I. General: -<br />

DRAFT QUALITATIVE REQUIREMENTS<br />

FOR MINE PROTECTED VEHICLE<br />

The vehicle should be a heavy duty, all weather, easy maneuverable and<br />

uncomplicated maintainable vehicle with minimum 4x4 transmission<br />

(user to define). To be used in Counter-Insurgency environment, it<br />

should have a non-aggressive look. Operationalability, fitments, colour<br />

and other features should be appropriate <strong>for</strong> jungle warfare.<br />

Workmanship should be of world standard.<br />

II. <strong>Vehicle</strong> Characteristics: -<br />

1. Internal Fitment: -<br />

The vehicle should have the following internal fitments. The additional<br />

material / equipments fitted as add on, should not hinder seating / ops<br />

maneuverability and safety of occupants.<br />

i. Provisions <strong>for</strong> keeping weapons and ammunition boxes securely<br />

may be made inside the vehicle.<br />

ii. Seats / Floor should be designed / fixed in such a way to minimize<br />

the blast shocks. Roof hanging seats will be preferred.<br />

iii. Provision <strong>for</strong> fitting Radio communication sets.<br />

iv. Fire Extinguisher. (Min. 5 Kg ABC type).<br />

v. Air Conditioner. (Final inside temperature; 25 ± 5 ° C and<br />

Relative humidity of cooled air 30 to 75 %).<br />

vi. Stretcher.<br />

vii. 15 Litres Water Container<br />

viii. First Aid Box.<br />

ix. Seat belt to be catered <strong>for</strong> troops and driver.

x. Rear view camera to be provided <strong>for</strong> the Driver (users to indicate).<br />

xi. Provision <strong>for</strong> night vision device <strong>for</strong> the Driver (users to indicate).<br />

2. External Fitments: -<br />

i. Self-recovery winch <strong>for</strong> recovering the vehicle, if turned turtle.<br />

ii. Hooks at the front and the rear <strong>for</strong> towing.<br />

iii. Four rotating search lights on the top of the vehicle.<br />

iv. Provisions <strong>for</strong> attaching VHF and HF antennas.<br />

v. Centralized Air Filling System <strong>for</strong> Tyres.<br />

3. Crew: - Minimum 12 (Driver + 11 fully equipped soldiers).<br />

4. Load carrying capacity: - Minimum 1500 Kgs.<br />

5. Gross <strong>Vehicle</strong> Weight: - Maximum 16,000 Kgs.<br />

6. Fuel Tank: - Minimum 200 Ltrs. Fire suppression agents to be<br />

provided <strong>for</strong> the fuel assembly.<br />

7. Range of Operation: -<br />

i. In plains - 300 to 350 kms.<br />

ii. In mountains - 200 to 250 kms.<br />

8. Speed: - (Sustained <strong>for</strong> minimum 30 minutes continuously)<br />

i. On Road : Minimum 80 kmph with full load.<br />

ii. X-Country : Minimum 40 kmph with full load.<br />

iii. Acceleration : 0-90KM/H in 60 Seconds.<br />

i. Batteries: - Maintenance Free Batteries. (12Vx2 DC)<br />

9. Power to weight Ratio: - Ratio should not be less than 11.1 KW/Ton.


10. Steering: -<br />

Right Hand Power Steering System to be provided, with adequate safety<br />

measures against accidents, i.e., accidental locking and collapsible<br />

steering column.<br />

11. Turning Radius: -<br />

Turning Circle Diameter should not be more than 19.5 Mtrs. <strong>for</strong> 4X4<br />

<strong>Vehicle</strong>s and 20.5 Mtrs. <strong>for</strong> 6X6 / 6X4 <strong>Vehicle</strong>s.<br />

12. Ground Clearance: - Min. 305 mm.<br />

13. Fordability: - Water <strong>for</strong>ding capability, without any preparation, of min<br />

750 mm.<br />

14. Operating Temperature: - From (-20° to + 55° C).<br />

15. Pollution: - Bharat stage-III standard compliant.<br />

16. Dimension of the vehicle: -<br />

a. Width - Minimum 2500 mm<br />

b. Length - Minimum 6000 mm<br />

c. Height - Minimum 2727 mm<br />

d. Wheel Base - Minimum 3100 mm.<br />

17. Gradient Climb: - Minimum 30 degree sustained climb.<br />

18. Suspension: - Leaf Spring with Shock Absorbers.<br />

III. Ballistic Characteristics: -


19. Protection level to be provided to the vehicle: -<br />

i. Top: -<br />

With stand direct hit of 7.62x51 mm Ball, 5.56x45 mm, 7.62x39 mm<br />

ammunition from a distance of 10 mtrs at an angle of 45°. Optional<br />

Dragnov 7.62x54 mm armor piercing ammunition (to be specified by<br />

user).<br />

ii. All Sides: -<br />

With stand, direct hit of 7.62x51 mm Ball, 5.56x45 mm, 7.62 x 39 mm<br />

ammunition from a distance of 10 mtrs at 90 degree angle of attack.<br />

Optional Dragnov 7.62x54 mm armor piercing ammunition (to be<br />

specified by user).<br />

iii. Side <strong>Mine</strong> Protection: -<br />

IED 10 Kgs TNT (minimum) from 5 metres distance and height of 1.5<br />

metres from the ground (to be specified by user).<br />

iv. Bottom Under Carriage: -<br />

Occupants should be protected against landmine blast of minimum 14 kg<br />

TNT and equivalent under the hull and minimum 21 kg TNT and<br />

equivalent under tyre of the vehicle. (mine protection level to be<br />

specified by user). Space and provision should be provided at the bottom<br />

<strong>for</strong> mounting / attaching additional mine-proof plates <strong>for</strong> the entire<br />

bottom, <strong>for</strong> added / extra protection in case of travel in high risk areas.<br />

The additional plates of 6 mm thickness to be provided should not be<br />

counted towards the vehicle weight and should be extra to the inherent<br />

protection specified above.<br />

v. Fire resistant paint: -

Fire resistant paint on the exterior, to prevent burning from petrol and<br />

incendiary bombs.<br />

vi. Wheel: -<br />

Tyres with run flat system be provided which should have run flat<br />

capability of minimum 40 kms at a speed of 40 KMpH.<br />

vii. Glass, Windshield and Side Glass: - With stands, direct hit of 7.62x51<br />

mm Ball, 5.56x45 mm, 7.62x39 mm ammunition from a distance of 10<br />

mtrs at 90 degree angle of attack. The glasses should be crystal clear.<br />

Optional Dragnov 7.62x54 mm armor piercing ammunition (user to<br />

define).<br />

viii. Door, Windows and Roof Hatch: -<br />

Easy opening rear door <strong>for</strong> quick embussing / debussing with two<br />

windows and ports each to fire personal weapon and two doors (driver &<br />

co-driver) with window & one firing port each and inside locking<br />

arrangements only. However, all the doors should be heavy duty enough<br />

to sustain the impact of blast. One firing port at the front should also be<br />

given. Four windows and ports each to fire personal weapons on each<br />

side. Portholes should have shutters openable from inside only. Four<br />

roof hatches <strong>for</strong> firing (with two mounting arrangements <strong>for</strong> LMG/MMG<br />

to fire at the front and the rear). One firing port on the driver’s side.<br />

ix. Fuel Tank:- Same as <strong>for</strong> sides and under carriage.<br />

x. Radiator and Engine compartment: - Same as per sides.


IV. Maintenance Characteristics: -<br />

20. General Requirements: -<br />

i. The accessories / fitments / spares and technical expertise of automobile<br />

should be easily available in the market.<br />

ii. Provision of easy replacing of the engine and transmission system, to<br />

facilitate its easy repair and refitting. Further Ballistic material should<br />

be fixed in such a way that engine / other parts / assemblies are easily<br />

repaired / dismounted <strong>for</strong> repairs.<br />

iii. The supplier will provide a warranty <strong>for</strong> 30,000 Kms or three years,<br />

which ever is earlier <strong>for</strong> automobile and 10 years <strong>for</strong> ballistic material.<br />

iv. <strong>Vehicle</strong> operation / maintenance should be simple and easy.<br />

v. Firm will give guarantee <strong>for</strong> making spares / accessories available <strong>for</strong> at<br />

least 10 years from date of purchase.<br />

vi. Complete literature, illustrated diagrams, list of spares, special tools etc<br />

and operating instructions <strong>for</strong> the operation and maintenance of the<br />

vehicle and accessories should be provided.<br />

vii. All reports <strong>for</strong> the materials used be provided by the firms from<br />

accredited labs.<br />

21. After sales service and training of Officers / Drivers / Fitters: -<br />

(A) Product Support : -<br />

(1) Manufacturer and / or supplier of the MPV must have its own or<br />

through a Joint Venture / Consortium with Indian OEMs, <strong>for</strong> all<br />

India after sales service, maintenance and repairs, particularly in<br />

LWE affected States comprising of Chhattisgarh, Jharkhand, West<br />

Bengal, Odisha, Maharashtra, Andhra Pradesh, UP States or any<br />

other States where such activities may spread in future (at least

one such field repair* / maintenance facility in all of these States<br />

and at least one base / major repair facility in India).<br />

*Field Repairs : These are repairs carried out in the field by<br />

technicians specially qualified and trained <strong>for</strong> this purpose and<br />

where the required special tools and spares are provided. These<br />

repairs comprise replacement of major assemblies and other<br />

components beyond the scope of indenters unit level repairs /<br />

maintenance.<br />

(2) The vendor will be bound by a condition in the contract that he is<br />

in a position to provide product support in terms of maintenance,<br />

materials and spares <strong>for</strong> a minimum period of 10 years. Even after<br />

the said mandatory period, the vendor would be bound to give at<br />

least two years notice to the Government of India prior to closing<br />

the production line so as to enable a Life Time Buy of all spares<br />

be<strong>for</strong>e closure of the said production line.<br />

(3) Vendor will be bound to following time line <strong>for</strong> repairs, failing<br />

which he will compensate <strong>for</strong> market repairs: -<br />

(a) Field Repairs – 07 days,<br />

(b) Major Repairs – 01 Month.<br />

(excluding the time consumed in transit)<br />

(B) Training of Crew and Maintenance Personnel :<br />

(I) The Manufacturer will arrange <strong>for</strong> training <strong>for</strong> trainers at a<br />

convenient place in two categories suggested and agreed by the

indenter. One course <strong>for</strong> 04 weeks duration on operational<br />

capability, working and maintenance and another course <strong>for</strong> 08<br />

weeks duration on field / base level repairs / maintenance of<br />

MPVs’.<br />

(II) Number of trainees will be 01 person <strong>for</strong> 03 Nos. MPVs’ <strong>for</strong> first<br />

category and 01 person <strong>for</strong> 10 MPVs’ in second category of<br />

training.<br />

22. Roadworthy Certificate: -<br />

Roadworthy certificate is required to be produced by firm from VRDE /<br />

ARAI at the time of handing over of sample vehicle (be<strong>for</strong>e trial<br />

commences).<br />

23. Inspecting Authority: -<br />

The user will <strong>for</strong>mulate inspecting guidelines <strong>for</strong> inspection. VRDE<br />

(DRDO) <strong>for</strong> Automobile parts and TBRL (DRDO)/DGQA <strong>for</strong> ballistic /<br />

mine protection parts will be associated <strong>for</strong> stage and final inspection.<br />

24. Proof / Firing Trials: -<br />

The supplier will provide samples of ballistic material and vehicle <strong>for</strong><br />

stage / final inspection <strong>for</strong> each lot of vehicles at their costs.<br />
