In Turkish practice, decisi<strong>on</strong>s taken about <strong>the</strong> physical space and pr<strong>in</strong>ciples <strong>in</strong><br />

plann<strong>in</strong>g discipl<strong>in</strong>e have <strong>the</strong> property about how <strong>the</strong> ownership rights will be used.<br />

Therefore, plann<strong>in</strong>g discipl<strong>in</strong>e and practice should orient toward <strong>the</strong> establishment <strong>of</strong> an<br />

<strong>in</strong>dividual and social balance <strong>of</strong> <strong>the</strong> benefit ga<strong>in</strong>ed by <strong>the</strong> usage <strong>of</strong> <strong>the</strong>se rights. In this<br />

sense, plan changes <strong>on</strong> plot scale maximizes <strong>the</strong> benefit <strong>of</strong> property owner but at <strong>the</strong><br />

same time causes <strong>in</strong>sufficiencies <strong>in</strong> physical space <strong>in</strong> o<strong>the</strong>r words causes <strong>the</strong> formati<strong>on</strong><br />

unhealthy liv<strong>in</strong>g envir<strong>on</strong>ment from <strong>the</strong> social perspective. In o<strong>the</strong>r words because<br />

maximizati<strong>on</strong> <strong>of</strong> an <strong>in</strong>dividual ownership right is not an arrangement d<strong>on</strong>e for a social<br />

purpose, it damages <strong>the</strong> right to live <strong>in</strong> a healthy and balanced envir<strong>on</strong>ment which is<br />

am<strong>on</strong>g <strong>the</strong> basic human rights. In this sense it is evident that <strong>the</strong> legal, adm<strong>in</strong>istrative<br />

frame determ<strong>in</strong><strong>in</strong>g <strong>the</strong> plann<strong>in</strong>g practice has serious problems. First field that should be<br />

c<strong>on</strong>sidered <strong>in</strong> <strong>the</strong> rearrangement <strong>of</strong> <strong>the</strong>se practices is putt<strong>in</strong>g <strong>the</strong> support<strong>in</strong>g rights which<br />

are am<strong>on</strong>g <strong>the</strong> third generati<strong>on</strong> rights <strong>in</strong>to agenda and acti<strong>on</strong>. Ano<strong>the</strong>r <strong>on</strong>e is tak<strong>in</strong>g new<br />

approach and <strong>in</strong>tegral c<strong>on</strong>siderati<strong>on</strong> <strong>on</strong> agenda <strong>in</strong> <strong>the</strong> practices <strong>of</strong> <strong>the</strong>se rights<br />

<strong>the</strong>oretically and practically. Integral c<strong>on</strong>siderati<strong>on</strong>s <strong>in</strong>dicate that plann<strong>in</strong>g should<br />

<strong>in</strong>volve develop<strong>in</strong>g support<strong>in</strong>g rights and spatial arrangements not <strong>on</strong>ly <strong>on</strong> physical<br />

space but also should c<strong>on</strong>sider <strong>the</strong> produced space socially, ec<strong>on</strong>omically, legally and<br />

adm<strong>in</strong>istratively as a whole system and put <strong>in</strong>to a new frame. Urban space does not<br />

develop <strong>on</strong>ly by physical plans and is not determ<strong>in</strong>ed accord<strong>in</strong>g to <strong>the</strong> plann<strong>in</strong>g<br />

discipl<strong>in</strong>e pr<strong>in</strong>ciples, <strong>on</strong>ly. Adm<strong>in</strong>istrative organizati<strong>on</strong>s, legal arrangements, ec<strong>on</strong>omic<br />

and social fields and <strong>the</strong>ir effects diagnostic <strong>on</strong> urban space are important also, as well<br />

as plann<strong>in</strong>g discipl<strong>in</strong>e. From this viewpo<strong>in</strong>t, it is necessary to take decisi<strong>on</strong>s about<br />

spatial plann<strong>in</strong>g <strong>in</strong> parallel with this <strong>in</strong>tegrity and follow an associated work. Plann<strong>in</strong>g<br />

discipl<strong>in</strong>e will have to occur with<strong>in</strong> <strong>the</strong> boundaries <strong>of</strong> legal <strong>in</strong>sufficiencies and with<strong>in</strong><br />

ano<strong>the</strong>r field <strong>of</strong> discipl<strong>in</strong>e, as l<strong>on</strong>g as it depends <strong>on</strong> <strong>the</strong> laws and applicati<strong>on</strong> <strong>of</strong> <strong>the</strong>se<br />

laws. With<strong>in</strong> <strong>the</strong> social structure <strong>of</strong> today, every urban and spatial <strong>in</strong>terventi<strong>on</strong> and<br />

decisi<strong>on</strong> reproduce values such as ownership, usage type, locati<strong>on</strong> and redistribute <strong>the</strong>m<br />

am<strong>on</strong>g different social groups. This <strong>process</strong> ga<strong>in</strong>s c<strong>on</strong>creteness <strong>in</strong> <strong>the</strong> cases <strong>of</strong> Olympiad<br />

Village, Özdilek and Committee <strong>of</strong> Protecti<strong>on</strong> with<strong>in</strong> <strong>the</strong> field <strong>of</strong> survey.<br />
