(3) Operating under an IFR-ATC clearance.<br />

(4) Operating because VFR flight around or above the<br />

area is impracticable due to weather, terrain, or other<br />

considerations, with prior notice given to the ATC<br />

facility specified in the Notice to Airmen (NOTAM), <strong>and</strong><br />

provided that en route operation through the area does<br />

not hamper or endanger relief activities.<br />

(5) Carrying accredited news representatives, or<br />

persons on official business concerning the incident.<br />

Prior to entering the area the operator must file with<br />

the ATC facility a flight plan including identification<br />

of aircraft, communications frequencies, times of entry<br />

<strong>and</strong> exit, <strong>and</strong> name of news media or purpose of flight.<br />

b. When a temporary flight restriction area is<br />

designated, ARTCC issues a NOTAM <strong>and</strong> specifies the Flight<br />

Service Station (FSS) nearest the disaster for air traffic<br />

coordination. If the disaster scene is large, the ARTCC will<br />

usually assign ATC coordination to the FSS nearest the RCC or<br />

disaster control operations base. The assigned FSS<br />

coordinates between the SMC <strong>and</strong> all affected aircraft.<br />

c. For a flight restriction area containing numerous<br />

operating SAR aircraft, the SMC should prohibit news media<br />

aircraft from the same altitudes as SAR aircraft. If SAR<br />

aircraft traffic increases, <strong>and</strong> the SMC has previously<br />

permitted entry by news media aircraft, the OSC should rescind<br />

this authorization if their presence creates a hazard. News<br />

media aircraft should be instructed to contact the OSC prior<br />

to entry, <strong>and</strong> to remain outside the area if unable to<br />

establish communications.<br />

2. SAR Operations Warning Areas can be reserved in either<br />

domestic airspace or international airspace, <strong>and</strong> are usually<br />

in uncontrolled airspace. Restraint on aircraft entering the<br />

area is voluntary. ARTCC will not routinely issue a NOTAM for<br />

this type of reservation. However, the SMC may want to<br />

consider requesting a<br />
