1. <strong>National</strong> Oceanic <strong>and</strong> Atmospheric Administration (NOAA)<br />

provides environmental information <strong>and</strong> predictions. NOAA has<br />

a small fleet of ships which may be available for SAR<br />

missions. It maintains the United States space segment of<br />

SARSAT <strong>and</strong> is the lead agency in administering SARSAT.<br />

2. <strong>National</strong> Aeronautics <strong>and</strong> Space Administration (NASA) has some<br />

aircraft <strong>and</strong> worldwide tracking, data acquisition, <strong>and</strong><br />

communications networks.<br />

3. <strong>National</strong> Park Service provides emergency services in units of<br />

the <strong>National</strong> Park System, <strong>and</strong> has "all-risk" emergency<br />

management resources that can respond outside of these areas.<br />

4. United States Forest Service provides emergency services in<br />

national forests <strong>and</strong> other federal l<strong>and</strong>s. The <strong>National</strong><br />

Interagency Fire Center in Boise, ID has "all-risk" overhead<br />

management teams <strong>and</strong> extensive logistical resources that can<br />

be dispatched to emergencies.<br />

5. Federal Emergency Management Agency (FEMA) coordinates civil<br />

defense planning, management, mitigation, <strong>and</strong> assistance<br />

functions of executive agencies, <strong>and</strong> assists State <strong>and</strong> local<br />

governments in civil emergency preparedness, response, <strong>and</strong><br />

recovery activities. It operates telecommunications, warning,<br />

<strong>and</strong> electronics systems, <strong>and</strong> uses the Incident Comm<strong>and</strong> System<br />

(ICS), a combination of facilities, equipment, personnel,<br />

procedures, <strong>and</strong> communications, to manage resources at the<br />

scene of an incident.<br />

6. Federal Bureau of Investigation (FBI) operates the <strong>National</strong><br />

Crime Information Center (NCIC) in Washington, D.C. This<br />

center is the computerized hub of a nationwide criminal<br />

justice information network indexing crime <strong>and</strong> criminals, <strong>and</strong><br />

storing <strong>and</strong> retrieving crime information furnished by all<br />

levels of government. NCIC provides data to any authorized<br />

criminal justice agency on six categories of stolen/missing<br />

property, a category on wanted persons, <strong>and</strong> another on<br />

criminal histories. Contact with NCIC is normally made by law<br />

enforcement agencies.<br />

7. <strong>National</strong> Transportation Safety Board (NTSB) investigates <strong>and</strong><br />

determines probable causes of aircraft, marine, highway,<br />

railroad, <strong>and</strong> pipeline accidents, <strong>and</strong> recommends improvements<br />

to prevent accidents.<br />

SAR arrangements in the States vary considerably. Some States have<br />

a designated SAR Coordinator. Most States have a statewide law<br />

enforcement agency that h<strong>and</strong>le locating lost, str<strong>and</strong>ed, or overdue
