pararescue teams can place medically trained personnel at the distress<br />

scene with a minimum of delay. These teams, qualified for jumping into<br />

both open ocean <strong>and</strong> inl<strong>and</strong> environment, may be requested through the<br />

AFRCC.<br />

716 Optimum <strong>Rescue</strong> Plan<br />

A rescue plan may not be necessary for many SAR missions. However,<br />

when one is needed, the SMC, in developing an optimum rescue plan,<br />

should weigh the above considerations <strong>and</strong> also the type of casualty or<br />

incident, the urgency <strong>and</strong> magnitude of the situation, the results of an<br />

aerial survey, <strong>and</strong> the available access routes to the scene <strong>and</strong> most<br />

suitable RU for each route. The route chosen should take the least en<br />

route time while providing adequate safety <strong>and</strong> navigational references<br />

for the RU. The SMC determines RU availability, selects specific RUs<br />

for various tasks, <strong>and</strong> specifies a rescue method for the circumstances,<br />

subject to RU comm<strong>and</strong>er approval. Possible need for aerial delivery of<br />

supplies <strong>and</strong> other supporting equipment or technical advice to SRUs<br />

should be considered. RU efforts are coordinated in rescue missions as<br />

they are in search operations.<br />

717 Attainable <strong>Rescue</strong> Plan<br />

Having developed an optimum rescue plan, the SMC should then<br />

coordinate with parent agencies having suitable RUs for executing the<br />

plan. If the original conditions of the plan change (e.g., if the<br />

selected RU is not available), the SMC alters the optimum rescue plan to<br />

meet changing conditions. The SMC then informs all participating<br />

agencies of the final plan. <strong>Vol</strong>. II, Chapter 5, provides a sample<br />

rescue action plan message.<br />

720 DELIVERY PLANNING<br />

The final step in the planning sequence involves the safe transport<br />

<strong>and</strong> delivery of all survivors <strong>and</strong>, where possible, their property. The<br />

SMC should select a safe delivery point, such as a hospital, airport, or<br />

safe mooring, <strong>and</strong> a means of transport.<br />
