54. The impact on co-ordination was immediate. The process(l) began<br />

with an elementary (primary) school. The issue was where the school<br />

should be sited and what part of the city it should serve. Quickly the<br />

question became:<br />

- - what is the role of education in our community, and in what way<br />

can education enhance our quality of life?<br />

In debating this question a number of related issues arose. For example:<br />

- a role of education is to relate skill development to employment<br />

opportunities in our city;<br />

- a role of education is to provide services for adults as well as<br />

for children, so that adults can learn skills which will open up<br />

new employment and income options for them;<br />

- a role of education is to provide children with a living sense of<br />

cultural traditions;<br />

- local cultural traditions exist in the community, and these should<br />

be used as a resource in schools so that children can grow up in<br />

a climate of cultural reality and relevance;<br />

- if education is important in opening up new employment and income<br />

options, there should also be new housing inventories in the city<br />

so that the community can promote the idea of income mix in the<br />

neighborhoods;<br />

- why should public money be spent on school playing fields, when<br />

the city has a park system;<br />

- since the parks are open to the public, should not the school's<br />

indoor recreation facilities also be open to children and adults<br />

alike in the community;<br />

- the public libraries are a resource for books, exhibitions, recordings<br />

and so forth, so why should the schools duplicate it;<br />

- perhaps the school should contain a public library;<br />

- the elderly community suffer from loneliness, therefore would it<br />

not be a good idea to locate elderly housing near the school so<br />

that the old people can walk in easily and enjoy the library, the<br />

arts programs, and the recreation facilities;<br />

- since the school will have food services, why not a program to<br />

provide at least one hot meal a day for elderly people in the<br />

neighborhood;<br />
