I. Eligibility of Blind and Other Physically Impaired Persons for Loan of <strong>Library</strong> Material<br />

A. The following persons are eligible for<br />

service:<br />

1. Blind persons whose visual acuity,<br />

as determined by a competent<br />

authority, is 20/200 or less in the<br />

better eye with correcting lenses, or<br />

whose widest diameter of visual<br />

field subtends an angular distance<br />

no greater than 20 degrees.<br />

2. Other physically impaired persons<br />

as follows:<br />

(a) Persons whose visual disability,<br />

with correction and regardless of<br />

optical measurement, is certified by<br />

competent authority as preventing<br />

the reading of standard print<br />

material.<br />

(b) Persons certified by competent<br />

authority as unable to read or use<br />

standard printed material as a result<br />

of physical limitations.<br />

(c) Persons certified by competent<br />

authority as having a reading<br />

disability resulting from organic<br />

dysfunction and of sufficient<br />

severity to prevent their reading<br />

printed material in a normal manner.<br />

II. Lending of Material and Classes of Borrowers<br />

B. In cases of blindness, visual impairment,<br />

or physical impairment, “competent<br />

authority” is defined to include doctors<br />

of medicine, doctors of osteopathy,<br />

optometrists, ophthalmologists,<br />

registered nurses, therapists, and<br />

professional staff of hospitals,<br />

institutions, and public or welfare<br />

agencies (e.g. social workers, counselors,<br />

rehabilitation teachers, and<br />

superintendents). In the absence of any of<br />

these, certification may be made by<br />

professional librarians or by any person<br />

whose competence under specific<br />

circumstances is acceptable to the<br />

<strong>Library</strong> of Congress.<br />

C. In the case of reading disability from<br />

organic dysfunction, competent authority<br />

is defined as doctors of medicine and<br />

doctors of osteopathy who may consult<br />

with colleagues on associated disciplines.<br />

D. Eligible readers must be residents of the<br />

United <strong>State</strong>s, including the several<br />

states, territories, insular possessions, and<br />

District of Columbia, or American<br />

citizens domiciled abroad.<br />

A. Veterans: In the lending of books, recordings, playback equipment, musical scores,<br />

instructional texts, and other specialized materials, preference shall be given at all times to<br />

the needs of blind and physically impaired persons who have been honorably discharged<br />

from the armed forces of the United <strong>State</strong>s.<br />

B. Institutions: The reading materials and playback equipment for the use of blind and<br />

physically impaired persons may be loaned to individuals who qualify, to institutions such<br />

as nursing homes and hospitals, and to schools for the blind or physically impaired for the<br />

use of such persons only. The reading material and playback equipment may also be used<br />

in public and private schools where impaired students are enrolled; however, the students<br />

must be certified as eligible on an individual basis and must be the direct and only<br />

recipients of the material and equipment.


III. BARD (Braille and Audio Reading Download)<br />

National <strong>Library</strong> <strong>Service</strong> (NLS) offers patrons digital books and magazines through<br />

Internet download. A patron who wishes to participate in BARD must:<br />

1. Be an active patron,<br />

2. Have a digital talking book player,<br />

3. Have a computer with high-speed Internet service such as DSL or cable,<br />

4. Have an e-mail address<br />

IV. Radio Reading <strong>Service</strong><br />

A radio reading service is available for citizens in <strong>North</strong> <strong>Dakota</strong> who have a print impairment.<br />

Broadcasts are received with a closed circuit radio that is available on loan without charge by<br />

the <strong>North</strong> <strong>Dakota</strong> <strong>State</strong> <strong>Library</strong>. DRIS provides access to both local and national newspapers<br />

and magazines. If you are interested in the radio reading service, please check “Yes” in the<br />

radio reading service area on page 1.<br />

Western <strong>North</strong> <strong>Dakota</strong><br />

<strong>Dakota</strong> Radio Information <strong>Service</strong> (DRIS) provides access to both local and national<br />

newspapers and magazines. The local newspapers that are read from 2:00 p.m. – 5:00 p.m.,<br />

Monday through Friday, are Bismarck Tribune, Jamestown Sun, Valley City Times Record,<br />

Minot Daily News, Dickinson Press, and Williston Daily News. From 6:00 p.m. – 9:00 p.m.,<br />

Monday through Friday, the local newspapers are rebroadcast. Grocery ads from Bismarck,<br />

Mandan, Jamestown, Minot, and Dickinson are read each Wednesday from 12:30 p.m. – 2:00<br />

p.m. Every Monday from 1:30 p.m. – 2:00 p.m., the obituaries from the weekend papers are<br />

read.<br />

National newspapers and magazines are broadcast from the Minnesota Radio <strong>Talking</strong> <strong>Book</strong><br />

Program (RTB) during the times the local programs are not on the air.<br />

Eastern <strong>North</strong> <strong>Dakota</strong><br />

In eastern <strong>North</strong> <strong>Dakota</strong>, patrons will receive all programming from the Minnesota Radio<br />

<strong>Talking</strong> <strong>Book</strong> Program (RTB). The RTB program broadcasts many current local and national<br />

newspapers and magazines each day, as well as bestsellers. RTB network does not edit or<br />

censor any of these publications, so you will hear all material in its original form. Some of the<br />

newspapers and magazines broadcast include the Minneapolis Star-Tribune, Saint Paul Pioneer<br />

Press, New York Times, Christian Science Monitor, Wall Street Journal, The New Yorker, and<br />

National Enquirer. RTB broadcasts 24 hours a day.

material is that BARD is available 24 hours a day, 7 days a week. Along with<br />
