1.4.1.2. Detailed Exam<strong>in</strong>ati<strong>on</strong>:<br />

In order to make a determ<strong>in</strong>ati<strong>on</strong> regard<strong>in</strong>g percepti<strong>on</strong> and def<strong>in</strong>iti<strong>on</strong> <strong>of</strong> <strong>justice</strong>, a<br />

sec<strong>on</strong>d stage study has become obligatory <strong>in</strong> additi<strong>on</strong> to general <str<strong>on</strong>g>evaluati<strong>on</strong></str<strong>on</strong>g> stage. In this<br />

sec<strong>on</strong>d stage, it is aimed to evaluate <strong>in</strong> detail <strong>the</strong> def<strong>in</strong>iti<strong>on</strong>s <strong>of</strong> actors through <strong>the</strong><br />

generalizati<strong>on</strong> obta<strong>in</strong>ed before. Dur<strong>in</strong>g <strong>the</strong> <strong>process</strong> form<strong>in</strong>g <strong>the</strong> sec<strong>on</strong>d stage <strong>of</strong> <strong>the</strong><br />

study, each court file related to plann<strong>in</strong>g <strong>process</strong> are exam<strong>in</strong>ed separately <strong>in</strong> detail<br />

accord<strong>in</strong>g to <strong>the</strong> follow<strong>in</strong>g topics; claims <strong>of</strong> parties <strong>on</strong> applicati<strong>on</strong> petiti<strong>on</strong>s, claims <strong>of</strong><br />

defense, expertise reports, decisi<strong>on</strong>s <strong>of</strong> <strong>the</strong> local court, amendment demands <strong>of</strong> appeal-<br />

4. Who are <strong>the</strong> most disadvantaged groups <strong>in</strong> <str<strong>on</strong>g>evaluati<strong>on</strong></str<strong>on</strong>g> <strong>of</strong> <strong>the</strong> expressi<strong>on</strong>s by <strong>the</strong> need<br />

orig<strong>in</strong>ated <strong>justice</strong> def<strong>in</strong>iti<strong>on</strong> <strong>in</strong> Rawslian perspective?<br />

files c<strong>on</strong>cerns directly with plann<strong>in</strong>g and urban space and detailed exam<strong>in</strong>ati<strong>on</strong>s <strong>of</strong> <strong>the</strong>se<br />

files has been realized. These exam<strong>in</strong>ed court files do not represent all <strong>of</strong> <strong>the</strong> acti<strong>on</strong>s<br />

proceeded <strong>in</strong> <strong>the</strong> related municipality and obta<strong>in</strong>ed data do not <strong>in</strong>clude <strong>on</strong>ly <strong>the</strong> acti<strong>on</strong>s<br />
