diagnosis, initial treatment, advanced treatment, first aid,<br />

<strong>and</strong> medico message information for mariner use at sea.<br />

L. International Red Cross (IRC) coordinates disaster relief on an<br />

international basis, without regard to political considerations. United<br />

States RCCs normally effect liaison through the American <strong>National</strong> Red<br />

Cross (ARC).<br />

M. Lloyd's of London, a major insurance firm, collects shipping<br />

information for underwriting purposes. If requested, it supplies<br />

information to SAR authorities when a marine casualty or overdue vessel<br />

is reported. United States SAR authorities can contact Lloyd's through<br />

international TELEX No. 886691.<br />

220 DOMESTIC AGENCIES<br />

In the domestic settings, agencies for SAR activities exist at all<br />

governmental levels <strong>and</strong> throughout the private sector.<br />

221 Federal Agencies<br />

Federal agencies with SAR relevance are coordinated by the <strong>National</strong><br />

SAR Plan (NSP) (Appendix A) to fulfill international, national, <strong>and</strong><br />

local responsibilities. The Interagency Committee on <strong>Search</strong> <strong>and</strong> <strong>Rescue</strong><br />

(ICSAR), created by interagency agreement (Appendix A), is composed of<br />

agencies signatory to the NSP. ICSAR oversees the NSP <strong>and</strong> coordinates<br />

interagency SAR. Sponsored by the Coast Guard, ICSAR is chaired by the<br />

Chief, Office of Navigation Safety <strong>and</strong> Waterway Services, <strong>and</strong> reports,<br />

through the Comm<strong>and</strong>ant, to the Secretary of Transportation. Agencies<br />

with substantial SAR responsibilities are described below.<br />

A. United States Coast Guard (<strong>US</strong>CG) is an agent of the Department<br />

of Transportation <strong>and</strong> a branch of the United States Armed Forces. In<br />

wartime, or when directed by the President, it operates as a specialized<br />

service within the <strong>Navy</strong>. The Coast Guard develops, establishes,<br />

maintains, <strong>and</strong> operates SAR facilities, <strong>and</strong> aids distressed military <strong>and</strong><br />

civilian persons <strong>and</strong> property on, over, <strong>and</strong> under the high seas <strong>and</strong><br />

waters subject to United States jurisdiction. Under the NSP, the Coast<br />

Guard organizes facilities, including its own resources, into a SAR<br />

network for the Maritime Area.<br />

B. Department of Defense (DOD) facilities can be used under the<br />

NSP for civil SAR, provided it does not interfere with military<br />

missions; each Armed Service provides its own SAR for Service<br />

operations. Major military installations have SAR plans implementing<br />

the NSP. Each Armed Service also has other responsibilities under the<br />

NSP:<br />

1. The Department of the Air Force, through the Air <strong>Rescue</strong><br />

Service (ARS), is the designated SAR Coordinator for the
