Inl<strong>and</strong> Area. The ARS operates the Air Force <strong>Rescue</strong><br />

Coordination Center (AFRCC) at Scott AFB, IL. The AFRCC<br />

coordinates SAR missions throughout the 48 contiguous States<br />

employing Federal, State, <strong>and</strong> local agencies. Usually the<br />

Civil Air Patrol (CAP) is used. ARS also deploys RCC<br />

controllers <strong>and</strong> SMCs to support SAR in designated areas.<br />

2. The Department of the <strong>Navy</strong> provides civil SAR resources<br />

worldwide.<br />

3. The Department of the Army, in addition to providing SAR<br />

forces worldwide, is the SAR coordinator for military<br />

operations responding to natural disasters within United<br />

States territory.<br />

C. Federal Aviation Administration (FAA) is responsible for air<br />

safety. It maintains a current registry, including owner name <strong>and</strong><br />

address, of all licensed United States civilian aircraft. Though the<br />

FAA does not conduct SAR, it provides electronic <strong>and</strong> communications<br />

assistance through ARTCCs <strong>and</strong> FSSs, <strong>and</strong> provides other important<br />

facilities <strong>and</strong> resources.<br />

D. Federal Communications Commission (FCC) is a regulatory agency<br />

operating medium-frequency (MF) <strong>and</strong> high-frequency (HF) directionfinding<br />

(DF) networks that assist in locating persons in distress. This<br />

net operates between 400 kHz <strong>and</strong> 40 MHz <strong>and</strong> covers the inl<strong>and</strong> United<br />

States, Pacific Ocean, <strong>and</strong> Atlantic Ocean. FCC field office personnel<br />

can respond to 121.5 <strong>and</strong> 243 MHz distress calls with mobile <strong>and</strong> portable<br />

radio DF equipment. SAR coordinators should establish procedures with<br />

regional FCC authorities for using the nets <strong>and</strong> radio frequencies. The<br />

FCC also designates the national SAR radio frequencies.<br />

E. Other Federal Agencies have a special interest in emergency<br />

services, or can provide helpful ancillary SAR services, or special<br />

facilities needed<br />
