which shall act in close <strong>and</strong> continuing consultations with the launching<br />

authority."<br />

Article 3 of the agreement specifies: "If information is received<br />

or it is discovered that the personnel of a spacecraft have alighted on<br />

the high seas or in any other place not under the jurisdiction of any<br />

State, those Contracting Parties which are in a position to do so shall,<br />

if necessary, extend assistance in search <strong>and</strong> rescue operations for such<br />

personnel to assure their speedy rescue. They shall inform the<br />

launching authority <strong>and</strong> the Secretary-General of the United Nations of<br />

the steps they are taking <strong>and</strong> of their progress."<br />

BILATERAL AGREEMENTS<br />

CANADA<br />

Treaty Regarding Reciprocal Rights for the United States <strong>and</strong> Canada in<br />

the Matters of Conveyance of Prisoners <strong>and</strong> Wrecking <strong>and</strong> Salvage<br />

Signed at Washington May 18, 1908 (35 Stat. 2035; TIAS <strong>50</strong>2)<br />

Article II of this treaty permits vessels <strong>and</strong> wrecking appliances,<br />

either from the United States or from Canada, to salvage property<br />

wrecked <strong>and</strong> to render aid <strong>and</strong> assistance to any vessels wrecked,<br />

disabled, or in distress in that portion of the St. Lawrence River<br />

through which the international boundary line extends; on Lake Ontario,<br />

Lake Erie, Lake St. Clair, Lake Huron, <strong>and</strong> Lake Superior; on the<br />

Niagara, Detroit, St. Clair, <strong>and</strong> Ste. Marie Rivers, <strong>and</strong> Canals at Sault<br />

Ste. Marie; <strong>and</strong> on the shores <strong>and</strong> in the waters of the other country<br />

along the Atlantic <strong>and</strong> Pacific coasts within a distance of 30 miles from<br />

the international boundary on those coasts.<br />

The reciprocal wrecking <strong>and</strong> salvage privileges include all<br />

necessary towing, <strong>and</strong> nothing in the Customs, Coasting or other laws or<br />

regulations of either country is to restrict in any manner the salving<br />

operations of vessels or wrecking appliances.<br />
