Flight Information Publications (FLIPs), Federal Aviation<br />

Administration (FAA) Airman's Information <strong>Manual</strong> (AIM),<br />

information sheet for aircraft frequently used as SRUs,<br />

Aircraft Owner's <strong>and</strong> Pilot's Association (AOPA) Airport<br />

Directory for small fields with telephone numbers <strong>and</strong> points<br />

of contacts, <strong>and</strong> airport heliport/hospital l<strong>and</strong>ing site<br />

directories.<br />

e. Communications <strong>and</strong> other SAR-related publications<br />

such as Joint Army <strong>Navy</strong> Allied Publications (JANAP), Allied<br />

Communications Publications (ACP), ICAO series, nautical <strong>and</strong><br />

air almanacs, nautical <strong>and</strong> tidal publications, Civil Aircraft<br />

Registry (microfiche), Lloyd's Register of Ships, manuals<br />

governing emergency procedures, <strong>and</strong> oceanographic atlases<br />

showing ocean currents, wind, <strong>and</strong> sea surface temperatures.<br />

134 <strong>Rescue</strong> Sub-Centers (RSCs)<br />

The SAR Coordinator establishes <strong>Rescue</strong> Sub-Centers (RSCs) when the<br />

RCC cannot exercise direct <strong>and</strong> effective control over SAR facilities in<br />

remote areas, or where local facilities can be directed only through<br />

local authorities. RSCs should have immediate voice or printed<br />

communications via direct l<strong>and</strong>line or radio link with the parent RCC,<br />

<strong>and</strong> rapid <strong>and</strong> reliable communications with flight-following <strong>and</strong> DF<br />

stations serving the RSC, adjacent RSCs, primary <strong>and</strong> secondary SAR<br />

facilities in the RSC operational area, <strong>and</strong> sources of meteorological<br />

information. RSC staffing is assigned by the parent RCC. RSCs do not<br />

always maintain a continuous watch. Regardless of the readiness state<br />

required, RSCs should have sufficient personnel to perform assigned<br />

duties. When activated, RSC personnel have the same responsibilities<br />

<strong>and</strong> authority as in an RCC. Since the RSC is responsible for SAR<br />

operations in only part of the area, RSC equipment is comparable to, but<br />

usually less extensive than, that of an RCC.<br />

135 Advanced SAR Staging Bases<br />

When SAR missions occur in remote areas, or where communications<br />

facilities are inadequate, advanced SAR Staging Bases are occasionally<br />

used. A SAR Coordinator may transport an SMC, <strong>and</strong> supporting staff, to<br />

an advanced base of operations. This base should have appropriate<br />

communications equipment, transient dining <strong>and</strong> housing facilities, SMC<br />

working spaces, <strong>and</strong> SRU refueling facilities. If <strong>and</strong> advanced base is<br />

foreseeable, RCCs <strong>and</strong> RSCs should maintain SMC kits. The kits may<br />

contain appropriate publications, charts of the RCC/RSC's area of<br />

operation, the <strong>National</strong> SAR <strong>Manual</strong> <strong>and</strong> area SAR plan, telephone
