APPENDIX F. TEMPORARY FLIGHT RESTRICTIONS<br />

Temporary Flight Restrictions (TFRs), issued by the FAA under<br />

Federal Aviation Regulations (FAR) Part 91, restrict aircraft operation<br />

over the site of disasters or other areas where rescue or relief<br />

operations are being conducted. TFRs are implemented by NOTAMs <strong>and</strong><br />

issued only at the request of authorities responsible for disaster<br />

relief activities. For additional information refer to applicable FAA<br />

Advisory Circulars or FAR Part 91.<br />

A. Objectives. TFRs are designated to:<br />

1. Protect persons <strong>and</strong> property from a hazard when the presence<br />

of low-flying aircraft might increase the danger.<br />

2. Provide a safe environment for the operation of disaster<br />

relief aircraft.<br />

3. Prevent an unsafe congestion of sightseeing aircraft above an<br />

incident or event which may generate a high degree of public<br />

interest.<br />

B. Authorization. The FAA has authority to implement TFRs.<br />

1. When the conditions of paragraphs A.1. or A.2. are involved,<br />

the TFR NOTAM may be implemented only through the area manager<br />

at the Air Route Traffic Control Center (ARTCC) having<br />

jurisdiction over the area.<br />

2. TRFs involving the conditions of paragraph A.3. may be<br />

established only at the direction of the regional air traffic<br />

division manager having oversight of the airspace.<br />

3. In a hijacking, the TFR will be established through FAA<br />

Washington Headquarters Office of Civil Aviation Security.<br />

The FAA air traffic element receiving the request will<br />

establish TFRs under paragraph A.1.<br />

C. Disaster Control Authorities<br />

1. TFRs may be recommended or requested for the conditions under<br />

paragraph A.1. by major military comm<strong>and</strong> headquarters,<br />

regional directors of the Office of Emergency Planning, Civil<br />

Defense State directors, State governors, or similar<br />

authority.<br />

2. TFRs may be recommended or requested for the conditions under<br />

paragraph A.2. by:<br />

a. Military comm<strong>and</strong>ers serving as regional, subregional,<br />

or SAR coordinators.<br />

b. Military comm<strong>and</strong>ers coordinating disaster relief air
