developed specifically for satellite detection <strong>and</strong> for position accuracy<br />

of less than 4 miles. EPIRB/ELT signals picked up by satellite are<br />

retransmitted to ground receiving stations called Local User Terminals<br />

(LUTs). Coverage on 121.5/243.0 Mhz requires line of sight for the<br />

EPIRB/ELT, the satellite, <strong>and</strong> the LUT. A SARSAT position should be<br />

available approximately every hour because of the existence of multiple<br />

satellites. The 406 MHz beacon will incorporate information storage so<br />

that line-of-sight mutual visibility is not needed with all three<br />

segments to determine a position. The SARSAT Mission Control Center<br />

(MCC) in the United States provides SARSAT position information to<br />

appropriate RCCs <strong>and</strong> exchanges data with similar MCCs in other<br />

countries.<br />

J. Foreign SAR authorities exist in many nations. Some are<br />

similar to the Coast Guard <strong>and</strong> the 23rd Air Force/<strong>US</strong>AF Aerospace <strong>Rescue</strong><br />

<strong>and</strong> Recovery Service (ARRS) <strong>and</strong> specialize in SAR services. Others<br />

depend on military operational units, or on operational units of the<br />

civil branches of the government <strong>and</strong> volunteer groups. Most, like<br />

Canada, are a combination.<br />

K. International Radio-Medical Center (CIRM), a humanitarian<br />

organization based in Rome, Italy, provides medical advice <strong>and</strong> assists<br />

in arranging the evacuation of injured or seriously ill merchant seamen<br />

from vessels worldwide. It covers areas where no other medical advice<br />

facilities are available. Coast Guard coastal radio stations relay CIRM<br />

traffic at no cost, as do many foreign radio stations. CIRM uses<br />

certain documents:<br />
