<strong>in</strong>cluded with<strong>in</strong> <strong>the</strong> scope <strong>of</strong> development plan, thanks to <strong>the</strong> light <strong>in</strong>dustry site<br />
prospect, a surplus revenue was generated <strong>on</strong> behalf <strong>of</strong> <strong>the</strong> land owners. The scheme <strong>of</strong><br />
<strong>the</strong> pla<strong>in</strong>tiffs for generat<strong>in</strong>g more surplus revenue is evident from <strong>the</strong>ir demands<br />
c<strong>on</strong>cern<strong>in</strong>g <strong>the</strong> plann<strong>in</strong>g <strong>of</strong> <strong>the</strong> area as residential area.<br />
The Claims <strong>of</strong> Greater Municipality <strong>of</strong> zmir, <strong>the</strong> Defendant Adm<strong>in</strong>istrati<strong>on</strong>:<br />
After outl<strong>in</strong><strong>in</strong>g <strong>the</strong> developments regard<strong>in</strong>g <strong>the</strong> legal acti<strong>on</strong>, Greater Municipality <strong>of</strong><br />
zmir presents <strong>the</strong> follow<strong>in</strong>g issues, which are c<strong>on</strong>sistent with <strong>the</strong> previous arguments <strong>of</strong><br />
<strong>the</strong> Adm<strong>in</strong>istrati<strong>on</strong>:<br />
1. The area under litigati<strong>on</strong> is planned to be utilized as an area <strong>of</strong> c<strong>on</strong>centrati<strong>on</strong> for <strong>the</strong><br />
bus<strong>in</strong>esses that c<strong>on</strong>duct <strong>the</strong>ir operati<strong>on</strong>s <strong>in</strong> a scattered manner with<strong>in</strong> <strong>the</strong> Balçova<br />
district, <strong>in</strong> a designated “Light Industry Site” that will be organized <strong>in</strong> a periphery away<br />
from <strong>the</strong> city center.<br />
