Mass Hous<strong>in</strong>g Law no 2487 choice policies directed at <strong>the</strong> low-<strong>in</strong>come groups<br />
<strong>in</strong> order to decrease hous<strong>in</strong>g shortage as well as to revive market mechanism. With law<br />
no 2985, <strong>on</strong> <strong>the</strong> o<strong>the</strong>r hand priority was given to market mechanisms as can be<br />
understood from its giv<strong>in</strong>g importance to <strong>in</strong>dividual credit system. Likewise Hous<strong>in</strong>g<br />
Development Adm<strong>in</strong>istrati<strong>on</strong> declares that from its foundati<strong>on</strong> to <strong>the</strong> year 2004 that it<br />
provided f<strong>in</strong>ancial support for about 1.1 milli<strong>on</strong> (1.070.507) houses and that it<br />
completed <strong>the</strong> c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> 43.145 houses <strong>on</strong> its own land plots. 21.859 <strong>of</strong> <strong>the</strong>se<br />
credited houses were realized with<strong>in</strong> <strong>the</strong> projects <strong>of</strong> Municipalities, 944.446 <strong>of</strong> <strong>the</strong>m<br />
with<strong>in</strong> <strong>the</strong> cooperative applicati<strong>on</strong>s, 10.987 with<strong>in</strong> <strong>the</strong> credit for “martyr” ( ehit)<br />
families, and 93.215 with<strong>in</strong> <strong>the</strong> <strong>in</strong>dividual hous<strong>in</strong>g credits 41 .<br />
Accord<strong>in</strong>g to <strong>in</strong>formati<strong>on</strong> reached after a field survey d<strong>on</strong>e <strong>in</strong> 1992, <strong>the</strong> ratio <strong>of</strong><br />
<strong>the</strong> groups unaware <strong>of</strong> Hous<strong>in</strong>g Development Adm<strong>in</strong>istrati<strong>on</strong> varies between 65% and<br />
81% <strong>in</strong> gecek<strong>on</strong>du areas <strong>in</strong> <strong>the</strong> cities <strong>of</strong> Ankara, zmir, stanbul and Gaziantep. 42 In this<br />
research, it is expressed that it is very surpris<strong>in</strong>g to see that a foundati<strong>on</strong> aim<strong>in</strong>g to solve<br />
<strong>the</strong> hous<strong>in</strong>g problems <strong>of</strong> low-<strong>in</strong>come groups is not known by <strong>the</strong> target groups. This<br />
study emphasizes <strong>on</strong> <strong>the</strong> important effects <strong>of</strong> <strong>the</strong> dem<strong>on</strong>strati<strong>on</strong> opportunities not used<br />
efficiently by <strong>the</strong> foundati<strong>on</strong> ( enyapılı; 1995; 37-38). This also <strong>in</strong>dicates that <strong>the</strong>se<br />
groups did not benefit from <strong>the</strong>se credits which are used with<strong>in</strong> at least four prov<strong>in</strong>ces.<br />
It can be seen that credits were mostly used <strong>in</strong> sec<strong>on</strong>dary hous<strong>in</strong>g areas (Kele ;<br />
1991) and most <strong>of</strong> <strong>the</strong> houses c<strong>on</strong>structed by Hous<strong>in</strong>g Development Adm<strong>in</strong>istrati<strong>on</strong> did<br />
not target low and mid-<strong>in</strong>come groups (see WEB-8). The fact that <strong>the</strong> foundati<strong>on</strong> is<br />
<strong>in</strong>sufficient <strong>in</strong> meet<strong>in</strong>g <strong>the</strong> hous<strong>in</strong>g needs <strong>of</strong> low-and mid <strong>in</strong>come groups takes place<br />
with<strong>in</strong> <strong>the</strong> records <strong>of</strong> <strong>the</strong> foundati<strong>on</strong> itself as well as <strong>in</strong> academic groups. 43 In this<br />
c<strong>on</strong>text, it is very <strong>in</strong>def<strong>in</strong>ite if mass hous<strong>in</strong>g project went bey<strong>on</strong>d reviv<strong>in</strong>g <strong>the</strong> hous<strong>in</strong>g<br />
and c<strong>on</strong>structi<strong>on</strong> sector.<br />
Values <strong>in</strong> <strong>the</strong> Table: 3.1. are significant for understand<strong>in</strong>g <strong>the</strong> efficiency level <strong>of</strong><br />
<strong>the</strong> projects developed by Hous<strong>in</strong>g Development Adm<strong>in</strong>istrati<strong>on</strong> for meet<strong>in</strong>g <strong>the</strong><br />
hous<strong>in</strong>g needs <strong>in</strong> Turkey. As can be seen <strong>in</strong> this table, hous<strong>in</strong>g need <strong>in</strong> <strong>the</strong> year 1994 is<br />
