Luis Obispo, and Santa Barbara. Continue to celebrate with
ULI Los Angeles and the difference we are making as we
endeavor to raise the bar of leadership in this region as to the
responsible use of the land.
Year-End Review
From the Chair…
The mission is simple, but the challenge is great. Never
before has there been such a need to think more deeply
about responsible development. Never before has there
been such a challenge to find ways for the communities
of Los Angeles to survive and thrive as changes occur
at an unprecedented pace. Economic and environmental
challenges have made the mission of the ULI Los Angeles
as crucial as ever. With the help of all of our members (more
than 2,100 strong), ULI-LA has implemented a number of
strategic changes to empower our council and focus on the
fulfillment of our mission. These include:
• Reconstituting the Executive Committee with over
40 of the most significant stakeholders and real estate
professionals in the Los Angeles area;
• Appointing new Executive Director, Katherine Perez, who
is invigorating membership, programming and sponsorship;
• Forging affiliations with like-minded groups, universities
and community leaders, including affiliations with
the American Institute of Architects and the real estate
section of the L.A. County Bar Association.
This year we successfully hosted more than 15 programs,
highlighted by Urban Marketplace, UrbanPlan, the Emerging
Trends Conference and the ULI Infrastructure Drop-In Program.
Successful new programs focused on issues such as Transit-
Oriented Development, sustainability and green urbanism.
Our Young Leaders Group, Technical Assistance Panels and
Partnership Forums continue to provide platforms for thought
leadership and community engagement at the highest levels.
All of this is made possible with the generous support of our
program sponsors and our valued ULI members. I want to
extend my sincere appreciation to our Executive Committee, our
Board of Advisors and our Resource Council for their leadership
and commitment to ULI LA and its mission. We hope that this
report will provide you with further encouragement to join us as
we take on the challenges of the coming year. We need you to
help make Los Angeles a sustainable and thriving community
that sets the standard for responsible development.
Sincerely,
Wayne Ratkovich, Chair
Pollack, and David Werner
With their win on June 4, Don Bynum’s, team teacher, and
the Cleveland High School iGreen Team set the UrbanPlan
bar even higher than last year.
The Cleveland HS iGreen Team’s winning proposal included
substantial sustainable elements, thus reflecting one of ULI’s
three top priorities. The Cleveland High School iGreen
Team presented its winning project to the LAUSD Board of
Education on June 26. This is the second consecutive year
that the UrbanPlan winning team has been invited to make a
presentation to the LAUSD Board of Education.
The UrbanPlan program instills responsibility, accountability, and determination in
its participants… Through the UrbanPlan program, I no longer feel discouraged
about my community. I now have faith that it can improve, it just takes time.
—Krystle Evans, Former UrbanPlan Student
UrbanPlan is an opportunity to expose students at a young age to the diversity
of career paths available to them in real estate. It is an extremely rewarding
experience to inspire young talent, at a time in many of their lives when they
are unsure of their future path, to join our industry and become future leaders
in shaping our communities.
Urban Marketplace has shown leadership in promoting the
creation of thriving communities in underserved areas. The
Urban Marketplace 2007 theme “Where is LA Headed?”
presaged the uncertain real estate market that took hold in the
Fall of 2007. Thus, the on-going dilemmas faced by underserved
markets in relationship to credit availability and recessionary
sub-economies began spreading to the broader economy. The
specific theme for Urban Marketplace 2008 was “Sustainable
Development in the Urban Marketplace: How Green $$$ is
Green? - Case Studies from Culver City, Hollywood, and
Santa Monica.” Held on March 19, UM 08 attracted over 700
attendees to hear a keynote address by Lance Williams, Ph.D.,
LEED AP, Executive Director, U.S. Green Building Council,
Los Angeles Chapter, in which he asked ‘Where is the Dr.
Martin Luther King, Jr. of Green?’ Los Angeles City Council
President Eric Garcetti moderated a panel that included an
architect, a contractor and a developer, each discussing their
green and sustainable projects from the perspective of their
respective disciplines. UM 08 had twenty-two roundtables
with nearly 50 speakers and 68 exhibitors. Thus, even in a
down economy Urban Marketplace 2008 continued to attract
attendees, exhibitors and roundtable speakers.
TAPs
Technical Assistance Panels
Pasadena TAPs
Between December 2007 and January 2008, ULI LA
conducted 2½ days of TAPs with the City of Pasadena. This
engagement followed up on the two day TAP conducted
in January 2007 which focused on the City’s Housing
Agenda for Action. This particular TAP led to a City of
Pasadena staff presentation to the Pasadena City Council
in April 2007 at which time the Council approved ten
of the ULI LA panel recommendations, three of which
addressed workforce housing. The first one day TAP in
December 2007 was chaired by Renata Simril of Forest City
Development. This panel focused on strategies to leverage
the City of Pasadena’s Housing Opportunity Fund. The
second one day panel in January 2008 was chaired by Con
Howe of CityView and focused on strategies to increase
the production of workforce housing. The final half day
panel brought both earlier panel’s together to synthesize
their findings and recommendations and to meet with the
City Council’s Economic Development and Technology
Committee which included Mayor Bill Bogaard.
Ports O’ Call Village TAP
In February 2008, ULI LA conducted a one day TAP
with the Port of Los Angeles to focus on redevelopment
strategies for the 30-acre Ports O’ Call Village. This panel
was chaired by Eric Natwig of New West Partners. In
March of 2008, ULI LA conducted a 1½ day panel with
the Pasadena Enterprise Center (PEC) that was sponsored
by the City of Pasadena. This panel focused on strategies
to re-energize PEC, a small business incubator, and how
to achieve highest and best use of the organization’s real
property assets. Thus, during this fiscal year five days of
TAPs were conducted by ULI LA focusing on workforce
and affordable housing, commercial and retail development
at the Port of Los Angeles, and the revitalization and
sustainability of a small business incubator.
ULI Los Angeles was the first District Council to reach
total of four District Councils with 2,000 members or more.
ULI Los Angeles was the first District Council to
conduct TAPs. ULI Los Angeles has conducted more
TAPs than any other District Council, and over the past
two fiscal years ULI LA conducted more TAPs than the
other three largest District Councils combined.
ULI Los Angeles created the successful Partnership
Forum Program. There are now twelve District Councils
offering Partnership Forums.
ULI Los Angeles conducted its eighth successful Urban
Marketplace this fiscal year. This highly successful
convening model which spotlights underserved
neighborhoods has spread to five other District Councils.
Beginning next fiscal year ULI LA UrbanPlan students
will earn college credits for the semester long urban
planning course.
Even more exciting times lie ahead for ULI Los Angeles
as its strengthened governance structure moves to match
the on-going dynamism of its programming, convening,
and advisory services initiatives. ULI Los Angeles remains
a leader in the ULI District Council movement as the
organization’s ‘local and global’ vision continues to unfold.
Indeed the land use landscape is changing in this challenged
economy. It is in times such as these that ULI is of most
value to its members.
