Evaluati<strong>on</strong>s <strong>of</strong> <strong>the</strong>se arguments <strong>in</strong> urban plann<strong>in</strong>g discipl<strong>in</strong>e can be exam<strong>in</strong>ed<br />

under below menti<strong>on</strong>ed topics:<br />

Plann<strong>in</strong>g discipl<strong>in</strong>e, accord<strong>in</strong>g to its nature was always def<strong>in</strong>ed as a functi<strong>on</strong> <strong>of</strong><br />

<strong>the</strong> state as be<strong>in</strong>g a “public activity”, a type <strong>of</strong> acti<strong>on</strong> oriented toward obta<strong>in</strong><strong>in</strong>g public<br />

<strong>the</strong> discipl<strong>in</strong>e. C<strong>on</strong>sidered <strong>in</strong> this frame, a political organizati<strong>on</strong> deal<strong>in</strong>g with <strong>the</strong><br />

equality limited by pers<strong>on</strong>al rights and liberties will aim <strong>the</strong> maximizati<strong>on</strong> <strong>of</strong> pers<strong>on</strong>al<br />

<strong>in</strong>terest. Urban plann<strong>in</strong>g with this type <strong>of</strong> aim will take its place <strong>on</strong> <strong>the</strong> agenda as a<br />

mechanism functi<strong>on</strong><strong>in</strong>g as a tool <strong>in</strong> <strong>the</strong> maximizati<strong>on</strong> <strong>of</strong> benefits, happ<strong>in</strong>esses and<br />

liberties <strong>of</strong> people. Especially urban land, stay<strong>in</strong>g with<strong>in</strong> <strong>the</strong> private ownership rights<br />

will turn <strong>in</strong>to a practice area maximiz<strong>in</strong>g <strong>the</strong> pers<strong>on</strong>al pr<strong>of</strong>its caus<strong>in</strong>g serious problems<br />

<strong>in</strong> <strong>the</strong> applicati<strong>on</strong> <strong>of</strong> develop<strong>in</strong>g third stage rights. Whereas a liberal approach and social<br />

state practices bas<strong>in</strong>g <strong>on</strong> equalities <strong>in</strong> cultural and ec<strong>on</strong>omic fields will have <strong>the</strong><br />

possibility to f<strong>in</strong>d a practice area m<strong>in</strong>imiz<strong>in</strong>g <strong>the</strong> limitati<strong>on</strong>s <strong>of</strong> ownership rights and<br />

social <strong>in</strong>equalities. Certa<strong>in</strong>ly, what <strong>the</strong> limits <strong>of</strong> political liberalism and ec<strong>on</strong>omic<br />

liberalism are, how <strong>the</strong> equalities and liberties are def<strong>in</strong>ed <strong>in</strong> this state organizati<strong>on</strong> will<br />

ga<strong>in</strong> openness with <strong>the</strong> laws and <strong>in</strong>terventi<strong>on</strong>s oriented toward ec<strong>on</strong>omic field <strong>in</strong><br />

parallel with <strong>the</strong>se laws.<br />

30 First years when beautiful city practices were first seen <strong>in</strong> England and <strong>in</strong> America are also <strong>the</strong> years<br />

when plann<strong>in</strong>g was formed as a scientific discipl<strong>in</strong>e. In this c<strong>on</strong>text, it is known that <strong>in</strong>terventi<strong>on</strong>s to<br />

urban area were types <strong>of</strong> <strong>in</strong>terventi<strong>on</strong>s aim<strong>in</strong>g to improve <strong>the</strong> urban opportunities <strong>of</strong> different parts <strong>of</strong> <strong>the</strong><br />

city and <strong>the</strong> <strong>in</strong>terventi<strong>on</strong>s aimed to realize <strong>the</strong>se improvements by <strong>the</strong> “state” <strong>in</strong> o<strong>the</strong>r words by “public<br />

power”. Today, <strong>on</strong> <strong>the</strong> c<strong>on</strong>trary, although plann<strong>in</strong>g discipl<strong>in</strong>e argues <strong>on</strong> many topics as a scientific<br />

facility, it can <strong>on</strong>ly realize its spatial <strong>in</strong>terventi<strong>on</strong>s with<strong>in</strong> <strong>the</strong> frame determ<strong>in</strong>ed by “<strong>the</strong> state” or “public<br />

power”. It can <strong>on</strong>ly ga<strong>in</strong> legality with <strong>the</strong> power whose applicati<strong>on</strong> tools and arrangements <strong>of</strong> its<br />

pr<strong>in</strong>ciples stay out <strong>of</strong> <strong>the</strong> scientific field. In this c<strong>on</strong>text, it is possible to c<strong>on</strong>clude that <strong>the</strong> state and<br />

organizati<strong>on</strong> mechanisms are limited with <strong>the</strong> c<strong>on</strong>cepts <strong>of</strong> liberty, equality, <strong>justice</strong>. However it is also<br />

important that related scientific fields put ideas about this subject for <strong>the</strong> transformati<strong>on</strong> <strong>of</strong> this field.<br />
