appoint Task Forces.<br />

The Public Forum provides an opportunity for every participant<br />

to see his own contributions in relation to everyone else's, and<br />

to see their impact on the program. It enables the Steering<br />

Committee and the technical staff to understand the viewpoint of<br />

their constituents. And it allows participants to either volunteer<br />

themselves or name others to work on the Task Forces.<br />

h) Once the Public Forum has met and expressed its ideas with regard<br />

to the issues and priorities, and suggested names for the Task<br />

Forces, the Steering Committee and the technical staff should<br />

meet to draw up a summary of the Public Forum, broken out as<br />

groups or "clusters" of tasks. Each situation will, of course,<br />

produce its own appropriate inventory, but examples of such clusters<br />

might be:<br />

- educational programs, children and adults;<br />

- recreation programs, indoors and out;<br />

- arts programs;<br />

- programs for senior citizens;<br />

- interdepartmental relations;<br />

- capital and operational budgets;<br />

- administration.<br />

Each cluster of tasks would then become the directive from the<br />

Steering Committee to its appropriate• Tasfe Force. The Steering<br />

Committee would also be responsible for appointing the Task<br />

Forces, ensuring that each Task Force has the appropriate mix of<br />

citizen and user members with official or departmental representation.<br />

i) The Task Forces will then hold working meetings. These meetings<br />

are in two stages:<br />

- first each Task Force will concentrate on its own "cluster"<br />

of tasks, and within a given time-frame it will produce a<br />

written program for that cluster;<br />

- then all the Task Forces will meet in plenary sessions<br />

with the Steering Committee and the technical staff, and<br />

a preliminary comprehensive program (with inter-departmental<br />

or inter-sectoral co-ordination) will be drawn up which<br />

will, in turn, become the basic program for the planners<br />

and architects.<br />
