lifeboats or liferafts, oil slicks, sea dye marker, flares,<br />

smoke, or any other unusual object is sighted, inform the OSC<br />

of the position, nature of the sighting, concentration of<br />

objects (if several are sighted), wind, weather <strong>and</strong> sea<br />

condition, <strong>and</strong> SRU evaluation of the sighting.<br />

5. If a radio, radar, sonar, emergency signal, or survivor<br />

transmission is detected, advise the OSC of signal type, <strong>and</strong><br />

exact times, SRU position, course, speed, <strong>and</strong> altitude when<br />

signal was detected <strong>and</strong> when signal was lost or ended,<br />

bearing, frequency <strong>and</strong> strength of signal <strong>and</strong> evaluation of<br />

signal, <strong>and</strong> SRU action.<br />

138 SAR Liaison, Local Base, <strong>and</strong> Briefing Officers<br />

A. SAR Liaison Officers may be sent by the SMC to major military<br />

comm<strong>and</strong>s providing SRUs, to help coordinate activities, provide briefing<br />

<strong>and</strong> debriefings, <strong>and</strong> keep the SMC informed of SRU availability. A<br />

liaison officer from the parent comm<strong>and</strong> of a missing unit may be sent to<br />

the SMC to provide background information, develop hypotheses on what<br />

actions might have been taken by the missing craft, provide expertise<br />

about the craft to aid in search planning, <strong>and</strong> keep the parent comm<strong>and</strong><br />

fully informed of progress. Liaison officers may also be sent to<br />

foreign RCCs to help coordinate United States SAR efforts with their<br />

governments.<br />

B. Local Base SAR Officers should be appointed by comm<strong>and</strong>ing<br />

officers of major operational military bases to coordinate the use of<br />

their resources with the SRR. SAR officers should be familiar with the<br />

<strong>National</strong> SAR manual <strong>and</strong> be prepared to act as SMC, OSC, RCC controller,<br />

SAR liaison officer, <strong>and</strong> SAR briefing officer.<br />
