immigration authorities <strong>and</strong> customs authorities should also be<br />

notified. Unless the military comm<strong>and</strong>er or Department of<br />

State objects, the RCC will permit the entry, assign search<br />

areas, <strong>and</strong> specify any other conditions under which the<br />

operation is to be conducted. If the military comm<strong>and</strong>er or<br />

the Department of State does object, the RCC will deny the<br />

entry <strong>and</strong> advise the nation that any appeal should be made<br />

through diplomatic channels. (Annex 12 to the Convention on<br />

International Civil Aviation, <strong>and</strong> the International Convention<br />

on Maritime <strong>Search</strong> <strong>and</strong> <strong>Rescue</strong>--1979)<br />

2. When a request or notification from a foreign source indicates<br />

need for expedited entry to United States territory, including<br />

the territorial sea, the RCC should immediately acknowledge<br />

receipt, may specify conditions under which the SAR mission<br />

may be performed, <strong>and</strong> should proceed as follows:<br />

a. When the position of a casualty is fairly well known,<br />

RCC may request or permit foreign units to proceed to the<br />

vicinity of the casualty to rescue personnel, <strong>and</strong> to search<br />

the immediate vicinity to locate the casualty or survivors.<br />

The RCC immediately notifies the military comm<strong>and</strong>er<br />

responsible for defense of the area <strong>and</strong> the Department of<br />

State. Where overflight of United States l<strong>and</strong> areas is<br />

involved, the immigration <strong>and</strong> customs authorities are also<br />

notified.<br />

b. When the position of a casualty is not fairly well<br />

known, an RCC may request or permit nearby foreign units to<br />

assist in an extended search for a missing or overdue unit or<br />

persons, within areas under its direction <strong>and</strong> control. Before<br />

assigning search areas to these units, the RCC must obtain the<br />

approval of the military<br />
