Therefore, related municipal organizati<strong>on</strong> is authorized to realize <strong>the</strong> <strong>in</strong>terventi<strong>on</strong> and<br />

c<strong>on</strong>trol <strong>of</strong> spatial arrangements <strong>in</strong>side municipal boundaries <strong>in</strong> <strong>the</strong> name <strong>of</strong> public.<br />

Balçova settlement has become a county <strong>in</strong> 1992 and <strong>in</strong> <strong>the</strong> same year, its<br />

dependent municipal organizati<strong>on</strong> has reestablished which had been closed <strong>in</strong> 1980. On<br />

<strong>the</strong> o<strong>the</strong>r hand, Narlıdere settlement has been c<strong>on</strong>solidated with Güzelbahçe and become<br />

a county named as Narlıbahçe. In 1993, Narlıbahçe has been divided <strong>in</strong>to two counties<br />

named as Narlıdere and Güzelbahçe. 60 1993 is <strong>the</strong> establishment year <strong>of</strong> <strong>the</strong> <strong>in</strong>dependent<br />

municipal organizati<strong>on</strong> <strong>in</strong>side today’s municipal boundaries.<br />

Populati<strong>on</strong> growth <strong>of</strong> both two settlements exist<strong>in</strong>g <strong>in</strong> <strong>the</strong> left axis <strong>of</strong> zmir city<br />

has become more rapid after 1975. These regi<strong>on</strong>s that have an important agricultural<br />

potential until 1980’s, have been <strong>in</strong>cluded <strong>in</strong> <strong>the</strong> Master Plan <strong>of</strong> Metropolitan Area <strong>in</strong><br />

1978. Particularly, <strong>the</strong> regi<strong>on</strong> exist<strong>in</strong>g <strong>in</strong>side <strong>the</strong> boundaries <strong>of</strong> Sahilevleri,<br />

Bahçelerarası, nciraltı and surrounded by coast and zmir-Çe me Highway was<br />

declared as 1 st Degree Area that agricultural quality has to be protected. (See Figure:<br />

4.1&4.1A ) First development plans were made separately for <strong>the</strong>se two settlements <strong>in</strong><br />

accordance with <strong>the</strong> above menti<strong>on</strong>ed decisi<strong>on</strong> and approved by <strong>the</strong> M<strong>in</strong>istry <strong>of</strong><br />

C<strong>on</strong>structi<strong>on</strong> and Settlement <strong>in</strong> 1981. (See Figure: 4.2 and 4.3) Exist<strong>in</strong>g populati<strong>on</strong>s<br />

dur<strong>in</strong>g that plan mak<strong>in</strong>g <strong>process</strong> were; Balçova: 30.030 and Narlıdere: 23.100. In <strong>the</strong><br />

plans approved <strong>in</strong> 1981, decisi<strong>on</strong>s were taken regard<strong>in</strong>g protecti<strong>on</strong> <strong>of</strong> <strong>the</strong> area hav<strong>in</strong>g<br />

agricultural quality and development <strong>of</strong> <strong>the</strong> area was directed towards exist<strong>in</strong>g built-up<br />

area. First plans, which were made after <strong>the</strong> enactment <strong>of</strong> <strong>the</strong> Development Act<br />

No.3194, had many revisi<strong>on</strong>s and alterati<strong>on</strong>s. These plans were graded <strong>in</strong> between<br />

1981-2003 and plann<strong>in</strong>g <strong>process</strong> was realized partially accord<strong>in</strong>g to <strong>the</strong>se revisi<strong>on</strong>s.<br />

This <strong>process</strong> can be seen <strong>in</strong> Figure: 4.4 and Figure:4.5.<br />

Between 1980-2000, populati<strong>on</strong>s <strong>of</strong> <strong>the</strong>se two settlements were; Balçova: 68.084<br />

and Narlıdere: 53.281 with a growth <strong>of</strong> more <strong>the</strong>n 50% <strong>in</strong> twenty years time. Thus,<br />

settlement area boundaries, determ<strong>in</strong>ed <strong>in</strong> <strong>the</strong> plans <strong>in</strong> 1981, were expanded and<br />

densities <strong>in</strong>side exist<strong>in</strong>g settlement area were <strong>in</strong>creased. Hence, it can be observed that,<br />

exist<strong>in</strong>g agricultural <strong>in</strong>tensity and agricultural lands become less with parallel to <strong>the</strong><br />

practices <strong>in</strong> Türkiye and zmir. Besides, agricultural lands couldn’t be protected as<br />

decided <strong>in</strong> <strong>the</strong> Master Plan <strong>of</strong> Metropolitan Area and <strong>in</strong> <strong>the</strong> plans approved <strong>in</strong> 1981.<br />
