Terms<br />

Exposure—The number of personnel or resources affected by a given event or, over time, by repeated<br />

events. This can be expressed in terms of time, proximity, volume, or repetition. This parameter may be<br />

included in the estimation of severity or probability, or considered separately.<br />

Gambling—Making risk decisions without reasonable or prudent assessment or management of the risks<br />

involved.<br />

Hazard—Any real or potential condition that can cause mission degradation, injury, illness, death to<br />

personnel or damage to or loss of equipment or property.<br />

Mishap—An unplanned event or series of events resulting in death, injury, occupational illness, or damage<br />

to or loss of equipment or property.<br />

Operator— “. . . a military or civilian member of our service who is experienced in the employment and<br />

doctrine of air and space power” (Gen. Ronald R. Fogleman, former CSAF).<br />

Probability—The likelihood that an individual event will occur.<br />
