1994, 194). In this c<strong>on</strong>text, municipalities as local adm<strong>in</strong>istrative <strong>of</strong>fices are def<strong>in</strong>ed as<br />

<strong>the</strong> authorized and resp<strong>on</strong>sible units with duties <strong>on</strong> almost every subject <strong>in</strong> urban land.<br />

Ano<strong>the</strong>r change after 1980’s is <strong>the</strong> Law about <strong>the</strong> Adm<strong>in</strong>istrati<strong>on</strong> <strong>of</strong> Greater City<br />

Municipalities no.3030 which came <strong>in</strong>to effect <strong>in</strong> 1984. This law <strong>in</strong>volves <strong>the</strong> cities with<br />

more than <strong>on</strong>e county with<strong>in</strong> <strong>the</strong>ir boundaries. Applicati<strong>on</strong> regulati<strong>on</strong> <strong>of</strong> <strong>the</strong> law also<br />

came <strong>in</strong>to effect <strong>in</strong> <strong>the</strong> same year and with<strong>in</strong> <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> this regulati<strong>on</strong>; authorities<br />

<strong>of</strong> plann<strong>in</strong>g, approv<strong>in</strong>g and applicati<strong>on</strong> <strong>of</strong> Development Plans formati<strong>on</strong> <strong>of</strong> pr<strong>in</strong>ciple<br />

decisi<strong>on</strong>s; authority <strong>of</strong> study<strong>in</strong>g and approv<strong>in</strong>g <strong>the</strong> county implementati<strong>on</strong> practices<br />

(article 9); authority <strong>of</strong> c<strong>on</strong>trol and supervisi<strong>on</strong> about implementati<strong>on</strong> (article 10);<br />

excepti<strong>on</strong>al <strong>in</strong>stituti<strong>on</strong>s and organizati<strong>on</strong>s about implementati<strong>on</strong> (article 11); free real<br />

property transfer <strong>in</strong> implementati<strong>on</strong> applicati<strong>on</strong>s (article 12); transportati<strong>on</strong> and traffic;<br />

roads, squares (article 13); bus stati<strong>on</strong>s and multi-storey car park<strong>in</strong>g build<strong>in</strong>gs (article<br />

14) are listed am<strong>on</strong>g <strong>the</strong> duties and authorities arranged with<strong>in</strong> <strong>the</strong> c<strong>on</strong>cept <strong>of</strong> this<br />

regulati<strong>on</strong>.<br />

With <strong>the</strong>se changes, transfer <strong>process</strong> <strong>of</strong> all authorities <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Public<br />

Works and Settlement <strong>on</strong> urban land except <strong>the</strong> part which is <strong>in</strong>cluded <strong>in</strong> law no.2634,<br />

is completed. In accordance with <strong>the</strong> article 4 <strong>of</strong> law no.3194, Act <strong>of</strong> Tourism Support<br />

no.2634 which became valid <strong>in</strong> 1982 is an “excepti<strong>on</strong>”. With law no.2634, all <strong>the</strong><br />

authority <strong>of</strong> determ<strong>in</strong>ati<strong>on</strong>, plann<strong>in</strong>g, approv<strong>in</strong>g, c<strong>on</strong>trol <strong>process</strong>es at <strong>the</strong> determ<strong>in</strong>ed<br />

areas <strong>of</strong> Tourism Regi<strong>on</strong>s, Tourism Areas, Tourism Centers and Enterprises is given to<br />

<strong>the</strong> Council <strong>of</strong> M<strong>in</strong>istries. In accordance with article 7 <strong>of</strong> law no.2634 <strong>the</strong> unit which<br />

should meet <strong>the</strong> plann<strong>in</strong>g demand <strong>of</strong> Council <strong>of</strong> M<strong>in</strong>istry is determ<strong>in</strong>ed as <strong>the</strong> M<strong>in</strong>istry<br />

<strong>of</strong> Public Works and Settlement.<br />

Both <strong>of</strong> <strong>the</strong>se two local adm<strong>in</strong>istrati<strong>on</strong>s are charged by <strong>the</strong> selected council<br />

municipality and mayor to take decisi<strong>on</strong>s about <strong>the</strong> applicati<strong>on</strong>. Transfer <strong>of</strong> central<br />

authority which comes to <strong>the</strong> agenda <strong>in</strong> 1980’s also brought some problems <strong>in</strong> 20 years.<br />

The basic defects <strong>of</strong> <strong>the</strong> legal arrangement <strong>in</strong> validity are: disformati<strong>on</strong> <strong>of</strong> <strong>the</strong> c<strong>on</strong>trol<br />

mechanisms <strong>of</strong> <strong>the</strong>se authorities after <strong>the</strong> transfer <strong>of</strong> plann<strong>in</strong>g authorities, and similarly<br />

unopen<strong>in</strong>g <strong>of</strong> plann<strong>in</strong>g and applicati<strong>on</strong> <strong>process</strong>es to <strong>the</strong> participant <strong>process</strong>es.<br />

In 1990’s traces <strong>of</strong> policies <strong>of</strong> “privatizati<strong>on</strong> <strong>of</strong> public service” and “shr<strong>in</strong>k<strong>in</strong>g <strong>of</strong><br />

<strong>the</strong> state” can be seen <strong>in</strong> local adm<strong>in</strong>istrati<strong>on</strong>s, too. Municipalities’ applicat<strong>in</strong>g to<br />

<strong>in</strong>ternati<strong>on</strong>al credit <strong>in</strong> order to be able to meet <strong>the</strong> public services and privatizati<strong>on</strong> <strong>of</strong><br />
