urban settlers by <strong>the</strong> urban physical space decisi<strong>on</strong>s and <strong>the</strong>ir spatial results. How <strong>the</strong><br />

opportunities and pr<strong>of</strong>its, advantages and disadvantages are distributed and shared<br />

am<strong>on</strong>g who are important po<strong>in</strong>ts from <strong>the</strong> viewpo<strong>in</strong>t <strong>of</strong> distributi<strong>on</strong> <strong>process</strong>. At this<br />

po<strong>in</strong>t from <strong>the</strong> viewpo<strong>in</strong>t <strong>of</strong> “just” distributi<strong>on</strong> pr<strong>in</strong>ciple; <strong>in</strong> <strong>the</strong> <str<strong>on</strong>g>evaluati<strong>on</strong></str<strong>on</strong>g>s about its<br />

spatial dimensi<strong>on</strong>s, c<strong>on</strong>sider<strong>in</strong>g it separate from social and ec<strong>on</strong>omic <strong>process</strong> causes<br />

formati<strong>on</strong> <strong>of</strong> problems <strong>in</strong> <strong>the</strong> practices <strong>of</strong> “just” distributi<strong>on</strong> pr<strong>in</strong>ciple and just <strong>process</strong>.<br />

At <strong>the</strong> survey fields, <strong>in</strong> Balçova and Narlıdere, it is seen that no plann<strong>in</strong>g is d<strong>on</strong>e bas<strong>in</strong>g<br />

<strong>on</strong> objective criteria which is <strong>on</strong>e <strong>of</strong> <strong>the</strong> plann<strong>in</strong>g discipl<strong>in</strong>e pr<strong>in</strong>ciples and <strong>the</strong> plann<strong>in</strong>g<br />

practices especially after 1980 are d<strong>on</strong>e as fragmented plans, bas<strong>in</strong>g sometimes <strong>on</strong> plot<br />

sometimes <strong>on</strong> block scale with plan alterati<strong>on</strong> decisi<strong>on</strong> and peacemeal plans. Therefore,<br />

it is possible to c<strong>on</strong>clude that <strong>the</strong> social costs and benefits are c<strong>on</strong>sidered as <strong>in</strong>dividual<br />

cost and benefits <strong>in</strong> <strong>the</strong> decisi<strong>on</strong>s and <strong>on</strong> <strong>the</strong> areas, that <strong>in</strong>dividual right especially<br />

property own<strong>in</strong>g right <strong>in</strong>creased, however social rights were disregarded. Inefficient<br />

facility areas at m<strong>in</strong>imum levels even detected at <strong>the</strong> exist<strong>in</strong>g structure <strong>on</strong> <strong>the</strong> same area<br />

show that equal distributi<strong>on</strong> which is accepted as a plann<strong>in</strong>g discipl<strong>in</strong>e pr<strong>in</strong>ciple is not<br />

reached. In this sense a great gap and differences come out between <strong>the</strong> plann<strong>in</strong>g<br />

discipl<strong>in</strong>e pr<strong>in</strong>ciples and plann<strong>in</strong>g practices. This differentiati<strong>on</strong> also represents <strong>the</strong><br />

differences between <strong>the</strong> def<strong>in</strong>iti<strong>on</strong> <strong>of</strong> “<strong>justice</strong>” and def<strong>in</strong>iti<strong>on</strong> <strong>of</strong> plann<strong>in</strong>g discipl<strong>in</strong>e<br />

field, by <strong>the</strong> actors play<strong>in</strong>g role <strong>in</strong> practical <strong>process</strong> (local adm<strong>in</strong>istrative, pla<strong>in</strong>tiffs,<br />

defendants, property owner, etc).<br />

Ano<strong>the</strong>r po<strong>in</strong>t that should be menti<strong>on</strong>ed is that social <strong>in</strong>tegrity is a homogenous<br />

<strong>in</strong>tegrity and that an equal distributi<strong>on</strong> can be made to this homogenous <strong>in</strong>tegrity.<br />

With<strong>in</strong> this legal frame, a just distributi<strong>on</strong> can be made to a homogenous social structure<br />

is <strong>on</strong>ly a mistake. A similar acceptance takes place am<strong>on</strong>g <strong>the</strong> discoursal acceptances <strong>in</strong><br />

plann<strong>in</strong>g discipl<strong>in</strong>e field and practices. This pre-acceptance sources from <strong>the</strong> fact that<br />

while developmental state policies before 1980 bases <strong>on</strong> <strong>in</strong>terventi<strong>on</strong>s d<strong>on</strong>e <strong>in</strong> order to<br />

<strong>in</strong>crease <strong>the</strong> equalities <strong>in</strong> urban space which is <strong>the</strong> organizati<strong>on</strong> area <strong>of</strong> <strong>the</strong>se policies, no<br />

new approach was developed from <strong>the</strong> plann<strong>in</strong>g discipl<strong>in</strong>e yet, even <strong>in</strong> spite <strong>of</strong> a<br />

break<strong>in</strong>g po<strong>in</strong>t <strong>in</strong> this paradigm. In this sense, c<strong>on</strong>sider<strong>in</strong>g that <strong>the</strong>se changes do not<br />

exist <strong>in</strong> spite <strong>of</strong> all <strong>the</strong> social and ec<strong>on</strong>omic policies and c<strong>on</strong>t<strong>in</strong>u<strong>in</strong>g with <strong>the</strong> same<br />

pr<strong>in</strong>ciples causes <strong>the</strong> gap between <strong>the</strong> practice and <strong>the</strong>ory to deepen fur<strong>the</strong>r. As well as<br />

<strong>in</strong>equalities <strong>in</strong> physical space, acceptance <strong>of</strong> social, ec<strong>on</strong>omic and cultural <strong>in</strong>equalities<br />

are important factors <strong>in</strong> Turkish practice <strong>of</strong> plann<strong>in</strong>g discipl<strong>in</strong>e. This <strong>process</strong> <strong>in</strong> o<strong>the</strong>r<br />
