most other categories, representing a solid project with few potential drawbacks. The<br />

next three projects (Omao, Kalaheo, and Maha’ulepu) are all wind and scored very<br />

similar. Of these projects, the Kalaheo site may be easiest to develop due to its large area,<br />

limited population and easy access. On the other end of the scale, the biomass and<br />

MSW/biomass plants were the lowest scoring projects, primarily due to higher costs of<br />

these projects. See the next section for additional discussion of these results.<br />
