established by the Convention on International Civil Aviation, to fly<br />

over <strong>and</strong> l<strong>and</strong> in the Isl<strong>and</strong> of Jamaica <strong>and</strong> its dependencies <strong>and</strong> the<br />

adjacent territorial waters. (Note No. 203 dated April 25, 19<strong>50</strong> from<br />

the British Ambassador to the Secretary of State with an enclosed copy<br />

of the Jamaican "Colonial Foreign State Aircraft (SAR) Authorization,<br />

19<strong>50</strong>").<br />

This arrangement is considered to be continued in force after<br />

Jamaica, on August 6, 1962, attained a fully responsible status within<br />

the British Commonwealth. Jamaica adhered to the Convention on<br />

International Civil Aviation March 26, 1963 <strong>and</strong> thus became a separate<br />

member of ICAO.<br />

MEXICO<br />

Treaty to Facilitate Assistance to <strong>and</strong> Salvage of Vessels in Territorial<br />

waters<br />

Signed at Mexico City June 13, 1935 (49 Stat. 3359; TIAS 905)<br />

Under this treaty vessels <strong>and</strong> rescue equipment, public or private<br />

of either country, may assist vessels <strong>and</strong> crews of their own nationality<br />

which may be disabled or in distress on the shores or within the<br />

territorial waters of the other country:<br />

(a) Within a radius of 720 nautical miles of the intersection of<br />

the international boundary line <strong>and</strong> the coast of the Pacific Ocean; or<br />

(b) Within a radius of 200 nautical miles of the intersection of<br />

the international boundary line <strong>and</strong> the coast of the Gulf of Mexico<br />

(Article I).<br />

The comm<strong>and</strong>ing officer, master, or owner of a vessel or rescue<br />

apparatus of either country entering or intending to enter the territory<br />

or territorial waters of the other to assist a distressed vessel is<br />

required, at the earliest possible moment, to send notice of such action<br />

to the authorities of that other country nearest the scene of distress.<br />
