Welcome to FutureBuild LA <strong>2010</strong>! In the development world we have seen sustainable<br />
design take hold as a viable and effective strategy to reduce costs, increase returns, and save<br />
energy on our projects. Last year’s FutureBuild LA event was the first of what has become<br />
an annual conference devoted to the cutting-edge sustainability techniques and strategies<br />
being employed by developers, financiers, builders, architects, legal professionals, policy<br />
makers, building owners, planners, environmental professionals, and product vendors. These<br />
innovations are showcased within the context of California and the greater <strong>Los</strong> <strong>Angeles</strong> region,<br />
although their implications have a global reach. FutureBuild LA <strong>2010</strong> creates a dynamic forum<br />
based on the sound expertise of our speakers, sponsors, and exhibitors, where attendees may<br />
engage with professionals at each stage of the sustainability process to learn what works,<br />

Romel Pascual<br />
Deputy Mayor for the Environment, Office of Mayor Antonio Villaraigosa<br />
Mr. Pascual is responsible for developing and implementing the Mayor’s environmental and energy<br />
agenda. He is a senior advisor on all environmental priorities for the Mayor, including climate<br />
change, environmental justice, green economy, open space, brownfields redevelopment, and<br />
sustainability. Romel was one of the principal authors of the Mayor’s GreenLA Climate Change<br />
Action Plan released in 2006. He represents the City of <strong>Los</strong> <strong>Angeles</strong> on the steering committee<br />
for the C40 Large Cities Climate Group. He also served as the Mayor’s Director of Environment as<br />
advisor to the Mayor and City on key environmental priorities and co-authored the City’s GreenLA Climate Change Action<br />
Plan released in 2006 to achieve a 35% reduction of greenhouse gas emissions by 2030.<br />
Robert M. Hertzberg<br />
Chair and Founder, G24 Innovations, former Speaker of the CA State Assembly<br />
Mr. Hertzberg was twice unanimously elected Speaker of the California State Assembly (2000 –<br />
2002). He now is co-founder of G24 Innovations based in Cardiff, Wales which manufactures a<br />
new type of lightweight and flexible solar cell that generates power in low, ambient and even indoor<br />
conditions. He is also an equity partner at Mayer Brown LLP, one of the world’s largest international<br />
law firms. His work with G24i, and as co-founder of Renewable Capital, has made him an active<br />
entrepreneur and leader in global policy on renewable energy. The <strong>Los</strong> <strong>Angeles</strong> Times said this<br />
about Bob Hertzberg: He is a high-velocity wonk; he loves BIG ideas and will flesh out every one of them if you give him<br />
the chance.” Among his many involvements, he chaired the transition team for <strong>Los</strong> <strong>Angeles</strong> Mayor Antonio Villaraigosa<br />
and served on the transition team of Governor Arnold Schwarzenegger. He serves on the Boards of The Public Policy<br />
Institute of California, The Board of Counselors for the USC School of Public Policy, The Board of Visitors for the School<br />
of Public Policy at Pepperdine, The Rose Institute at Claremont, The <strong>Los</strong> <strong>Angeles</strong> World Affairs Council, The Pacific<br />
Council and is a member of The Council on Foreign Relations.<br />
Dr. Woodrow W. Clark II, MA3, PhD<br />
Founder and Managing Director Clark Strategic Partners, co-recipient of the Nobel Peace Prize<br />
Dr. Clark is a Qualitative Economist, whose being an applied academic, led him to found Clark<br />
Strategic Partners (CSP) in 2004 as the Managing Director and whose major clients have included:<br />
Energy Advisor, LA Community College District; Renewable Energy Advisor for Paramount Studios<br />
(solar and renewable systems) and other companies; and as Senior Foreign Energy Advisor (Asian<br />
Development Bank) Inner Mongolia Autonomous Region (IMAR), Peoples Republic of China. He<br />
served as the Renewable Energy, Emerging Technology and Finance Advisor to the Governor<br />
of California during the State’s energy crisis from 2000-2003. His co-authored book “Agile Energy Systems: global<br />
solutions to the California energy crisis” (Elsevier Press, 2004) has become a classic about energy economics and public<br />
planning. Now Clark teaches and creates “Sustainable Development” programs at universities. Clark lectures frequently<br />
in the EU and Asia. He is “Green Advisor” to the Sate of California Workforce Investment Board (WIB) and also to the<br />
Producers’ Guild of America (PGA).<br />

In 2006, Adobe Systems Incorporated became the first organization in the world to certify their buildings through the<br />
permanent LEED for Existing Buildings program at the Platinum level. Yet, this was just the beginning, as they are<br />
now the first organization to recertify through LEED at the Platinum level. ADOBE’s venture inspired other projects<br />
across the nation such as 400 & 450 N. Brand in Glendale who changed from a traditional building operations<br />
model to a culture of Good Environmental Stewardship that earned them Gold Certification in <strong>2010</strong>. In collaboration<br />
with Cushman & Wakefield, both projects continue to implement additional sustainable projects with exceptional<br />

energy industry experience. Most recently, he was owner<br />
and principal at Improvement Facilitation LLC, a LEED and<br />

Partner. His responsibilities included analyzing energy<br />
use, performing LEED gap analysis, conducting ASHRAE<br />
Audits, creating energy conservation measures, providing<br />

Mr. Archung has 25 years in the HVAC<br />

systems. His contracting, engineering, maintenance, and<br />

an organization to identify opportunities to upgrade and<br />

Sean Arian<br />

Mr. Arian is founder and President of<br />
Eos Consulting, helping clients pursue<br />
market-driven solutions to environmental<br />
problems. For the past three years, Sean<br />
was the Director of Economic Development for the Mayor<br />
of <strong>Los</strong> <strong>Angeles</strong>, where he was responsible for advising<br />
the Mayor on his strategy to build the green economy<br />
in <strong>Los</strong> <strong>Angeles</strong>, including the development of LA’s Clean<br />
Technology Corridor and Cleantech LA, a partnership with<br />
the region’s premier academic institutions. He also led the<br />
Mayor’s team that implemented the Clean Trucks Program<br />
at the Port of <strong>Los</strong> <strong>Angeles</strong>, a policy that resulted in an 80%<br />
reduction in truck emissions while promoting the use of<br />
new clean transportation technologies. Prior to joining the<br />
Mayor’s Office, Sean worked as a consultant at McKinsey<br />
& Company, a global management consulting firm. A<br />
native of <strong>Los</strong> <strong>Angeles</strong>, Sean earned his J.D. from Columbia<br />
University School of Law, and a B.A. from the University of<br />
California at Berkeley. Sean served as a Fulbright scholar in<br />
Argentina and as a Japan Foundation fellow in Japan. He is<br />

Patricia Beard<br />
Redevelopment Manager, National City, CA<br />
Ms. Beard has served as Redevelopment Manager for<br />
the City of National City, California since 2004. She<br />
has 20 years of experience in community and economic<br />
development has worked extensively on brownfields.<br />

National City, a diverse urbanized suburb of San<br />
Diego, is pursuing an environmental justice project in<br />
a neighborhood characterized by a mix of low income<br />
residences and small industries. Due to the complexity<br />
of the project, National City has focused on leveraging<br />
resources to complete a catalyst project and was awarded<br />
an EPA Sustainability Pilot in February, <strong>2010</strong>.<br />
Marcus Berry<br />
Asset Manager, TA Associates Realty<br />
Mr. Berry directs and oversees TA’s sustainability<br />
initiatives on the West Coast and is a member of TA’s<br />
national sustainability committee. TA Associates Realty<br />
(“TA Realty”) is one of the largest and most experienced<br />
privately held real estate advisors in the United States. TA<br />
Realty manages 96 million square feet of commercial real<br />
estate and 8,900 residential units located in 35 markets<br />
nationwide. TA Realty’s strong risk-adjusted returns<br />
through multiple cycles have established the firm as one<br />
of the premier real estate advisors in the country. TA<br />
Realty’s commingled funds share the same philosophy,<br />
strategy and objectives in addition to investor types, fund<br />
structure and expected life. The objective of the funds is to<br />
obtain the highest possible risk-adjusted returns through<br />
a value-added strategy focusing on small to medium-sized<br />
office, industrial, multifamily and retail property. Current<br />
initiatives include comprehensive energy auditing of office<br />

Mr. Berry is currently an asset manager responsible for<br />

Claire Bowin<br />

Ms. Bowin has participated in the<br />
development of the LA River Revitalization<br />
Master Plan (LARRMP) and the City’s<br />
Green Building Program since joining the <strong>Los</strong> <strong>Angeles</strong><br />
Department of City Planning in 2006. Ms. Bowin is<br />
currently coordinating the development of the City’s <strong>2010</strong><br />
Bicycle Plan and the Cornfield/Arroyo Seco Specific Plan -<br />
a LEED-ND Certified project. A graduate of the University<br />
of Virginia’s School of Architecture Ms. Bowin’s career has<br />
included a variety of disciplines including planning, design<br />

Kelly Boyer<br />

Ms. Boyer joined the U.S. Department<br />
of Housing and Urban Development<br />
as the new Director of the <strong>Los</strong> <strong>Angeles</strong><br />
Multifamily in January of 2009. Her responsibilities cover<br />
the oversight and administration of multifamily asset<br />
management and development related matters in twelve<br />
Southern California counties comprising a investment in<br />
excess of $2 billion, and representing 207 communities<br />
and over 94,000 units of affordable housing. Prior to<br />
joining HUD, Ms. Boyer served as an Asset Manager and<br />
then In-House Counsel for Ohio Capital Corporation for<br />
Housing (OCCH), a nonprofit syndicator of low income<br />
housing tax credits based in Columbus, Ohio. As an asset<br />
manager, she was responsible for asset management of<br />
a 60+ project portfolio in states of Ohio, Kentucky, West<br />
Virginia and Pennsylvania comprised of LIHTC, Tax-<br />
Exempt Bond, USDA Rural Development, HUD Section 8<br />
and FHA financed multi-family and single family homes.<br />
She is a graduate of Berea College, and received her law<br />
degree from Capital University Law School, Columbus,<br />

Mary Curtiss<br />

Ms. Curtiss is currently working with<br />
JLL’s Energy and Sustainability Services<br />
(ESS) Organization. Her responsibilities<br />
are to develop the product and service line offerings within<br />
ESS and to align these offerings with the other business<br />
lines to ensure customer needs are met within Corporate<br />
Solutions Accounts. She is also responsible for developing<br />
the ESS Market in the Northwest and specifically with the<br />
City of San Francisco. She is currently engaged with the<br />
Moscone <strong>Convention</strong> <strong>Center</strong>’s LEED and Sustainability<br />
project. Ms. Curtiss has successfully developed and<br />
executed a start-up Global Sustainability Program for<br />
Sun Microsystems Real Estate Portfolio. In the initial<br />
year, Ms. Curtiss led teams to achieve goals in all Global<br />
Sustainability Pillars and in the course of doing so,<br />
achieved cost savings of over $1,000,000 and significant<br />
resource reduction. Ms. Curtiss’ leadership skills brought<br />
this program to fruition as well as garnering respect as a<br />
Subject Matter Expert (SME) within JLL for Sustainability.<br />
She was awarded the JLL da Vinci Award for Innovation<br />
in February, <strong>2010</strong> for developing this program. She<br />
also managed the LEED EB Certification project for Sun<br />
Microsystems Headquarters in Menlo Park, CA and was<br />
an integral member of Intel’s team in Ocotillo, AZ for their<br />
LEED EB Certification.<br />
Paula Daniels<br />
Commissioner, Board of Public Works, <strong>Los</strong> <strong>Angeles</strong><br />
Commissioner Daniels provides leadership in the area of<br />
sustainable water policy, including watershed and urban<br />
runoff management, groundwater recharge, water re-use,<br />
and food policy as it relates to sustainable agriculture. For<br />
over 20 years, Ms. Daniels has been actively involved in<br />
California environmental policy issues in large part due<br />
to her longtime and close involvement with Heal the Bay,<br />
an environmental group whose mission is to improve and<br />
protect Southern California coastal waters and beaches.<br />
Ms. Daniels was also commissioner with the California<br />
Coastal Commission, and a gubernatorial appointee on<br />

plus years experience in architecture,<br />
urban design, city and campus planning<br />

He has supervised several national, state and local awardwinning<br />
projects for a major university campus; a preeminent<br />
land development plan and urban design for the<br />
largest new community in the nation; urban character<br />
and image analysis, design studies, urban form growth<br />
concepts, general plan and strategy for regeneration of<br />
large inner city area for second largest city in U.S. He<br />
has served on Editorial Advisory Board of UD Review<br />
and Urban Design and Preservation Quarterly and also<br />
as a contributing correspondent for AIP Urban Design<br />
Department Newsletter. He was Chairman of the Urban<br />
Design Committee of Orange County, AIA and a member<br />
for 23 years.<br />
Jaime de la Vega<br />
Deputy Mayor for Transportation, Office of<br />

Mr. de la Vega is responsible for<br />
developing and implementing Mayor<br />
Villaraigosa’s transportation agenda<br />
at the <strong>Los</strong> <strong>Angeles</strong> County Metropolitan Transportation<br />
Authority (MTA), <strong>Los</strong> <strong>Angeles</strong> World Airports (LAWA), and<br />
the <strong>Los</strong> <strong>Angeles</strong> Department of Transportation (LADOT),<br />
with a combined budget of over US$8.3 billion (fiscal<br />
year <strong>2010</strong>-2011). In addition, he and his team work with<br />
other local, state, and federal agencies involved with<br />
surface transportation and aviation related matters. Mayor<br />
Villaraigosa chairs the MTA every three years (FY 05-06,<br />
FY 08-09). Mr. de la Vega led the MTA chair’s office twice<br />
for Mayor Villaraigosa and has led the MTA chair’s office<br />
for the Mayor of <strong>Los</strong> <strong>Angeles</strong> a total of three times. Mr. de<br />
la Vega is also a voting alternate on the Southern California<br />
Regional Rail Authority (Metrolink) Board of Directors<br />
representing the MTA. Metrolink oversees a five-county<br />
commuter rail system operating seven lines and 512<br />
route miles, with an annual budget of US$586 million (FY<br />

a property manager for 33 years, working for Cushman<br />
& Wakefield for the past 21, and assigned to the Adobe<br />
account for the past nine years. Mr. Denise is a LEED<br />
Accredited Professional through the U.S. Green Building<br />
Council and was instrumental in the certification of five<br />
Adobe headquarters buildings through the USGBC’s LEED<br />
program, four at the platinum level, as well as the recent<br />
re-certification of the initial five, also all at the platinum<br />
level. He is past-President of Building Owners and<br />
Managers Association (BOMA) Silicon Valley.<br />
David Ely<br />
President, EDSS<br />
Mr. Ely brings more than three decades of experience to<br />
his role as founder and driving force behind EDSS, one of<br />
the nation’s fastest-growing energy solutions companies.<br />
EDSS partners with its clients to implement a broad<br />
range of energy- and cost-savings strategies, leveraging<br />
more than a dozen government programs such as 179D<br />
(the Energy Policy Act of 2005), securing additional tax<br />
credits and incentives, identifying wasteful processes,<br />
developing efficient lighting plans and negotiating with<br />
vendors and utilities for more favorable rates. Over<br />
the past year alone, under David’s guidance, EDSS has<br />
delivered its clients more than $30 million in savings, all<br />
while making their operations cleaner, more efficient and<br />
more environmentally responsible. The company recorded<br />
$9 million in sales in 2009, representing a growth of 60%<br />
over the prior year. This increase brought an additional 20<br />
full time career positions to the company, with projections<br />
for a further 20 to be added in <strong>2010</strong>.
Cecilia V. Estolano<br />
Chief Strategist on State and Local Initiatives,<br />
Green For All<br />
Ms. Estolano oversees Green For All’s<br />
State and Local Initiatives and the<br />
Capital Access Program. Green For All<br />
is a national organization that advocates<br />
for broad access and opportunity in the clean-energy<br />
economy. Ms. Estolano is charged with spearheading<br />
Green For All’s effort to scale public-private partnerships<br />
as a means to grow family-supporting green jobs in cities<br />
across the United States, particularly in under-served<br />
communities. Prior to joining Green For All, Ms. Estolano<br />
served as Chief Executive Officer of the Community<br />
Redevelopment Agency of the City of <strong>Los</strong> <strong>Angeles</strong> (CRA/<br />
LA). With an annual budget of over $726 million and a<br />
work program covering 32 project areas, Ms. Estolano<br />
redefined the role of the largest redevelopment agency<br />
in the State of California. Under her leadership, CRA/LA<br />
rebuilt its housing department, adopted a landmark policy<br />
on local hiring in construction jobs and created a $42<br />
million Land Acquisition Fund to jump-start development<br />
in underserved markets like South <strong>Los</strong> <strong>Angeles</strong>.<br />
James Finlay<br />
Vice President, Commercial Appraiser<br />
Manager, Wells Fargo RETECHS<br />
Mr. Finlay joined Wells Fargo in <strong>19</strong>99<br />
and is a senior commercial real estate<br />
appraisal manager and Vice President<br />
in downtown <strong>Los</strong> <strong>Angeles</strong> where he orders and reviews<br />
appraisals for a wide variety of property types. In early<br />
2006 he joined the bank’s Environmental Initiative team<br />
and is the primary appraisal manager for LEED/high<br />
performance commercial real estate collateral. As of mid-<br />
2009 Wells Fargo had extended over $2 billion in loans<br />
secured by this property type. Prior to joining Wells Fargo<br />
in <strong>19</strong>99 he worked in <strong>Los</strong> <strong>Angeles</strong> as a staff appraiser<br />

Arnold Schwarzenegger to serve as the<br />
Director of the California Department<br />
of Housing and Community Development (HCD) that<br />
operates under the aegis of the Business, Transportation<br />
and Housing Agency in Sacramento effective, April<br />
2006. Director Jacobs’ position includes oversight for<br />
administering the state’s housing finance, rehabilitation,<br />
and community development programs; oversight of<br />
the state’s housing policy, planning and code-setting<br />
processes, and regulating manufactured housing and<br />
mobilehome parks. The Director leads the administration<br />
of $2.1 billion in Proposition 46 and $2.85 billion in<br />
Proposition 1C bond funds for affordable housing. Since<br />
January 2004, $1.6 billion has been awarded and has<br />
incentivized or created more than 100,000 affordable<br />
homes and shelter spaces for Californians. Before<br />
accepting the Governor’s appointment, Lynn was the<br />

the LABC, Ms. Leslie has led successful efforts to convene<br />

LABC initiated and supported passage of <strong>Los</strong> <strong>Angeles</strong>’<br />

Tony Liou<br />

Michael LoGrande<br />
Director of Planning for the City of <strong>Los</strong><br />
<strong>Angeles</strong>, Department of City Planning<br />
Mr. LoGrande was appointed by<br />
Mayor Antonio Villaraigosa in August<br />
of <strong>2010</strong>. Prior to being appointed<br />
as Director of Planning, Mr. LoGrande served as the<br />
City’s Chief Zoning Administrator where he lead the<br />
Office of Zoning Administration, which is responsible<br />
for reviewing major development projects and quasijudicial<br />
approval as prescribed by the City Charter. The<br />
Office of Zoning Administration decides on applications<br />
such as Conditional Use Permits for alcohol and live<br />
entertainment, as well as variances and a multitude of<br />
other discretionary applications. Mr. LoGrande also led<br />
the Planning Department’s public policy development<br />
unit referred to as Code Studies. His work in the Planning<br />
Department has covered a variety of critical initiatives,<br />
including the creation of the Expedited Processing<br />
Section, which was developed in 2004 and has entitled<br />
over 15,000 housing units, in a full cost recovery, fasttracked<br />
process. The Expedited Processing Section<br />
has entitled major development projects such as Grand<br />
Avenue, Concerto, 8th and Grand, Luna, Evo, Hanover,<br />
Park Fifth, the Biscuit Company Lofts, Wetherly Project,<br />
and the W Hotel. Mr. LoGrande also directed the City’s<br />
Revocations and Nuisance Abatement unit. This multiagency<br />
taskforce works to close businesses that create<br />
public safety issues throughout the various communities<br />
in <strong>Los</strong> <strong>Angeles</strong>. The Nuisance Abatement Unit has been<br />
responsible for shutting down liquor stores, slum hotels,<br />
nightclubs serving minors, and various other businesses<br />

Executive Director, Central City East Association<br />
Ms. Lopez brings her extensive experience<br />
in public affairs, government and media<br />
relations to her role as Executive Director<br />
of the Central City East Association<br />
(CCEA). CCEA manages two business improvement<br />
districts (BID) spanning 97 blocks of Downtown<br />
<strong>Los</strong> <strong>Angeles</strong>: the Arts District and the Downtown<br />
Industrial District. Ms. Lopez was the driving force<br />
behind the establishment of <strong>Los</strong> <strong>Angeles</strong>’ first Business<br />
Improvement District (BID) in <strong>19</strong>93, and became the<br />
City’s first practitioner of business district/public space<br />
management. At the time, BIDs were transforming<br />
urban centers nationwide yet the concept was untested<br />
in <strong>Los</strong> <strong>Angeles</strong>. Her efforts led to the landmark City<br />
ordinance that permitted private sector financing, design<br />
and implementation of services and programs to L.A.’s<br />
commercial corridors. BIDs have contributed more than<br />
$2<strong>19</strong> million to the <strong>Los</strong> <strong>Angeles</strong> economy to date and<br />
have paved the way for the renaissance of Downtown<br />
<strong>Los</strong> <strong>Angeles</strong>, Hollywood and numerous business centers<br />
citywide. Presently, Ms. Lopez serves in several volunteer<br />
capacities at the Cathedral of Our Lady of the Angels in<br />
downtown <strong>Los</strong> <strong>Angeles</strong>. She has resided downtown since<br />
<strong>19</strong>94.<br />
Pauline Louie<br />

has a master’s degree in International Business and<br />
Environmental Policy from the University of California at<br />

San Diego non-profit in a position funded by the National<br />
Institutes of Environmental Health Sciences. She holds a<br />
dual bachelor’s degree in Economics and Environmental<br />

Brenden McEneaney,<br />

Mr. McEneaney is responsible for<br />
overseeing the green building code<br />
requirements for new construction in<br />
the city. He also oversees and administers the City’s<br />
incentive programs, including expedited permitting for<br />
buildings pursuing LEED certification and grant funding<br />
for buildings achieving LEED certification and for<br />
innovative technologies that address energy efficiency.<br />
Mr. McEneaney also coordinates education and outreach<br />
efforts, both for City staff and for residents, to increase<br />
awareness of green building design and construction<br />

Bradley in <strong>19</strong>91. Ms. Norton then worked for <strong>Los</strong> <strong>Angeles</strong><br />
City Councilmembers Mark Ridley-Thomas (now County<br />
Supervisor), Richard Alarcon, and Richard Alatorre, and<br />
State Senator Gil Cedillo. In 2001, Ms. Norton began her<br />
work in the private sector for the Central City Association<br />
(CCA), Fleishman-Hillard, and then as Executive Vice<br />
President to Palmer Investments and Project Manager<br />
for Las Lomas, a mixed-use, sustainable, transit-oriented<br />
community, which proposed $150M in new transit<br />
investments, such as a new shuttle system and Metrolink<br />
connections. Ms. Norton’s civic efforts include positions<br />
as Vice Chair of the Central City Association (CCA)’s<br />
Transportation Committee, Co-Chair of the Legislative<br />
Committee of the <strong>Los</strong> <strong>Angeles</strong> Business Council (LABC),<br />

Victor Olgyay, AIA<br />
Principal, Rocky Mountain Institute Buildings<br />
Practice<br />
Mr. Olgyay is leading an initiative to<br />
encourage widespread adoption of<br />
comprehensive building energy retrofits<br />
resulting in energy savings of 50%. Mr. Olgyay has a<br />
wide range of experiences in architectural design and<br />
planning, with specializations in bioclimatic building,<br />
renewable energy and daylighting design. Current RMI<br />
projects include the National Museum of African American<br />
History and Culture, Ford Auto Dealership Retrofits, and<br />
the International Monetary Fund HQ1 Retrofit. Mr. Olgyay<br />
was an Associate Professor and Director of Research<br />
at the UH School of Architecture from <strong>19</strong>93 to 2000<br />
and has overseen numerous energy, environmental and<br />
lighting research projects under contract to various state<br />
and federal agencies. He was appointed Chairman of<br />
the AIA Honolulu Energy and Environment Committee<br />
<strong>19</strong>95–2000, and in <strong>19</strong>98 he was named a Dana Fellow of<br />
the Joslyn Castle Institute for Sustainable Communities.<br />
He is currently on the Board of Directors for the American<br />
Solar Energy Association, and a member of the National<br />
Academy of Environmental Design Research Committee.<br />
His current research has focused on ecological restoration<br />
and on ecosystem services as criteria for green building<br />
assessment. This work was published by Elsevier (Solar<br />
Energy 77 (2004) 389 – 398) and has been widely<br />
presented, including at the American Solar Energy<br />
Association (San Diego, 2008) and the Towards Net-Zero<br />
conference (London, 2009). Recently Victor’s research<br />
has expanded into building tool application, especially<br />
for demonstrating the reduction of carbon, water, and<br />
ecological footprints.<br />
Katherine Aguilar Perez<br />

Ms. Aguilar Perez is the Executive<br />
Director of the Urban Land Institute,<br />

transportation policy and urban planning, she has emerged<br />
as one of the most articulate and credible advocates<br />
promoting the responsible use of land and transportation.<br />
In <strong>October</strong> 2009, Ms. Perez was honored by Hispanic<br />
Business Magazine as one of the “Top 100 Influential<br />
Hispanics” in the United States. Listed in the category<br />
of Green Business, she was noted for her commitment<br />
to healthy and livable communities. Also, Ms. Perez<br />

William E. Roschen, FAIA, LEED AP<br />

Mr. Roschen’s career manifests the new<br />
paradigm of “citizen architect” as civic<br />
leader who can engage communities in<br />
the sometimes difficult conversations<br />
required to advance infill and redevelopment projects<br />
that make neighborhoods sustainable, affordable and<br />
livable. His recent appointment as president of the City<br />
of <strong>Los</strong> <strong>Angeles</strong> Planning Commission culminates two<br />
decades of practice and occurs as a significant body<br />
of his work – more than 2.5 million square feet and<br />
1,500 housing units – comes out of the ground near the<br />
famous intersection of Hollywood and Vine. Bill opened<br />
a storefront office there in <strong>19</strong>89 and immersed himself in<br />
the community, serving on the boards of local arts and<br />
youth leadership organizations, and establishing a “placebased”<br />
urban architectural practice working on affordable<br />
housing, historic preservation and mixed-use transitoriented<br />
development projects that are providing density,<br />
gravity and vitality to revivify Hollywood’s once magnetic<br />
downtown. It is work that has provided Mr. Roschen with a<br />
critical skill set at a time when <strong>Los</strong> <strong>Angeles</strong> and the nation<br />
are turning away from suburbanization and privatization<br />
and toward urbanism, collectivism and a renewed interest<br />
in and recognition of the value inherent in the public realm.<br />
Dan Rosenfeld<br />

Mr. Rosenfeld is Senior Deputy to <strong>Los</strong><br />

issues. Mr. Rosenfeld has alternated in his career between<br />
public and private-sector service, working previously

City of <strong>Los</strong> <strong>Angeles</strong>. In the private-sector, Mr. Rosenfeld<br />
served as a senior officer with The Cadillac Fairview<br />
Corporation, Tishman-Speyer Properties, Kilroy Industries<br />
and Jones Lang LaSalle. He was a founding member of<br />
Urban Partners, LLC, a nationally recognized developer<br />
of urban infill, mixed-use and transit-oriented real estate.<br />

slopes, infiltration trenches, wetlands for runoff filtration,<br />
habitat mitigation, and habitat enhancement. She has<br />
spent extensive time reviewing Assembly Bill 1881 (water<br />
efficient landscape ordinance) and the upcoming CalGreen<br />
amendment to Title 24. She has prepared and given<br />
educational lectures on both topics. She has also attended<br />
numerous training courses, most recently: a StormCon<br />

Stultz’s work has encompassed a broad<br />
range of building types and services including airports,<br />
master planning, convention facilities, office buildings,<br />
hotels and interiors. He has been recognized consistently<br />
for design and technical excellence, having led or been<br />
a team member on over a dozen AIA award-winning<br />
projects. His 13 years with Gensler, both in Washington<br />
D.C. and <strong>Los</strong> <strong>Angeles</strong>, have presented the opportunity<br />
to design of a number of significant large-scale projects,<br />
including the new 350,000-square-foot Campus at Playa<br />
Vista, the Richard B. Russell Federal Building renovation,<br />
and Louisville Airport renovation. He also has led many<br />
large-scale master planning efforts, including the Dubai<br />
International Financial <strong>Center</strong>, Exhibition City in Las<br />
Vegas, and the Pacific Gateway in San Diego. Mr. Stultz<br />

William Vasquez<br />

Martha Welborne, FAIA<br />

Ms. Welborne was appointed Executive<br />
Director, Countywide Planning at the <strong>Los</strong><br />
<strong>Angeles</strong> County Metropolitan Transportation Authority<br />
as of June 1, <strong>2010</strong>. In this role, she leads a staff of over<br />
100 in planning the long-range future of transportation in<br />
the County, and in initiating the design of transit projects<br />
and in reviewing the impacts of these transit lines on<br />
the environment. She will play a key role in accelerating<br />
the delivery of voter-approved transit projects funded<br />
by Measure R. Ms. Welborne’s work has ranged from<br />
individual building design to such large-scale planning<br />
projects as <strong>Los</strong> <strong>Angeles</strong>’ surface transit project, an effort<br />
that led to the creation of the Metro Rapid bus system<br />
now running throughout <strong>Los</strong> <strong>Angeles</strong> County. She served<br />
as director on the Exposition Metro Line Construction<br />
Authority Board from May 2005 to February 2006. Ms.<br />
Welborne has been the Managing Director of the Grand<br />
Avenue Committee, a public/private partnership focused<br />
on revitalizing the civic and cultural districts of downtown<br />
<strong>Los</strong> <strong>Angeles</strong> through a $3 billion project that includes<br />
six high-rise buildings and a 16-acre civic park. She<br />
will continue to spearhead this effort over the next six<br />
months as she transitions into her post at Metro. As an<br />
architect and city planner, she has worked on large scale<br />
urban design projects such as campus master plans and<br />
transit systems as a principal of ZGF Architects, LLP, in<br />
<strong>Los</strong> <strong>Angeles</strong>. Previously, she was an associate partner of<br />
Skidmore, Owings & Merrill LLP, and was also a principal<br />

Mr. Wen is a Design Director at Gensler<br />
who has more than 20 years of design<br />
leadership experience overseeing projects<br />
of varying size, type and complexity.<br />
His focus is on producing design strategies tailored to<br />
maximize contextual opportunities, the user experience,<br />
and the formal and spatial identity of the “place.” Under<br />
Li’s leadership, Gensler has launched multiple research<br />
initiatives on urbanism and sustainability, and he has led<br />
the editorial team for the publication of Ideas, a journal<br />
in its third year of publication that features Gensler work<br />
within the context of contemporary discourse. Li’s<br />
projects have garnered multiple design awards, most<br />
recently an AIA California Council award for the LAPD<br />
Memorial to Fallen Officers and a Westside Urban Forum<br />
Award for Network_LA Transit: a theoretical proposal on<br />
how to optimize LA Metro’s existing ground transportation<br />
system. He also has received AIA/LA Chapter design<br />
awards and his work has been published in Architectural<br />
Record, Interior Design, Interiors, Dwell, LA Architect,<br />
and the European publication AMC. Li is presently serving<br />
as a board member of the AIA/LA Chapter while also<br />
functioning on the Chapter Executive Committee. He<br />
previously headed up the Chapter’s Political Outreach<br />
Committee and currently co-chairs the Chapter’s Design<br />
Committee. A graduate of the Yale School of Architecture,<br />

Dave Weil<br />
Director, UCSD Building Commissioning &<br />
Sustainability<br />
Mr. Weil has over 26 years in the<br />
operation and management of complex<br />
facilities, utility infrastructure and energy<br />
programs. For 20 years he served in the Navy’s Civil<br />
Engineer Corp (CEC), responsible for the maintenance and<br />
construction of Navy facilities worldwide. Upon retirement<br />
he became the Director of Programs for the San Diego<br />
Regional Energy Office (SDREO), where he led a team<br />
of energy engineers and program managers executing<br />
energy efficiency, Green Building, distributed generation<br />
and renewable energy programs. Currently, Mr. Weil is<br />
UC San Diego’s “Director for Building Commissioning<br />
& Sustainability.” In this capacity he manages UCSD’s<br />
“Total Building Commissioning and Sustainability<br />

programs, including the campus renewable energy,<br />
water conservation, sustainable fleet and Green Building<br />
/ LEED initiatives. He also represents the campus on the<br />

“Water Conservation Action Committee.” Dave is a<br />
registered Professional Civil Engineer (P.E.) and Qualified<br />
Building Commissioning Provider (QCP). He has an M.S.<br />
in Ocean Engineering and B.S. in Civil Engineering.<br />
Nathan Whigham<br />

Mr. Whigham is a Senior Project<br />
Developer for Borrego Solar Systems<br />
in Southern California. Borrego Solar<br />
is one of the largest nationwide solar integrators, having<br />
completed or contracted over 25MW’s of solar projects<br />
over the company’s 30-year history. Mr. Whigham’s<br />
background blends sales and business development<br />
experience with finance and engineering expertise. While<br />
at Borrego Mr. Whigham has developed and closed over<br />
$26MM of solar integration projects. Prior to that he was a<br />
Senior Vice President at Nebo Capital where he originated<br />
and structured the capitalization of over $100 million in<br />
commercial real estate deals. Mr. Whigham has also been<br />
an Account Manager for the Trane Company, a large HVAC<br />
manufacturer and energy services company. He holds an<br />
MBA with a finance and real estate concentration from the<br />
Marshall School of Business at the University of Southern<br />
California along with a Bachelor’s degree in Systems<br />
Engineering from the University of Arizona. Mr. Whigham<br />
has lectured on the economics of solar for the Institute<br />
of Management Accountants and authored “Solar’s<br />
Sweet Spot” for the Spring <strong>2010</strong> edition of Development<br />
Magazine (aka Commercial Real Estate Development<br />
Magazine).<br />
Mike Woo<br />

Poly Pomona<br />
Mr. Woo is currently Dean of Cal Poly<br />
Pomona’s College of Environmental<br />
Design. Since joining the <strong>Los</strong> <strong>Angeles</strong><br />
City Planning Commission in 2005, Mr. Woo has been<br />
a leader on land use and transportation issues, initiated<br />
a moratorium on new billboards and opened a review<br />
of health effects of breathing polluted air in residential<br />
developments near freeways. He also helped draft the city’s<br />
“Do Real Planning” principles adopted in 2006, which<br />

advocate more affordable housing and jobs near mass<br />
transit, improving the city’s aesthetics, reducing “visual<br />
blight” and improving walkability. Woo works with several<br />
for-profit and nonprofit organizations on planning, climate<br />
change and development. As a consultant to ClimatePlan,<br />
a coalition of non-profit advocacy groups, he advises on<br />
land use changes in California to fight climate change and<br />
is chairman of Smart Growth America, a national coalition<br />
that supports historic preservation, the environment,<br />
open space preservation and neighborhood revitalization.<br />
Woo received his master’s degree in city planning from<br />
the University of California, Berkeley. He completed his<br />
undergraduate studies in politics and urban studies at the<br />
University of California, Santa Cruz.<br />
Erich Yost<br />
Supervisory Project Manager for Development,<br />

Development<br />
Mr. Yost joined the U.S. Department of<br />
Housing and Urban Development as the<br />
Supervisory Project Manager for Development in the <strong>Los</strong><br />
<strong>Angeles</strong> Multifamily Hub in June <strong>2010</strong>. His responsibilities<br />
include the underwriting and management of a technical<br />
team of experts processing multifamily loans through the<br />
FHA insured programs for new construction, substantial<br />
rehabilitation or refinancing of existing properties. The<br />
multifamily developments include market rate, affordable,<br />
mixed-income and mixed-use developments. Prior to<br />
joining HUD, Mr. Yost was a successful entrepreneur and<br />
co-owner of a company called Little Black Dress Fashion<br />
Jewelry Collection, selling products on television shopping<br />
networks and through consultants throughout the United<br />
States. His brand was sold to Swarvoski North America.<br />
Mr. Yost received his undergraduate degree in Economics/<br />
Business from UCLA where he graduated Cum Laude. Mr.<br />
Yost received his MBA from the Paul Merage School of<br />
Management from the University of California, Irvine.<br />
Osama Younan<br />

Mr. Younan is the Chief of the Mechanical<br />
Engineering and Green Building Section<br />
in the City of <strong>Los</strong> <strong>Angeles</strong>’ Department of Building and<br />
Safety. He represents the Department on Green Building<br />
issues and other issues relating to sustainability and was<br />
designated by the Department as the lead person for the<br />
adoption of the <strong>2010</strong> CALGreen Code. Osama Younan is
a member of the City of <strong>Los</strong> <strong>Angeles</strong> Green Building Team<br />
and was a member of the 2008 and <strong>2010</strong> California Green<br />
Building Standards Code Focus Group. Mr. Younan is a<br />
licensed mechanical engineer with the State of California<br />
and a LEED Accredited Professional with the US Green<br />
Building Council. He serves on the California Building<br />
Officials Green Building Committee and he is the vicechair<br />
