Chair, ULI Los Angeles
Senior Vice President
Development & Asset Management,
Continental Development Corporation
In last year’s message, I spoke of my ceaseless wonder at the passion and
commitment of our members to the merging of their professional interests and
expertise and the land use leadership mission of the Urban Land Institute. I also
made the point that it is this very engagement that lies at the heart of what ULI
accomplishes and is the very reason that ULI continues to attract and retain the best
and the brightest of the land use profession.
As you will see the experience+passion+commitment+engagement in 2010 yielded
unbelievable results, including:
• Inaugural Transit Oriented Development Summit which provided a platform to
rethink how we plan, fund, and build our future communities in connection with
transportation;
• Collaboration with the five California District Councils to assess the economic
implications of Senate Bill375 and provide recommendations to state officials for
implementation;
• ULI California High Speed Rail Summit stimulated conversation on enhancing
the state’s transit infrastructure;
• Five technical assistance panels aiding our communities with much needed
professional guidance on challenging land use issues;
• Over 30 breakfast, case study/tour and meet-and-greet programs, featuring
industry leaders and best practice examples across the entire land use spectrum;
• Member engagement has grown from 250 members in 2008 to over 400
volunteers working on over 30 separate committees.
In 2011, ULI-LA plans to elevate these results and impacts to an even higher level.
The year began with VantageForum, a partnership with the UCLA Ziman Center
highlighting the perspectives of executives on the trends in the real estate industry,
and the completion of ULI LA’s five-year strategic planning effort. The year will
close with Los Angeles hosting the annual ULI Fall Meeting, which will celebrate the
Institute’s 75th anniversary.
In the middle of 2011, we will transition our leadership to the experienced hands of
Los Angeles native, Ronald Altoon, founding and name partner of architecture and
planning firm, Altoon + Porter. I expect great success to come to ULI Los Angeles
under the leadership of Ronald.
All of what we have accomplished and all of what we have planned is possible only
because of the passion and dedication of our members, our staff and our many
sponsors and stakeholders. I am most grateful to each and every one of you for
your participation and engagement. I appreciate having had the privilege to be a
guardian for your efforts.
Sincerely,
Message from the Chair
Message from the Incoming Chair
The Urban Land Institute is blessed by a transparent culture of sharing best practices
to collectively raise the bar in the responsible use of land. I have been fortunate to
have been a part of it for 25 years.
Every leader brings a vision. I am no exception. It is my responsibility to inspire
the Council to embrace and expand on that vision and to take measured and
proportionate risk to achieve it. I have identified several areas sharing the common
theme of civic pride. We have the opportunity to cast a vision of creativity, and to
influence the formulation of the necessary public policy to implement it.
The region’s major portal is LAX. Visually fatigued and inefficient the day it opened,
after decades of neglect it is finally undergoing some transformational improvements.
We have the opportunity to encourage an ongoing comprehensive reconsideration
of our gateway to the world. It will pay permanent economic dividends across all of
Southern California.
Ronald A. Altoon, FAIA, LEED AP, CDP
The Los Angeles River has been imprisoned in a Corps of Engineers concrete channel since the early 20th Century.
In an arid environment, underserved by sparse water resources, we now have an approved LA River Master Plan. Let
it be only a beginning.
Downtown, enjoying an on and off renaissance, has depended on the inspired vision of a few courageous individuals
to spur its sputtering transformation. We have many urban resources which can be further energized. We enjoy
the traditional overlay of historic Olvera Street, Chinatown, Little Tokyo, and Koreatown. And there is the promise
of a Clean Tech Corridor. With plans being discussed to cap the 101 Freeway, and to transform the LA River for
recreational use, there are many initiatives which need our attention.
But, we also need to envision a downtown where all demographic sectors feel comfortable living. We will need high
achievement schools at every level, and safe streets. We will need parks and recreation. The vast areas of South and
East LA need recreational areas and parks. We must consider up-zoning to accommodate growth.
In October, the ULI Fall Meeting will come again to Los Angeles. We have the opportunity to build on the truly unique
resources of this state and region. We are the most diverse community in the world, bringing an unparalleled prism
to view the future of our built environment.
By the initiative process, in 2008 we approved Measure R which can initiate a sea change, causing this region to
reinvent itself. And we are a region which has been exporting professional expertise to Asia for decades, and now
seeing the residual benefit of both lessons learned coming back to benefit our thinking, and foreign investment
finding opportunities in this community.
I look forward to hearing your priorities between now and when I assume the Chairmanship in July 2011. Please feel
free to email me at raltoon@altoonporter.com to share your thoughts.
In the spirit of collaboration,
TOD SUMMIT
Plenary session: Jonathan Watts, Cuningham Architecture, along with the other technical assistance panel chairs, review
their findings and blueprints for success for four sites in LA County.
Los Angeles faces a historic opportunity to rethink how we plan, fund, and
build our future communities. To contribute to this conversation, the Urban
Land Institute Los Angeles initiated its premier Transit-Oriented Development
(TOD) Summit in 2010 to engage public and private sector leaders to discuss
pressing transportation and land use challenges. Throughout the course of the
summit, leaders in the field presented panel discussions, case studies and site
tours focusing on TOD finance, policy and design. The guest speakers for the
inaugural TOD Summit included: Barbara Boxer, United States Senator from
California; Shelley Poticha,
Senior Advisor for Sustainable
Housing and Communities at
HUD; and Richard Katz, Board
Member, MTA.
Over 400 developers, city
officials, property owners,
financiers, and community
representatives registered for the
event, showing their commitment
to transit and TOD in Los
Angeles.
