200 SAR ORGANIZATIONS AND AGENCIES<br />

Organizations <strong>and</strong> agencies that perform SAR are international,<br />

Federal, State, county, municipal, commercial, or private in nature.<br />

210 INTERNATIONAL ORGANIZATIONS<br />

International organizations have been formed to st<strong>and</strong>ardize SAR<br />

operations requiring international cooperation. While signatory nations<br />

of a treaty, convention, or agreement (see Appendix B) do not pledge<br />

themselves to always conform, they do seriously consider st<strong>and</strong>ards<br />

outlined in such documents. Major international organizations <strong>and</strong><br />

agencies are described below.<br />

A. International Civil Aviation Organization (ICAO) has more than<br />

1<strong>50</strong> member nations, including the United States. ICAO administers the<br />

Convention on International Civil Aviation (see Appendix B). The<br />

Convention promotes safe, orderly, <strong>and</strong> efficient growth of international<br />

civil aviation, <strong>and</strong> recommends comprehensive st<strong>and</strong>ards, practices, <strong>and</strong><br />

procedures for SAR by such aircraft. Each signatory nation provides<br />

appropriate assistance to a distressed aircraft within its territory.<br />

The nation may also permit assistance by owners of the aircraft or by<br />

authorities of the nation of registry. The United States has agreed to<br />

provide some SAR services for its own territory <strong>and</strong> international<br />

waters. Detailed worldwide requirements for SAR are stated in the<br />

Annexes to the Convention. Other ICAO st<strong>and</strong>ards <strong>and</strong> recommended<br />

practices, indirectly affecting SAR, that deal with air navigation <strong>and</strong><br />

transportation include the following:<br />

1. Annex 6 (Operation of Aircraft) requires aircraft to carry<br />

certain emergency equipment.
