Ephemeris Data: Information from which the location of a COSPAS-SARSAT<br />

satellite relative to the earth may be determined for any time within a<br />

specified time interval.<br />

Extended Communications <strong>Search</strong> (EXCOM): Comprehensive communications<br />

search to find information or clues about the location of missing<br />

persons. Normally conducted after a PRECOM has yielded no results, or<br />

when the mission is upgraded to the Alert phase.<br />

False Alarm: Term used in various ways to indicate lack of alarm<br />

reliability which includes hoaxes, inadvertent alarms <strong>and</strong> those unknown<br />

number of unresolved alarms that are not related to a distress incident.<br />

False Alert: Term used in various ways to indicate lack of alert<br />

reliability which includes non-beacon alerts <strong>and</strong> those unknown number of<br />

unresolved alerts that did not result from a beacon signal (unresolved<br />

alerts may include some unknown beacon signals).<br />

Fetch: The distance the waves are driven by a wind blowing in a constant<br />

direction, without obstruction.<br />

First Alert: First signal detection notification with "A" <strong>and</strong> "B"<br />

solutions.<br />

First RCC: RCC affiliated with the shore station that first acknowledges<br />

a distress alert, <strong>and</strong> which should assume responsibility for all<br />

subsequent SAR coordination unless <strong>and</strong> until responsibility is accepted<br />

by another RCC better able to take action.<br />

Fix: A geographical position determined by visual reference to the<br />

surface, referencing to one or more radio navigation aids, celestial<br />

plotting, or other navigation device.<br />

Fleet Area Control <strong>and</strong> Surveillance Facility (FACSFAC): <strong>US</strong>N computerized<br />

radar tracking facilities located along CON<strong>US</strong> coastlines <strong>and</strong> Hawaii.<br />

Recores primary <strong>and</strong> secondary data from coastline out to sea. Recorded<br />

data is retained for 15 days.<br />

Flight Information Region (FIR): An airspace of defined dimensions<br />

within which flight information service <strong>and</strong> alerting service are<br />

provided.<br />

Flight Information Service (FIS): A service provided for the purpose of<br />

giving advice <strong>and</strong> information useful for the safe <strong>and</strong> efficient conduct<br />

of flights.<br />

Flight Service Station (FSS): An air traffic facility that provides en<br />

route communications <strong>and</strong> VFR SAR services, assists lost aircraft <strong>and</strong><br />

aircraft in emergency situations, <strong>and</strong> originates Notices to Airmen.<br />

Forward-Looking Airborne Radar (FLAR): Any aircraft-mounted radar
