BACKGROUND<br />

Policies contained in this publication are instituted in compliance with the Federal Court Decree of 1971, as amended, and are approved by<br />

the KHSAA Board of Control.<br />

The KHSAA Board of Control, through the Commissioner’s offi ce, provides for the licensing and regulation of contest offi cials in Baseball,<br />

Basketball, Football, Softball, Soccer, Swimming, Track & Field and Cross Country, Volleyball and Wrestling, for the cancellation of such<br />

registration for just cause, for the setting of licensing fees, and for the establishment of classifi cation levels and requirements for those levels.<br />

Licensing to offi ciate/judge other activities may be expanded as offerings are added to the KHSAA.<br />

Offi ciating is not easy, and certainly not suited for every individual. An effective offi cial needs to possess certain characteristics such as quick<br />

reaction time, confi dence, calmness, consistency, good judgment, cooperation, knowledge of the rules, duties and mechanics, professional<br />

appearance, top conditioning, courtesy, a sense of humor, and courage.<br />

The KHSAA believes that offi ciating is an important part of the athletic program. For this reason, considerable time, effort and money is spent<br />

on clinics, videotapes and materials designed to increase the knowledge and improve the techniques of offi cials. The KHSAA Board of<br />

Control, through the Commissioner, has allowed for the designation of a member of the KHSAA staff to serve as the Supervisor of Offi cials<br />

for all KHSAA sports. This allows even more emphasis to be placed on recruitment and training of offi cials.<br />

In athletics, the offi cial represents the integrity of the contest. By his or her action, on and off the fi eld, court or pool, the offi cial must earn<br />

through unquestioned honesty, demonstrated ability, obvious devotion and full understanding of the contest, its players, coaches, fans and<br />

newscasters, the confi dence and respect which are the all important attributes for fi ne offi ciating.<br />

To achieve offi ciating excellence, an offi cial must combine his or her knowledge of the playing rules with proper offi ciating mechanics. The<br />

offi cial must be responsible for participants in the contest receiving his or her best effort to the end that he/she will “reach into the rule”,<br />

refuse to be intimidated by players, coaches or fans, give the play the full fl exibility of his/her judgment, and implement his/her knowledge<br />

and ability with intelligent, understanding courage.<br />

An offi cial must possess an inner desire to continually improve and strive to be one of the best. Certainly, all offi cials will not succeed in<br />

becoming top offi cials, but most certainly, the offi cial who lacks this desire to improve has stopped growing as an offi cial.<br />

It is hoped that this <strong>Guidebook</strong> will be a value to all concerned.<br />

KHSAA OFFICIALS GUIDEBOOK<br />

In compliance with the Federal Court Decree of 1971 as amended,<br />

the KHSAA has guidelines to govern the licensing and assignment of<br />

high school (grades 9-12) sports offi cials. These policies exist to ensure<br />

adherence to that decree.<br />

ASSIGNMENT OF OFFICIALS<br />

Pursuant to the Amended Decree entered December 22, 1971 in E.<br />

Deedom Alston v. <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong>, United<br />

States District Court, Eastern District of <strong>Kentucky</strong>, Lexington Division, No.<br />

2274, where the use of licensed offi cials is required for an athletic contest<br />

in the sports of football, basketball and baseball, said offi cials shall be<br />

selected by a Commission, composed of the KHSAA Commissioner and<br />

the Assistant Commissioners.<br />

The Commission has the authority, however, to contract with individuals<br />

to assist with this selection. Pursuant to this authority, the Commission<br />

may enter into agreements with persons to directly assign regular<br />

season contests, known as “Assigning Secretaries”. The Commission<br />

shall directly assign all offi cials for all KHSAA sponsored (district, region,<br />

semi-state, section and state) championship competition.<br />

KHSAA OFFICIALS DIVISION<br />

Under the provisions of KHSAA Bylaw 31 and in accordance with the<br />

provisions of the Federal Court Decree of 1971, as amended, the KHSAA<br />

shall defi ne the roles to be played and duties to be performed by persons<br />

within the Offi cials’ Division.<br />

All terms of contract positions within the Offi cials Division shall be<br />

set by the Board of Control, including length of appointment and salary.<br />

The Offi ce of the Offi cials Division shall be at 2280 Executive Drive,<br />

Lexington, <strong>Kentucky</strong>. The Offi cials Division shall be responsible for the<br />

recruitment, supervision, training and assignment of offi cials to events<br />

where the use of licensed offi cials is required and where the KHSAA<br />

provides licenses. The KHSAA Commission has the authority, however,<br />

to contract with individuals to assist with the assignment of offi cials.<br />

HISTORY<br />

Current specifi cations for the Offi cials Division are found in<br />

Bylaw 29, Offi cials Division, and in the KHSAA Offi cials <strong>Guidebook</strong>.<br />

KHSAA administration of each sports program shall remain with the<br />

KHSAA Commissioner and the KHSAA Assistant Commissioner with<br />

responsibilities for that sport. Programs involving recruiting, training,<br />

developing, retaining and assigning offi cials in all sports shall be<br />

coordinated through the Offi cials Division.<br />

DEFINITIONS<br />

Commission - The Commissioner and Assistant Commissioners comprise<br />

the Commission<br />

Assigning Secretary - This refers to the person engaged to assign the<br />

scheduled contests to the members of a local association, as well as<br />

provide / coordinate local training and development efforts.<br />

Basketball Region - This term is used generically to defi ne the boundaries<br />

of the current basketball regions. These shall serve as reference points<br />

throughout the state and are not intended to imply only basketball.<br />

All KHSAA schools are within a basketball region, whether they play<br />

basketball or not.<br />

Licensing - the process handled by the KHSAA to license an offi cial.<br />

It is the prospective offi cial’s responsibility to fulfi ll any and all<br />

requirements of the process.<br />

Board - this refers to the Board of Control of the <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong><br />

<strong>Athletic</strong> <strong>Association</strong>.<br />

Local <strong>Association</strong> - the group of offi cials formed under the auspices of<br />

a regional policy board and approved by the KHSAA.<br />

WORKING CLASSIFICATION OF LICENSED OFFICIALS<br />

(INDEPENDENT CONTRACTOR)<br />

Offi cials licensed by the KHSAA are independent contractors.<br />

Offi cials licensed by the KHSAA are not employees of the KHSAA or a<br />

member school when serving as an offi cial and have no insurance or<br />

other benefi ts consistent with employment. The KHSAA automatically<br />

submits the proper membership fee to the National Federation Offi cials<br />

<strong>Association</strong> (NFOA) for membership from the license fee as requested by<br />

the offi cial or applicant. In addition, each offi cial shall sign authorization<br />

to the following statement:<br />

I hereby agree to join a local offi cials’ association if required in my<br />

sport(s) and to work, as an independent contractor, a schedule of<br />

contests assigned by a local assigning secretary. I shall work for the<br />

fee set by the KHSAA and shall cooperate with the KHSAA as requested<br />

and required by KHSAA Bylaws and Offi cials Division Regulations. As an<br />

independent contractor, I am not an employee of the KHSAA or member<br />

school when serving as an offi cial and understand that the KHSAA shall<br />

not provide insurance or other benefi ts consistent with employment.<br />

I request that the proper fee be taken from my registration amount<br />

and made payable for membership in the NFOA as detailed in KHSAA<br />

regulations. I agree by licensing that I shall provide my Social Security<br />

number and birth date to the KHSAA solely for the purpose of complying<br />

with the elements of a criminal records check.<br />

REQUIREMENT FOR LICENSING BY OFFICIALS<br />

Any person who offi ciates at any level (grades 9-12) in baseball,<br />

basketball, football, soccer, softball, swimming and diving, volleyball<br />

and wrestling between member schools of the KHSAA shall be licensed<br />

with the KHSAA. Any person who offi ciates in Cross Country or Track<br />

& Field in a meet involving more than four (4) schools shall be licensed<br />

as track and fi eld offi cials with the KHSAA. <strong>School</strong>s are recommended<br />

to use only those offi cials in cross country and track and fi eld who are<br />

licensed in track and fi eld by the KHSAA regardless of the number of<br />

teams.<br />

The licensing fees are designed to cover costs of rules publications,<br />

postage, printed forms, membership in the National Federation Offi cials<br />

<strong>Association</strong> including specifi c insurance coverage, rules interpretation<br />

meetings, Arbitersports.com usage, and other costs of administering the<br />

offi cials program. In addition, $5 of the dues from each offi cial is used<br />

for the Offi cials Division Trust Fund to provide awards and recognition<br />

programs, as well as training for use in the development of better<br />

offi ciating.<br />

RECRUITMENT OF OFFICIALS<br />

The KHSAA is bound by Federal Court decree as well as by the very<br />

nature of its existence to recruit new offi cials. This has been done by<br />

many methods, most at the local level.<br />

The Offi cials Division has adopted the following standard procedures<br />

for recruitment of offi cials:<br />

· The KHSAA shall ensure that local associations, through the Assigning<br />

Secretary, utilize any medium and format possible to recruit new<br />

offi cials.<br />

· The regional colleges and universities in this state are encouraged<br />

to offer offi ciating classes as part of the curriculum. In addition,<br />

the KHSAA staff is ready to assist as guest lecturers, clinicians and<br />

instructors for these classes.<br />

- The KHSAA is a strong advocate of advanced camps to improve the<br />

skill of offi cials and is ready to assist as guest lecturers, clinicians and<br />

instructors for these camps.<br />

· The KHSAA offers a discounted license for full time college students<br />

(12 hours) with verifi cation of a full-time class schedule in an effort<br />

to get them involved at an early age.<br />

QUALIFICATIONS FOR LICENSING<br />

The minimum standards for licensing of all offi cials shall be:<br />

- Applicant shall be a graduate of an accredited high school or be at<br />

least eighteen years of age.<br />

- Licensing fee shall accompany application form. The fee shall be<br />

returned if applicant does not meet requirements or if the proper<br />

amount is not enclosed.<br />

- Able to physically perform the duties of being a sports offi cial including<br />

having an annual physical prior to offi ciating grade nine through<br />

twelve competition.<br />

- Annually attend the KHSAA rules clinic or approved makeup clinic. If<br />

not, schedule is subject to immediate cancellation following last clinic<br />

or subject to other penalty such as lack of postseason assignment.<br />

- Licensed with KHSAA and in good fi nancial standing.<br />

- Submit to a Criminal Records and Background check upon request by<br />

KHSAA in accordance with adopted policy.<br />

FEES FOR LICENSING AS AN OFFICIAL<br />

Each offi cial or prospective offi cial shall pay a fee to license as an<br />

offi cial.<br />

Administrative Fee - Each offi cial or prospective offi cial shall pay an<br />

administrative fee to license with the KHSAA. From this fee, the<br />

offi cial will receive the membership dues into the National Federation<br />

Offi cials <strong>Association</strong> (NFOA) and insurance coverage fees shall be paid<br />

for each offi cial as described in this brochure, the Athlete Magazine<br />

when it is published, and the other relevant news and mailings<br />

general to all offi cials.<br />

Per Sport Fee for Each Sport Licensed - Each offi cial or prospective<br />

offi cial shall pay a fee for each sport in which he/she desires to<br />

license. Many offi cials get a great deal of satisfaction out of licensing<br />

in several sports. For example, a person desiring to license in one<br />

sport would pay the Administrative Fee and the fee for the sport). If<br />

a currently licensed offi cial desires to add a new sport or renew in<br />

a previous sport after the deadline, the fee shall be the same as the<br />

re-licensing additional sport fee, and process would be as described<br />

for all new offi cials.<br />

College, University, or approved <strong>High</strong> <strong>School</strong> Mentor Fees - Each fulltime<br />

student (12 hours) at a college or university (with verifi cation<br />

of schedule submitted to the KHSAA) will have the Administrative<br />

Fee and the Per Sport Fee Reduced. For example, a college student<br />

desiring to license in one sport would therefore pay the administrative<br />

fee, and an additional per sport fee.<br />

Twenty-Five Year Offi cials - The fees for offi cials licensing into their<br />

26th year or beyond shall be waived. However, the licensing process<br />

shall be completed through the KHSAA.<br />

Late Licensure Fee - Each re-licensing offi cial shall be charged a late fee<br />

for failing to license by the June 30 deadline in all sports. A late fi ne<br />

shall not be assessed for a re-licensing offi cial who desires to add a<br />

fi rst-time sport or for a new (prospective) offi cial. Offi cials licensing<br />

after more than one year of lapse in licensing are not subject to the<br />

late fee.<br />

Late Clinic Fee - A fee may be assessed to offi cials who fail to attend the<br />

required rules clinics in specifi c sports in a timely manner. This fi ne<br />

shall be waived in a sport for fi rst time licensing offi cials.<br />

NSF (Insuffi cient Funds) Check or Declined Credit Card - A fee will<br />

be assessed to any offi cial whose check fails to clear the bank and<br />

the transaction results in the KHSAA having a fee assessed by its<br />

fi nancial institution. Licensing will be suspended for these offi cials<br />

or prospective offi cials until this fee is paid.<br />

LICENSING FEES FOR 2012-2013<br />

Administrative Fee - $25 per offi cial, once per year<br />

Per Sport Fee - $25 per offi cial per sport<br />

Student Fees - $15 administrative fee, $15 per sport licensed<br />

An additional $10 administrative fee will be applied to all offi cials who<br />

pay for licensing fees with a check.<br />

REQUIREMENT FOR CRIMINAL BACKGROUND CHECK<br />

A background check shall be done by the <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong><br />

<strong>Association</strong> (“KHSAA”) on all licensed offi cials as of the 2010-2011<br />

licensing year. The background checks will be done using the database<br />

of the <strong>Kentucky</strong> Administrative Offi ce of the Courts (“courtnet”).<br />

Beginning with the 2010-11 licensing year, all new offi cials (prospective<br />

offi cials) shall have a background check done upon initial licensure. This<br />

fi rst licensure shall be considered provisional in nature pending the<br />

successful completion of the background check. The background checks<br />

will be done using the database of the <strong>Kentucky</strong> Administrative Offi ce<br />

of the Courts (“Courtnet”). If the Courtnet report is deemed inaccurate<br />

or does not provide suffi cient detail of offenses, KHSAA may, at its<br />

discretion, request the applicant to provide a background check from<br />

the Department of <strong>Kentucky</strong> State Police. The cost of the <strong>Kentucky</strong> State<br />

Police Background check shall be borne by the appellant.<br />

Every fi fth (5th) year, or at the discretion of the KHSAA, beginning with<br />

the 2010-2011 school year, each offi cial shall have a background check<br />

done upon attempting to license.<br />

PERMANENT SUSPENSION OR DENIAL OF LICENSURE<br />

Licensing shall be denied any offi cial or prospective offi cial when the<br />

results confi rm that the person has been:<br />

1) Convicted of a sex crime or criminal offense against a minor as<br />

defi ned in KRS 17.500;<br />

2) Listed as a violent offender as defi ned in KRS 17.165;<br />

3) Convicted for an unlawful transaction with a minor as set forth in<br />

KRS 530.064 or KRS 530.065, or<br />

4) Listed as a convicted felon who has not had his or her civil rights<br />

restored.<br />

TEMPORARY SUSPENSION OF LICENSURE<br />

The Commission may, upon presentation of competent evidence,<br />

suspend the ability of a licensed offi cial to be offered game assignments<br />

by local assigning secretaries for the following reasons:<br />

1) Being formally charged with a violation of KRS 17.500 (sex crime<br />

or criminal offense against a minor), KRS 17.165 (violent offender),<br />

KRS 530.064 or KRS 530.065 (unlawful transactions with a minor);<br />

2) Being indicted for any felony criminal act;<br />

3) Being indicted for a misdemeanor act involving the use or distribution<br />

of mind or body altering drugs, theft or an act involving moral<br />

turpitude;<br />

4) Any acts or omissions detrimental to the best interests of the KHSAA<br />

and interscholastic athletics, which could include but is not limited to:<br />

a) Making derogatory remarks about offi cials, contestants, coaches<br />

or fans,<br />

b) Instigating, inciting or being involved in disruptive incidents at<br />

contest sites or local association meetings or functions,<br />

c) Making derogatory remarks or displaying critical actions or gestures<br />

against contest offi cials,<br />

d) Sexual or other unlawful harassment;<br />

e) Use of abusive or inappropriate language during the performance<br />

of the offi cials’ duties or at any time from arrival at a contest venue<br />

to departure;<br />

f) Providing unwarranted or derogatory news media releases,<br />

interviews or comments;<br />

g) Improper or excessive communication with school representatives,<br />

media or general public regarding the evaluation or assignment of<br />

contest offi cials;<br />

h) Terminating a contest before the normal end of regulation play<br />

without trying to secure the assistance of game management and<br />

security to rectify the problem; or<br />

i) Improper or inappropriate comments using traditional or social<br />

media, or conduct unbecoming an offi cial.<br />

5) Using mood altering substances on the date of contest;<br />

6) Being convicted of an offense for which the imposed punishment<br />

includes the suspension of driving privileges;<br />

7) Failure to timely (within 24 hours) and properly report the ejection<br />

of a player, administrator, coach, or spectator, or any other incident<br />

for which reporting is required by the Commission;<br />

8) Requesting or soliciting the opportunity to offi ciate a contest from any<br />

coach, league or offi cial thereof in the sports of Baseball, Basketball,<br />

Football, Soccer, Softball, Wrestling, or Volleyball, if those schools<br />

are in an area that employs an assigning secretary;<br />

9) Requesting or soliciting the opportunity to offi ciate a non-varsity<br />

contest from any coach, league or offi cial thereof in a sport or<br />

policy board area that mandates the assignment of that level by an<br />

assigning secretary;<br />

10) Becoming a member of more than one local association unless<br />

approved by the Commissioner;<br />

11) Failing to properly notify school authorities or assigning secretary<br />

when unable to work a contest or failure to properly appear for a<br />

contest;<br />

12) Knowingly offi ciating a contest in violation of KHSAA rules or<br />

mechanics or deviating from enforcement of National Federation<br />

Playing Rules other than those allowed by KHSAA adopted policies<br />

and experimental rules;<br />

13) Failure to wear the proper offi ciating uniform;<br />

14) Dishonesty in administration or completion of the Part 1 or Part 2<br />

examination(s) or failure to complete the Part 2 exam if required; or<br />

15) Lack of clinic attendance.<br />

APPEAL RIGHTS<br />

The Supervisor of Offi cials shall notify, in writing, any offi cial or<br />

prospective offi cial that their license is being denied or temporarily/<br />

permanently suspended.<br />

1) Any offi cial or prospective offi cial suspended or denied licensure may<br />

appeal the decision of the Supervisor of Offi cials to the Commissioner.<br />

In support of their appeal, the offi cial or prospective offi cial shall<br />

procure and submit a background check from the Department of the<br />

<strong>Kentucky</strong> State Police. The cost of this check shall be borne by the<br />

appellant. As a part of any appeal, the following shall be considered:<br />

a) If suspension or denial of license is based upon the conviction of<br />

a felony, the Commissioner may restore or issue a license if more<br />

than fi ve (5) years have passed since the completion of the sentence,<br />

parole, or probation that was issued in the matter (provided the<br />

offense was not classifi ed as: a sex crime or criminal offense against<br />

a minor as defi ned in KRS 17.500; unlawful transaction with a minor<br />

as set forth in KRS 530.064 or KRS 530.065; or a crime that results<br />

in the individuals being listed as a violent offender as defi ned by<br />

KRS 17.165).<br />

b) If suspension or denial of license is based upon any conviction<br />

of: sex crime or criminal offense against a minor as defi ned in<br />

KRS 17.500; unlawful transaction with a minor as set forth in KRS<br />

530.064 or KRS 530.065; or a crime that results in the individuals<br />

being listed as a violent offender as defi ned by KRS 17.165, licensure<br />

will not be issued or reinstated unless such offense has been<br />

reversed by proper authority having jurisdiction over the matter.<br />

2) Any offi cial or prospective offi cial may appeal the Commissioner’s<br />

decision to the Board of Control no earlier than the next regularly<br />

scheduled meeting.<br />

LICENSING PROCESS FOR NEW (PROSPECTIVE) OFFICIALS IN<br />

ALL SPORTS<br />

An applicant shall complete a <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong><br />

<strong>Association</strong> New Offi cials’ Application online using the KHSAA website,<br />

www.khsaa.org. All requested information must be on the form with<br />

specifi c emphasis on the following items:<br />

- Social Security Number - This number shall be included in order for<br />

the application to be processed as it is necessary for the required<br />

criminal records check.<br />

- Birth date - This information shall be included in order for the<br />

application to be processed as it is necessary for the required criminal<br />

records check.<br />

- Phone Numbers - All phone numbers are required as they are important<br />

to the offi cial trying to contact an offi cial to confi rm arrangements,<br />

the school trying to alert offi cials to a cancelled or altered contest<br />

time, or the regional or district tournament manager trying to report<br />

contest times and dates.<br />

- Applicant must indicate if already currently licensed in another sport.<br />

This determines the proper fee and verify that it has been submitted<br />

as well as eliminating duplicate database records. The existing license<br />

number must be included in the appropriate blank.<br />

- Applicant must indicate if currently or previously licensed in another<br />

state and must provide verifi cation of those records from another<br />

state (s) to receive the reciprocal service credit.<br />

The application for a new (prospective) offi cial license shall be received<br />

by April 15 of the licensing school year. Items postmarked after this date<br />

shall not be processed and the licensing attempt shall be canceled.<br />

Once the application has been completed legibly, it is submitted to the<br />

KHSAA with the proper fee. All licensing fees paid between May 1 and<br />

April 15 shall only apply to that year’s offi ciating record.<br />

After a properly completed application and fee are received by the<br />

KHSAA, prospective applicants shall be mailed the rules books for that<br />

sport, and shall be sent instructions for the Part 1 Examination based on<br />

the following anticipated schedule:<br />

- Applicants for fall sports (football, soccer, volleyball) receive the new<br />

materials late summer.<br />

- Applicants for winter sports (basketball, wrestling, swimming) shall<br />

not receive these new materials until mid-fall.<br />

- Spring sports applicants (baseball, softball, and track) shall not new<br />

receive materials until approximately February 1.<br />

Applicants must then complete the Part 1 Examination. This is an open<br />

book examination which shall be completed by published deadlines and<br />

can only be done online. Licensing is not complete and the applicant is<br />

not eligible to offi ciate grades 9-12 contests until this examination has<br />

been completed and a score of at least 70 percent is attained. The Part 1<br />

exam can be taken twice to obtain the required score.<br />

After the Part 1 exam has been completed, grades are processed by<br />

KHSAA staff. Examinations are processed on not less than a weekly<br />

basis. PLEASE ALLOW A MINIMUM OF FIVE BUSINESS DAYS FOR STAFF<br />

PERSONNEL TO RECORD AND REPORT RESULTS. If the examination has<br />

been passed, the offi cial is to receive an offi ciating license and the name<br />

is to be placed on an updated listing of offi cials on the KHSAA website,<br />

www.khsaa.org. This list is updated not less than weekly.<br />

New offi cials should note the requirements for all offi cials to join a<br />

local offi cials association if such associations exist in the specifi c sport.<br />

All requirements, including completion of the Part 1 Exam, shall be<br />

completed no later than the last Friday in April. If licensing is canceled<br />

due to lack of fulfi lling these requirements, the year shall not be credited,<br />

no refund shall be issued and the amount paid shall not be carried to a<br />

future year and the applicant must start the process anew if desiring to<br />

license in the future.<br />

PART 1 EXAMINATION FOR NEW OFFICIALS<br />

Each Applicant shall receive a passing grade of at least 70% on the Part<br />

1 Examination in each of the sports in which the applicant is licensing.<br />

The exam is administered only online via the KHSAA website.<br />

The fi rst year exam will not be available until after the last Friday in April.<br />

The offi cial will have two attempts to complete the exam after which<br />

licensing will be denied. If the applicant receives the requisite score of<br />

70 percent on the fi rst attempt, a second attempt may not be made for<br />

the purpose of improving score.<br />

Applicants failing to complete the required testing are not refunded fees<br />

and the prospective offi cial will not be given credit for the year of service<br />

and would have to start the process anew if desired in a later year.<br />

REQUIREMENTS/DEADLINES FOR RE-LICENSING OFFICIALS IN<br />

ALL SPORTS<br />

During May of each year, all currently licensed offi cials shall be<br />

sent re-licensing information. Included in this information shall be<br />

an explanation of any licensing procedure changes and the proper<br />

application for re-licensing.<br />

Personal checks shall be accepted for renewal of licensing along with<br />

an additional fee for processing. There will be no extra fee for licensing<br />

via credit card (Visa, Mastercard, American Express or Discover). A<br />

handling charge shall be assessed on any check returned by the bank or<br />

declined credit card for any reason. An offi cial shall be considered not<br />

licensed until all fees are paid.<br />

Prior to June 30 of the upcoming licensing year - Licensing is required<br />

of ALL Previously Licensed Offi cials in ALL Sports for the coming school<br />

year. For sports and tournament levels requiring a Level 2 or Level 3<br />

offi cial, those sports offi cials shall have licensed no later than June 30<br />

of the licensing year.<br />

Re-licensing Offi cials must pay the licensing fee per the fee schedule<br />

printed.<br />

Final Deadline (postmark) for licensing application and fee including<br />

applicable late fee is April 15 of the licensing school year.<br />

Items received after deadline dates will be returned and will not<br />

be processed and the prospective offi cial will have to begin the new<br />

licensing process again during the following year’s annual licensing<br />

period.<br />

Each completed re-licensing form processed after June 30 of the<br />

upcoming licensing year shall be assessed a late fee.<br />

If a licensed offi cial does not receive a licensing renewal information<br />

by that June 1 prior to that June 30 deadline, it is the offi cial’s<br />

responsibility to contact the KHSAA offi ce in order for all fees to be paid<br />

by the deadline.<br />

Renewal licensing forms postmarked after June 30 without inclusion<br />

of the late fee shall be returned to the offi cial.<br />

Offi cials shall license in all sports with the same renewal form.<br />

Late licensing shall be allowed only with the payment of the full late<br />

licensing fee per licensing form.<br />

It is each offi cial’s responsibility to notify the KHSAA offi ce immediately<br />

with any address changes throughout the year, including email address<br />

changes.<br />

Upon completion of the re-licensing requirements, the KHSAA shall<br />

provide each offi cial with an offi ciating license for the current year. This<br />

license shall be available for examination at any KHSAA contest event.<br />

Rules books for each re-licensed sport as well as other required<br />

publications shall also be mailed, according to availability and based<br />

primarily on the printing and shipping schedule of the National<br />

Federation.<br />

CLASSIFICATION OF OFFICIALS<br />

Offi cials licensed with the <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong> shall<br />

be classifi ed as Level 1, Level 2, or Level 3. Requirements for these<br />

classifi cations are:<br />

a. Level 1. An offi cial shall be classifi ed as Level 1 as soon as he or she<br />

has paid the annual licensing fee, and has attained a grade of at least<br />

70 percent on the Part 1 Examination in that sport.<br />

b. Level 2. An offi cial shall be classifi ed as Level 2 if he or she has been<br />

Level 1 with the KHSAA for at least one school year, has attended the<br />

required KHSAA rules clinic, has paid the annual licensing fee, and at<br />

such point in time as he or she attains a grade of at least eighty (80)<br />

percent on the Part 2 Examination in that sport for the school year in<br />

which the Level 2 rating is requested. After having received the Level<br />

2 rating, the offi cial shall continue to receive the rating each school<br />

year upon payment of the licensing fee and until all requirements for<br />

the Level 3 rating are met.<br />

c. Level 3. When an offi cial licenses for the sixth school year with the<br />

<strong>Association</strong>, he or she shall be classifi ed as Level 3 if he or she has been<br />

previously classifi ed as Level 2, has attended the KHSAA sponsored<br />

rules clinic, has paid the annual licensing fee for that sport, and at<br />

the point in time when he or she receives a grade of at least ninety<br />

(90) percent on the Part 2 Examination during the school year the<br />

Level 3 rating is requested. After having received the Level 3 rating,<br />

the offi cial shall continue to receive the rating each school year upon<br />

payment of the annual licensing fee.<br />

RECIPROCITY OF OFFICIALS/MOVEMENT BETWEEN STATES<br />

Offi cials may desire to offi ciate in more than one state or may transfer<br />

into <strong>Kentucky</strong> after licensing in another state. If concurrent licensing is<br />

desired, it would be necessary to license in each state and fulfi ll all of<br />

the requirements of each state. Many states accept such things as test<br />

scores, clinic attendance, etc., from an offi cials’ tenure in a previous<br />

state. <strong>Kentucky</strong> does not honor rules clinic attendance or transfer of<br />

licensing levels from other states.<br />

The KHSAA shall recognize years of offi ciating experience in other<br />

states while not licensed in <strong>Kentucky</strong> and Part 1 examination scores of<br />

an offi cial transferring into <strong>Kentucky</strong> after having been licensed as a<br />

contest offi cial in another state that conforms to the playing rules of<br />

the NFHS.<br />

RENEWAL OF LICENSE AFTER LAPSE<br />

An offi cial who does not re-license at least one year may re-license by<br />

completing the necessary forms and submitting the required fees.<br />

Offi cials shall always maintain credit for prior years of licensing.<br />

An offi cial attempting to license after at least one year without<br />

licensing shall not be subject to the late fee.<br />

REGIONAL POLICY BOARDS<br />

I. BACKGROUND<br />

Each region (as defi ned by the boundaries of the basketball alignment)<br />

shall have an organization, which will hereinafter be referred to as a<br />

Regional Policy Board (“RPB”). With the permission of the Commissioner,<br />

adjoining regions may form a joint Regional Policy Boards. These RPB<br />

entities are formed in compliance with, and to ensure adherence to,<br />

the Federal Court Decree of 1971, as amended in 1987 and 2007. The<br />

stipulations in this document have been approved as policy by the Board<br />

of Control of the <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong>. Questions<br />

and clarifi cations should be sought from the member of the KHSAA<br />

Executive Staff who is designated as the Supervisor of Offi cials. In these<br />

policies, varsity shall mean the highest level of school competition and<br />

those eligible to compete for KHSAA state championship play.<br />

II. REGIONAL POLICY BOARDS COMPOSITION, DUES AND OFFICERS:<br />

A) Composition<br />

1) Each RPB shall consist of an equal number of representatives from<br />

each basketball district within the region. It is recommended that<br />

there be only one per district. By majority vote of all schools in the<br />

region, the membership composition may be changed to include<br />

one representative from each school.<br />

2) Representatives shall be fulltime certified employees of an<br />

accredited member school, or member school system, within his/<br />

her district.<br />

3) Members shall be elected by the Principal or Designated<br />

Representative from each member school within the District.<br />

4) Members shall serve for a term of four (4) years on a staggered<br />

basis—fi rst such terms selected by lot.<br />

5) All employed Assigning Secretaries shall be able to attend<br />

meetings of the Regional Policy Boards with voice but without<br />

voting privileges.<br />

6) The annual term for RPB Members shall run from July 1st to June<br />

30th each year.<br />

B) Dues and Fees<br />

1) Each RPB shall set an amount of dues payable by each member<br />

school to help defray expenses for RPB operations. This amount is<br />

recommended to be a minimum of $50.00 annually and is payable<br />

to the RPB Treasurer to help defray expenses for RPB operations.<br />

2) These fees shall be paid by May 1st each year.<br />

3) RPB Member’s travel fees may be reimbursed at a rate determined<br />

by a majority vote of the RPB.<br />

C) Offi cers<br />

1) The RPB shall elect from the membership a Chairman, Vice,<br />

Chairman and Secretary-Treasurer.<br />

2) The offi cers shall hold the position for two (2) years per term.<br />

3) Necessary elections shall take place during the month of May<br />

and all schools shall be notifi ed no later than April 15th of the<br />

candidates seeking offi ce.<br />

4) Ballots must be returned to the RPB Chairman who shall coordinate<br />

the election process.<br />

5) Votes shall be counted at the regularly scheduled May meeting.<br />

III. MEETINGS OF THE REGIONAL POLICY BOARDS<br />

A) Meeting Frequency and Notice<br />

1) Each RPB shall meet at least once during the Month of the<br />

September (or in August or October as the school calendar permits).<br />

2) Each RPB shall meet at least once during the month of January (or<br />

in December or February as the school calendar permits)<br />

3) Each RPB shall meet at least once during the month of May (or in<br />

April or June as the school calendar permits)<br />

4) The Chairman shall insure that the KHSAA Commissioner is notifi ed<br />

no later than the fi rst day of the month in which any meeting is<br />

held as to the time and place of the meeting.<br />

5) The Chairman may also call as many other meetings as deemed<br />

necessary to fulfi ll duties and the KHSAA shall be notifi ed of the<br />

time and place.<br />

B) General Provisions<br />

1) All meetings are conducted in compliance with the <strong>Kentucky</strong><br />

Open Meetings Act. Business conducted and communication done<br />

electronically must be done in a manner that maintains the integrity<br />

of the Open Meetings Act.<br />

2) A majority of the RPB Members must be present to conduct offi cial<br />

business.<br />

3) Minutes of the RPB Meetings, with a record of RPB Members and<br />

others in attendance, shall be forwarded to the KHSAA within thirty<br />

(30) days of the meeting.<br />

4) Notifi cation of scheduled RPB Meetings shall be sent to each<br />

Principal and <strong>Athletic</strong> Director of each KHSAA member school<br />

within the Regional Policy Board’s respective region at the same<br />

time it is sent to KHSAA.<br />

5) All meetings shall be conducted in accordance with Robert’s Rules<br />

of Order, unless otherwise stipulated by the KHSAA.<br />

IV. RESPONSIBILITIES OF THE REGIONAL POLICY BOARD<br />

A) Local Offi cials <strong>Association</strong>s<br />

1) The RPB shall consider for approval the establishment of regional<br />

offi cial’s association for the purpose of ensuring for the assignment<br />

of independent contractors to serve as offi cials to varsity athletic<br />

contests in baseball, basketball, football, soccer, softball (fast pitch),<br />

volleyball and wrestling.<br />

2) Only one regional offi cials’ association may be approved for each<br />

sport by the RPB.<br />

B) Offi ciating Fees<br />

1) The RPB shall review the travel needs of the offi cials within the<br />

region(s) and recommend any additional fee (regional “add-on”) to<br />

be added to the state approved compensation scale to adequately<br />

compensate the offi cials. Such additional fee may not be based on<br />

perceived merit or ability of the offi cials, but on the geographic<br />

travel concerns.<br />

2) The RPB shall ensure that when the state approved compensation<br />

scale is adjusted for a specifi c sport, that no downward adjustment<br />

is made to the regional “add-on” for that sport, unless made in<br />

conjunction with a comprehensive review in all sports.<br />

3) The RPB shall assist the KHSAA with monitoring of payment to<br />

offi cials to ensure that no offi cial is compensated for a varsity<br />

contest at a rate below the state approved compensation scale.<br />

4) The RPB shall establish contest fees for non-varsity contests in<br />

grades 9-12.<br />

5) By majority vote of the member schools within the region, the RPB<br />

may have authority over the fees for contest levels below grade nine.<br />

6) Except for the travel needs (add-on) as detailed above, the RPB shall<br />

reject any request for varsity fee compensation increase unless it is<br />

in conjunction with the one every four-year review by the KHSAA<br />

Board of Control.<br />

C) Varsity Assigning Secretary Selection<br />

1) Assigning Secretary selection shall be approved by the KHSAA<br />

Supervisor of Offi cials after receiving a recommendation(s) from<br />

the RPB.<br />

2) When an Assigning Secretary is being selected, the RPB shall publicly<br />

solicit applicants for the position through the use of avenues such as<br />

media advertisement including the KHSAA website, communication<br />

with the local offi cial’s association, and communication with the<br />

member schools. The position announcement shall also be published<br />

by the KHSAA.<br />

3) It is recommended that local offi cial’s organization’s opinions be<br />

sought as to the person recommended for selection.<br />

4) It is recommended that the member schools of the region be<br />

consulted as to the person recommended for selection.<br />

5) The RPB, with assistance from the KHSAA, shall screen (to include<br />

a background and criminal records check).<br />

6) The RPB shall interview prospective candidates and shall submit<br />

the names and background information for a minimum of two<br />

and maximum of three fi nalists to the Commissioner’s offi ce.<br />

Notifi cation of the dates and times of the interviews shall be noticed<br />

to the KHSAA, and the KHSAA sport contact or Supervisor of Offi cials<br />

may attend and participate in the interviews.<br />

7) The Commissioner’s offi ce will then return to the RPB the names of<br />

the fi nalists not eligible for consideration for the position.<br />

8) The RPB shall make the fi nal decision as to a recommendation<br />

for the hiring of the assigning secretary and shall submit that<br />

candidate’s name to the KHSAA.<br />

9) The fi nal hiring is subject to the approval of the KHSAA. The<br />

KHSAA will then enter into a written agreement with the Assigning<br />

Secretary for a one-year contract.<br />

10) The RPB shall not hire any person for the position of assigning<br />

secretary whose name is not on the original list of candidates sent<br />

to the Commissioner’s offi ce.<br />

D) Non-Varsity Assigning Secretary and Other Assigning Assistance<br />

Selection<br />

1) The RPB shall adopt a policy as to the assignment of non-varsity<br />

contests. The RPB shall determine if those contests are to be<br />

assigned by the Varsity Assigning Secretary, assigned by an<br />

additional individual, or acquired locally by the member schools<br />

provided that the offi cials are properly licensed.<br />

2) In the event that an additional individual is to be used for nonvarsity<br />

assigning, the procedures outline in Section (c) above shall<br />

prevail.<br />

3) All individuals compensated in any manner to assist with the<br />

assignment, evaluation or training of contest officials shall<br />

be subject to approval by the RPB, including any relevant<br />

compensation.<br />

E) Varsity Assigning Secretary Compensation<br />

1) The RPB shall establish annual payment fees for <strong>Kentucky</strong> <strong>High</strong><br />

<strong>School</strong> <strong>Athletic</strong> <strong>Association</strong> member schools to have offi cials<br />

assigned by regional varsity assigning secretaries. Such factors as<br />

supplies, materials, administrative needs, travel, etc., should be<br />

considered in establishing this salary.<br />

2) The RPB chairperson shall work in conjunction with adjacent<br />

region’s RPB chairperson(s) in the event that an assigning secretary<br />

is assigning contests outside of the home region of the assigning<br />

secretary. The fee for the assignment of contests outside the<br />

region shall not be the jurisdiction of the home region, but this<br />

collaboration will ensure that the games are assigned, and the<br />

assigning secretary is fairly compensated. In the event that an RPB<br />

has determined a “fl at rate” for the assignment of games rather<br />

than a per-school rate, this would include the payment of fees for the<br />

assignment of contests for schools outside regional service areas.<br />

3) The RPB shall consider for approval, the amount of annual payment<br />

fees for licensed offi cials in local associations to be paid to the<br />

Assigning secretary for game assignment and evaluation duties.<br />

4) The RPB shall ensure that all state and federal income tax and other<br />

regulatory laws are fully complied with in the event of the hiring of<br />

a non-varsity assigning secretary.<br />

5) All compensation for all persons involved in assigning as designated<br />

by the RPB shall be distributed by the KHSAA. It is the strong<br />

recommendation of the Commissioner that the RPB designate a<br />

person to collect the fees from the schools and offi cials, and remit<br />

that amount to the KHSAA for distribution to the Assigning Secretary<br />

to ensure documentation and compliance with all applicable tax<br />

regulations.<br />

F) Non-Varsity Assigning Secretary Compensation<br />

1) The RPB shall establish annual payment fees for <strong>Kentucky</strong> <strong>High</strong><br />

<strong>School</strong> <strong>Athletic</strong> <strong>Association</strong> member schools to have offi cials<br />

assigned by regional non-varsity assigning secretaries. Such factors<br />

as supplies, materials, administrative needs, travel, etc., should be<br />

considered in establishing this salary.<br />

2) The RPB shall ensure that all state and federal income tax and other<br />

regulatory laws are fully complied with in the event of the hiring of<br />

a non-varsity assigning secretary.<br />

3) All compensation for all persons involved in assigning as designated<br />

by the RPB shall be distributed by the KHSAA. It is the strong<br />

recommendation of the Commissioner that the RPB designate a<br />

person to collect the fees from the schools and offi cials, and remit<br />

that amount to the KHSAA for distribution to the Assigning Secretary<br />

to ensure documentation and compliance with all applicable tax<br />

regulations.<br />

G) Deadlines and Policies for Member <strong>School</strong>s<br />

1) The RPB shall adopt policies that ensure the timely submission of<br />

games schedules to regional assigning secretaries<br />

2) The RPB shall adopt penalties or standards that address non<br />

compliance with schedule deadlines. The RPB shall ensure that each<br />

member school’s schedule of games is forwarded to the respective<br />

assigning secretary by the deadlines listed in the Assigning Secretary<br />

policies. Member schools failing to meet these deadlines shall pay a<br />

fi ne which is payable to the Assigning Secretary due to the workload<br />

adjustments. Exceptions to these deadlines may not be granted<br />

unless approved by a majority of the RPB. Member schools failing<br />

to adhere to the provisions of this regulation may suffer disciplinary<br />

action, including probation, suspension or additional fi nes imposed<br />

by the Commissioner’s Offi ce or Board of Control.<br />

3) If any fee or other penalty is assessed for other compliance issues by<br />

the member schools (game changes, additions, deletions, differing<br />

number of offi cials, etc.), then such policies shall be consider for<br />

approval or declination of approval by the RPB.<br />

4) Assist member schools in developing policies for the assignment<br />

of offi cials for athletic contests in which there are no regional<br />

assigning secretaries.<br />

H) Deadlines and Policies for Local Offi cials <strong>Association</strong><br />

1) The RPB shall consider for approval (or declination), any portion<br />

of the membership fee paid by the local offi cials association to an<br />

individual<br />

2) The RPB shall consider for approval (or declination), any person<br />

assisting with recruitment, training and development within a local<br />

offi cials association. If any such individual is compensated, the<br />

RPB shall ensure that all state and federal income tax and other<br />

regulatory laws are fully complied with in the event of the hiring<br />

of an individual for such purpose.<br />

I) Recruitment, Training, Development<br />

1) The RPB shall recommend policies to the KHSAA which will facilitate<br />

the recruiting, training and retention of sports offi cials as well as<br />

foster the relationship among assigning secretaries, offi cials and<br />

high school athletics.<br />

2) The RPB shall assist the KHSAA in identifying other areas where<br />

recruitment, training and retention of sports officials can be<br />

improved.<br />

J) Evaluation and Retention of Assigning Secretaries<br />

1) The RPB shall annually review the job performance of each<br />

assigning secretary under the Regional Policy Board’s jurisdiction<br />

and recommend retention or posting of the position to the KHSAA.<br />

Assigning secretaries shall be presented this review. Criteria for this<br />

evaluation may be developed by each RPB and other requirements<br />

may be found in the KHSAA listing of assigning secretary<br />

responsibilities. Copies of the evaluations shall be submitted to<br />

the KHSAA.<br />

2) The RPB shall request approval from the KHSAA for the hiring or<br />

re-hiring of any assigning secretary in time for contract preparation<br />

and scheduling obligations.<br />

K) Miscellaneous Offi ciating Regulations<br />

1) The RPB shall ensure that no fee is approved for softball umpires<br />

that creates a difference of greater than $10 when compared to<br />

the fee paid to baseball umpires.<br />

2) The RPB shall ensure that any limitation on the length of softball<br />

contests also applies to baseball.<br />

3) When considering the fee for softball and baseball contests to be<br />

paid by member schools to umpires, the RPB may adopt a per-inning<br />

fee (i.e. all 7 inning games will be paid one rate, all 5 inning games<br />

one rate) provided the total 7-inning fee is not less than the state<br />

adopted fee schedule amount.<br />

4) The RPB shall ensure that all schools in the region are afforded<br />

the privilege of scratching/redlining selected offi cials as detailed in<br />

this manual. Such shall be done on an annual basis. The RPB shall<br />

determine the number of allowed scratches per school, subject to<br />

approval of the Commissioner. No RPB may deny scratch privileges<br />

to a school for any reason.<br />

L) Other Actions:<br />

1) The KHSAA shall have a right to penalize a RPB for non-compliance<br />

of KHSAA regulations and requirements.<br />

2) Such penalties may include fi nes levied against the Regional Policy<br />

Board, the decertifi cation of regional offi cials associations and<br />

limiting or eliminating the use of offi cials from the affected regions<br />

for a defi ned period of time.<br />

REQUIREMENT TO JOIN LOCAL OFFICIALS ASSOCIATION<br />

Each offi cial (re-licensing and new (prospective) must join a local<br />

association if one is formed in sport (i.e. no local associations in track or<br />

swimming), and abide by the rules of that association.<br />

An offi cial may be an active member of only one local association per<br />

sport unless otherwise approved by the Commission.<br />

LOCAL OFFICIALS’ ASSOCIATIONS<br />

The KHSAA’s offi ciating program for recruiting, training and retaining<br />

offi cials depends upon the involvement of local offi cials’ associations.<br />

It is the ultimate goal of the KHSAA to have every offi cial as an<br />

active and participating member of a local offi cials’ association. Local<br />

associations have many roles, including:<br />

- The recruitment and encouragement of new offi cials<br />

- Assist the Assigning Secretary in administering training and rules<br />

discussion meetings for offi cials<br />

- Monitoring the local association to ensure compliance to all KHSAA<br />

regulations and standards by member offi cials<br />

A local offi cials’ association may be sanctioned by the KHSAA upon<br />

following the procedure outlined below:<br />

- The <strong>Association</strong> is recognized and sanctioned by the Local Regional<br />

Policy Board. There shall only be one such association for each sport<br />

within each local Regional Policy Board.<br />

- Only duly licensed KHSAA offi cials are eligible for membership in<br />

a sanctioned local offi cials organization unless participating in a<br />

program approved by the Commission.<br />

- The local group may adopt its own name and its proposed Constitution<br />

and Bylaws. However, the proposed Constitution and Bylaws shall be<br />

submitted to the KHSAA for review and approval. The Bylaws of the<br />

local association may not set aside the rules of the KHSAA nor may<br />

these documents confl ict with the assigned duties of the Regional<br />

Policy Board and Assigning Secretary.<br />

- A list of the current offi cers of the local regional organization shall be<br />

kept on fi le with the Commission.<br />

- The local association may not make rules or policies that supersede<br />

KHSAA requirements for offi cials in terms of qualifi cation of varsity<br />

roster status or placement in crews or groups. That is the specifi c<br />

discretion of the Assigning Secretary.<br />

- The local association may not make rules or policies that supersede<br />

KHSAA requirements for offi cials in terms of postseason qualifi cation.<br />

That is the specifi c discretion of the <strong>Association</strong> as all assignments<br />

are made by the Commission.<br />

ADVANCE CAMPS/CLINICS/TRAINING<br />

In many sports, local associations or other entities including the<br />

KHSAA may conduct advance specialized training efforts for the purpose<br />

of allowing offi cials to voluntarily receive concentrated instructions and<br />

training. The sports specifi c contact within the <strong>Association</strong> can advise<br />

the offi cials in a specifi c sport as to the availability, and any relevant<br />

requirements for attendance.<br />

RULES CLINICS<br />

Each year, the staff conducts or supervises the conducting of rules<br />

clinics in KHSAA sports, which deal primarily with rules changes.<br />

The planned clinic dates for the upcoming school year are in various<br />

publications and printed at http://www.khsaa.org. These dates may be<br />

superseded due to confl icts, and the most current list shall be posted on<br />

the KHSAA website.<br />

PART 2 EXAMINATION<br />

The Part 2 Examination is administered online by the <strong>Association</strong> in<br />

most sports, can only be taken online, and can be taken a maximum of<br />

two times.<br />

Offi cials shall take the exam during the scheduled dates. The test<br />

may not be given in advance or after the testing date. After this testing<br />

window, there will be no other opportunities to take the test.<br />

Offi cials shall receive a passing grade of at least 80% to be eligible for<br />

postseason if the Part 2 exam is required. Exceptions may be approved<br />

by the Commission.<br />

The test is not administered in the KHSAA offi ces.<br />

It is recommended that active offi cials take the Part 2 exam each year.<br />

REQUIREMENTS FOR ELIGIBILITY FOR POSTSEASON PLAY<br />

The minimum standards for all offi cials to offi ciate postseason contests<br />

shall be:<br />

- Attend approved advanced training efforts (camps, clinics, meetings)<br />

to include rules and coverage of mechanics once every four years to<br />

be eligible for the four years following the training clinic provided such<br />

are offered or approved by the KHSAA. Such interval may be revised<br />

by the KHSAA staff liaison in a particular sport due to availability.<br />

- Take Part 2 exam with passing grade of at least 80 during current<br />

year if it is offered. Exceptions may be approved by the Commission.<br />

- Receive credit for annual KHSAA Rules Clinic or approved makeup<br />

clinic.<br />

- Attend a minimum of four (4) local association meetings in a sport<br />

which has local associations. KHSAA Rules Clinics and Part 2<br />

Examination meetings shall not count as one of these four meetings.<br />

Local associations may adopt policies addressing excused absences,<br />

but may not count non-offi ciating absences as properly attending.<br />

- Be in good standing with local association rules as it relates to fi nancial<br />

and reporting obligations. The KHSAA may waive this requirement<br />

if it is in the best interest of the assignment of offi cials within a<br />

particular sport.<br />

- For sports and tournament levels requiring a Level 2 or Level 3 offi cial,<br />

those sports offi cials shall have licensed no later than June 30 of the<br />

licensing year.<br />

ADDITIONAL SPORT SPECIFIC KHSAA POSTSEASON<br />

ASSIGNMENTS<br />

To be eligible for postseason assignments, offi cials shall meet the<br />

following guidelines.<br />

BASEBALL<br />

- Umpires for all KHSAA sponsored championship competition shall be<br />

assigned by the Commission.<br />

- Only KHSAA Level 2 or Level 3 offi cials shall be used in the regional or<br />

state tournaments. Exceptions may be approved by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to district, region and state tournament contests through<br />

the Assigning Secretary. The fi nal selection shall be made by the<br />

Commission.<br />

- A crew of two (2), three (3) or four (4) umpires shall be assigned to<br />

regular season play.<br />

- A crew of four (4) umpires shall be assigned to all region and state<br />

tournament play.<br />

- A crew of three (3) or four (4) umpires shall be assigned to all district<br />

tournament play.<br />

- Umpires desiring to be assigned to the Region and State Tournaments<br />

shall have within the preceding four years, attended the Baseball<br />

Advance Umpires Camp.<br />

- The Board of Control shall established fees for postseason play, In<br />

all tournament levels, one member of the crew of offi cials is to be<br />

paid a mileage allowance based on the mileage submitted to the<br />

manager by the association staff member in charge of the sport or<br />

his/her designee. Additional postseason allowances for lodging, etc.<br />

shall be at the discretion of the tournament manager and shall be<br />

approved by the Commissioner.<br />

BASKETBALL<br />

- Offi cials for all KHSAA sponsored state championship competition<br />

shall be assigned by the Commission.<br />

- Only KHSAA Level 2 or Level 3 offi cials shall be used in the district,<br />

regional or state tournaments.<br />

- An offi cial shall not offi ciate a district tournament in the district<br />

in which he or she resides. Exceptions shall be approved by the<br />

Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to district, region, and state tournament contests<br />

through the Assigning Secretary. The fi nal selection shall be made<br />

by the Commission.<br />

- Local associations, through the Assigning Secretary, are to have<br />

a rankings/ratings system approved by the Regional Policy Board<br />

that includes at least two opportunities for coaches to evaluate<br />

performance. The recommended intervals are pre-season, and midto-late<br />

season evaluations.<br />

- The resultant rankings of offi cials (fi nal ranked list of scores) is public<br />

information. The individual ratings by coaches are NOT public and<br />

may not be disclosed under any circumstances.<br />

- A crew of three (3) offi cials shall be assigned to regular season varsity<br />

play.<br />

- A crew of three (3) offi cials shall be assigned to postseason play.<br />

- To be eligible to offi ciate postseason in boys basketball, an offi cial<br />

shall offi ciate at least eight (8) high school boys games, and eight<br />

(8) high school girls games.<br />

- To be eligible to offi ciate postseason in girls basketball, an offi cial<br />

shall offi ciate at least eight (8) high school girls games.<br />

- The Board of Control has established fees for postseason play. In all<br />

tournament levels, one member of the crew of offi cials is to be paid<br />

a mileage allowance based on the mileage submitted to the manager<br />

by the association staff member in charge of the sport or his/her<br />

designee. Additional postseason allowances for lodging, etc. shall be<br />

at the discretion of the tournament manager and shall be approved<br />

by the Commissioner.<br />

-FAST-PITCH SOFTBALL<br />

- Umpires for all KHSAA sponsored championship competition shall be<br />

assigned by the Commission.<br />

- Only KHSAA Level 2 or Level 3 offi cials shall be used in the regional or<br />

state tournaments. Exceptions may be approved by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to district, region and state tournament contests through<br />

the Assigning Secretary. The fi nal selection shall be made by the<br />

Commission.<br />

- The Board of Control shall established fees for postseason play, In<br />

all tournament levels, one member of the crew of offi cials is to be<br />

paid a mileage allowance based on the mileage submitted to the<br />

manager by the association staff member in charge of the sport or<br />

his/her designee. Additional postseason allowances for lodging, etc.<br />

shall be at the discretion of the tournament manager and shall be<br />

approved by the Commissioner.<br />

FOOTBALL<br />

- Offi cials for all KHSAA sponsored state championship competition<br />

shall be assigned by the Commission. Only KHSAA Level 2 or Level<br />

3 offi cials shall be used in the fi nal four rounds of the state football<br />

playoffs. Exceptions may be approved by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to playoff contests. The fi nal selection shall be made by<br />

the Commission through the Assigning Secretary.<br />

- To be eligible to offi ciate postseason rounds three through fi ve, an<br />

offi cial shall offi ciate at least eight (8) varsity games at the position<br />

to be worked in postseason, with linesman and line judge being<br />

counted as the same position.<br />

- Assignments, by local association, will be made by the Commission<br />

for the fi rst four-rounds of the playoffs, with the exception that the<br />

Commission will assign the championship crews as a unit to a third<br />

or fourth-round game.<br />

- To offi ciate in rounds 3 through 5, an offi cial must work either round<br />

1 or 2.<br />

- The Board of Control shall established fees for postseason play, In<br />

all tournament levels, one member of the crew of offi cials is to be<br />

paid a mileage allowance based on the mileage submitted to the<br />

manager by the association staff member in charge of the sport or<br />

his/her designee. Additional postseason allowances for lodging, etc.<br />

shall be at the discretion of the tournament manager and shall be<br />

approved by the Commissioner.<br />

SOCCER<br />

- Offi cials for all KHSAA sponsored state championship competition shall<br />

be assigned by the Commission and shall be licensed by the <strong>Kentucky</strong><br />

<strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong>.<br />

- Only KHSAA Level 2 or Level 3 offi cials shall be used in the regional,<br />

sub-sectional, sectional, semi-state or State Tournaments. Exceptions<br />

may be approved by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to district, region, sectional and state tournament<br />

contests through the Assigning Secretary. The fi nal selection shall<br />

be made by the Commission.<br />

- A crew of three (3) offi cials shall be assigned to regular season play.<br />

- A crew of three (3) offi cials shall be assigned to all region and state<br />

tournament play.<br />

- Offi cials desiring to be assigned to the Region and State Tournaments<br />

shall have within the preceding four years, attended the Soccer<br />

Offi cials Camp.<br />

- The Board of Control shall established fees for postseason play, In<br />

all tournament levels, one member of the crew of offi cials is to be<br />

paid a mileage allowance based on the mileage submitted to the<br />

manager by the association staff member in charge of the sport or<br />

his/her designee. Additional postseason allowances for lodging, etc.<br />

shall be at the discretion of the tournament manager and shall be<br />

approved by the Commissioner.<br />

TRACK AND CROSS COUNTRY<br />

- It is strongly recommended that a KHSAA licensed offi cial (Track and<br />

Field), be present at each Cross Country and Track and Field meet<br />

that counts toward the limit of meets in accordance with Bylaw 25.<br />

In any meet where more than four (4) schools are entering teams or<br />

individuals, there shall be a KHSAA licensed Track offi cial.<br />

- The local management of the postseason track and cross country<br />

meets shall have the authority to hire and utilize all licensed offi cials<br />

necessary for properly conducting the meets. Where possible, these<br />

managers are encouraged to utilize KHSAA licensed track offi cials.<br />

In Track and Field meets where more than four (4) teams are<br />

participating, a KHSAA licensed offi cial shall be used.<br />

- For the State Track and Cross Country meets, the Commission shall<br />

have the authority to hire and utilize all offi cials necessary for properly<br />

conducting the meets. Where possible, the <strong>Association</strong> shall utilize<br />

KHSAA licensed track offi cials for the state meets.<br />

- Final approval for all selections to the meets shall be made by the<br />

Commission.<br />

- The Board of Control shall established fees for postseason play,<br />

Additional postseason allowances for lodging, etc. shall be at the<br />

discretion of the tournament manager and shall be approved by the<br />

Commissioner.<br />

VOLLEYBALL<br />

- Offi cials for all KHSAA sponsored state championship competition shall<br />

be assigned by the Commission and shall be licensed by the <strong>Kentucky</strong><br />

<strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong>.<br />

- Only KHSAA Level 2 or Level 3 offi cials shall be used in the regional,<br />

sub-sectional, sectional, semi-state or State Tournaments. Exceptions<br />

may be approved by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to district, region, sectional and state tournament<br />

contests through the Assigning Secretary. The fi nal selection shall<br />

be made by the Commission.<br />

- Offi cials desiring to be assigned to the Region and State Tournaments<br />

shall have within the preceding four years, attended the Volleyball<br />

Offi cials Camp.<br />

- The Board of Control shall established fees for postseason play, In<br />

all tournament levels, one member of the crew of offi cials is to be<br />

paid a mileage allowance based on the mileage submitted to the<br />

manager by the association staff member in charge of the sport or<br />

his/her designee. Additional postseason allowances for lodging, etc.<br />

shall be at the discretion of the tournament manager and shall be<br />

approved by the Commissioner.<br />

WRESTLING<br />

- Only offi cials licensed by the <strong>Kentucky</strong> <strong>High</strong> <strong>School</strong> <strong>Athletic</strong> <strong>Association</strong><br />

may offi ciate in the regional or state meet. Only KHSAA Level 2 or<br />

Level 3 offi cials shall be used in the regional or State Tournaments.<br />

Exceptions may be approved by the Commission.<br />

- The fi nal selection shall be made by the Commission.<br />

- Local associations may submit recommendations for postseason<br />

assignments to region and state tournament contests. The fi nal<br />

selection shall be made by the Commission.<br />

KHSAA OFFICIAL’S IDENTIFICATION NUMBER<br />

For offi cials and applicants, the identifi cation number is printed on<br />

the top of the label on all correspondence mailed from the KHSAA. This<br />

number can be referenced by the KHSAA system and can speed up the<br />

process of any inquiry.<br />

ACCEPTANCE OF ASSIGNMENTS<br />

An offi cial shall accept assignments in the time and manner prescribed<br />

by the appropriate Assigning Secretary. Failure to work an accepted<br />

contest, unless providentially prevented from doing so, may be cause for<br />

a one-year suspension in that sport.<br />

NFOA MEMBERSHIP AND INSURANCE COVERAGE<br />

A portion of the annual KHSAA licensing fee for each offi cial with the<br />

KHSAA shall be submitted to the National Federation for membership in<br />

the NFOA per the offi cials request.<br />

Another NFOA benefi t is the representation of the organization on the<br />

rules committees in the various sports, giving offi cials a voice in those<br />

changes. Various awards are given by the NFOA as well as discounted<br />

rates on rental cars, hotels, and other travel amenities. This membership<br />

also provides an offi cials’ supply catalog and other valuable information<br />

that helps offi cials. This membership also provides access to the Arbiter<br />

Central hub for the NFHS which allows for searchable rules books, case<br />

books, and other study material.<br />

As part of the administrative fee paid each year, each offi cial also<br />

has insurance coverage. This provides insurance coverage for general<br />

liability, catastrophic medical, and includes coverage for directors and<br />

CONFLICT OF INTEREST - GENERAL STATEMENT<br />

Confl icts of Interest<br />

I. An offi cial shall not knowingly accept an assignment of a contest if any<br />

of the following, conditions exist:<br />

a. If there is a KHSAA Offi cials <strong>Association</strong> that makes assignments<br />

through an assignment secretary and the assignment did not come<br />

through any authorized chapter assignments procedure;<br />

b. If any offi cial assigned to the contest is not a member in good standing<br />

with the KHSAA;<br />

c. If the offi cial or the offi cial’s spouse is employed by any school fi elding<br />

a team involved in a contest;<br />

d. If the offi cial is related by blood or marriage to a person: (parent,<br />

grandparent, child, grandchild, brother, sister, brother-in-law, sonin-law,<br />

etc.) affi liated with a team involved in a contest;<br />

e. If the offi cial or any person affi liated with a team involved in a contest<br />

are former or present teammates, roommates, classmates, business<br />

associates or close personal friends; or<br />

f. If the offi cial or the offi cial’s spouse attended or worked at either<br />

school within the last 10 years.<br />

II. An offi cial may accept assignment of a regular season contest or<br />

tournament only by fully informed written consent of both head coaches<br />

if any of the following condition exists:<br />

a. If the offi cial has a child in school in one of the involved schools, or<br />

a child who graduated from one of the schools within the previous<br />

fi ve years.<br />

b. If any offi cial assigned to the contest is not a member in good standing<br />

with the KHSAA;<br />

c. If the offi cial or the offi cial’s spouse is employed by any school fi elding<br />

a team involved in a contest;<br />

d. If the offi cial is related by blood or marriage to a person (parent,<br />

grandparent, child, grandchild, brother, sister, brother-in-law, sonin-law,<br />

etc.) affi liated with a team involved in a contest;<br />

e. If the offi cial or any person affi liated with a team involved in a contest<br />

are former or present teammates, roommates, classmates, business<br />

associates or close personal friends; or<br />

f. If the offi cial or the offi cial’s spouse attended or worked at either<br />

school within the last 10 years.<br />

III. An offi cial shall advise the assignments secretary of all known confl icts<br />

of interest with schools normally served by the chapter prior to any<br />

assignments for a season. In the event an Assigning Secretary does<br />

not know of a confl ict in accordance with I and II above, an individual<br />

offi cial shall notify the Assignment Secretary of all known confl icts upon<br />

eceipt of the schedule and the offi cial shall not accept an assignment<br />

without fi rst insuring compliance with the provisions of this section.<br />

In the event a confl ict with these provisions becomes known after<br />

acceptance of the contest, the offi cial shall make such confl ict known to<br />

the Assignment Secretary or assigning authority as soon as practicable.<br />

If the confl ict is under (I) above, the offi cial shall be removed from<br />

the contest or tournament without penalty. If the confl ict is under II<br />

above, the Assignment Secretary or assigning authority, in accordance<br />

with local association policy, shall inform both coaches of the possible<br />

confl ict and reassign the offi cial in the absence of consent from both<br />

head coaches, without penalty to the offi cial.<br />

IV. It shall be a violation of the Offi cials’ Code of Ethics for an offi cial to<br />

work a contest in violation of these provisions and an offi cial violating<br />

these provisions may be reprimanded, placed on probation, fi ned,<br />

suspended or terminated from membership.<br />

V. Any and all of the above provisions may be waived by mutual written<br />

consent of the head coaches. A specifi c offi cials organization may<br />

fi nd one or more of the above policy statements too restrictive, or too<br />

lenient, but this policy is well conceived and clearly written. It provides<br />

an excellent starting point for any offi ciating organization working to<br />

establish a confl ict-of-interest policy.<br />

MEMBERSHIP APPROVAL OF ASSIGNMENTS (SCRATCHES)<br />

By virtue of the Federal decree, a member school shall have the<br />

privilege of scratching / red-lining a limited number of offi cials (scratches)<br />

that it does not desire to have as contractors on the athletic contests of<br />

that school.<br />

The amount of scratches per school/coach is determined by the<br />

Regional Policy Board.<br />

Scratches shall be made in the preseason, and may not be changed<br />

during the playing season or prior to postseason.<br />

Scratches are valid for one-year and must be renewed annually to be<br />

honored.<br />

Scratches properly submitted in a timely fashion shall honored by the<br />

Assigning Secretary and the offi cials shall not be assigned to a home,<br />

away or neutral site contest in the sport during that season.<br />

A member school of the KHSAA shall not take any action to prevent an<br />

athletic offi cial from offi ciating a contest because of the offi cial’s race,<br />

sex, religion or national origin, nor may a member school participate in a<br />

contest where such preventative action has been taken.<br />

OFFICIALS FAIL TO ARRIVE<br />

In the event a contracted offi cial fails to arrive for a scheduled contest,<br />

the Assigning Secretary may have those offi cials who are present 1)<br />

offi ciate the contest with less than the usual number of offi cials; 2)<br />

replace the absent offi cial with a properly and currently licensed local<br />

offi cial; or 3) cooperate with the involved teams to postpone / reschedule<br />

the contest.<br />

IDENTIFICATION REQUIREMENT<br />

It is important that prior to each contest, the Assigning Secretary<br />

and member schools verify that offi cials are licensed by the KHSAA.<br />

The offi cial’s responsibility in this situation is to present the current<br />

identifi cation card to the host school <strong>Athletic</strong> Director before the<br />

contest. When a scorebook is kept, the offi cial can present the card to<br />

the scorekeeper so that the proper name of the offi cial can be recorded.<br />

Under no condition shall an Assigning Secretary assign an offi cial<br />

who is not properly licensed by the KHSAA to a freshmen, junior varsity<br />

or varsity high school athletic contest. Whatever the situation, it is the<br />

responsibility of the member school to verify that each offi cial is licensed.<br />

The offi cial can create a cooperative tone by offering the information<br />

before being asked to do so.<br />

It is also possible to verify licensing via a perpetually updated<br />

listing on the KHSAA website, www.khsaa.org under Offi cials Division<br />

Information.<br />

MAINTAINING RECORDS<br />

Each offi cial and prospective offi cial is required to establish a secure<br />

login to the KHSAA website. The portal for this login is located at www.<br />

khsaa.org. The login is done by entering the email address of the offi cial,<br />

and a password established by the offi cial. The KHSAA does not maintain<br />

password lists and cannot offer assistance in retrieving passwords.<br />

However the password may be reset by the offi cial at any time.<br />

Much of the information needed by offi cials (test scores, re-licensing<br />

forms, clinic attendance registry, detailed address and phone listings for<br />

offi cials, etc.) is only available through the secure login site.<br />

It is each offi cial’s responsibility to notify the KHSAA offi ce immediately<br />

with any address changes. There will be no waiver of any late fees<br />

or obligations of an offi cial due to mail or parcels not arriving due to<br />

incorrect address information (electronic or regular mail).<br />

DISQUALIFICATIONS - REPORTS (ONLINE ONLY)<br />

It is the responsibility of the contest offi cial to report immediately<br />

(within 24 hours) in writing any unsportsmanlike conduct or other action<br />

on the part of the coaches, players, school administrators, spectators or<br />

any other type of incident that results in the ejection of a coach, player,<br />

administrator, or spectator from a contest.<br />

It is also the duty of each offi cial to report any unusual incident which<br />

may or may not have led to unsportsmanlike ejection, but of which the<br />

knowledge is critical to the KHSAA in administering the sports program.<br />

Offi cials reporting disqualifi cations should keep the reports direct and<br />

to the point, reporting the facts as they occurred. Offi cials are to refrain<br />

from opinions and editorial comments about prospective penalties.<br />

Disqualifi cations are to be reported online via the KHSAA website,<br />

http://www.khsaa.org. The timely submission of these reports, in<br />

writing, is required and offi cials shall use the online form. Submission<br />

in this manner automatically forwards the report to both schools and to<br />

the <strong>Association</strong>.<br />

Offi cials shall include the fi rst and last name of the offender.<br />

If an offi cial does not have access to the internet, someone such as the<br />

assigning secretary, or another member of the group may be helpful in<br />

meeting the requirement.<br />

EVALUATION OF OFFICIALS<br />

Coaches’ ratings shall be gathered and compiled in areas where no<br />

approved system exists for substitution of the input of local evaluators.<br />

Every local association shall develop a system utilizing trained observers<br />

for the purpose of evaluating offi cials and reporting the compiled results<br />

to the Commissioner.<br />

The fi nal results of any system shall be a guideline but not the fi nal<br />

determinant in postseason assignments by the Commissioner. In this<br />

manner, these items are preliminary notes and not fi nal decisions, and<br />

are not subject to viewing by the offi cials or any other individual except<br />

for the assigning secretary. The integrity of the process and the response<br />

of the coaches depend on this element of the decision.<br />

Assignors of each sport shall annually evaluate all varsity offi cials in<br />

contest type environments within their local offi cials association.<br />

PROVIDENCE<br />

Offi cials are to take action according to the playing rules in cases of<br />

“Acts of God”, or Providence.<br />

SEVERE WEATHER / HEAT ILLNESS POLICY FOR ACTIONS BY<br />

OFFICIALS AT OUTDOOR SPORTS<br />

The Referee (Lead Offi cial / Crew Chief) shall stop play in a contest<br />

or scrimmage at the fi rst sound of lightning or thunder at the site. The<br />

playing site shall be cleared immediately of all persons. The contest<br />

or scrimmage may be resumed following a three (3) minute warm-up<br />

period, no sooner than thirty (30) minutes after the last sight of lightning<br />

or the last sound of thunder.<br />

If the severe weather is of great length or intensity, the Referee<br />

(Lead Offi cial / Crew Chief) shall work cooperatively with home contest<br />

administration on decisions related to the resumption of play. Contest<br />

offi cials are encouraged to learn the weather forecast prior to contest<br />

time and to work cooperatively with home contest administration prior to<br />

making weather-related decisions. Safety of the public and participants<br />

is the most important factor in any decision of this type.<br />

The Referee (Lead Offi cial / Crew Chief) shall work cooperatively with<br />

home contest administration on decisions related to the KMA Heat<br />

Illness Plan. Final authority for this decision rests within home contest<br />

administration.<br />

FACILITY / GROUNDS FIT TO PLAY<br />

The Referee (Lead Offi cial / Crew Chief) is to judge, in accordance with<br />

the sport’s playing rules, as to whether contest site is fi t for play. He or<br />

she has the authority to cancel a contest due to unfi t grounds / facilities,<br />

within the scope of those playing rules, or direct corrective action be<br />

taken prior to the event. If contests are canceled for this reason, the<br />

<strong>Association</strong> shall be notifi ed through the assigning secretary.<br />

CANCELLATION OR POSTPONEMENT OF CONTESTS<br />

It is the duty of the home school to properly notify the contest offi cials<br />

in case of cancellation or postponement of the athletic contest.<br />

If a contest is canceled and the offi cials were notifi ed prior to<br />

departure, there is no fi nancial liability on the part of the school.<br />

If a contest is canceled prior to the offi cials leaving home and the<br />

offi cials are not notifi ed, the home school is responsible for the payment<br />

of a full game fee plus the local policy board travel allowance.<br />

If a contest is canceled due to circumstances that occur after the<br />

offi cials have left home but prior to the start of the contest, the home<br />

school is responsible for the payment of the local policy board travel<br />

allowance fee to the crew of offi cials, plus a fee of 1/5 of the KHSAA<br />

established contest fee to each offi cial.<br />

If a contest is postponed after the start of the contest due to inclement<br />

weather, the offi cials originally assigned to the contest shall make every<br />

effort to be available for the completion date. The member schools shall<br />

not be liable for an additional contest fee for the offi cials to work the<br />

re-scheduled contest, but shall be liable for an additional travel expense<br />

(mileage) fee. Each local offi cials’ association is to implement a policy for<br />

the remuneration of offi cials working a re-scheduled contest who were<br />

not originally assigned to the contest.<br />

KHSAA PUBLICATIONS / SUPPLIES<br />

Each offi cial is entitled to one set of rules books for each sport in which<br />

they are currently licensed.<br />

Additional copies of the KHSAA Handbook are available, as well as<br />

rules books, selected offi ciating equipment and other publications. Go<br />

to the KHSAA website for a complete listing and the current pricing<br />

structure.<br />

PLAYING RULES AND QUESTIONNAIRES<br />

The playing rules that govern interscholastic competition in <strong>Kentucky</strong><br />

are formulated by the National Federation of State <strong>High</strong> <strong>School</strong><br />

<strong>Association</strong>s (NFHS) for the sports of baseball, basketball cross country,<br />

football, soccer, softball, swimming and diving, track and fi eld, volleyball<br />

and wrestling. In these sports, the member schools and KHSAA offi cials<br />

are required to utilize only this set of rules.<br />

The playing rules that govern interscholastic competition in <strong>Kentucky</strong><br />

are formulated by the NFHS for the sport activity fo competitive cheer.<br />

The member schools and KHSAA offi cials are required to utilize only this<br />

set of rules.<br />

The playing rules that govern interscholastic competition in <strong>Kentucky</strong><br />

are formulated by other approved outside entities for the sports of golf<br />

and tennis, and the sport activities of Archery, Bass Fishing and Bowling.<br />

In these sport activities, the member schools and KHSAA offi cials are<br />

required to utilize only this adopted set of rules.<br />

Persons who are involved at the interscholastic level and are directly<br />

responsible to secondary schools write NFHS rules for the high school<br />

level of competition. According to NFHS policy, the KHSAA would forfeit<br />

its opportunity to appoint representatives to the NFHS rules committees<br />

if this <strong>Association</strong> were to make exceptions to, or modifi cations of, NFHS<br />

rules for varsity competition on a statewide basis.<br />

While members of the <strong>Association</strong>, the <strong>Association</strong> staff and the<br />

contest offi cials may not agree with every decision made by the rules<br />

committees, it is the NFHS policy to acknowledge and utilize our persons<br />

who have committee input, and respond to questionnaires when asked.<br />

Offi cials who wish to voice a concern or offer a recommendation to a<br />

specifi c sport committee may do so by writing to the appropriate member<br />

of the KHSAA Staff. Playing rules questions are more appropriately<br />

addressed to the rules interpreter for that particular sport.<br />

At press time, rules interpreters are - Michael Barren (Soccer,<br />

Wrestling, Tennis and Archery), Darren Bilberry (Golf, Swimming,<br />

Softball and Bass Fishing); Butch Cope (Volleyball, Baseball and Cheer);<br />

Angela Passafi ume (Track/Cross Country, Basketball, and Bowling);<br />

Julian Tackett (Football).<br />

OFFICIATING WITH LESS THAN A FULL CREW<br />

Though it happens seldom, there may be times that for various reasons,<br />

an entire crew of offi cials is not able to be at a contest. If this occurs,<br />

the offi cial(s) who are able to be at the contest site are to offi ciate the<br />

contest with the following stipulations:<br />

1) The available crew size shall be compliant with NFHS playing rules.<br />

(For example, a non-varsity football game shall have not less than 3<br />

offi cials as that is the minimum acceptable crew size).<br />

2) The contest offi cial(s) who do offi ciate the contest are entitled only<br />

to the compensation for themselves, no additional fee is due.<br />

PAYMENT OF CONTEST OFFICIALS<br />

Where permissible, the offi cials for a given KHSAA athletic contest<br />

are to be paid upon arrival at the venue. This is certainly preferred to<br />

paying in a public setting such as at the playing site itself (on the fi eld or<br />

court). However, it is recognized that many schools are not allowed to<br />

pay independent contractors for service until after the service has been<br />

performed. In those cases, the preferred payment method is postgame,<br />

but NOT by a member of the coaching staff or other non-administrative<br />

individuals. If schools are in a situation where payment cannot be made<br />

at the game site, it shall be made within seven (7) days to the contest<br />

offi cial.<br />

In many cases, schools require the submission of the social security<br />

number by game offi cials prior to payment. If such is required, the<br />

request shall be made to the game offi cials on approved Board of<br />

Education supplied forms, and the handling of this information shall only<br />

be by adult school representatives who are employees at the school who<br />

shall be, liable for the inadvertent release of information. The KHSAA<br />

does not release social security numbers on its contest offi cials.<br />

If a crew of offi cials works more than one contest at the same site, on<br />

the same day, the home school is not obligated to pay above the state<br />

standard fee for the second or subsequent contest(s).<br />

ARBITERSPORTS.COM USAGE<br />

The KHSAA contracts with the Advanced Business Technology (ABT)<br />

to allow the usage of the website www.arbitersports.com for the<br />

assignment of all contests. It shall be a criterion for being a licensed<br />

offi cials that the offi cial shall release information from the KHSAA to<br />

this company and that as directed by the Assigning Secretary, the offi cial<br />

shall fully utilize the services of this company.<br />

SOCIAL MEDIA, OFFICIATING AND ELECTRONIC CODE OF<br />

ETHICS<br />

With the increased use of social networking through the internet and<br />

via cell phone, it is important for offi cials to understand the importance<br />

of maintaining an ethical approach while participating in various forums,<br />

chat rooms, and all forms of social media. Violations of this policy will<br />

be considered conduct “unbecoming” an offi cial and subject a licensed<br />

offi cial to licensure suspension.<br />

To malign or openly criticize another offi cial in any form of electronic<br />

communication is considered not only unprofessional, but also<br />

undermines sports offi ciating in general. It is also unprofessional for<br />

offi cials to offer rules clarifi cations or interpretations through these<br />

medium without the expressed directive from the appropriate state high<br />

school association.<br />

Licensed offi cials have to be very careful with the use of social media.<br />

In many cases, closed discussion and understanding is important to<br />

consistency and rules enforcement. The line is crossed when an offi cial<br />

states, “The call should have been”, or “The rule should have been<br />

interpreted as”, for those are statements that should only be made by<br />

those offi cially designated by the NFHS or state offi ces to make such<br />

interpretations. Internal discussion is likely a very good thing if the<br />

audience can be securely limited. A moderator or discussion leader can<br />

then say “we have had enough debate, we will get a clarifi cation and<br />

post it online when we get it”. That’s the advantage of closed forums.<br />

The KHSAA advocates the recommended policy statement of the<br />

National <strong>Association</strong> of Sports Offi cials that states-<br />

Social networking sites can be wonderful communications tools. But<br />

there can be unintended consequences if they are used improperly.<br />

Because of their unique standing, offi cials need to be particularly careful<br />

when using those sites. Here are some reminders and guidelines:<br />

DO be aware that posts on social media are visible to the general public.<br />

Even if you limit access to your page to friends, it is likely that your<br />

post will be viewed by someone beyond the circle of people you<br />

intended to see it.<br />

DO fi nd out your association or league expectations regarding social<br />

media. Your association may not have hard and fast rules, but fi nd<br />

out if it has an unoffi cial policy.<br />

DO think twice before you post. If there is anything in your post that<br />

could be construed as a criticism of offi cials, of offi cials’ decisions, or<br />

of schools, coaches or athletes…it’s better left unsent.<br />

DO assume that your post will be seen by the two teams you will see<br />

in your next game and the teams you worked in your previous game<br />

as well as your partner(s) in those games.<br />

DON’T post anything relating to the schools you have worked or will<br />

work. It calls your objectivity into question.<br />

DON’T include anything in a post that makes reference to an upcoming<br />

assignment. If teams want to fi nd out who is going to be working their<br />

game, they should do so through offi cial channels, not your tweet.<br />

DON’T post details about other people’s assignments, to playoff games<br />

for instance, until that information has been offi cially released. Don’t<br />

use your page as a news service.<br />

DON’T use social media to criticize state or local association policies,<br />

assigning practices, etc.<br />

DON’T make posts regarding calls made by offi cials in other games,<br />

whatever the level. You and your buddies might debate the call you<br />

saw on TV, but debating the call on Facebook, Twitter or other forums<br />

and social media is a no-no.<br />

Accountability and integrity should always be our guiding principles.<br />

Jeopardizing your impartiality or professionalism should never be a part<br />

of your actions or posts. It is my hope this information will help you with<br />

your decisions and involvement with social media.<br />

Additionally, it is important for sports offi cials to realize that it is<br />

considered very unprofessional to carry a cell phone on the fi eld or court,<br />

regardless of the reason. Offi cials are encouraged to refrain from the use<br />

of these types of electronic devices for any communication while the<br />

offi cial has NFHS rules book jurisdiction, including texting or other forms<br />

of messaging or communication except in the case of an emergency.<br />

KHSAA TOURNAMENT RULES APPLICABLE TO<br />

LICENSED OFFICIALS<br />

(THESE ARE THE SECTIONS OF THE KHSAA TOURNAMENT<br />

RULES OF SPECIAL EMPHASIS TO CONTEST OFFICIALS AS OF<br />

MAY 8, 2012. THIS IS NOT INTENDED TO SUBSTITUTE FOR<br />

THE FINAL VERSIONS WHICH MAY BE FOUND ON THE KHSAA<br />

WEB SITE)<br />

BASEBALL<br />

A) Pitching Limitations<br />

1) For purposes of this rule, delivery of a minimum of one (1) pitch<br />

constitutes having pitched in one inning.<br />

2) A pitcher may pitch in a maximum of nine (9) innings in one (1) day,<br />

but not more than fi fteen (15) innings in any seven (7) day period.<br />

3) If a pitcher pitches in three (3) innings to fi ve (5) innings, in one (1)<br />

day, that pitcher shall have one (1) calendar day of rest beginning<br />

with the day following the fi rst day a pitch is thrown.<br />

4) If a pitcher pitches in six (6) innings, that pitcher shall have two (2)<br />

calendar days of rest beginning with the day following the fi rst day<br />

a pitch is thrown.<br />

5) If a pitcher pitches in seven (7) or more innings in one day, that<br />

pitcher shall have three (3) calendar days of rest beginning with the<br />

day following the fi rst day a pitch is thrown.<br />

6) This limitation affects regular season and postseason play.<br />

B) Speed-Up Rules<br />

All baseball contests shall utilize the optional speed-up rules allowed<br />

by the National Federation as detailed for the courtesy runner(s) for the<br />

pitcher and catcher upon reaching base.<br />

C) Specifi cations of Fields and Game Balls<br />

The specifi cations for recommended and required standards for fi elds<br />

to be used in tournament play may be developed by <strong>Association</strong> staff<br />

and Advisory Committees and approved by the Board of Control. The<br />

<strong>Association</strong> may enter into a contract to restrict the use of a ball in<br />

tournament play to a specifi c brand or model.<br />

D) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions in<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant. Detailed and<br />

binding instructions, both for managers and participating teams, shall<br />

be published on the KHSAA web site.<br />

E) Coaching Uniform<br />

1) Coaches in the coaching boxes (fi rst and third bases) shall wear<br />

baseball uniform pants, shoes, stirrups (if worn by the team), and<br />

baseball/athletic shoes (no sandals, etc.) The top may differ from the<br />

team uniform but shall, if not identically matching the team uniform,<br />

contained readily identifi ed team references using either the school<br />

name or the school mascot. Such items as golf polo shirts, wind<br />

shirts and other tops shall be allowed proviewed the proper school<br />

name/nickname provisions are met. Such items shall not be allowed<br />

if containing references to other school teams (i.e. X County football),<br />

or non-school related facilities (i.e. X County Country Club).<br />

2) Other coaches who may appear on the field for conferences,<br />

including the pre-game conference, or offensive or defensive charged<br />

conferences, shall be uniformly dressed in school identifi ed clothing.<br />

These individuals shall either be 1) wearing baseball uniform pants,<br />

shoes, stirrups (if worn by the team), and baseball/athletic shoes (no<br />

sandals, etc.) with the top provisions as specifi ed for the base coaches;<br />

or 2) they may wear khaki dress slacks (full length), with appropriate<br />

shoes, and the top provisions as specifi ed for the base coaches.<br />

F) Team Uniform<br />

In KHSAA sanctioned postseason play, all players who enter the contest<br />

shall wear the same color and style uniform.<br />

G) Interrupted Games<br />

1) If a game is interrupted in tournament play or in regular season play,<br />

and is subsequently to be completed, it will be reset at the same point,<br />

same inning, same out or outs, same balls and strikes, same batter<br />

or number of batter in the batting order.<br />

2) If a game is interrupted and unable to be completed, it shall be<br />

counted against all applicable game limits, including total number<br />

of games and all pitching restrictions.<br />

H) Complete Game<br />

In regular season, and postseason, a complete game of 6 1/2 or 7 innings<br />

shall be played unless other National Federation rules apply to the<br />

situation. All games in a seeded district shall be played to completion.<br />

I) Pitcher Warm-up Area<br />

If the pitcher’s warm-up area is in live ball territory, only those<br />

individuals specifi ed by NFHS playing rules (pitcher - catcher - personal<br />

protector) may be in the live ball area during any warm-up period. Only<br />

members of the team and adult coaches may serve as personal protector,<br />

and all persons serving in that role shall wear a properly fi tted helmet.<br />

J) Use of Electronic Devices<br />

Electronic devices, such as radar devices to measure pitching speed,<br />

may only be used by either team outside of the dugout with mutual<br />

consent of both teams. If either team objects, then the equipment shall<br />

be used in the confi nes of the dugout.<br />

K) Coach Conduct<br />

Any member of the coaching staff who was not the head coach<br />

designated in the 3-2-4 conference that leaves the vicinity of the dugout<br />

or coaching box to dispute a judgement call by an umpire. PENALTY:<br />

For violation of g (6), both the head coach and the offending coach<br />

shall be restricted to the dugout for the remainder of the game, or if<br />

the offense is judged severe enough, the umpire may eject the offender<br />

and restrict or eject the head coach.<br />

BASKETBALL<br />

A) Dimensions of the Tournament Courts and Game Balls<br />

The dimensions of the court on which the games will be played will be<br />

determined by the size of the court at the designated tournament site.<br />

The <strong>Association</strong> may enter into a contract to restrict the use of a ball<br />

in tournament play to a specifi c brand or model.<br />

B) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions in<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant. Detailed and<br />

binding instructions, both for managers and participating teams, shall<br />

be published on the KHSAA web site.<br />

C) Running clock at all levels of competition, grades 9-12<br />

1) One team gains a 35-point differential over its opponent in the<br />

second half.<br />

2) The clock shall be stopped only for a charged time-out, an injury/<br />

blood or disqualifi cation, and administering free throws.<br />

3) After reporting a shooting foul, the offi cial will signal the timer to<br />

stop the clock. (The timer shall not stop the clock on all whistles for<br />

fouls since some will not be shooting fouls).<br />

4) Once the offi cial signals the timer to stop the clock, it will be started<br />

on the last missed free throw or on the throw-in when it is touched.<br />

CROSS COUNTRY<br />

A) Specifi cations for Cross Country Courses<br />

The specifi cations for recommended and required standards for cross<br />

country courses to be used in tournament play may be developed by<br />

<strong>Association</strong> staff and Advisory Committees and approved by the Board<br />

of Control.<br />

B) Participation Rules and Regulations<br />

National Federation Track and Field Rule 9 shall govern meets in Cross<br />

Country where appropriate and in particular where participant safety<br />

is ensured.<br />

C) Interrupted Races<br />

When lightning or other inclement weather, heat and humidity<br />

conditions or other events beyond the control of meet management<br />

cause the interruption of a race by the Meet Referee after it has begun, it<br />

shall be considered to be complete with respect to the counting against<br />

the maximum number of meets for a school or minimum number of<br />

required meets for an athlete. In addition, it shall be complete to the<br />

extent of the compensation for meet offi cials.<br />

D) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions in<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant. Detailed and<br />

binding instructions, both for managers and participating teams, shall<br />

be published on the KHSAA web site.<br />

E) Starter’s Pistol Specifi cations<br />

The starter’s pistol, which shall be a 32 caliber (22 for indoor track),<br />

shall meet all district, local, state and federal regulations including<br />

possession ordinances and registration requirements.<br />

F) Uniform allowances per NFHS Track Rule 3<br />

All contestants in Cross Country shall adhere to National Federation<br />

Rule 4-3 as it relates to the uniform of the competitors. In addition, the<br />

Games Committee for the State Cross Country and Track Meets may,<br />

within the allowable limits of Rule 4-3, establish clarifi cations and<br />

enhancements to the uniform requirement to ensure equal treatment<br />

of all competitors.<br />

At present, the Games Committee has addressed the following areas<br />

for consistent enforcement by meet offi cials and which are applicable<br />

to all contestants. NOTHING ABOUT THESE REGULATIONS MANDATE<br />

A REQUIRED COLOR).<br />

1) HEADS - Hats are not allowed however the toboggan or stocking cap/<br />

wrap are permitted in cold or hot weather. All head gear and holders<br />

shall be checked by the Meet Referee to make sure they are secure.<br />

Anything worn on the head shall be secure, designed for the head,<br />

and without a visible manufacturer’s logo or other decoration (other<br />

than the school name / nickname).<br />

2) TOPS - If shirts are worn under the school issued jersey by more than<br />

one team member (two or more), that apparel shall be exactly the<br />

same single solid color on all who choose to wear the undergarments.<br />

It is not necessary that all team members wear them. No lettering or<br />

designs or decals will be allowed on undershirts anywhere with the<br />

exception of a single manufacturer’s logo which shall adhere to the<br />

NFHS restrictions. The restrictions on undershirts do not include sleeve<br />

length. For example one team member can wear long sleeves, one 3/4<br />

sleeves and one short sleeves as long as they are the same solid color.<br />

3) BOTTOMS - If leotards, body suits or bike shorts are worn under the<br />

school issued running trunks by more than one team member (two or<br />

more), that apparel shall be a single solid color and alike in color. Long<br />

underwear will not be accepted as a visible undergarment for either<br />

tops or bottoms. No lettering, designs or decals will be allowed on<br />

underpants anywhere, with the exception of a single manufacturer’s<br />

logo which shall meet NFHS restrictions. The restrictions on pants do<br />

not include pants length. For example one team member can wear<br />

long pants, one 3/4 pants and one short pants as long as they are<br />

the same solid color.<br />

4) HANDS - Gloves or socks may be worn on the hands during cold<br />

weather.<br />

5) FEET - Shoes shall be worn. Shoes of different runners on the team do<br />

not have to be the same make and model. The use of ballet slippers,<br />

gymnastic or sweat socks does not meet the requirements of this rule.<br />

6) JEWELRY – No jewelry will be allowed to be worn per NFHS rules.<br />

Religious or medical medals can be worn in compliance with NFHS<br />

rules. A religious medal shall be taped to the body and worn under<br />

the uniform. A medical alert piece of jewelry shall be taped to the<br />

body and shall be visible.<br />

7) BODY MARKINGS / TATTOOS - A permanent tattoo that is not<br />

objectionable in the judgement of an offi cial, would be allowed. A<br />

permanent tattoo that is objectionable in its content or form shall be<br />

covered. Anything non permanent including tattoos, face paint, etc.<br />

would not be legal if visible on any part of the body as it would be<br />

excessive body decoration.<br />

8) SPORTS BRA – These items are considered foundation garments and<br />

are not to be considered as part of the uniform or undergarment rule.<br />

9) SUNGLASSES- Unless prescribed by a medical doctor for the purpose<br />

of vision correction, sunglasses may not be worn during competition.<br />

FOOTBALL<br />

A) Tied Games<br />

If the score is tied at the end of any game, it will be broken in accordance<br />

with the National Federation tie-breaking procedure enumerated in<br />

the Football Rules Book. The National Federation 10-yard tie-breaker<br />

procedure shall be used.<br />

B) Choice of Ends of Field<br />

The visiting team shall have the choice as to the end of the fi eld on<br />

which they want to warm up.<br />

C) Offi cials Jurisdiction<br />

Game offi cials shall assume jurisdiction over the contest one hour<br />

before time for the game.<br />

D) Specifi cations of Fields and Game Balls<br />

The specifi cations for recommended and required standards for fi elds<br />

to be used in tournament play may be developed by <strong>Association</strong> staff<br />

and Advisory Committees and approved by the Board of Control. The<br />

<strong>Association</strong> may enter into a contract to restrict the use of a ball in<br />

tournament play to a specifi c brand or model.<br />

E) Running Clock Provisions<br />

The <strong>Association</strong> shall utilize provisions of the National Federation<br />

playing rules which allow for the clock to continue running (with the<br />

exception of a charged time-out) when the score reaches a 45-point<br />

differential in any contest.<br />

1) Any time the score differential reaches 45 points or more, the<br />

following changes will be made regarding rules determining when<br />

the clock will be stopped or started. The clock shall continue to run<br />

from the point that the differential occurs (without regard to a later<br />

return to less than the differential) with the following clarifi cations:<br />

2) The clock SHALL STOP when an offi cial’s time-out is called as in the<br />

following specifi c 3-5-7 occurrences, and shall subsequently start on<br />

the READY FOR PLAY signal:<br />

a) For measurement of a possible fi rst down,<br />

b) When captains and coaches are notifi ed of the time remaining,<br />

c) For a player who appears to be injured,<br />

d) For a player in need of equipment repair,<br />

e) When a coach-referee conference occurs,<br />

f) After a foul, to administer a penalty,<br />

g) For any unusual delay in getting the ball ready to play,<br />

h) Following the try, successful FG or safety.,<br />

i) A score occurs. Following a try, fi eld goal, or safety, the clock shall<br />

start on the ready for play. Following a 6-point touchdown, the<br />

clock shall remain stopped for the PAT, but shall resume on the<br />

ready for play for the ensuing kickoff,<br />

3) The clock SHALL STOP when an offi cial’s time-out is called as in the<br />

following specifi c 3-5-7 occurrences, and shall subsequently start<br />

on the SNAP:<br />

a) For unusual heat or humidity which may create a health risk to<br />

the players,<br />

b) For an approved TV/radio time-out,<br />

c) A charged time-out is called,<br />

d) At the end of a period<br />

e) The clock SHALL NOT STOP when an offi cial’s time-out is called as<br />

in the following specifi c 3-5-7 occurrences:<br />

e) When a fi rst down is declared,<br />

f) Following a change of team possession,<br />

g) To dry or change the game ball.<br />

NOTE: The use of this rule does not preclude the use of NFHS Rule 3-1-<br />

3 that reads: “A period or periods may be shortened in any emergency<br />

by agreement of the opposing coaches and the referee. By mutual<br />

agreement of the opposing coaches and the referee, any remaining<br />

periods may be shortened at any time or the game terminated.”<br />

F) Interrupted Games<br />

1) Refer to NFHS Playing Rule 3-1-4 as KHSAA has authority to determine<br />

procedure for game ending.<br />

2) If game interrupted and cannot be resumed, three choices exista)<br />

Terminate game with score as it exists;<br />

b) Resume game at point of interruption at a mutually agreed date<br />

and time. This decision shall be fi nalized at the site prior to team<br />

departure.<br />

c) Resume the game on the following calendar day, unless published<br />

Board policies prohibit such play, in which case it shall be played<br />

the following day.<br />

3) If game interrupted<br />

a) Same crew of offi cials expected to return to complete contest<br />

b) Substitute offi cials shall be paid the local policy board mileage<br />

add-on only<br />

c) Local associations shall develop policy on compensation of<br />

substitute offi cials (such as pooling game fees, etc)<br />

d) Offi cials have no say in the postponement decisions, except to<br />

moderate discussion.<br />

e) Offi cials and coaches shall involve not solely coaches, but school<br />

administrators in the decision.<br />

f) All involved shall remember that this situation is caused by elements<br />

such as weather that are uncontrollable by anyone, and keep the<br />

discussions in that perspective.<br />

G) Additional Rules for Contests<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant. Detailed and<br />

binding instructions, both for managers and participating teams, shall<br />

be published on the KHSAA web site.<br />

SOCCER<br />

A) Specifi cations of Fields and Game Balls<br />

The specifi cations for recommended and required standards for fi elds<br />

to be used in tournament play may be developed by <strong>Association</strong> staff<br />

and Advisory Committees and approved by the Board of Control. The<br />

<strong>Association</strong> may enter into a contract to restrict the use of a ball in<br />

tournament play to a specifi c brand or model.<br />

B) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions in<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

be published on the KHSAA web site.<br />

C) Tied games (Regular Season)<br />

When a game is tied at the end of a regular season contest that is not<br />

part of an event where a progression to the next round is dependent<br />

upon that game’s winner, the game shall end tied.<br />

D) Tied games in Regular Season Progression Events (i.e. Invitational<br />

Tournaments)<br />

1) When the score is tied at the end of regulation time, the referee will<br />

instruct both teams to return to their respective team areas. There<br />

will be fi ve minutes during which both teams may confer with their<br />

coaches and the head referee will instruct both teams as to proper<br />

procedure.<br />

a) The head referee shall choose the goal at which all of the kicks<br />

from the penalty mark shall be taken.<br />

b) Each coach will select any fi ve players, including the goalkeeper,<br />

on or off the fi eld (except those who may have been disqualifi ed)<br />

to take the kicks.<br />

c) A coin toss shall be held as in Rule 5-2-2d. The team winning the<br />

toss shall have the choice of kicking fi rst or second.<br />

d) Teams will alternate kickers. There is no follow-up on the kick.<br />

e) The defending team may change the goal keeper prior to each<br />

penalty kick.<br />

f) Following fi ve kicks for each team, the team scoring on the greatest<br />

number of these kicks shall be declared the winner.<br />

g) Add one goal to the winning team score and credit the team with a<br />

victory. An asterisk (*) be placed by the team advancing to indicate<br />

the advancement was the result of a tiebreaker system.<br />

2) If the score remains tied after each team has had fi ve kicks:<br />

a) Each coach will select fi ve different players than the fi rst fi ve who<br />

already have kicked to take the kicks in a “sudden victory” situation,<br />

wherein if one team scores and the other team does not score,<br />

the game is ended without more kicks being taken. If a team has<br />

fewer than ten available players at the end of the fi rst set of kicks<br />

from the penalty mark due to either injuries or disqualifi cation, the<br />

coach must use all players who have not participated in the fi rst<br />

fi ve kicks. The coach may choose additional players from the fi rst<br />

fi ve kickers to ensure that fi ve different players participate in the<br />

second set of kicks.<br />

b) If the score remains tied, continue the “sudden victory” kicks<br />

with the coach selecting any fi ve players to take the next set of<br />

alternating kicks. If a tie still remains, repeat 2-A.<br />

3) During all tiebreaker penalty kicks, the ball remains alive until its<br />

momentum is spent, it goes out of bounds or it is retouched by the<br />

kicker.<br />

E) Tied games (Regular Season Seeded District and all Post-Season<br />

Rounds)<br />

1) There shall be two fi ve-minute sudden-victory overtime periods. If a<br />

team scores in those periods, the match shall end.<br />

a) A coin toss shall be held-as in Rule 5-2-2d.<br />

b) At the end of the fi rst sudden-victory period, if no team has scored<br />

teams shall change ends.<br />

c) There shall be a two-minute interval between periods.<br />

2) If the score remains tied, all coaches, offi cials and team captains<br />

shall assemble at the halfway line to review the procedure as outlined<br />

below:<br />

a) The head referee shall choose the goal at which all of the kicks<br />

from the penalty mark shall be taken.<br />

b) Each coach will select any fi ve players, including the goalkeeper,<br />

on or off the fi eld (except those who may have been disqualifi ed)<br />

to take the kicks.<br />

F) Mercy Rule Provisions<br />

1) If one team has a 10 goal lead at the end of the fi rst half or at any<br />

point in the second half, the match will be terminated.<br />

2) This rule is to be observed in regular and post-season play<br />

SOFTBALL<br />

A) All ties shall be played to completion.<br />

B) The twelve (12) inch softball shall be utilized in all regular season and<br />

postseason contests.<br />

C) The National Federation softball rules shall be the offi cial rules used<br />

in all contests.<br />

D) There shall be no time limit on regular or postseason varsity softball<br />

contests.<br />

E) Speed-Up Rules<br />

All softball contests shall utilize the optional speed-up rules allowed<br />

by the National Federation such as courtesy runners for the pitcher and<br />

catcher upon reaching base and any other speed-up rules mandated by<br />

the National Federation including a “run rule” where run differential<br />

determines the end of the contest.<br />

F) Specifi cations of Fields and Game Balls<br />

and Advisory Committees and approved by the Board of Control. The<br />

H) Complete Game<br />

1) In regular season, and postseason, a complete game of 6 1/2 or 7<br />

innings shall be played unless other National Federation rules or rules<br />

adopted by state association and permitted by National Federation<br />

playing rules (as detail in item 4 below) apply to the situation.<br />

2) All seeded district games in a seeded district shall be played to<br />

completion.<br />

3) Except for seeded district games, one or both games of a double<br />

header may be shortened to fi ve innings by mutual agreement of the<br />

two coaches prior to the game.<br />

4) For all games, regular season and post season, a fi fteen (15) run<br />

differential between teams after three or more complete innings<br />

(including after the top half if the home team is ahead) shall constitute<br />

a complete game.<br />

5) For all games, regular season and post season, a fi fteen (10) run<br />

differential between teams after fi ve or more complete innings<br />

(including after the top half if the home team is ahead) shall constitute<br />

a complete game.<br />

I) Interrupted Games<br />

If a game is interrupted in tournament play or in regular season play,<br />

and is subsequently to be completed, it will be reset at the same point,<br />

if not done, same inning, same out or outs, same balls and strikes, same<br />

batter or number of batter in the batting order.<br />

J) International TIe-Breaker<br />

The international tie-breaker (ITB) system shall be used in all regular<br />

season games if the game is still tied after nine complete innings. By<br />

mutual agreement of the two competing coaches, the ITB may be used in<br />

the 8th and 9th innings if the score is tied after seven complete innings.<br />

The provisions of the ITB are:<br />

1) If a game is tied after nine complete innings of play (or innings 8 and<br />

9 by mutual agreement), the game shall continue in the 10th inning<br />

using the International Tie-Breaker (ITB) system.<br />

2) At the start of each half-inning beginning in the top of the 10th (or<br />

8th and 9th by mutual agreement), the offensive team will begin its<br />

turn at bat with the player scheduled to bat ninth in that half inning<br />

being placed on second base. If the Pitcher or Catcher is that ninth<br />

batter, then a courtesy runner may be used. A substitute may also<br />

be legally inserted for the runner.<br />

SWIMMING AND DIVING<br />

A) Specifi cations for Swim Venues<br />

The specifi cations for recommended and required standards for swim<br />

venues to be used in post-season competition may be developed by<br />

<strong>Association</strong> staff and Advisory Committees and approved by the Board<br />

of Control.<br />

B) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions<br />

in the National Federation Playing Rules or otherwise developed by<br />

the <strong>Association</strong> may be implemented in meets in <strong>Kentucky</strong> and will be<br />

distributed to the membership when relevant.<br />

TRACK AND FIELD<br />

A) Specifi cations for Track Facilities<br />

The specifi cations for recommended and required standards for track<br />

facilities to be used in tournament play may be developed by <strong>Association</strong><br />

staff and Advisory Committees and approved by the Board of Control.<br />

B) Sector for Shot Put and Discus<br />

The sector for the Shot Put and Discus shall be marked at 34.92<br />

degrees. All regular and postseason competition shall utilize this sector<br />

measurement, whether or not the event is held inside the oval.<br />

C) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions<br />

in the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant.<br />

D) Regional Meet Entry Mark (Seeding) Requirements<br />

1) All coaches shall be able to verify times that are entered for an athlete<br />

in the regional meet.<br />

2) Entry times for the regional meet may be FAT (Fully Automated<br />

Timing) or HT (Hand Times). All HT times shall be properly converted<br />

per NFHS Rule 3-9-4. If any HT is recorded in hundredths, it shall be<br />

rounded up to the nearest tenth of a second, and properly noted as<br />

a HT.<br />

3) Any time which cannot be verifi ed, cannot be used.<br />

4) The only acceptable verifi cation of meet results will be submission<br />

to the KHSAA web site.<br />

5) Only meet results posted using Hytek Meet Manager Software and<br />

its formatting will be used for the purpose of seeding the region. In<br />

this manner, a statewide listing of performances can be maintained<br />

by multiple sources to validate seed times.<br />

6) Only meets contested up until the day before entries are due will be<br />

used for the purpose of seeding the region. While other meets may<br />

be held per Bylaw 25, those meets may be used to satisfy the 4 meet<br />

minimum, but not used toward seeding.<br />

E) Regional Meet Format and Regulations<br />

1) All regional meets will follow the same time schedule.<br />

2) Regions running multiple meets at the same site will be required to<br />

run them consecutively, not concurrently.<br />

3) The fast heat/section in all races shall be full (use all lanes), even if<br />

this leaves a single competitor in the slower heat.<br />

4) Each of the regional meets will be conducted in one session and use<br />

the same standard schedule including fi eld events.<br />

5) By consensus of the schools in the region through communication<br />

with the manager, the preliminaries in the Long Jump, Triple Jump,<br />

Shot Put and Discus may be conducted using an Open Ring / Open Pit,<br />

“Cafeteria Style” format. In doing this, the manager would defi ne a<br />

block of time and allow the competitors to check in, perform their trials<br />

without regard to a pre-defi ned order, and return to other events or<br />

event venues. In order to use this Cafeteria Style, the manager would<br />

defi ne a block of time where trials would be allowed. No more than ten<br />

(10) minutes following the closing of the pit/ring and the announcing<br />

of the fi nalist, the fi nals would begin in NFHS defi ned order.<br />

6) Any race where the initial leg (or total race) is 400 meters or less<br />

shall be started with blocks, and all competitors shall be required to<br />

properly use them.<br />

7) All individuals placing sixth or higher in each event shall score team<br />

points in the regional meet.<br />

8) Six places shall count in the scoring in each event at the regional<br />

meet with values 10-8-6-4-2-1.<br />

9) The meet shall be made up of all of the events on the regional entry<br />

form.<br />

10) No preliminaries will be conducted. All running events will be timedfi<br />

nal events, broken into sections according to NFHS rules.<br />

11) In the running races where enough competitors are entered to<br />

cause the need for sections, the slower runners or relay teams shall<br />

be placed in the fi rst section, with the faster competitors assigned to<br />

the last section (NFHS Rule 5-5-7).<br />

12) The hurdle height for the girls 100m hurdles is 33” and the height<br />

for the boys 300m hurdles is 36”<br />

13) In the case of a tie in fi eld events, if all tie breaking procedures<br />

fail to break the tie according to the National Federation Rule Book;<br />

competitors tying for second in the regional shall advance to the state<br />

meet.175) All regional meets and the state meet shall be conducted<br />

utilizing fully automated timing. In the event that the timing system<br />

fails for any reason, the NFHS provision for adjusting marks to be<br />

comparable shall be utilized.<br />

F) State Meet Automatic Qualifying Standards and Starting Heights<br />

1) Automatic Qualifying Standards are determined by the average fi fth<br />

place time the last fi ve years of State Meets.<br />

2) The calculated FAT time standards represent the actual fi ve year<br />

average.<br />

3) Automatic Qualifying HAFT Standards are derived by taking the<br />

fi ve-year average electronic (FAT) time, reducing it by .24 and then<br />

rounding to the next tenth in compliance with Track Rule 3-9.<br />

4) <strong>High</strong> Jump qualifying marks are rounded up to the nearest 2 inch<br />

mark above the fi ve-year average for boys.<br />

5) <strong>High</strong> Jump qualifying marks are rounded up to the nearest 2 inch<br />

mark above the fi ve-year average for girls.<br />

6) Pole Vault qualifying marks are rounded up to the nearest 6 inch<br />

mark above the fi ve-year average for boys.<br />

7) Pole Vault qualifying marks are rounded up to the nearest 6 inch<br />

mark above the fi ve-year average for girls.<br />

G) State Meet Starting Heights and Marks<br />

1) Pole Vault starting height at state meet will be 2 feet below Class<br />

Automatic Qualifying Standard for boys.<br />

2) Pole Vault starting height at state meet will be 2 feet below Class<br />

Automatic Qualifying Standard for girls.<br />

3) <strong>High</strong> Jump starting height at state meet will be 4 inches below Class<br />

Automatic Qualifying Standard for boys.<br />

4) <strong>High</strong> Jump starting height at state meet will be 4 inches below Class<br />

Automatic Qualifying Standard for girls.<br />

5) Games Committee reserves the right per NFHS rules to adjust starting<br />

height due to unforeseen conditions<br />

H) Interrupted Meets<br />

When lightning or other inclement weather, heat and humidity<br />

conditions or other events beyond the control of meet management<br />

cause the interruption of a meet by the Meet Referee after it has begun,<br />

and the determination has been made that it cannot be resumed at the<br />

point of interruption, it shall be considered to be complete with respect<br />

to the counting against the maximum number of meets for a school<br />

or minimum number of required meets for an athlete. In addition, it<br />

shall be complete to the extent of the compensation for meet offi cials.<br />

I) Starter’s Pistol Specifi cations<br />

The starter’s pistol, which shall be a 32 caliber (22 for indoor track),<br />

shall meet all district, local, state and federal regulations including<br />

possession ordinances and registration requirements.<br />

VOLLEYBALL<br />

A) Specifi cations for Volleyball Courts<br />

The specifications for recommended and required standards for<br />

volleyball facilities to be used in tournament play may be developed<br />

by <strong>Association</strong> staff and Advisory Committees and approved by the<br />

Board of Control.<br />

B) Additional Rules for Contests<br />

Additional rules, governed by State <strong>Association</strong> adoption provisions in<br />

the National Federation Playing Rules or otherwise developed by the<br />

<strong>Association</strong> may be implemented in contests played in <strong>Kentucky</strong> and<br />

will be distributed to the membership when relevant.<br />

C) Scoring and Warm-up Schedule<br />

Varsity Play – will be best 3 of 5 sets, rally scoring, with the fi fth<br />

set being to 15 per the NFHS Rules Book. By mutual consent of<br />

both teams, the best 2 of 3 sets (scored to 25 with no cap) may<br />

be utilized in regular season only. All postseason contests will be<br />

3 of 5.<br />

Junior Varsity Play – will be best 2 of 3 sets to 21, rally scoring<br />

with the third set being to 21.<br />

Freshmen Play – will be best 2 of 3 sets to 17, rally scoring with<br />

the third set being to 17.<br />

Warm-up Time – Standard 15 minutes of warm-up time between<br />

matches: using the 4-4-4-2-1 format (4 minutes of share; 4<br />

minutes of each team with serving team taking court fi rst, 2<br />

minutes of serving and 1 minute back at the bench area prior to<br />

taking the court.)<br />

Offi cials Pay – Varsity 3 of 5 sets shall remain at $40 per regular<br />

season contest. When the varsity format is played, even in<br />

tournaments, the $40 fee shall be adhered to. With regard to pool<br />

play within tournaments, the local school shall work with the<br />

Assignor with regard to match fee.<br />

WRESTLING<br />

A) Specifi cations for Wrestling Tournaments<br />

The specifi cations for recommended and required standards for wrestling<br />

facilities to be used in tournament play may be developed by <strong>Association</strong><br />

KHSAA OFFICIATING UNIFORM<br />

The 2012-2013 school year marks a change in the uniform requirements<br />

for KHSAA licensed offi cials. Through an approved licensing program,<br />

various vendors are now able to provide authenticated offi ciating<br />

apparel to KHSAA licensed offi cials. In most cases, the changes involve<br />

the requirement of an embroidered logo on various items required of<br />

offi cials. All items listed below as embroidered are part of this change.<br />

In each of these changes, there is a three-year phase-in period to allow<br />

for the new equipment to be purchased during a projected normal<br />

replacement cycle. This transition will be in phases, with state offi cial<br />

required to be in compliance for 2012-13, postseason offi cials for<br />

2013-14, and all regular season offi cials for 2014-15 . As contracts are<br />

fi nalized, the various links will be placed on the KHSAA web site, and<br />

email communication will be sent to all offi cials.<br />

Other than what is prescribed below, no patches are allowed on hats<br />

or other parts of the uniform worn during the contest.<br />

Below are the various requirements at press time for the different<br />

sports. These requirements are only for the clothing part of the uniform<br />

and do not include much of the other equipment. At press time, the<br />

KHSAA has four licensed vendors, all of whom have advertisements<br />

in the Offi cials <strong>Guidebook</strong> and links on the KHSAA web site. All<br />

embroidered merchandise may only be purchased from an approved and<br />

licensed vendor.<br />

Placement of American Flag<br />

It is always permissible for the American Flag to be worn on the<br />

offi ciating uniform. It’s recommended that the white bordered fl ag be<br />

used. Suggested placement is as follows:<br />

The fl ag patch is usually worn on the left sleeve of your shirt, pullover<br />

or jacket (sometimes on the back below the collar). The preferred<br />

placement is on the left sleeve.<br />

On short sleeve shirts, measure up from the top of the cuff. Flags should<br />

be placed with the bottom border 1 1/2” from the top of the cuff.<br />

On long sleeve shirts, pullovers or jackets measurement should be from<br />

your shoulder seam to the top of your fl ag patch, with the distance<br />

varying by size: Medium and Large: 4” from seam, XL & 2X: 5<br />

1/2”from seam, 3X and up: 7” from seam.<br />

Application Specifi cs: For horizontal placement, it is best practice to<br />

crease the center line on the sleeve, as seen when laying the shirt,<br />

pullover or jacket fl at on a table. In the case of the fl ag patch, place<br />

the center of the fl ag over the center line. Once you have the distances<br />

correct, cover the fl ag patch with a press cloth or pillow case and<br />

press with a 350 degrees or cotton iron setting for approximately 10<br />

seconds to make it stick for sewing. Consider the fabric when pressing<br />

as time may be longer or shorter to make it stick. Then, sew the fl ag<br />

patch on, preferably in a zig-zag stitch pattern.<br />

Placement of Numbers for Baseball/Softball<br />

Numbers are to be worn on the offi ciating uniform in the color patterns<br />

as descrided below.<br />

The numbers are to be worn on the right sleeve, with the bottom of the<br />

numbers approximately 1” from the top of the cuff on a short sleeved<br />

shirt. On long sleeves or pullovers (not required on pullovers), the<br />

measurement is from the shoulder seam as detailed in the American<br />

Flag directions.<br />

Baseball<br />

Gray uniform pants;<br />

Uniform shirt (three color options) as listed below, with embroidered<br />

KHSAA logo over heart as per specifi cations to vendors:<br />

Navy blue pullover shirt with red and white trim (if visible, undershirt<br />

shall be red) with a red number with white trim on right sleeve (3<br />

inches preferred); or<br />

Light blue pullover shirt (undershirt if visible shall be white) with navy<br />

and white trim with a blue number and white trim on the right sleeve<br />

(3 inches preferred); or<br />

Black shirt with black and white trim (if visible, undershirt shall be<br />

white) and a black number with white trim on right sleeve (3 inches<br />

preferred);<br />

All umpires in a given contest shall wear the same type shirt.<br />

Navy hat with embroidered KHSAA logo as per specifi cations to vendors<br />

and navy ball bag if navy or light blue shirt is worn;<br />

Black hat with embroidered KHSAA logo as per specifi cations to vendors<br />

and black ball bag if black shirt is worn;<br />

Black shoes and socks; and<br />

Jacket (pullover), if worn during contest, shall be the offi cial KHSAA<br />

pullover without numbers with embroidered KHSAA logo over heart as<br />

per specifi cations to vendors and shall be blue if the navy or light blue<br />

uniform is worn, and black if the black shirt is worn.<br />

Plate coat with embroidered KHSAA logo as per specifi cations to vendors<br />

is permissible. All umpires in a given contest shall wear the same type<br />

shirt. No local association patches are allowed on hats (only the KHSAA<br />

embroidered logo).<br />

Basketball<br />

Black slacks<br />

Black and white vertically striped collarless shirt without pocket with<br />

embroidered KHSAA logo over heart as per specifi cations to vendors;<br />

side panel is approved.<br />

Belt, if worn, shall be black; however, beltless slacks are preferred.<br />

Black basketball offi cial shoes with black shoelaces; black socks<br />

Jacket, if worn during pre-game, shall be black, with dual 1 inch stripe<br />

and with embroidered KHSAA logo over heart as per specifi cations to<br />

vendors.<br />

All offi cials in a given contest shall wear the same type shirt.<br />

Football<br />

Black football offi ciating pants with a white stripe of not more than 1 1/4<br />

inches worn in varsity contests with embroidered KHSAA logo as per<br />

specifi cations to vendors;<br />

Black or white shorts, or white tapered knickers may be worn in place of<br />

the knickers during non-varsity contests with local <strong>Association</strong> approval.<br />

Black and white vertically striped short or long sleeved shirt (with pocket)<br />

with embroidered KHSAA logo over heart as per specifi cations to vendors<br />

Black athletic socks when wearing black offi ciating pants<br />

One-piece sock with modifi ed Northwestern stripe may be worn during<br />

non-varsity contests when black or white shorts, or white tapered<br />

knickers are worn with local <strong>Association</strong> approval.<br />

Black leather belt (no baseball style stretch belts);<br />

Baseball-type cap. The Referee shall wear a white hat with embroidered<br />

KHSAA logo as per specifi cations to vendors. All other offi cials shall<br />

wear a black hat with white piping with embroidered KHSAA logo as<br />

per specifi cations to vendors;<br />

Solid black football shoes and black shoe laces<br />

Position plackets may be worn on uniform if all on a crew wear them.<br />

Jackets shall not be worn during the contest.<br />

Soccer<br />

Solid black shirt with white pinstripes shall be the primary shirt; black with<br />

white pinstripes, gold with black pinstripes, red with black pinstripes and<br />

blue with black pinstripes may be worn as an alternate jersey; (shirts<br />

may contain KHSAA, NFHS or local association high school logos but<br />

cannot display any NISOA, USSF, NIAAA, NCAA or other logos);<br />

Black shorts or long trousers;<br />

Black shoes and solid black socks or stockings or solid black socks or<br />

stockings with three white stripes at the top.<br />
