decisi<strong>on</strong>s <strong>of</strong> committee <strong>of</strong> protecti<strong>on</strong>, <strong>in</strong>terventi<strong>on</strong>s <strong>on</strong> build<strong>in</strong>g rights are <strong>the</strong><br />

subjects that <strong>in</strong>terventi<strong>on</strong>s are most <strong>in</strong>tensive.<br />

In this study, <strong>in</strong> <strong>the</strong> classificati<strong>on</strong> <strong>of</strong> acti<strong>on</strong> subjects regard<strong>in</strong>g plann<strong>in</strong>g, acti<strong>on</strong>s<br />

,<strong>in</strong>clud<strong>in</strong>g plan mak<strong>in</strong>g-approval-implementati<strong>on</strong> <strong>process</strong>es are accepted as acti<strong>on</strong>s<br />

hav<strong>in</strong>g first degree relati<strong>on</strong> with plann<strong>in</strong>g. By this acceptance, follow<strong>in</strong>gs are <strong>the</strong><br />

subjects <strong>of</strong> acti<strong>on</strong>s that have first degree relati<strong>on</strong> with plann<strong>in</strong>g; expropriati<strong>on</strong>,<br />

subdivisi<strong>on</strong> plans, demoliti<strong>on</strong> <strong>of</strong> <strong>the</strong> build<strong>in</strong>gs without license, penalty <strong>of</strong> <strong>the</strong> build<strong>in</strong>gs<br />

without license, decisi<strong>on</strong>s <strong>of</strong> <strong>the</strong> committee <strong>of</strong> protecti<strong>on</strong>, objecti<strong>on</strong>s to development<br />

plans and plan changes. Acti<strong>on</strong>s hav<strong>in</strong>g sec<strong>on</strong>d degree relati<strong>on</strong> with plann<strong>in</strong>g <strong>in</strong>clude<br />

<strong>the</strong> subjects like; title-deed, land registrati<strong>on</strong>, <strong>in</strong>terventi<strong>on</strong>, determ<strong>in</strong>ati<strong>on</strong>,<br />

compensati<strong>on</strong>, license, taxes and adm<strong>in</strong>istrative penalty.<br />

Through acti<strong>on</strong>s regard<strong>in</strong>g urban space, objecti<strong>on</strong>s hav<strong>in</strong>g first degree relati<strong>on</strong><br />

with plann<strong>in</strong>g <strong>in</strong> Narlıdere and Balçova settlements can be arranged <strong>in</strong> order as follows<br />
