It is hereby clarified that paragraph 3.1.1 of PPA Administrative Order No. 02-2003,
which pertains to the areas covered by the operation, shall apply only to baseports and
private ports.
It is further clarified that the Schedule of Fees, paragraph 6 of said Order, shall be as
follows:

All other provisions of PPA Admin. Order No. 02-2003 which are consistent herewith
shall remain binding and effective.
This Order shall take effect 15 days after its publication in newspapers of general
circulation.

Operations Memorandum Order No. 04-2003
Shore Reception Facilities (SRF) Commencement of Operation
The International Convention on the Prevention of Pollution by Ships, 1973, as amended
in 1978, MARPOL 73/78 for brevity, has been ratified by the Philippine Government; and as
per the International Maritime Organization (IMO), the Convention took effect in Philippine
jurisdiction on 15 September 2001. As a matter of policy, member-countries advised the
ships carrying the flag of their respective states that the Philippine government would be
providing SRF in ports purposely to collect shipsí generated wastes.
