5. Project Characterizations<br />

- Capacity credit for hydro and wind changed to zero. This reduces the competitiveness of<br />

these two technologies relative to firm resources.<br />

- Note added that levelized cost calculations are performed in 2009$, the year assumed that<br />

all projects will come on-line. Previously evaluation assumed startup of all projects in<br />

2005. This change impacted all project economic calculations, essentially escalating the<br />

previously reported 2005$ to 2009$. Although the costs increased somewhat, the relative<br />

rankings of projects remained essentially unchanged.<br />

6. <strong>Renewable</strong> <strong>Energy</strong> Financial Incentives<br />

- Added updates and additions to several of the incentives (production tax credit, REPI,<br />

accelerated depreciation, etc.).<br />

- Added Section 6.2 – “Valuing <strong>Renewable</strong> <strong>Energy</strong> Attributes” discussing green pricing,<br />

renewable energy credits, etc.<br />

- Added new summary Section 6.3<br />

7. Biomass and Municipal Solid Waste<br />

- Reduced capital cost of biomass and biomass/MSW combination plant by 5 percent. The<br />

previous report had double-counted some indirect costs.<br />

- Noted increase in estimated biomass cost between first and second phases of the study.<br />

8. Hydro<br />

- Updated information provided for the Upper Lihue and Wailua projects. Revised Upper<br />

Lihue capital cost estimate and generation estimate based on latest information.<br />

9. Wind<br />

- The capital costs for the Hanapepe and Anahola sites have been adjusted to account for<br />

higher site access costs (roads and transmission). This increases the levelized costs of<br />

these two sites.<br />

10. Landfill gas<br />

- Added minor clarifications noting that (1) there is another small landfill on the island, but<br />

it is not technically feasible for LFG production, (2) the Kekaha site could be developed<br />

now (before completion of Phase II), if desired. However, no additional technical<br />

information is provided on these options.<br />

11. Final <strong>Renewable</strong> <strong>Energy</strong> Project Scoring<br />

- Updated scoring based on changes in previous sections. MSW plant with high tipping<br />

fee is now the number one ranked project.<br />

12. Conclusions<br />

- Updated conclusions based on changes in previous sections. No substantive changes<br />

from before.<br />

- Noted increase in estimated biomass cost between first and second phases of the study.
