<strong>and</strong> the International Civil Aviation Organization (ICAO) SAR<br />

Conventions, the United States establishes RCCs for coordinating<br />

responses to both aeronautical <strong>and</strong> maritime incidents. Where possible,<br />

aeronautical <strong>and</strong> maritime SRRs are geographically identical; however,<br />

since SRR boundaries are negotiated with neighboring countries, some<br />

SRRs may not geographically coincide. SAR area <strong>and</strong> regional boundaries<br />

are used for general planning, <strong>and</strong> for designation of primary<br />

responsibility for the coordination of SAR services. SRRs should not be<br />

barriers to effective SAR action. Figure 1-2 depicts SAR area<br />

organization.<br />

121 Geographic Divisions<br />

A. The <strong>National</strong> SAR Plan establishes three primary geographic<br />

divisions of responsibility for United States SAR, each with its own SAR<br />

Coordinator. Unlike establishment of SRRs, geographic divisions<br />

provided under the <strong>National</strong> SAR Plan are not intended to assign primary<br />

responsibility for SAR to the U.S. in international waters or airspace.<br />

However, areas given in the Plan are intended to show which U.S. agency<br />

will normally have the lead in coordinating U.S. involvement in a SAR<br />

case, regardless of where in the world that case occurs.<br />

1. Maritime SAR. The Comm<strong>and</strong>ant, U.S. Coast Guard, has divided<br />

the Maritime SAR Area into two sections, the Atlantic Maritime<br />

Area <strong>and</strong> the Pacific Maritime Area. The Comm<strong>and</strong>er, Atlantic<br />

Area, U.S. Coast Guard, is the Atlantic Area SAR Coordinator,<br />

<strong>and</strong> the Comm<strong>and</strong>er, Pacific Area, U.S. Coast Guard, is the<br />

Pacific Area SAR Coordinator. Each maritime area is made up<br />

of multiple SRRs.<br />
