Duty <strong>of</strong> mak<strong>in</strong>g hous<strong>in</strong>g policies <strong>in</strong> Turkey and <strong>the</strong>ir applicati<strong>on</strong> was given to<br />
<strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Rec<strong>on</strong>structi<strong>on</strong> and Settlement <strong>in</strong> 1958. With<strong>in</strong> <strong>the</strong> c<strong>on</strong>tent <strong>of</strong> this law,<br />
<strong>the</strong> duty <strong>of</strong> Directorate <strong>of</strong> Hous<strong>in</strong>g c<strong>on</strong>nected to <strong>the</strong> m<strong>in</strong>istry was determ<strong>in</strong>ed as tak<strong>in</strong>g<br />
precauti<strong>on</strong>s <strong>in</strong> mak<strong>in</strong>g homeless people to own a house and shelter <strong>the</strong>m with<br />
appropriate rents (Kele , 1990, 291). However, <strong>the</strong>se duties <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Public Works<br />
and Settlement which was formed with <strong>the</strong> uni<strong>on</strong> <strong>of</strong> M<strong>in</strong>istry <strong>of</strong> Public Works and<br />

M<strong>in</strong>istry <strong>of</strong> Rec<strong>on</strong>structi<strong>on</strong> an Settlement, were cancelled.<br />
M<strong>in</strong>istry realizes its duties about subjects such as c<strong>on</strong>structi<strong>on</strong>, house, plann<strong>in</strong>g<br />
and disaster with three sub-units that are <strong>in</strong> relati<strong>on</strong> with <strong>the</strong> central organizati<strong>on</strong>s.<br />
On <strong>the</strong> web page <strong>of</strong> <strong>the</strong> m<strong>in</strong>istry it is stated that “build<strong>in</strong>g houses accord<strong>in</strong>g to hous<strong>in</strong>g<br />
policy pr<strong>in</strong>ciples” is also am<strong>on</strong>g <strong>the</strong> duties <strong>of</strong> m<strong>in</strong>istry. However, <strong>the</strong>re is no data about<br />
<strong>the</strong>se practices. The missi<strong>on</strong> <strong>of</strong> <strong>the</strong> m<strong>in</strong>istry is stated as: “prepar<strong>in</strong>g all <strong>the</strong> regulati<strong>on</strong>s,<br />
technical documentary and standard with<strong>in</strong> <strong>the</strong> c<strong>on</strong>tent <strong>of</strong> architecture, eng<strong>in</strong>eer<strong>in</strong>g and<br />

Governmental Decree About <strong>the</strong> Duties <strong>of</strong> <strong>the</strong> M<strong>in</strong>istry <strong>of</strong> Public Works and Settlements this duty is<br />
cancelled, also.<br />
46 Start<strong>in</strong>g with 2004 General Directorate <strong>of</strong> Highways and General Directorate <strong>of</strong> Title and Cadastre<strong>in</strong>g<br />
