hollymore, Perry Barr Community Radio, and Stratford Community Radio.<br />

The team is made up of very experienced, and less experienced volunteers. <strong>Riviera</strong> <strong>FM</strong>‟s internet<br />

broadcasts started in March 2010. The group has completed two RSLs one in Sept 2010 and the<br />

other in April 2011 for two weeks each. The <strong>Riviera</strong> <strong>FM</strong> team set up, and maintained the technical<br />

parameters to enable the internet station to go on air. The IT work was carried out by Gareth Wynn<br />

and Paul Radmore, the station‟s IT and engineering arm. Initially the transmitter was installed by<br />

Transplan for the first RSL, <strong>Riviera</strong> <strong>FM</strong> subsequently added Mr Peter Longhurst (licensed by <strong>Ofcom</strong> to<br />

test transmission equipment) to the <strong>Riviera</strong> <strong>FM</strong> team. He will look after, and maintain the transmission<br />

equipment as a volunteer.<br />

The team very competently operated two RSLs using microwave links, and Wi-Fi. It was a complete<br />

success, showing the group can work together successfully as a team.<br />

<strong>Riviera</strong> <strong>FM</strong> has been supported financially by TOR2 which is a joint partnership between Torbay<br />

the station by completely funding the station‟s last RSL. This partnership will continue, and TOR2‟s<br />

fleet vehicles will carry <strong>Riviera</strong> <strong>FM</strong>‟s logo. Here is an extract from a letter of support from the Project<br />
