QRs/Specification for Mine Protected Vehicle

I. General: -

DRAFT QUALITATIVE REQUIREMENTS
FOR MINE PROTECTED VEHICLE
The vehicle should be a heavy duty, all weather, easy maneuverable and
uncomplicated maintainable vehicle with minimum 4x4 transmission
(user to define). To be used in Counter-Insurgency environment, it
should have a non-aggressive look. Operationalability, fitments, colour
and other features should be appropriate for jungle warfare.
Workmanship should be of world standard.
II. Vehicle Characteristics: -
1. Internal Fitment: -
The vehicle should have the following internal fitments. The additional
material / equipments fitted as add on, should not hinder seating / ops
maneuverability and safety of occupants.
i. Provisions for keeping weapons and ammunition boxes securely
may be made inside the vehicle.
ii. Seats / Floor should be designed / fixed in such a way to minimize
the blast shocks. Roof hanging seats will be preferred.
iii. Provision for fitting Radio communication sets.
iv. Fire Extinguisher. (Min. 5 Kg ABC type).
v. Air Conditioner. (Final inside temperature; 25 ± 5 ° C and
Relative humidity of cooled air 30 to 75 %).
vi. Stretcher.
vii. 15 Litres Water Container
viii. First Aid Box.
ix. Seat belt to be catered for troops and driver.

x. Rear view camera to be provided for the Driver (users to indicate).
xi. Provision for night vision device for the Driver (users to indicate).
2. External Fitments: -
i. Self-recovery winch for recovering the vehicle, if turned turtle.
ii. Hooks at the front and the rear for towing.
iii. Four rotating search lights on the top of the vehicle.
iv. Provisions for attaching VHF and HF antennas.
v. Centralized Air Filling System for Tyres.
3. Crew: - Minimum 12 (Driver + 11 fully equipped soldiers).
4. Load carrying capacity: - Minimum 1500 Kgs.
5. Gross Vehicle Weight: - Maximum 16,000 Kgs.
6. Fuel Tank: - Minimum 200 Ltrs. Fire suppression agents to be
provided for the fuel assembly.
7. Range of Operation: -
i. In plains - 300 to 350 kms.
ii. In mountains - 200 to 250 kms.
8. Speed: - (Sustained for minimum 30 minutes continuously)
i. On Road : Minimum 80 kmph with full load.
ii. X-Country : Minimum 40 kmph with full load.
iii. Acceleration : 0-90KM/H in 60 Seconds.
i. Batteries: - Maintenance Free Batteries. (12Vx2 DC)
9. Power to weight Ratio: - Ratio should not be less than 11.1 KW/Ton.

10. Steering: -

Right Hand Power Steering System to be provided, with adequate safety
measures against accidents, i.e., accidental locking and collapsible
steering column.
11. Turning Radius: -
Turning Circle Diameter should not be more than 19.5 Mtrs. for 4X4
Vehicles and 20.5 Mtrs. for 6X6 / 6X4 Vehicles.
12. Ground Clearance: - Min. 305 mm.
13. Fordability: - Water fording capability, without any preparation, of min
750 mm.
14. Operating Temperature: - From (-20° to + 55° C).
15. Pollution: - Bharat stage-III standard compliant.
16. Dimension of the vehicle: -
a. Width - Minimum 2500 mm
b. Length - Minimum 6000 mm
c. Height - Minimum 2727 mm
d. Wheel Base - Minimum 3100 mm.
17. Gradient Climb: - Minimum 30 degree sustained climb.
18. Suspension: - Leaf Spring with Shock Absorbers.
III. Ballistic Characteristics: -

19. Protection level to be provided to the vehicle: -
i. Top: -

With stand direct hit of 7.62x51 mm Ball, 5.56x45 mm, 7.62x39 mm
ammunition from a distance of 10 mtrs at an angle of 45°. Optional
Dragnov 7.62x54 mm armor piercing ammunition (to be specified by
user).
ii. All Sides: -
With stand, direct hit of 7.62x51 mm Ball, 5.56x45 mm, 7.62 x 39 mm
ammunition from a distance of 10 mtrs at 90 degree angle of attack.
Optional Dragnov 7.62x54 mm armor piercing ammunition (to be
specified by user).
iii. Side Mine Protection: -
IED 10 Kgs TNT (minimum) from 5 metres distance and height of 1.5
metres from the ground (to be specified by user).
iv. Bottom Under Carriage: -
Occupants should be protected against landmine blast of minimum 14 kg
TNT and equivalent under the hull and minimum 21 kg TNT and
equivalent under tyre of the vehicle. (mine protection level to be
specified by user). Space and provision should be provided at the bottom
for mounting / attaching additional mine-proof plates for the entire
bottom, for added / extra protection in case of travel in high risk areas.
The additional plates of 6 mm thickness to be provided should not be
counted towards the vehicle weight and should be extra to the inherent
protection specified above.
v. Fire resistant paint: -

Fire resistant paint on the exterior, to prevent burning from petrol and
incendiary bombs.
vi. Wheel: -
Tyres with run flat system be provided which should have run flat
capability of minimum 40 kms at a speed of 40 KMpH.
vii. Glass, Windshield and Side Glass: - With stands, direct hit of 7.62x51
mm Ball, 5.56x45 mm, 7.62x39 mm ammunition from a distance of 10
mtrs at 90 degree angle of attack. The glasses should be crystal clear.
Optional Dragnov 7.62x54 mm armor piercing ammunition (user to
define).
viii. Door, Windows and Roof Hatch: -
Easy opening rear door for quick embussing / debussing with two
windows and ports each to fire personal weapon and two doors (driver &
co-driver) with window & one firing port each and inside locking
arrangements only. However, all the doors should be heavy duty enough
to sustain the impact of blast. One firing port at the front should also be
given. Four windows and ports each to fire personal weapons on each
side. Portholes should have shutters openable from inside only. Four
roof hatches for firing (with two mounting arrangements for LMG/MMG
to fire at the front and the rear). One firing port on the driver’s side.
ix. Fuel Tank:- Same as for sides and under carriage.
x. Radiator and Engine compartment: - Same as per sides.

IV. Maintenance Characteristics: -
20. General Requirements: -

i. The accessories / fitments / spares and technical expertise of automobile
should be easily available in the market.
ii. Provision of easy replacing of the engine and transmission system, to
facilitate its easy repair and refitting. Further Ballistic material should
be fixed in such a way that engine / other parts / assemblies are easily
repaired / dismounted for repairs.
iii. The supplier will provide a warranty for 30,000 Kms or three years,
which ever is earlier for automobile and 10 years for ballistic material.
iv. Vehicle operation / maintenance should be simple and easy.
v. Firm will give guarantee for making spares / accessories available for at
least 10 years from date of purchase.
vi. Complete literature, illustrated diagrams, list of spares, special tools etc
and operating instructions for the operation and maintenance of the
vehicle and accessories should be provided.
vii. All reports for the materials used be provided by the firms from
accredited labs.
21. After sales service and training of Officers / Drivers / Fitters: -
(A) Product Support : -
(1) Manufacturer and / or supplier of the MPV must have its own or
through a Joint Venture / Consortium with Indian OEMs, for all
India after sales service, maintenance and repairs, particularly in
LWE affected States comprising of Chhattisgarh, Jharkhand, West
Bengal, Odisha, Maharashtra, Andhra Pradesh, UP States or any
other States where such activities may spread in future (at least

one such field repair* / maintenance facility in all of these States
and at least one base / major repair facility in India).
*Field Repairs : These are repairs carried out in the field by
technicians specially qualified and trained for this purpose and
where the required special tools and spares are provided. These
repairs comprise replacement of major assemblies and other
components beyond the scope of indenters unit level repairs /
maintenance.
(2) The vendor will be bound by a condition in the contract that he is
in a position to provide product support in terms of maintenance,
materials and spares for a minimum period of 10 years. Even after
the said mandatory period, the vendor would be bound to give at
least two years notice to the Government of India prior to closing
the production line so as to enable a Life Time Buy of all spares
before closure of the said production line.
(3) Vendor will be bound to following time line for repairs, failing
which he will compensate for market repairs: -
(a) Field Repairs – 07 days,
(b) Major Repairs – 01 Month.
(excluding the time consumed in transit)
(B) Training of Crew and Maintenance Personnel :
(I) The Manufacturer will arrange for training for trainers at a
convenient place in two categories suggested and agreed by the

indenter. One course for 04 weeks duration on operational
capability, working and maintenance and another course for 08
weeks duration on field / base level repairs / maintenance of
MPVs’.
(II) Number of trainees will be 01 person for 03 Nos. MPVs’ for first
category and 01 person for 10 MPVs’ in second category of
training.
22. Roadworthy Certificate: -
Roadworthy certificate is required to be produced by firm from VRDE /
ARAI at the time of handing over of sample vehicle (before trial
commences).
23. Inspecting Authority: -
The user will formulate inspecting guidelines for inspection. VRDE
(DRDO) for Automobile parts and TBRL (DRDO)/DGQA for ballistic /
mine protection parts will be associated for stage and final inspection.
24. Proof / Firing Trials: -
The supplier will provide samples of ballistic material and vehicle for
stage / final inspection for each lot of vehicles at their costs.
