2.2.4. Justice as a Cultural Value <strong>in</strong> <strong>the</strong> Post-Structuralist Approach<br />

In c<strong>on</strong>trast to distributi<strong>on</strong>al <strong>justice</strong>, Young focuses <strong>on</strong> cultural <strong>justice</strong> ra<strong>the</strong>r than<br />

ec<strong>on</strong>omic c<strong>on</strong>siderati<strong>on</strong>s. Young suggests <strong>the</strong> handl<strong>in</strong>g <strong>of</strong> <strong>justice</strong> with respect to <strong>the</strong><br />

<strong>process</strong> <strong>of</strong> distributi<strong>on</strong> <strong>in</strong> itself ra<strong>the</strong>r than distributi<strong>on</strong>al values. These two problems she<br />

def<strong>in</strong>ed express <strong>the</strong> <strong>in</strong>sufficiency <strong>of</strong> <strong>the</strong>se paradigms. “..first, it tends to focus <strong>on</strong><br />

th<strong>in</strong>k<strong>in</strong>g about social <strong>justice</strong> <strong>on</strong> <strong>the</strong> allocati<strong>on</strong> <strong>of</strong> social positi<strong>on</strong>s, especially jobs. This<br />

focus tends to ignore <strong>the</strong> social structure and <strong>in</strong>stituti<strong>on</strong>al c<strong>on</strong>text that <strong>of</strong>ten help<br />

determ<strong>in</strong>e distributive patterns. Of particular importance to <strong>the</strong> analyses that follow are<br />

issues <strong>of</strong> decisi<strong>on</strong>-mak<strong>in</strong>g power and procedures, divisi<strong>on</strong> <strong>of</strong> labor, and culture...”<br />

(Young;1990;15).<br />

For all <strong>the</strong>se problems, Young places dom<strong>in</strong>ati<strong>on</strong> and oppressi<strong>on</strong> c<strong>on</strong>cepts <strong>in</strong>to<br />

<strong>the</strong> center <strong>of</strong> her own <strong>justice</strong> c<strong>on</strong>cept. In Young’s <strong>justice</strong> c<strong>on</strong>cept, <strong>in</strong>stituti<strong>on</strong>s that do<br />

not <strong>in</strong>volve pressure but <strong>the</strong> producti<strong>on</strong> <strong>of</strong> group differences and respect for <strong>the</strong>m are<br />

found to be necessary, <strong>in</strong> place <strong>of</strong> a system that welds and thus elim<strong>in</strong>ates differences.<br />

In a <str<strong>on</strong>g>critical</str<strong>on</strong>g> <strong>the</strong>ory <strong>of</strong> social <strong>justice</strong>, she suggests tak<strong>in</strong>g <strong>in</strong>to c<strong>on</strong>siderati<strong>on</strong> relati<strong>on</strong>s and<br />

<strong>process</strong>es produced and reproduced <strong>in</strong> distributi<strong>on</strong>al relati<strong>on</strong>ships, emphasiz<strong>in</strong>g <strong>the</strong><br />

importance <strong>of</strong> <strong>the</strong> power relati<strong>on</strong>s, <strong>the</strong> <strong>process</strong> and culture <strong>in</strong> <strong>the</strong> decisi<strong>on</strong> mak<strong>in</strong>g<br />

<strong>process</strong>. Young also puts emphasis <strong>on</strong> <strong>the</strong> <strong>in</strong>sufficiency <strong>of</strong> distributi<strong>on</strong>al <strong>justice</strong><br />

pr<strong>in</strong>ciples, <strong>in</strong> an envir<strong>on</strong>ment where differences <strong>in</strong> urban space such as marg<strong>in</strong>alizati<strong>on</strong>,<br />

isolati<strong>on</strong> and polarizati<strong>on</strong> are made visible (Young, 1990, 47-53). Young deals with <strong>the</strong><br />

distributi<strong>on</strong> <strong>process</strong>es <strong>of</strong> determ<strong>in</strong>ati<strong>on</strong> and dom<strong>in</strong>ati<strong>on</strong> <strong>in</strong> <strong>the</strong> rec<strong>on</strong>structi<strong>on</strong> <strong>of</strong> social<br />

structure <strong>process</strong>es and relati<strong>on</strong>s <strong>in</strong> three different dimensi<strong>on</strong>s: 1) Centralized<br />

companies and bureaucratic pressure. 2) Decisi<strong>on</strong> mak<strong>in</strong>g mechanism <strong>in</strong> local<br />

government and <strong>the</strong> hidden face <strong>of</strong> this mechanism <strong>in</strong> <strong>the</strong> redistributi<strong>on</strong> 3) The isolati<strong>on</strong><br />

and dis<strong>in</strong>tegrati<strong>on</strong> <strong>process</strong> with<strong>in</strong> <strong>the</strong> urban area, between <strong>the</strong> cities and <strong>in</strong> <strong>the</strong> suburbs.<br />

When <strong>the</strong> questi<strong>on</strong> whe<strong>the</strong>r <strong>the</strong> <strong>justice</strong> issue will come to an end <strong>in</strong> urban areas<br />

where <strong>the</strong> most successful just distributi<strong>on</strong> is realized by means <strong>of</strong> distributi<strong>on</strong>al <strong>justice</strong><br />

is c<strong>on</strong>sidered from Young’s perspective <strong>the</strong> answer will be negative. Can a just society<br />

be really successful when <strong>the</strong> regulati<strong>on</strong> pr<strong>in</strong>ciples are dealt with <strong>on</strong>ly from ec<strong>on</strong>omic<br />

and/or legal aspects? The criticisms <strong>of</strong> cultural approaches are based <strong>on</strong> <strong>the</strong> most serious<br />

problems and restricti<strong>on</strong>s/limitati<strong>on</strong>s that distributi<strong>on</strong>al <strong>justice</strong> pr<strong>in</strong>ciples and political<br />
