4. Normally, incidents in an aircraft traffic area or terminal<br />

control area (TCA) should not require a TFR.<br />

E. Coordination<br />

1. Air traffic facilities coordinate assistance to relief<br />

agencies, relief aircraft, <strong>and</strong> OSCs. When requesting a TFR,<br />

the FAA needs:<br />

a. Name <strong>and</strong> organization of the person requesting or<br />

recommending the TFR.<br />

b. Brief description of situation.<br />

c. Estimated duration of restriction.<br />

d. Telephone number or other communications contact <strong>and</strong><br />

agency name responsible for on scene activities.<br />

e. Description of area by reference to prominent<br />

geographical features depicted on aeronautical charts, or by<br />

geographical coordinates <strong>and</strong> VOR/DME fix.<br />

f. Description of material or activity posing hazard to<br />

persons or property in the air.<br />

g. Description of hazard that would be worsened by lowflying<br />

aircraft or rotor wash.<br />

h. Nature of airborne relief, aircraft operations, <strong>and</strong><br />

location of relief aircraft base.<br />

i. Contact point or radio frequency for h<strong>and</strong>ling news<br />

media requests to operate at altitudes used by relief<br />

aircraft.<br />

F. Coordination Facility Designation. ARTCC assigns the FSS<br />

nearest the incident as the "coordination facility" <strong>and</strong> forwards the<br />

information contained in paragraph E. to the station responsible for<br />

issuing the NOTAM. When FAA communications assistance is required, the<br />

designated FSS will function as the primary communication facility for<br />

coordination between the emergency control authorities <strong>and</strong> aircraft.<br />

G. Revisions <strong>and</strong> Cancellations<br />

1. When restrictions are necessary beyond the published<br />

termination date/time, ARTCC ensures that a revised NOTAM <strong>and</strong><br />

cancellation are issued.<br />

2. The agency requesting a TFR should notify ARTCC to cancel it<br />

when it is no longer needed. Such notices received by another<br />

facility should be immediately relayed to the appropriate ARTCC.<br />
