178. The conclusions of an in-depth agency study done towards the end of<br />
1974 by the University of Michigan's School of Social Work widely confirms<br />
the impression of an extremely alive learning environment:<br />
"Overall autonomy in CHS is high due to the high degree of professionalization<br />
and the low degree of external control. Employees<br />
felt that CHS was a very good place to work for many reasons most<br />
notably, freedom to exercise their own views and techniques.<br />
Also nearly unanimous was the personnel agreement with the goals and<br />
policies of the organization,, and achievement motivation was high.<br />
Communication effectiveness was viewed as high according to the results.<br />
Information concerning changes in operation and practice<br />
within the agency was shared by all as well as information concerning<br />
the community.<br />
Community High School personnel felt a keen sense of personnel (sic)<br />
power over exercise of their work and work decisions. Organizational<br />
goals were clearly understood by members of this agency. In addition<br />
goals were viewed as feasible in regards to accomplishment. Perceptions<br />
of leadership behaviour were highly favorable. Such variables<br />
as support, personal worth, encouragement, satisfying relationships, •<br />
and competence received high ratings.<br />
Emphasis upon service, vis-a-vis rules and procedures indicated<br />
significant orientation to service.<br />
Quality and quantity of service were values held in common by members<br />
of CHS.<br />
Because our findings were so overwhelmingly positive on so many<br />
variables, they do tend to support each other.<br />
. . . It is apparent that CHS is an organization dedicated to the<br />
development of humanistic principles in its relationships with staff,<br />
students and community. 'Maximum individuality within maximum community'<br />
could well be its banner."(l)<br />
179. The observations made in the course of the study visit support these<br />
findings. The principal's office, almost always open, was situated next<br />
