138. The Everywhere School is a participating member of the Hartford Public<br />
School System and reports to the Hartford Superintendent of Schools and the<br />
Board of Education. The school is administered by a Counselor Staff under<br />
the direction of a Master Counselor, who is the direct organisational link<br />
to the Superintendent. The Master Counselor is appointed and paid by the<br />
Board of Education. The Counselor Staff is charged generally with responsibility<br />
for the entire spectrum of education in the neighbourhood and<br />
specifically with operating the neighbourhood MIAs. Figure 12 shows the<br />
organisational structure adopted for the School.<br />
13'9. Each MIA of 150 children has a teaching team comprising:<br />
- a master teacher with responsibility for the educational program<br />
within his MIA;<br />
- four certified teachers with direct responsibility for implementing<br />
the educational program;<br />
- five teaching aides, generally people from the neighbourhood,<br />
preferably mothers and fathers, who will assist the teachers in<br />
their work.<br />
The original proposal (see Figure 13) includes two program designers and<br />
three teaching associates who have been eliminated in the course of further<br />
developmentso Despite this the pupil/adult ratio will be no less than<br />
15/1.<br />
140. Unfortunately the Environmental Extension and Field Trip Program<br />
providing children with the necessary outside experience had to be eliminated<br />
due to lack of funding. It operated, however, in part during the<br />
demonstration phase, and distinguished three kinds of programs:<br />
i) agencies or business firms that would send their staff members<br />
into the school;<br />
ii) agencies or business firms that would be open to receive pupils;<br />
iii) exchanges between agencies or business firms and the school, i.e.<br />
a combination of i) and ii).<br />
141. One of the unique features of the comprehensive S<strong>AND</strong> art/cultural<br />
program is the S<strong>AND</strong> Art Studio. A black artist from the community who<br />
did several striking murals in the city of Hartford has a studio and<br />
partly lives on the first floor of the old warehouse which contains, the<br />
demonstration MIA. In return for community help in building his studio<br />
he now works with 10 pupils from the elementary school and 12 from other<br />
