Local participation can be a powerful tool for the project. Local officials and<br />

citizens may be more willing to accept a facility if they have open access to all<br />

information about the facility; have the authority and funding to independently monitor<br />

the project development and proposed site; and are allowed input over how it is<br />

constructed, operated, and maintained.<br />

The noise and visual impact of wind projects and corresponding property value<br />

concerns have lead to community opposition of numerous wind farms across the country.<br />

Although steps can be taken in project design to minimize visual impacts and enhance the<br />

aesthetic appeal of the project, community support is vital during all stages of project<br />

development. KIUC might consider sending out staff to address local citizen groups on a<br />

regular basis. If these groups are viewed as “partners,” the project will have a better<br />

chance of succeeding.<br />

9.8 Next Steps<br />

The development of a wind project of any magnitude is a complex balance of<br />

permitting, land acquisition, power agreements and engineering. It is important to follow<br />

the correct steps to minimize the project development timeframe while avoiding financial<br />

risks.<br />

The steps described here should be used as a guideline for proceeding with the<br />

project development. They are listed in a chronological order that should maintain<br />

forward progress for the project:<br />

• Preliminary discussions with potential landowners to assess feasibility of<br />

identified project locations<br />

• Meteorological tower installation and data collection<br />

• “Test the Waters” review – public opposition and permitting review<br />

• Land lease / purchase agreements<br />

• Environmental impact review<br />

• Interconnection and transmission study<br />

These tasks will make up the basis of the preliminary project development stage.<br />
