application form
1. Station Name
What is the proposed station name?
Answer:
Riviera FM
2. Community to be served
Riviera FM application form
Define the community or communities you are proposing to serve. Drawing from various sources of data (e.g.
from the Office of Population, Census and Survey) and in relation to your proposed coverage area, please
determine the size of the population concerned and the make-up of the population as a whole, along with any
relevant socio-economic information that would support your application.
(Please tell us the sources of the information you provide.)
Answer in fewer than 300 words:
Riviera FM will be serving the community of Torbay. The economic prosperity of Torbay is the main
drive and is also currently at the heart of a new local community plan for regeneration. The focus on
economic prosperity is to deliver community prosperity. Torbay is made up of the three towns of
Brixham, Paignton and Torquay with a combined population of 134,000.
Geographically, Torbay suffers from peripherality, with the current supporting infrastructure arguably
having a negative effect on the performance of the local economy.
Torbay has the lowest performing economy in the United Kingdom, and with significant losses in the
manufacturing sector the outlook for the economy is somewhat grim; that is, should the status quo
continue.
2
Just over 9,000 (7% of the Torbay population) persons live in an area that is within the top
10% most Income Deprived in England, this includes nearly 4,000 households.
Nearly 21,000 persons (16% of the Torbay population) live in an area that is within the top
20% most deprived in England for Income Deprivation.
Riviera FM application form
Torbay has a higher than average number of over 65s due to the popularity of retiring here
from other parts of the country. Similarly, lack of employment opportunities, the very high cost
of housing (a starter home costs approximately 7 times average income) and very limited
higher education, this means that the region has a lower than average number of 18-25 year
olds.
Torbay‟s recent growth rate has been below the regional average.
Torbay has its share of social inequality, low pay and economic inactivity
(information from The Office of National Statistics and Torbay Council)
3. Proposed area
What is the area you propose to serve?
Answer:
Torbay
Programmes and programme output:
Definitions:
Studio location: The studio from which the service will be broadcast should be located within the licensed area.
(In some instances, and by prior written agreement from Ofcom, it may be acceptable for the primary studio to be
located outside the licensed area.)
Locally-produced: it is anticipated that most stations will produce the bulk of their output themselves, in the
locality. However, for some target communities it may be appropriate for fairly high levels of output to originate
from outside the licensed area.
Live output: is that which is produced by a presenter in the studio at the time of broadcast. The amount of live
output may vary between different services depending on the needs or expectations of the target community.
Peak time: it may be helpful to state what material will be broadcast in „peak time‟. If you do, please say what you
consider peak time to be for your target community (this may vary from station to station).
Automated output/voice-tracked material: most stations will carry automated output at some time. The amount of
automated or voice-tracked material does not need to be specified in the key commitments.
Sustaining service/third party produced material: if you intend to broadcast material produced by a different
organisation please state what it is and how much (per day or week as appropriate).
4. Programming output
Please fill-in all three questions below
Question A asks you to describe your programme service.
Question B relates to how your output will serve the tastes and interests of your target community.
Question C is about how your service will broaden the range of local (non-BBC) services available in your
area.
Later in this form you will be asked to draft your own „key commitments‟. This will form the basis of your licence
and is what Ofcom will judge you against. It should include a summary of your proposed programme output as
set out below and reflect your commitment to cater for relevant tastes and interests, to broaden the range of
relevant programmes and services and to provide a service with a distinct nature and content as set out in the
Guidance Notes in the column opposite.
4. Programming output
A: Please tell us about your programme service The following questions may help you describe your
programme service (but should only be used as a guide):
4
What will the service sound like?
What music will you play?
What are the main speech elements of the service and how will the social gain/community benefits you
propose be reflected on-air?
What is the likely music to speech ratio?
Will this vary at different times of the day or week (or year)?
Do you intend to broadcast live output? If so when and how much do you propose to do?
Will you broadcast in languages other than English (what languages and how much)?
Will your output be original i.e. produced for your service alone?
Will it be locally produced?
Do you intend to repeat material?
Answer in fewer than 1,000 words:
Riviera FM has been broadcasting on the internet since March 2010, running live programmes
from 10am – midnight seven days per week, engaging listeners in a local service. The station has
also completed two separate two week RSLs. The content of the programming is, and will remain,
unique about Torbay and its local community. The programmes that Riviera FM will continue to
broadcast will be of an informative nature to the whole community, specifically designed to
appeal to the local audience across all age groups from an exclusive Torbay perspective. This
Riviera FM application form
will include publicising news from Torbay Council, interviewing local voluntary groups and helping
them with fund raising, interviewing local community groups with special needs, and local project
groups. The station will give a platform to Safer Communities, the Police, talking about
Neighbourhood Watch, the Fire Service, informing the local community about safety in and
around the home, and the Coastguard, which informs not only the Torbay community but also
holidaymakers about sea conditions and general coastal safety. The station will also be reflecting
the culture of the Torbay area via our much listened to culture programme. Riviera FM will also
have a programme for young people every weekday, run by young people addressing local
teenage issues such as smoking, drug and alcohol abuse, healthy eating and teenage
pregnancies, with advice from health professionals from Torbay NHS Care Trust. Torbay has the
highest number of teenage (under 18) pregnancies, and suicides in the UK. Teenage mothers
rate 48.6% per 1,000 in Torbay, and this figure is rising.
It is hoped to make changes by education, and tackling some of their problems. It is estimated
that it is possible to educate 1,500+ young people over a five year period reducing many teenage
health-related problems in Torbay.
Riviera FM‟s programmes such as the youth programme will also aim to help bridge relationships
between the young and the elderly in the community. The programme will be hosted by a sixth
form student from Churston Ferrers Grammar School.
The programming also supports small and large local groups to reach out to the entire
community.
There is also a weekly health programme where listeners can phone in to a surgery and discuss their
medical problems. The station also provides a late night counselling service for the Torbay
community, and has NHS professionals on the show. The NHS is always looking for different ways of
communicating with the public.
Riviera FM addresses green issues such as recycling, and has close links with the local company that
delivers Torbay‟s waste and recycling collections and other essential front-line services. Riviera FM
puts a strong emphasis on reducing waste that goes to landfill by ensuring that regular advice on
household recycling is broadcast.
The station will be playing a large amount of locally generated music. As a local station the station
has a commitment to live music encouraging Torbay talent. Riviera FM has a programme on its
internet station called “Riviera Showcase.” This programme showcases and encourages local bands
and musical talent in Torbay. It is extremely popular, and will continue to be part of Riviera FM. During
the station‟s second RSL Riviera FM attended an outside broadcast in conjunction with the local
Rotary Club, presenting twelve local bands and solo singers. This event raised £2,500 for the Devon
Air Ambulance Appeal. The station managed four other live outside broadcast events during the
second RSL showcasing a large amount of local musical talent in Torbay.
Riviera FM will combine classic and contemporary music, Jazz, Country and Western, Classical
Music, Rhythm and Blues, Rock and Roll, Folk, Brass Bands and music from 50s to the 00s, and
Classic Rock, much of it from local groups. The station will cater for the extreme differences in
musical tastes across Torbay. The station will also include Ballroom Dance Music. Many people
enjoy dancing each week, from Ballroom dancing to specialist dance classes in Torbay. There is also
a world famous Wheelchair Dance Group, based in Torbay that will be catered for.
There will also be a lot of information and news about Ballroom dancing in the local area that is underserved.
This mix of music will provide for the entire target audience.
Riviera FM is currently a music-led station and is currently maintaining 40% speech to 60% music.
The board realises the more speech-led generated programmes Riviera FM can produce, the more
informative the station will be to its community. Riviera FM will try hard to keep a balanced mix of
music to speech throughout all programmes. The station is always trying to improve the amount of
speech content as an internet station. As the station develops Riviera FM will strive to improve further
on its speech content. Ultimately Riviera FM would like to become a speech-led station. Local content
is being brought into all programmes transmitted, and is a rule of the station.
There will also be national news via Sky Television, locally produced news, Torbay traffic and
weather bulletins (Torbay has its own micro-climate, totally different from other local regions) and
local documentaries.
Riviera FM will transmit seventeen hours of “live” locally produced programmes during the day,
seven days per week.
The station will only repeat material when it is on automation mixed with music after close down at
midnight until start up the following day. It will be made clear to the audience that the overnight
repeated programmes are presented as the “best of“ the daytime programming.
B: Based on what you have said above, how will your proposed radio service cater for the tastes and
interests of your target community/communities?
Answer in fewer than 400 words:
The target audience are the people who live, work or are being educated in Torbay.
Riviera FM will provide a platform for debate and discussion on the priorities for the
community.
Riviera FM will provide diverse programmes with relevance to the entire Torbay community,
and will continue to have its inclusive programme policy.
The music will be varied and distinct to suits all groups of the community from 50s pop music
to music for the younger generation covering the music spectrum.
Local information will be given out raising awareness of local issues. There will be a “What‟s
On” programme covering a comprehensive guide to events in Torbay.
Specialised sports coverage of local teams and events. At the moment Riviera FM broadcasts
midweek and Saturday afternoon sport. It broadcasts pre-match information from Torquay
United plus the half-time and full-time scores and summaries. The station reports on many
other local sports events from powerboat racing to local bowls and cricket clubs. The station
Riviera FM application form
gets involved promoting local junior sports teams in Torbay. There are no other local sports
coverage programmes broadcast locally.
Local news is very important to Torbay as the local daily newspaper has recently become a
weekly publication. The local regional news supplied by ITV Westcountry is now originating
from Bristol. News items now cover a larger area of the South West. Many people in Torbay
only wish to be informed about news in their community. Riviera FM will help to bridge this
gap.
Local traffic and weather information will be covered. Riviera FM has made arrangements
with the council‟s CCTV department to access regular traffic information. This will also be of
interest to around 1.5 million visitors in the summer months.
There will be many lifestyle programmes from a Torbay perspective reflecting the unique
position of Torbay life.
To celebrate and publicise local achievements
Riviera FM will promote local arts and events i.e. showcase local artists and heritage centres.
A recent RSL in September 2010 brought awareness of the local Agatha Christie Festival.
Torbay Council and the Tourism Board asked Riviera FM to promote the event as it was not
thought a larger station would be able to get involved at the same level.
C: How will your proposed community radio service add to the range of programmes available on non-
BBC local services (commercial and community stations) to members of the relevant community or
communities, add to the overall range of such services in the area concerned and be different and
distinct from them? Please tell us which non-BBC local services your station will overlap with.
Answer in fewer than 400 words:
There are two local commercial radio stations in the Torbay area, Palm Radio on 105.5FM (with a
TSA of 170,000 adults), and Heart Radio on 96.4FM.
Heart Radio moved out of the local area of Torbay to Exeter (in 2010) twenty miles away. Their
programming involves networking from London via the Global group with local commercials and
idents. They play mainly “pop” music, with breakfast and drive times.
Riviera FM‟s music is much more diverse and distinct, appealing to all tastes and showcases lots of
local artists. During the station‟s outside broadcasts Riviera FM has held local talent contests and two
music festivals. The station has discovered local talent in Torbay who have benefited from the RSL
broadcasts, with many letters of support thanking the station for giving them broadcasting
opportunities they would otherwise never have had.
Palm Radio ends “live” broadcasting at 1830hrs. Riviera FM broadcasts “live” programmes from
0700hrs – midnight seven days per week.
Riviera FM is very different to commercial stations, and offers media training to the Torbay
community. The station is currently in talks and will be offering accredited qualifications in media for a
new five million pound youth centre. Riviera FM has been taking work experience media students for
over one year.
The commercial radio stations have just three main programmes during the week, Breakfast Show,
Mid Morning, and Drive time. Riviera FM offers a high range of programming to suit all tastes and can
be called a truly local station. Riviera FM has chat shows with local people, phone ins, reviewing local
film and theatre shows, health shows, young people‟s shows, counselling, what‟s on, gig guides,
culture shows, and locally written and produced drama shows specific to Riviera FM. This includes
interviewing the writers, producers and actors with a view to educating Torbay listeners, and fostering
local interest in the arts.
Riviera FM interviews people during the week from different local organisations.
7
Riviera FM application form
Riviera FM offers more information about the local community, advertises charity events free of
charge, and has high local profile.
Palm Radio has moved from its intended format obviously because of market pressures to a more
music driven output. During peak listening both commercial stations play a higher proportion of
adverts.
Riviera FM is diverse in programming. It has its own special local brand that sets it apart from that
which is currently available.
Social gain
5. Social gain
Community radio is required to be for the public good and to bring community benefits, or social gains, to
listeners and participants. The requirement for „social gain,‟ is one of the key factors that makes community radio
stations different from other radio services.
Please tell us what community benefits your service will bring to your target community(ies) and/or the general
public. Please include summaries of evidence to support your answer.
Your draft „key commitments‟ (later in this form) should include a summary of your proposed social gain set out
below.
Answer in fewer than 1,500 words:
Riviera FM‟s target community are the people who live, work, or are being educated in the Torbay
area.
Riviera FM will get involved, and help the local community by working with Torbay Council helping to
promote the new regeneration scheme, bringing prosperity to Torbay.
Riviera FM has been working with the community of Torbay for sixteen months. The station is firmly
inclusion-based, helping to bring the entire community together. Riviera FM provides education and
training, it provides programmes that promote discussion, and helps to bring a general cohesion to
the Torbay community. The station has been bringing social gain to Torbay through training, fund
raising, student education (opportunities to participate in the service) and improvement of community
knowledge to the residents of Torbay.
Riviera FM has run many “live” roadshows as an internet station, and during RSLs engaging a wider
community.
Riviera FM has run live talent contests showcasing local talent in the community. The station has
provided outside entertainment in conjunction with the local Rotary Club, and raised funds for the
Devon Air Ambulance Appeal. It has also raised funds by way of roadshows for a local church appeal
and local schools. More diverse tastes in music were also catered for by transmitting two hours of live
Country and Western music from a local venue. The station has also supported many other local
community groups, some being local fetes/carnivals, and for friends of local parks, promoting what
they are doing in the community by way of providing live entertainment. The station actively promotes
all these events by inviting the organisers into the studio. Riviera FM recently worked in conjunction
with BBC Radio Devon in aid of a charity appeal. All this work is carried out free.
Riviera FM will gather news, and involve people in locations that are normally more excluded from
community activities, and helping the needy. The station will address the problems concerning the
young, elderly, unemployed and those with disabilities, who are all normally excluded. Riviera FM
will also offer media training in an under-served area.
Riviera FM has currently been working with SEEDS, a community group helping mentally and
physically abused victims. The station has provided a platform for people who have been victims
8
to tell their stories, and how victims can be helped.
Letter from a community support group
Riviera FM application form
I am writing to you in support of Riviera FM. As a community group we feel that the Torbay
Community really benefits from having this fantastic resource. Martin and his team have given our
group the opportunity to share with the locality, who we are and what we do. In this way, we can
reach out into the local community and offer crucial information, help and support. There are many
ways to share and disseminate knowledge and the more ways that are made use of the wider the
audience, the further the reach and the bigger the difference we all make.
Riviera FM is a radio station that really cares about the community around it and therefore reflects
local need and interest. Our group works with domestic abuse, an area that affects 1 in 4 women and
1 in 6 men as victims. Torbay has a high rate of domestic abuse with over 250 recorded incidents of
domestic abuse each month. It is not easy to reach out to those who are affected by domestic abuse;
not easy to pick up leaflets, cards, etc and that is where Riviera FM is priceless in the way it can be a
place where a voice can be heard through live broadcast. Through radio that is embedded in the local
community, information and support can be publicised and thus can make an essential difference.
SEEDS would also like to add that the team at Riviera FM have been very professional but at the
same time, welcoming, encouraging and inspirational. SEEDS members who have had the
opportunity to be part of a broadcast have benefited from the experience and the confidence it has
given them. There is a great need for Riviera FM to help our community tackle such a damaging issue
as domestic abuse and be part of the support to those who need it.
K Benjamin
Facilitator of SEEDS- Survivors Empowering and Educating Domestic Abuse Services
The station is also working with Coalition, a group of disadvantaged people, carers, and friends, one
of the first voluntary sector organisations in Torbay run by disabled people. Riviera FM has been
promoting this group, and to those in a disadvantaged position with contact information, and what is
available.
They offer counselling, befriending, advocacy/welfare rights, information phone, or face to face, and
work placements with training/support.
Riviera FM provided a co-presenter position for a young person in Coalition who is deaf, helping her
build more confidence in society. The following words were recorded:-
“Thank you for helping my confidence grow, and for teaching me that my opinion can be a valued
one. I love all the wonderful things you are doing”. Amy Forte.
Riviera FM was asked to provide training for BBC Blast, a roadshow that aims to inspire and motivate
young people to develop their creative talents, and showcase their art, dance, film, music and writing.
Riviera FM provided media training workshops in Torbay, by way of a discussion programme on
teenage health matters. Torbay NHS Care Trust joined the station, and provided advice from NHS
Health Professionals. The programme was a total success. Riviera FM has continued with these
programmes giving sixth form students discussion and education, delivering social gain to the
community.
Riviera FM brings a better understanding about the community by publicising news from Torbay
Council, Safer Communities, local services, and all local community groups. In addition to this
representatives of these groups are frequently invited into the studio.
Letter from a community support group.
Dear Sir,
Riviera FM application form
The aim of Safer Communities Torbay is to reduce crime and disorder and improve the quality of life
of residents, visitors and those working in the area.
Much of the work of Safer Communities Torbay is informed by community engagement so
communication with local people is vital.
To date, Riviera FM has supported the work of Safer Communities Torbay by regularly inviting
members of the team to discuss work and projects, and also to deliver community safety messages.
Safer Communities Torbay greatly appreciates the value of reaching local people through a local
community station. Riviera FM has repeatedly provided a valued and friendly link between our team
and the general public.
I hope that these comments are of interest to you during your consideration of Riviera FM‟s
application for a full community radio licence.
Riviera FM has been providing training opportunities with local schools, colleges, special needs
centres, and via the Training Partnership in Torbay. The station has been providing training
opportunities and initiatives for young people.
Letter of support
Dear Martin,
Riviera FM provides an excellent service via its internet broadcast, and RSL‟s, involving many sectors
of our local community, providing an interesting, and valuable platform to raise genuinely local issues,
and provides some great music too!
It is refreshing to find genuinely non-profit social enterprise, active in so many of our otherwise
neglected sectors. The many students you have hosted will attest to the fantastic support, and
enthusiasm of all at Riviera FM. Your infectious enthusiasm coupled with absolute professionalism
provides a learning environment that is always enjoyed by our students.
To sum up, your social gain to Torbay, and the English Riviera is huge, and this can only be
enhanced by the addition of FM transmissions. The Training Partnership are delighted to offer our
support to you and all at Riviera FM.
Riviera FM prides itself on training in the community, and the station is accessible to all the
community.
There are many letters of support from schools and colleges in Torbay, and also smaller groups.
Letter of support
I have found Riviera FM very supportive in all of the projects that we have worked on so far. They
have given the participants on my courses unique and valuable opportunities to broadcast the
outcomes of their work online, and as part of their RSL. It is so important that there is this potential to
broadcast locally without the constraints of Commercial Radio. Riviera FM‟s output is well produced
Our projects work with young people at risk from exclusion and community groups who have little
access to technology and skills. Riviera FM can provide these opportunities and increase
understanding within the community it operates.
For these reasons I very much support their application for a community radio licence.
Yours sincerely,
Access and participation:
6. Participation in the service
How do you propose to ensure that members of your target community (or communities) are given opportunities
to participate in the operation and management of the service?
Your draft „key commitments‟ (later in this form) should include a summary of your proposed participation
objectives as set out below.
Answer in fewer than 400 words:
Riviera FM offers access and membership to the entire community of Torbay providing an open
approach service.
The station regularly broadcasts opportunities for new members to join the service during its internet
transmissions. Flyers are handed out at outside events for new members. There is also an invitation
to join Riviera FM on the station‟s website. Riviera FM accepts members with a genuine interest to
join the station in all capacities. Volunteers range from cleaners, office staff, producers, editors,
engineers (including IT), trainers, advisors, presenters, managers, sales, fundraisers, steering
committee members and board members.
Riviera FM has sixty volunteers who currently run the station‟s community internet radio service. The
entire community have access to the station - community participation in the operation of Riviera FM
is a key characteristic of the station. Ages currently range from 16 years of age to 70+. Riviera FM is
also equal opportunities, and a station with an open door policy.
This is a station truly for the people of Torbay run by the people of Torbay. All the volunteers working
presently at Riviera FM have their own individual influences on the running of the station in operations
and management.
Members are given the opportunity to take on extra responsibilities, such as a management position
with the company. Training is given to members who take on new positions. Riviera FM encourages
members to take on extra roles, or to interchange roles on the station. In some cases the volunteers
11
Riviera FM application form
perform more than one duty, such as scheduling music, updating the web pages, and presenting. A
section of the volunteers who have the time find participating in multi-skilling rewarding and appealing.
This adds to the quality of their life. Riviera FM encourages all its volunteers and the community to
participate in the making and broadcasting of programmes to the benefit of the community, and to
bring about positive change.
Riviera FM holds presentation evenings at various venues around Torbay inviting members of the
entire community to attend. Participants are invited to join the station in various areas of their choice.
This method has been found to be extremely successful in recruiting new membership to the station.
Members from education, the council and other organisations are invited to these meetings in order to
explain community radio to the public and how general cohesion can be accomplished between local
services and groups.
7. Access to facilities and training
Set out the practical (formal and informal) mechanisms which you will use to ensure that members of your target
community can gain access to your facilities that would be used for the provision of your service and to receive
training in their use.
Your draft „key commitments‟ (later in this form) should include a summary of your proposed access and
objectives for training people in the use of the facilities as set out below.
12
All volunteers joining Riviera FM become a member of the station with a certificate and a
volunteer‟s agreement.
Riviera FM will introduce members to how the organisation works and their role in it, and to
provide any training they may need to meet their responsibilities.
Riviera FM will give initial training agreed with the Training Manager and with BBC Radio
Devon at a later date.
Riviera FM will provide regular meetings with a main point of contact so that members have
an opportunity to say if they are happy with how their tasks are organised and get feedback
from management.
Riviera FM will provide a named person who will meet with the member regularly to discuss
their volunteering and any successes, and problems.
Riviera FM will explain the standards Riviera FM expects for the station‟s services and to
encourage and support members to achieve and maintain them.
Riviera FM will do its best to help members develop their volunteering role.
Riviera FM respects members‟ skills, dignity and individual wishes and does its best to meet
them.
Riviera FM will apply its equal opportunities policy.
Riviera FM will be flexible; the station will do its best to accommodate members should they
like to make any changes.
Riviera FM will provide adequate insurance cover for volunteers whilst carrying out their
volunteering roles which have been approved and authorised by Riviera FM
Riviera FM will try to resolve fairly any problems, complaints and difficulties presenters may
have while they volunteer with Riviera FM; to apply our complaints procedure if there are any.
New volunteers provide referees as agreed who may be contacted, and to agree to a Criminal
Records Bureau check being carried out where necessary
New volunteers perform presentation and production roles as part of their training. This can
Riviera FM application form
be through news and journalism. As they become skilled they become fully autonomous.
BBC Radio Devon has already given Riviera FM presenters a two-day compliance course in
broadcasting values and standards with an appropriate BBC certificate. Presenters have also
been given half-day workshops on presentation skills by senior BBC presenters agreed
between BBC Radio Devon, and Riviera FM.
Ensuring accountability:
8. Accountability
Please set out your proposed community accountability mechanisms. These should cover matters such as:
How will members of your target community:
make contact with your service, and
influence the operation of the service?
How will suggestions or criticisms from members of your target community (or communities) be considered and
acted upon?
Your draft „key commitments‟ (later in this form) should include a summary of your proposed accountability
measures as set out below.
Answer in fewer than 500 words:
Riviera FM does have a forum on its website where listeners can log in, and make their views known.
There is a Riviera FM Facebook page that is frequently used by the listeners to either contact the
studio directly or leave a message. The station also has “Livezilla” on the web page where listeners
can log on to, and have live chat with the presenters, or even write an e-mail directly to the studio.
Besides this there is a normal telephone line where the listeners can phone into the studio, or leave a
message on a text number that is displayed on a monitor in the studio. The station also has many
visitors from the general public. The station is frequently giving out contact information to its public “on
air”.
Riviera FM is frequently out and about in the community with roadshows helping community groups.
The station‟s staff are then in direct contact with the public. They have an opportunity to engage in
meaningful conversations with the local community. It is found that many voluntary organisations
contact the station via this method. It is also found this is also a very good method of obtaining
general feedback that can be acted upon. Riviera FM takes listeners‟ feedback very seriously.
During two RSLs that Riviera FM completed on 106.2FM, a carefully selected cross-section of the
Torbay community were asked to listen to Riviera FM‟s output over two weeks. A listeners panel of
two hundred people was set up between the young and elderly, split between male and female.
Consequently there was a good mix of views from the target audience. Listeners were asked to listen
to the broadcasts and report weekly on the station‟s transmissions. At the end of two weeks of
broadcasting descriptive data was collected and analyzed in a qualitative report. Views varied on a
few programmes, but seemed to be fairly consistent with others. Views expressed by the feedback
have been acted on where applicable as Riviera FM is accountable to its listeners.
The Riviera FM board will be accountable to its steering committee made up of twenty people who
have an active interest in the Torbay community, such as, voluntary groups, education, fundraising,
local council, faith communities, training, and including two students from Churston Ferrers Grammar
School, reflecting a good cross-section of the Torbay community. The steering committee is a good
reflection of the target audience. The steering committee, which is also a listeners panel will meet
every six months. It will also decide what charities any monies will go to that is collected from
fundraising or advertising activities. The steering committee will adhere strictly to Ofcoms
14. Applicant’s experience
Please describe the history of your group, and any relevant experience of the group, or the individuals within the
group, by answering the questions below.
A. Please provide a brief history of your group.
Answer in fewer than 300 words:
In December 2008 the original group of seven met to put ideas forward how to run a community radio
station in Torbay. It was felt that the community needed to be served better with radio, and news, and
fill in the gaps where the current broadcast stations did not deliver social gain. A station that dared to
be different and that provides an open access service for the citizens of Torbay was much needed..
After much careful planning Riviera FM was born and became live on the internet on 1 st March 2010.
The group is headed up by Martin Foster BSc (Hons) a Fellow of the Institution of Engineering, and
Technology F.I.E.T. (former Institute of Electrical.Engineers) and registered engineer with the
Engineering Council (I.Eng). Martin has had over forty years experience in broadcasting, he has
worked for London Weekend Television, ITN, and the BBC. Martin a licensed radio amateur, and
holds a full/advanced Ofcom transmitting licence. He has headed up Riviera FM for nearly two years
and runs it extremely successfully.
Phil Burston The Station Manager has a wealth of broadcast knowledge. Phil has worked for BRMB
Radio in Birmingham from 1978 – 1981 (part time), Radio Wyvern in Worcester 1979 – 1982 (part
time). Devon Air Radio in Torquay 1982 - 1991 (part time), Plymouth Sound 1991 -1995 (part time),
Gemini AM Exeter 1995 -1999 (part time), Palm Radio, Torquay 1998 – 2007 full time. Gold Radio
Nationwide 2007 – 2010 (part time).
Kev Tatlow the Assistant Station Manager originally worked with Droitwich Hospital Radio, as a
Presenter and became the Programme Controller for Radio Alex. Kev has worked for Vale FM in
Birmingham and been part of many RSLs. He has also worked for AA Roadwatch, Optima FM,
Radio Hollymore, Perry Barr Community Radio, and Stratford Community Radio.
B. Please summarise the group’s broadcasting experience (e.g. internet radio, Restricted Service
Licences (RSLs)).
Answer in fewer than 150 words:
The team is made up of very experienced, and less experienced volunteers. Riviera FM‟s internet
broadcasts started in March 2010. The group has completed two RSLs one in Sept 2010 and the
other in April 2011 for two weeks each. The Riviera FM team set up, and maintained the technical
parameters to enable the internet station to go on air. The IT work was carried out by Gareth Wynn
and Paul Radmore, the station‟s IT and engineering arm. Initially the transmitter was installed by
Transplan for the first RSL, Riviera FM subsequently added Mr Peter Longhurst (licensed by Ofcom to
test transmission equipment) to the Riviera FM team. He will look after, and maintain the transmission
equipment as a volunteer.
The team very competently operated two RSLs using microwave links, and Wi-Fi. It was a complete
success, showing the group can work together successfully as a team.
C. Please summarise the relevant experience of the group or its members, in relevant non-broadcast
areas (such as third sector, local business, fund-raising, training or education).
Answer in fewer than 150 words:
training, and education. Professional Fundraising station member Maggie Naylor works for the
Torbay Council who has previously raised money through events, sponsorships, awards and grants
training, voluntary sector work etc;
results of research;
summary of support from local politicians, councils, educational or religious bodies etc;
summary of support from local business or other sectors;
evidence of support from your proposed target community.
Answer in fewer than 1,000 words:
Riviera FM‟s own local research has found that its residents want local focus in the community where
there is a gap; this in turn broadens our listeners‟ choice. The support towards Riviera FM for this
reason has been overwhelming in the past 14 months. Positive support has come in from all sectors
of the community including politics, public affairs, religious bodies, arts and entertainment, education,
commerce, and industry, BBC, voluntary section, the Mayor, and the target community.
Riviera FM has been supported financially by TOR2 which is a joint partnership between Torbay
Council and May Gurney and is responsible for delivering a wide range of essential front-line services
the station by completely funding the station‟s last RSL. This partnership will continue, and TOR2‟s
fleet vehicles will carry Riviera FM‟s logo. Here is an extract from a letter of support from the Project
Director.
“Dear Sirs, Riviera FM, although a new enterprise have very quickly displayed a high level of
professionalism in all they do, have always been innovative and responsive to our needs and
requirements and continue to play a fundamental role in the way we reach and interact with our
Customers. I have no hesitation in supporting their application for full FM status and I am quite
confident that their local focussed radio service will enrich the lives of the Community as a whole.”
Riviera FM is also in partnership with the local Torbay Voluntary Services, called Community, and
Voluntary Action Torbay (CVA) The station has supported the CVA by means of reading out press
releases of local community voluntary action groups, and by way of providing outside broadcasts.
There is overwhelming support from CVA Torbay as can been seen in the following extract.
To Ofcom,
Community & Voluntary Action Torbay exists to help local people supporting, developing, and
promoting voluntary activity in Torbay. We are working in Partnership with Riviera FM, they have
brought much social cohesion and gain to the area creating opportunities, and enabling local media
interaction thus making Riviera FM a valued asset to CVA, and to the Torbay community. By issuing
the station with a full community license they will reach a much wider audience in the local area.
Riviera FM actively get involved with outside broadcasts at various volunteering and community
events helping to raise awareness of the contribution made locally by volunteering led services, and
promoting voluntary positions. CVA Torbay supports Riviera FM‟s community licence radio
application.
E Elson Volunteer Development Officer
Riviera FM has had thousands of messages of support via e-mail, Facebook, Tweet, texts, Livezilla
(two way interaction between the studio, and listeners), and the telephone. It has also had excellent
feedback from the community at outside events. Riviera FM is fairly well known in Torbay through its
internet station, and its RSLs. A selection from hundreds of letters is listed below.
Dear Sir/Madam
I would like to express my support for Riviera FM as I believe Community Radio in Torbay will provide
social benefits to the local community. Knowledge of community events is becoming increasingly
difficult to disseminate due to the changing character of commercial local radio, and newspapers.
Community Radio can play an important role in filling the gaps.
I know that Riviera FM is working in partnership with Social Services, Devon and Cornwall Police,
Torbay Care Trust, the Coastguard, South Devon College, Torbay Tourism, local churches, BBC
Radio Devon, Torbay Chamber of Commerce, and many other local services. Community radio will be
of benefit to the many diverse communities within the towns and villages of Torbay, providing local
news and events information as well as creating a sense of community cohesion by producing
features that appeal to a mixed age range.
I would be most grateful for your serious consideration of awarding a full Community Radio licence to
Riviera FM for Torbay.
Yours sincerely
Riviera FM application form
I would like to offer my full support to Riviera FM in their bid for a full community Radio licence in
Torbay. I have worked with the radio station group during their RSL in April 2011, and found that the
station is delivering much local spirit to the community. Riviera FM is certainly a community station
with a difference.
Please consider this group for their full licence application.
Yours faithfully
Dear Mr Foster,
On behalf of Churston Ferrers Grammar School I would like to thank you for the opportunity for the
students to be involved in the RSL of Riviera FM. The communication skills they will hone, coupled
with the immeasurable benefit of real life work experience, will stand them in good stead well into the
future.
Yours sincerely
Headteacher Churston Ferrers Grammar School, Brixham
Dear Ofcom,
I am writing in support of Riviera FM‟s application for a broadcast licence
Although Torbay does have a local commercial radio station that include Torbay in their coverage the
Bay does not have a local community radio station that completely focuses on its needs.
Torbay has a weak economy and pockets of significant deprivation. We have challenges of dealing
with an aging population as the area attracts people who retire in the area. A local community radio
station that serves the distinct needs of Torbay would be an asset to the local community building on
strong sense of public association and pride in the Bay.
It would be able to make a positive contribution to the bays population through providing a vehicle to
support our diverse and voluntary sector.
Yours sincerely
C Uzzell
Broadcasting engineering:
Engineering notes
We require preliminary radio frequency (r.f.) engineering information and applicants are advised that this section
is not intended to be exhaustive. We are asking for the basic engineering parameters necessary to determine
the extent of frequency availability in an applicant‟s chosen area (after taking account of the requirements of
neighbouring broadcasters). While Ofcom would not wish applicants to go to unnecessary expense (we do not
guarantee the availability of a suitable frequency and/or our ability to allocate it for broadcasting from the chosen
transmission site), we do require precise details about the transmission site chosen. The questions following
relate to this.
Applicants should provide evidence of negotiations or agreement with the site owner (e.g. whether a provisional
agreement is in place). Any licence award will be based on the coverage area from the site identified in the
application. If a licence is offered, Ofcom may not be able to agree to a change from the site put forward in this
application (and any request for a change will need to be justified).
Applicants should read and be aware of the relevant part of the Ofcom Site Engineering Code which may be
found at: http://stakeholders.ofcom.org.uk/broadcasting/guidance/tech-guidance/eng_code/
Community radio stations typically have a coverage area of up to a 5 kilometre radius. Please see Ofcom‟s
25. Engineering information
Note: there are fundamental differences between FM (VHF) and AM (MF) transmission systems. These include
differences in mast and antenna size, transmitter site requirements, site location, installation cost, audio quality
and night-time interference. Before completing this section, applicants may wish to take professional advice to
ensure they understand these differences and their implications.
