ENERGY WISE
Solar Programs a Great Member Benefit
4 KIUC CURRENTS
KIUC board member Steve M. Rapozo, right, receives verification paperwork from KIUC Residential Energy Services Specialist
Claurino Bueno, left, for the replacement of his 21year old existing solar water heating system..
Everyone who is able should take advantage of
KIUC’s solar loan or solar rebate program because
the process is so simple.
The solar loan program is a zerointerest loan
available to member/customers who want to
change their existing electric water heater to a
solar water heating system. The loan also is
available for members who want to replace an
existing nonfunctional solar water heater that is at
least 15 years old.
KIUC pays the interest for the participant. The
participant repays the principal over five years. No
down payment is required. KIUC has partnered
with Kaua‘i Community Federal Credit Union and
the County of Kaua‘i Housing Agency to provide
funding for the loans.
The solar rebate program provides an $800
incentive for members who want to replace their
existing electric water heater with a solar water
heater. The rebate also is available for members
who want to replace an existing nonfunctional
solar water heater that is at least 15 years old.
New construction no longer qualifies.
For the $800 rebate, the member must contact
a contractor on KIUC’s Participating Solar
Contractors list. A price is agreed upon, and the
contractor pulls all the permits. The contractor
also completes and submits all documentation to
KIUC so customers don’t have to do anything.
Installation is scheduled with the contractor,
who can discount $800 off the final invoice for the
rebate so the member does not have to wait for
KIUC to issue the rebate. After the installation is
complete, KIUC is contacted for final verification.
Residential Energy Services Specialist Claurino
Bueno verifies the system is operational and in
compliance with KIUC’s solar water heating
standards and specifications.
With the KIUC rebate—combined with a state
tax incentive of 35 percent and a federal tax
incentive of 30 percent—Claurino said many of
the new solar water systems will pay for
themselves in less than three years.
The process is simple. I was having problems
with my 21plus year old solar system. The unit
was installed when I built the home in 1988. With
the tax incentives offered at that time, this old
solar unit probably cost me about $3,000.
It started to malfunction and leak. I thought
about repairing the unit, so I called Triple T
Plumbing—which is KIUC certified—for a cost quote
of some specific repairs. I also asked Triple T for a
quote on a more efficient unit with larger panels.
The repair was to cost me about $1,200 just to
get the unit working properly. I also did a cost
analysis of a new unit. With the $800 KIUC rebate
and the 35percent state and 30percent federal
tax incentives, my outofpocket expense would
be about $1,800.
There is nothing like a new unit. Triple T filed all
of the necessary permits with the county and
went so far as doing the KIUC rebate. Two weeks
later, I was hooked up.
My solar water heater saves me an average of
$90 a month. If you multiply my monthly savings
by the 21 years of service and subtract my
original investment, I probably saved about
$15,000 to $20,000.
The estimated payback is less than two years.
In my view, spending $1,800 to save $18,000 is
a good deal. The process was easy. I encourage
our members to take advantage of KIUC’S
solar programs.
KIUC no longer allows new construction to
participate in its solar programs. Only
retrofits qualify.
Requirements to be eligible for the KIUC
solar program:
◼ Water heater needs to be a conventional
electric water heater or a malfunctioning
solar water heater 15 years or older
◼ Active residential accounts only
◼ Installer must be on the KIUC Participating
Replace, Recycle, Save Update
In late May through June, coop members had
an opportunity to replace their old refrigerator
with a new, more energyefficient unit and receive
a $250 rebate. The federally funded program—
called “Replace, Recycle, Save”— was very
successful. Within a week, KIUC had issued all 385
applications for the rebate. KIUC continued to
offer a $50 appliance rebate for refrigerators once
the $250 federal rebate funds were exhausted.
The program not only offered the $250 rebate,
but gave a boost to retailers. It also will help
members through energy savings and lower
electric bills.
It is estimated that by replacing 385
refrigerators, KIUC’s members will save 40,425
kilowatthours (kWh) annually and 485,100 kWh
during the 12year expected life of the new
refrigerators. In addition, CO 2 emissions will be
reduced by 873,540 pounds during that time
period. This means members will save an
aggregate of $169,785 during the course
of 12 years.
REMINDER: All 385 rebate applications were distributed and handed out in the first week of the
program. The deadline to submit rebate applications to KIUC was July 31, 2010. However, not all 385
applications were returned. For those who did not submit their rebate applications, please send your
completed applications as soon as possible to KIUC’s Energy Services, 4463 Pahe‘e St. Suite 1, Līhu‘e,
HI 96766. If you have any questions, please call 808.2468280.
I have heard it said that “first impressions are
lasting impressions.” In the case of this month’s
“A Picture’s Worth,” I found this saying to be
pleasantly true.
In the summer of 2006, I had my first
opportunity to visit the Regency at Puakea,
located just across the street from Chiefess
Kamakahelei Middle School, near Puhi.
This tastefully designed community for retired
and assisted living residents made a lasting
impression on me.
I had been asked to survey the community to
try to identify energy savings opportunities. I was
impressed by the friendly and capable staff,
pleasant surroundings, amenities, interior décor
and the Regency’s spacious landscaped grounds.
The lobby and other areas were bustling with
planned activities for the residents.
Due to the newness and the quality of the
community—which opened its doors in April of
2004—it was difficult to find energysaving
opportunities. However, when we did, there was
no hesitation by management in proceeding.
By Paul Daniels
A Picture’s Worth...
One recommendation at the Regency involved
converting elevator lighting from incandescent
lighting to energyefficient lightemitting diodes
(LEDs), making the Regency one of the first
communities to use LEDs. Another project
involved adding window tinting to reduce air
conditioning costs. The most recent was the
conversion of the Regency’s parking lot lighting
from less efficient metal halide to highefficiency
induction lighting.
Induction lighting is not new, but has evolved
into diverse applications. With its high luminous
output at a fraction of the energy consumption,
this longlasting (100,000 hours) and reasonably
priced technology makes it a definite
consideration when evaluating efficient
lighting needs.
I am happy to share that all of these projects
qualified for assistance from KIUC’s Energy
Wise Program.
We want to extend a big mahalo to General
Manager Adam Ort, left, Facilities Coordinator
Randie Peters and Regency at Puakea for their
continued support of Kaua‘i’s energy goals.
Have a Happy
Energy-Efficient
Holiday Season
The holidays are a time for family, friends, and
celebrations. Thanksgiving, Hanukkah, and
Christmas may be times of happiness and joy, but
they often are followed by large utility bills. Don’t
let an expensive January electric bill be the last
gift of the season. With a few simple energyefficient
tricks you can celebrate and save money
at the same time.
The Brightest House on the Block
Energyefficient lighting is a good place to start.
Everyone knows the house with the large light
display: It is the one you take the kids to, the one
you talk to neighbors about and the one
producing enough light to draw small airplanes
attempting to land. It also is the house with the
very large January electric bill.
Energysaving lightemitting diode (LED) lights
could curb that bill. Whereas a string of traditional
mini lights uses 36 watts of power, a string of LED
lights uses only 5 watts and lasts up to 10 times
longer. The lights typically are made of plastic and
will not break, and many are brighter than
traditional mini lights.
The drawbacks? A string of LED lights can cost
two to three times more than traditional string
lights, and many homeowners have reported
mixed results with LED holiday lights. Unlike
traditional incandescent lights, LEDs use computer
chips to create the light. Depending on the quality
of the manufacturing process, the brightness and
life may not be what is expected.
A good rule of thumb: Cheaper is not always
better. Cheap LED lamps may appear dim
compared to more expensive LEDs or traditional
lighting. When looking for LEDs, it is a good idea
view the lights plugged in at the store, or make
sure you can return the lights if they do not meet
your expectations.
All holiday lights, whether LED or incandescent,
should be placed on a timer. Simple timers cost
$20 and can be set to turn on at sunset and off
after a set number of hours. It is usually best to
have lights on from sunset until bedtime. Any
later and no one will be awake to enjoy the show.
Of course, exceptions can and should be made.
For example, lights left on all night on Christmas
Eve will help Santa find the homes of good
boys and girls.
The Gift of Energy Efficiency
The holiday season generally conjures up
images of elves, a jolly toy maker from the North
Pole, and mounds of beautifully wrapped
packages. But many do not realize that among
those gifts could lurk a vampire. Many electronic
gifts are “energy vampires” that use electricity
24 hours a day.
Cell phone chargers, computers, video game
consoles and any electronic device that comes
with a large square plug are energy vampires,
using electricity even when supposedly switched
off. On average, home entertainment products
such as TVs, stereos, and video game consoles
account for 7 percent of a home’s annual electric
bill. Computers and their related equipment
account for another 5 percent of the yearly
electric bill. These devices are typically always on
and always consuming electricity.
Don’t let these vampires ruin your holiday and
drive up your energy bill year round. When possible,
unplug devices that are not being used, or plug them
into a smart power strip. A smart power strip is
designed to control the flow of electricity to specific
devices plugged into it. For example, it may cut the
flow of electricity to unused devices such as DVD
players, video game consoles and stereo systems,
while allowing TVs and satellite or cable boxes to
remain plugged in and operational. To keep the
entire entertainment center running lean, look for
Energy Starrated televisions and ask satellite or
cable providers for energyefficient boxes.
Spreading Holiday Cheer
With the house decorated and the presents
wrapped, it is time for the party to begin. Most
holiday celebrations involve family and friends
visiting and having a large meal.
When cooking for the masses, the first direction of
most recipes (“preheat oven to”) can be ignored:
Large pieces of meat such as ham, turkey or a roast
do not require a preheated oven. Any food that
requires several hours of cooking can go into a cold
oven, saving energy in the process. The exceptions to
this rule are baked goods: Breads, cakes and pies
should enter an oven that has been preheated.
Being energy efficient is not at the top of most
people’s minds when celebrating a holiday. But
what was a very happy holiday can turn sour with
the arrival of January bills. Prevent the postholiday
shock by thinking creatively and shopping
carefully. The money saved can be used for the
other dreaded January bill: the credit card.
Holiday Lighting
Safety Tips
Decorating your home for the holidays is always
a fun and exciting time, but it is no time to get
lazy. Hundreds of homes each year are damaged
by faulty electrical wiring during the holidays.
Whether the cause is overloaded circuits or a bad
extension cord, you have to make sure you are as
safe as possible and using the best quality
equipment you can find.
Here are a few simple ways you can ensure
that your outdoor Christmas lighting is as
safe as possible.
◼ Make your Christmas green using lightemitting
diode (LED) lights that use less
energy than standard mini bulbs.
◼ Make sure the strings of lights you are using
outside have builtin fuses on the lines.
Sometimes, these fuses are located in the
actual plug.
◼ Use Christmas lights designated for outdoor
use only. If you use indoorrated lights, they
may not be able to withstand the weather
conditions in Hawai‘i, which will cause them
to break down much faster.
◼ Use only Christmas lights and electric
equipment that has been tested and verified
by a reliable testing laboratory. Two reputable
laboratories are UL and ETL. Any equipment
or lights that have been tested safe will have
one of their logos on the packaging. If it
doesn’t have it, don’t use it!
◼ If you have a string of lights with a blown
bulb, replace it with a bulb of the exact
same wattage.
◼ Never tap into your home’s service line to
power your outdoor Christmas lights or hang
decorations on the line.
◼ Avoid using nails, tacks or metal staples to
secure your outdoor Christmas lights. Use
insulated hooks instead, and be sure your
lights are strung tightly to avoid damage
from the wind.
◼ Use only outdoorrated extension cords.
Avoid connecting more than three strings
of lights to a single extension cord.
◼ All lights should be plugged into a
GFCIprotected outlet when used outside.
◼ When it comes time to take down your
Christmas decorations and lights, never
remove the strings of lights by pulling on the
wires. This causes the wires to break free
from the sockets and the bulbs to break.
Decorating for Christmas doesn’t seem so easy
anymore, does it? These tips don’t take long to
perform—and imagine having to deal with a fire on
Christmas Eve. Take the time to teach your kids
these lifelong lessons, and your Christmas
decorations and lighting will be tops on the block.
Although a KIUC vehicle may be a common sight
around the island, coop employees have a full
plate when they are out in the field. With work to
be done inspecting and maintaining lines, meters,
substations and remote equipment, any help they
can get increasing the efficiency of their workload
will benefit KIUC and its members.
That is why most utilities today rely on an
advanced system monitoring tool. Supervisory
control and data acquisition (SCADA) is a set of
monitoring and automation technologies that can
feed information from remote equipment back to
a central control station location—in this case,
your electric coop’s computer network.
SCADA casts a net to keep track of everything
from substations to control breakers and switches,
continuously monitoring power distribution
equipment status and performance. This
information typically gets displayed for review by
a dispatcher in the office and is stored in a
database for future analysis. If any abnormal
situation arises in the system, an alarm sounds so
coop staff can respond quickly and accordingly.
COOPERATIVE TECHNOLOGY
Keeping an Eye on
the Grid with SCADA
The setup allows automatic generation control
of our units and at least partial control over other
electrically operable remote devices. For example,
on a distribution system without SCADA in place, a
lineworker might have to drive a long way to close
a particular substation breaker or a plant operator
might have to manually regulate a generation
unit. With remote control as an option, the same
action rests just a mouseclick away.
Although SCADA dates to the 1960s, when
paired with other grid monitoring devices such as
advanced meter infrastructure technology, it
forms the backbone of what is now called the
“smart grid.”
KIUC Port Allen Operations Crew Shift Supervisor Ira Fernandez and Power Plant Operator John Adviento maintain the balance.
Balancing Supply and Demand
Maintaining Balance
Ensuring the daily demand of Kaua‘i’s electrical
grid is met requires constant attention, and is an
exercise in balancing competing requirements.
The businesses and people of Kaua‘i require
power; the generators that provide that power
require maintenance. Ensuring these competing
requirements remain in balance is the core
mission of KIUC’s Production Department.
Most of the time, this process happens quietly
and without any impact on KIUC’s members. On
rare occasions, however, the balance can be
thrown off due to unplanned equipment
problems that occur at the same time as planned
maintenance outages. When that happens, a call
to customers to cut back on their electricity usage
is issued to prevent rolling blackouts from being
implemented.
Demand
KIUC’s production staff starts every day with the
knowledge that demand will rise steeply
beginning around 4 a.m. Generators have to be
started to meet this demand, making each
morning critical. Once the morning peak demand
occurs, around 10 a.m., some breathing room is
provided until the evening climb to the day’s peak
demand point, which usually occurs between 6
p.m. and 8 p.m. Once that is achieved, demand
drops rapidly and generators are shut down to
save fuel, until 4 a.m. the following day, when the
process begins again.
Photos by Shelley Paik
KIUC’s electrical system has relatively low
industrial customer loading. The highest peaks
tend to be set by a combination of high tourism
and cloudy, light wind days, which cause loss of
solar output for water heating and photovoltaic
energy, while driving higher air conditioning use.
Lately, daily peak demand has been between
65,000 and 72,000 kilowatts (kW) due to mild
conditions in both the local climate and economy.
A recent day’s demand profile is shown in
Figure 1, with kW demand along the vertical yaxis
and time of day along the horizontal xaxis.
The last two highest alltime peaks were set
during the week between Christmas and New
Year’s Day, 2004 and 2007. The December 27,
2007, peak, shown in Figure 2, remains Kaua‘i’s
alltime highest peak demand, at 77,750 kW.
Theoretically, the entire load that resulted in
the alltime high peak is still connected to the
system—and perhaps even more has been
connected—so KIUC could be required to serve
that same demand, or more, once economic
conditions improve.
We know what causes the highest peak during a
given year. If you look at the demand profiles in
Figures 2 and 3, you will notice some similarities.
When does daily peak occur? Unlike the
mainland, which typically experiences its peak
demand in the afternoon, Kaua‘i’s peak occurs
within an hour after sunset.
Think about it: What are you doing at that
time? It is getting dark, and most people are
heading inside, turning on lights, cooking dinner,
bathing and watching TV. All the streetlights come
on. The demand solar systems have been handling
throughout the day is now placed back on
conventional generators, with most of the burden
being met by Port Allen. To ensure that burden is
met, every day the Port Allen crew attempts to
maintain the balance of forecasted demand and
required maintenance.
Supply
KIUC maintains a mix of conventional and
hydroelectric generating units that have various
pros and cons. Some units are very old, and some
are new. Some are more efficient, and some less.
Some are large, and some are small. Figure 3 lists
each of the units and shows that KIUC has
a total net generating capacity of about
117,000 kW, which is enough to power roughly
117,000 homes.

As we learned previously, Kaua‘i’s demand
does not come close to approaching 117,000 kW,
so why do we have seemingly so much generation?
The simple answer is we must have enough
generating units to meet demand, while juggling
required maintenance and unexpected equipment
problems. The fact KIUC is an isolated, islanded
system not tied to another system that we can buy
power from when we are short on capacity means
we must maintain significant reserve capacity
compared to systems on the mainland, which are
for the most part connected to each other.
Overhead view of GT2 accessories and turbine.

One way of determining how much reserve
capacity we have to maintain is through our
Adequacy of Supply (AOS) measure. As a
regulated utility, KIUC annually evaluates its AOS
and files it with the Hawai‘i Public Utilities
Commission. The AOS criteria state that KIUC
must be able to (1) meet Kaua‘i’s evening, or
highest, peak demand with the largest unit out of
service, and (2) meet the morning peak demand
with the largest unit out of service and the third
largest unit scheduled out for maintenance.
We learned that our highest peak was 77,750
kW. As Figure 3 shows, Kapaia Power Station CT1
is the largest unit, with a net output of 26,600 kW.
That means we must maintain 104,350 kW to
meet AOS criteria one. AOS criteria two requires
additional pieces of information: the morning
peak demand and the size of our thirdlargest
unit. Morning peak demands during the last year
have been in the 65,000 to 70,000 kW range.
Figure 3 shows the thirdlargest unit is Port Allen
GT1, with a net output of 17,500 kW. That means
we must maintain 114,100 kW to meet AOS
criteria two.
As you can see, performing maintenance on our
larger units creates a challenging situation when
trying to ensure sufficient units are available to
meet all possible demand scenarios. Thankfully,
our second and thirdlargest units (Port Allen GT2
and GT1, respectively) are not dispatched often
and, therefore, do not require much maintenance,
so it is rare they are unavailable.
Old GT2 control cab enclosure.
A major overhaul on GT1 was completed in the
summer of 2009, which was the first time it had
been overhauled since 1989. As this article is
being written, GT2 is being overhauled for the first
time since 2000. Aside from the challenging
technical aspects of planning and executing a
successful overhaul on one of these gas turbines,
having 22,600 kW of capacity unavailable for
months creates a challenge to our daily task of
keeping supply and demand in balance.
GT2 Major Overhaul
Heading into the late July 2010 GT2 overhaul
start date, KIUC performed preventive
maintenance on all other generating units so they
would not need any scheduled maintenance until
after the GT2 work was complete, estimated to be
in November. In addition to the overhaul of the GT2
turbine and generator, the enclosure walls and
roofs are being replaced due to age and the effects
of corrosion. This means all of the wiring and piping
attached to the walls and roofs have to be removed
prior to demolition of the panels.
The overhaul can be broken up into three main
phases: demolition (three weeks), turbine and
generator overhaul (nine weeks), and new
enclosures installation (five weeks). Different skills
are required for each phase, so a mix of
contractors have been hired to work alongside
KIUC’s crews.
In the first phase, the air inlet filter house, inlet
ducting, exhaust stack and turbine enclosures
were removed. Next, the control cab enclosure
was removed and immediately replaced with the
new one to keep the electronics protected from
the weather.
will be disassembled, inspected, repaired and reassembled.
Director Ben Sullivan gives his report at the September 12 Annual Meeting.
We are in the middle of a green revolution in
America, with bright solar arrays, towering wind
turbines, hydro and biomass dominating
headlines as the future of electric generation. No
doubt, those technologies will certainly take on a
bigger role in “keeping the lights on.” But despite
media hype, they won’t totally replace
“conventional” sources for producing electricity in
the near future.
So states KIUC’s 2009 annual report. The theme
referred to the coop’s effort to help members
understand that both board and management are
working proactively to balance environmental
concerns with a continuing need to deliver
reliable power by working toward a mix of
generation resources.
The business portion of the meeting began at
4:30 and included a report from Board Chairman
Phil Tacbian and a president’s report and financial
report from acting President and CEO and CFO
David Bissell. Finally, the membership heard
committee reports from each of the board
committees: executive, finance and audit,
legislative, member relations, policy and strategic
planning. John Cox introduced the members to
the new KIUC Charitable Foundation.
Chairman Tacbian welcomed members and
reported on board congressional visits and past
visits from Ilocos Sur Electric Cooperative, Ilocos
Norte Electric Cooperative and American Samoa
Power District officials.
The president’s report included 2009 items of
note, including a decline in residential rates and
completion of the rate case, which began in June
of 2009 and was finalized this week by a Decision
& Order (D&O) issued by the PUC. KIUC was
granted a 2percent rate increase, which remained
unchanged from the interim rate that has been
charged since May of 2010. Highlights included
completion of a strategic plan, $5.5 million in
stimulus matching funds awarded for automated
metering and $16 million in stimulus money
secured with help from Sen. Inouye for
undergrounding the Wailua corridor. Lydgate
Substation was placed in service, and the coop
retired $2.4 million in 2008 patronage margins,
bringing the total returned to members since
formation of the coop to $23.1 million. Acting
CEO Bissell also presented a brief overview of the
new 15year strategic plan, and explained that the
plan and a complete financial overview could be
seen in detail in the annual report passed out at
the event and online at www.kiuc.coop.
Committee chairs discussed the duties and
responsibilities of each committee, and the floor
was open for questions.
When rural electric utilities were first formed in
the 1930s, there often were many miles between
homes and electrical lines. When annual meetings
were held, some members traveled long distances
to take part. It was often the first time in months
they had seen some of their distant neighbors. In
the coop tradition of the past 70plus years,
neighbors joined neighbors and KIUC board,
management and staff to enjoy a late afternoon
of food, fun and information—and all helped to
create an annual meeting that was more than just
a presentation of numbers and forecasts.
Members enjoy chili and rice plates prior to the start of the Annual Meeting.
A Message From the Chairman
At the present time, our president and CEO is on extended sick leave
and will be away for a few months. Our cooperative is being led by Financial
Vice President and Chief Financial Officer David Bissell. He has assumed
the title of acting president and CEO. With his capable assistants on
the leadership team, the coop is operating as it normally does,
reliably and efficiently.
On July 19, we were visited by the leaders of the American Samoa Power
Authority. Its board of directors, led by Chairman Asaua Fiumaono, Vice
Chairman Morris Scanlan, Directors Norman Okamura, Steve Felte and Va‘a
Fala, and their CE0 Andra Samoa, came to Kaua‘i to meet with officials from
the Federal Emergency Management Agency regarding the tsunami that
devastated American Samoa earlier this year. They also met with KIUC’s
board and management to thank KIUC for assistance in manpower and equipment during the recovery.
At the time of the visit, recovery was about 60percent complete.
Our legislative team led by David Iha and Allan Smith, with staff Carey Koide and Mike Yamane, met
with Laura Thielen, chairwoman and director of the Department of Land and Natural Resources, and
Paul Conry, administrator of the Division of Forestry and Wildlife, to complete our habitat conservation
plan (HCP). They also met with Ron Agor, a Kaua‘i member on the Board of Land and Natural Resources,
on the same subject. KIUC is determined to do all it can to have our HCP approved.
Safety is our focus for this month’s magazine. Be sure also to look for “we are looking for you”
patronage capital names.
Pharmacy Discount
Frequently
Asked
Questions
How much will I save?
The discounts save you 10 percent to 60 percent on
prescriptions at more than 60,000 pharmacies nationwide.
How much does the feature cost?
Your pharmacy discounts are provided as part of the Coop
Connections® Program at no cost.
Does everyone in my family need
an individual card?
No. One card may be used by the entire family.
I just received my card. Can I use it right away?
Yes. Just present your card and prescription at a
participating retail pharmacy to receive a discount at the time
of purchase.
I’ve lost my card. How can I get a replacement?
Please contact KIUC.
How are these pharmacy discounts different from
traditional prescription insurance?
This plan is not insurance; it is a pharmacy discount offer.
The card provides immediate discounts at the pharmacy. Upon
presenting your card to the pharmacist, you will pay the lower
of a discounted price or the pharmacy’s regular retail price.
There is no paperwork to fill out and no limit to the number of
times you can use the card. These discounts are available only
at participating retail pharmacies.
Can I use my Coop Connections Card with my
current insurance benefit to reduce my costs?
Your card cannot be used in conjunction with insurance.
However, use your card to purchase prescriptions not covered
by your insurance plans at a discounted rate.
Where can I get a list of pharmacies that accept
the card?
The Coop Connections Card is accepted at more than
60,000 retail pharmacies nationwide. You can find
participating pharmacy locations at www.locateproviders.com.
Pharmacy discounts are not insurance, and are not intended
as a substitute for insurance. The discount is only available
at participating pharmacies.
Will I always receive the lowest price?
Yes. You will receive the best price available to you through this
program at the pharmacy. On occasion, pharmacies will price a
particular medication lower than the discount rate provided by
the card. If that occurs, you will receive the lower price.
Can I find out the discounted price of my
prescriptions before going to the pharmacy?
Yes. If you know the name, strength and quantity of the
medication, you can find the discounted price of the
medication by visiting www.rxpricequotes.com.
Why did the price of my prescription change since
my last purchase?
Drug prices are different from pharmacy to pharmacy. Even
chains have different prices in their stores depending on the
population they are servicing. Additionally, manufacturers’
drug prices change periodically.
What is the mail order program?
To ensure members always save money on their prescription
drugs, a unique mail order program was created to
complement the network pharmacy benefit. Since most
maintenance (longterm) medications are purchased in 90day
supplies, members maximize savings and have the
convenience of home delivery (at no additional charge) by
ordering through the mail order option.
KIUC KEIKI
Halloween Safety
Halloween is a cherished tradition, but the excitement
of the night can cause children to forget to be careful.
There is no real “trick” to making Halloween a “treat”
for the entire family. Following some common sense
practices can help children and adults keep
this annual day of makebelieve safe and fun.
Selecting Safe Costumes
and Decorations
Costumes should be bright, reflective and made
of flameretardant material. They should be short
enough to prevent tripping. For good visibility,
add reflective tape to the costume or the
trickortreat bag.
Think twice before using simulated knives, guns
or swords. If such props must be used, be certain
they do not appear authentic and are soft and
flexible to prevent injury.
Masks should fit securely and not hinder
visibility. They should have nose and mouth
openings and large eyeholes.
Because masks can limit or block eyesight,
consider nontoxic and hypoallergenic face paint
or a decorative hat as an alternative.
When shopping for costumes, wigs and
accessories, purchase only those with a label
indicating they are flame resistant.
Consider fire safety when decorating. Use
batterypowered lanterns or chemical lightsticks
instead of candles in decorations and costumes.
Do not overload electrical outlets with holiday
lighting or special effects, and do not block
exit doors.
Keep jacko‘lanterns away from drapes,
decorations, flammable materials, or areas where
children and pets will be standing or walking.
TrickorTreating Tips
A parent or responsible adult should always
accompany young children on their neighborhood
rounds. Older children should trickortreat in
large groups, and only in familiar areas at homes
with porch lights on. Parents should know where
they are going.
Accept treats at the door and never go into
a stranger’s house.
Carry a flashlight to light your way and make
you more visible, and stay away from open
fires and candles. Costumes can be
extremely flammable.
Walk on sidewalks, not in the street. Follow
traffic signals and rules of the road, and avoid
taking shortcuts across backyards or alleys. Look
both ways before crossing the street, and cross
only at corners.
Homeowners should prepare for trickortreaters
by removing obstacles from the front
yard, restraining dogs and other animals, and
lighting the house well. Check around your
property for flowerpots, low tree limbs, support
wires or garden hoses that may prove hazardous
to young children rushing from house to house.
Confine, segregate or otherwise prepare
household pets for an evening of frightful sights
and sounds. Be sure all dogs and cats are wearing
collars and proper identification tags. Consult your
veterinarian for further advice.
Provide individually wrapped treats or offer kids
nonfood treats, such as stickers and erasers.
Instruct children to bring all candy home before
eating it so you can carefully inspect it. Though
tampering is rare, an adult should closely examine
all treats and throw away any spoiled, unwrapped
or suspicious items.
Children should not snack while out trickortreating.
To help them resist the temptation to
munch, give them a snack or light meal before
they head out.
Parents of young children should remove any
choking hazards, such as gum, peanuts, hard
candies or small toys.
Remind all household drivers to remain
cautious and drive slowly throughout
the community.
If going to an adult Halloween party, don’t drink
and drive. Establish a designated driver.
KIUC Submits Revised Short Term
Seabird Habitat Conservation Plan
28 KIUC CURRENTS
By Carey Koide
KIUC submitted a revised Short Term Seabird
Habitat Conservation Plan (HCP) to the United
States Fish and Wildlife Service (USFWS) and the
Hawai‘i Department of Land and Natural
Resources (DLNR) on Wednesday, August 18, in
support of its longstanding application for an
incidental take permit and incidental take license
from the respective agencies. Under the terms of
the Short Term Seabird HCP, KIUC has agreed to
spend more than $11 million on measures
designed to minimize and mitigate potential
impacts of KIUC’s facilities on the species.
KIUC first submitted the HCP to the agencies in
the summer of 2009. DLNR conducted a public
review and comment process last fall. KIUC
revised the HCP based on public comments and
feedback from numerous meetings with both
agencies. In September, DLNR will present the
revised Short Term Seabird HCP to the state’s
Endangered Species Recovery Committee, and
USFWS will open a federal public review and
comment period.
The incidental take authorizations would be
effective for up to five years, but would be
replaced by the Long Term Kaua‘i Seabird HCP
(KSHCP), which would include other Kaua‘i
participants in addition to KIUC. The wildlife
agencies expect the KSHCP to be finalized and
approved in late 2011 or early 2012.
Take authorization is needed because some of
KIUC’s facilities have the potential to result in the
incidental take of three federal and state listed
threatened and endangered species: the Hawaiian
petrel, the Newell’s shearwater and the Bandrumped
stormpetrel. The HCP supports the
issuance of these permits, and describes how
KIUC will avoid, minimize, mitigate and monitor
the incidental take of the threatened and
endangered species that may occur as a result of
existing or future facilities and activities.
KIUC already has implemented many measures to
avoid, minimize and mitigate the potential impacts
on the seabirds. These include shielding all KIUCowned
streetlights to eliminate upwardprojecting
light that could disorient seabirds; pursuing
opportunities to underground existing and
proposed power lines; supporting and funding the
Save Our Shearwaters (SOS) program;
experimenting with methods to increase the
visibility of power lines; supporting seabird predator
control on Lehua Island; and carrying out extensive
research designed to identify seabird breeding
colonies, where measures can be taken to enhance
the successful reproduction of the species.
OCTOBER 2010 29
30 KIUC CURRENTS
In the application, KIUC agrees to provide
$6 million for new minimization measures at
locations that state and federal agencies have
identified as constituting the greatest risk to
the endangered or threatened species. These
measures include undergrounding lines
(the Wailua area, to be funded by federal stimulus
money), reconfiguring lines at and near Keālia
Beach (including undergrounding), and
reconfiguring numerous other distribution line
segments to reduce the number of wire layers
with which birds could potentially collide
and lowering the height sufficiently to bring
them beneath shielding terrain, vegetation
or structures.
KIUC also will provide an average of $955,000
a year toward general and speciesspecific
mitigation measures, which include:
◼ Continued funding for the SOS program.
◼ Carrying out seabird colony management
and predator control in Limahuli Valley and
Hono O Na Pali Natural Area Reserve.
◼ Updating prior studies of estimates of atsea
seabird populations.
◼ Conducting a twoyear auditory survey to
locate additional seabird breeding colonies.
◼ Funding development and implementation of
an underline monitoring program aimed at
better understanding take by overhead
utility structures.
◼ For each of the years the Short Term Seabird
HCP remains in effect beyond year three,
undertaking habitat management within
Wainiha Valley or another suitable location
and possibly providing financial support for
the continuation of DLNR’s existing radar
survey program, should other funding sources
become unavailable.
“This is an important step in obtaining a clear
direction from the state and federal agencies on
where KIUC should be investing its members’
money in order to minimize and mitigate potential
impacts of our facilities on the endangered and
threatened seabirds that exist on Kaua‘i,” said
KIUC Support Services Manager Carey Koide, who
is in charge of KIUC seabird mitigation efforts.
“We have filed two HCP applications over the past
three years, which have not resulted in a finalized
HCP and incidental take permit/license. KIUC
remains committed to completing this process,
and with support from the governmental
agencies, we are optimistic that the HCP can be
approved by the end of 2010.”

RELATING TO FINANCIAL PROCEDURES
“Shall the Charter provisions relating to
centralized purchasing and disposition of surplus
property be changed to conform with State law?”
Vote YES or NO
Background: Several existing Charter
requirements regarding the County’s financial
procedures are outdated and have never been
changed since they were approved in 1969.
Explanation: This proposed Charter
amendment updates the County’s financial
procedures regarding centralized purchasing
and disposition of surplus property to conform
to current State law.
RELATING TO BIDDING REQUIREMENTS
FOR COUNTY CONTRACTS
“Shall the dollar limit without competitive
bidding for contracts with County officers,
employees or firms in which an officer or
employee has a substantial interest, be increased
from $500 to $1,000?” Vote YES or NO
Background: The Charter currently requires a
competitive bid process whenever the County
enters into a contract of $500 or more with a
County officer or employee or a company in
which an officer or employee has ownership or
substantial interest.
Explanation: This proposed Charter
amendment increases the dollar amount
RELATING TO DISCLOSURES
“Shall any employee delegated to act on behalf
of the Director or Deputy Director of Finance be
required to file a disclosure statement with the
Background: The Purchasing Agent is the only
nonappointed County employee who is
required to file a disclosure statement with the
County Board of Ethics.
Explanation: This proposed Charter
amendment expands the requirement for those
who must file a disclosure statement with the
County Board of Ethics to include any County
employee who is delegated to act on behalf of
the Finance Director or Deputy Finance Director.
The disclosure statement includes information
on the employee’s employment, finances,
business interests and real estate holdings.
RELATING TO TIME EXTENSION FOR
ETHICS ADVISORY OPINIONS
“Shall the time in which the County Board of
Ethics has to render advisory opinions be
extended from 30 days to 45 days, which opinions
shall be binding on the Board, unless changed or
revoked by the Board?” Vote YES or NO
Background: The Board of Ethics is currently
required to render an advisory opinion within 30
days from the date of the initial request. Because
the Board of Ethics typically meets monthly, it can
be difficult to gather information and conduct the
research necessary to render an advisory opinion
within 30 days of the request date.
Explanation: This proposed Charter amendment
extends the time in which the Board of Ethics
must render advisory opinions from 30 days to 45
days and requires such opinions to be binding on
the Board until they are amended or revoked.
Avoid tree and utility conflicts
to keep your family safe
and ensure reliable electric
service to your home.
The same trees that beautify your landscape and
provide shade for your home can be responsible for
serious danger to your family, and a potential
problem with your family’s electrical service. Trees
growing too close to electric lines are the primary
cause of momentary short circuits and flickering
lights. In the case of a storm, the limbs on those
trees are likely to knock power lines out completely
and create a threat to your safety.
Overhead Lines
Create a plan before you plant
Overhead utility lines are the easiest to see and
probably the ones we take most for granted.
Although these lines look harmless enough, they
can be extremely dangerous.
Planting tallgrowing trees under and near these
lines eventually requires KIUC to prune them to
maintain safe clearance from the wires. This pruning
may result in the tree having an unnatural
appearance. Periodic pruning also can lead to a
shortened life span for the tree.
Trees that must be pruned away from power
lines are under greater stress and are more
susceptible to insects and disease. Small,
immature trees planted today can become
problem trees in the future. Tallgrowing trees
near overhead lines can cause service
interruptions when trees contact wires. Children
or adults climbing in these trees can be severely
injured or even killed if they come in contact with
the wires.
Proper selection and placement of trees in and
around overhead utilities can eliminate potential
public safety hazards, reduce expenses for utilities
and their members, and improve the appearance
of landscapes.
Call Before You Dig
Underground Lines
Call Before You Dig!
Trees are much more than just what you see
overhead. Many times, the root area is larger than
the branch spread above ground.
Much of the utility service provided today runs
below ground. Tree roots and underground lines
often coexist without problems. However, trees
planted near underground lines could have their
roots damaged if the lines need to be dug up for
repairs.
The biggest danger to underground lines occurs
during planting. Before you plant, make sure you
are aware of the location of any underground
utilities. To be certain you do not accidentally dig
into any lines and risk serious injury or a costly
service interruption, call Hawai‘i One Call Center
tollfree at 1.866.423.7287 at least five days before
you dig.
Never assume these utility lines are buried
deeper than you plan to dig. In some cases, utility
lines are very close to the surface.
Safer is Smarter
To protect your family, your property and your
power service, homeowners should keep trees
trimmed away from power lines. If you have
questions, contact KIUC at 246.4300.
Remember …
A downed power line may not be a dead line.
It could cause serious injury or death.
If someone is injured by contact with a power line,
call 911 and keep others away until help arrives.
If a power line falls across or near your vehicle
while you are in it, stay inside until help arrives. If
you must exit, jump clear so that no part of your
body is touching the car when you land. KEEP
Trees can be a power line’s worst enemy. Strong
winds and storms can topple trees or shatter
branches, pulling down power lines and causing
outages. Sometimes, even heavily damaged lines
remain energized and can electrify trees and
nearby objects.
Stray voltage and arcs are capable of serious
injury, or death to personnel who come into
contact with or possibly even close to such events.
Last year, nearly 20 percent of KIUC’s outages
were due to trees on lines. That is why KIUC
maintains an aggressive vegetation management
program using four fulltime contract crews to
control the treeline contact problem.
KIUC’s rightofway vegetation management
program is designed to minimize service
interruptions from overgrown or fallen trees along
rights of way for transmission and distribution
circuits. Each year, every foot of every line—more
than 1,165 miles of overhead line—is inspected to
identify distribution and transmission problems,
including hazardous vegetation.
Trees encroaching on power lines—or that are
likely to do so within a year—require trimming.
How much to trim is prescribed by a utility
forester based on tree growth rate and structure,
limb configurations, wind sway and line sag. The
species, environmental factors, irrigation and
proximity of the tree to the line are considered.
A margin of safety is added above minimum
clearance requirements.
After these determinations are made, KIUC
implements a planned and consistent trimming
cycle to ensure dollars are well spent and power
lines stay clear. Faster growing areas require
greater clearances at the time of trim to reduce
stress to the tree and and costs associated with
the trimming.
State law requires that KIUC maintains all lines,
keeping them safe and hazardfree. If KIUC’s
inspection staff or contractor determines that
some trimming must be done within an easement
on private property, no prior notification is
required. Utility easements and rights of way
often are conveyed in the deed to a property.
As a condition of electric service to your home,
you also must provide the utility with reasonable
access to your property for maintenance
at all times.
KIUC does not trim service drops on private
property, so this responsibility remains with the
property owner. A qualified trimmer should be
contacted for such work. Always take
extreme caution when working near overhead
power lines, as any electrical contact could result
in serious injury.
ARBOR DAY
Why KIUC Trims Trees
Trees growing near power lines
can be dangerous…
◼ KIUC trims trees to keep communities safe.
◼ Trees are maintained at a safe distance from
power lines to prevent people from climbing
or working where they might be injured by
coming in contact with highvoltage wires.
◼ KIUC trims trees to prevent fires.
◼ Tree trimming reduces the possibility
that a tree may come in contact with
highvoltage power lines, resulting in
sparks that could start fires. The coop
also maintains the vegetation around its
buildings and equipment.
◼ KIUC trims trees to prevent power outages.
Trees and branches falling into power lines
contribute to a number of power outages.
Keeping limbs clear of power lines helps reduce
the number of outages.
KIUC highly recommends that all members
survey areas carefully prior to planting trees to be
sure that they will not cause problems as they
mature and grow high enough to reach overhead
power lines.
TARIFF RULE NO. 16
INTERRUPTION OF SERVICE
A. The Company will exercise reasonable diligence
and care to furnish and deliver a continuous and
sufficient supply of electric energy to the
customer, and to avoid any interruption of
delivery of same. The Company will not be liable
for interruption or insufficiency of supply or any
loss, cost, damage or expense of any nature
whatsoever, occasioned thereby if caused by
accident, storm, fire, strikes, riots, war or any
cause not within the Company's control through
the exercise of reasonable diligence and care.
B. The Company, whenever it shall find it necessary
for the purpose of making repairs, changes or
improvements to its system, will have the right
such repairs, changes or improvements will be
prosecuted as rapidly as may be practicable, and
if practicable, at such time as will cause the least
inconvenience to the affected customer.
C. Should a shortage of supply ever occur, the
Company will apportion its available supply of
electricity among its customers as authorized or
directed by the Public Utilities Commission. In
the absence of a Commission order, the
Company will apportion the supply in the
manner that appears to it most equitable under
conditions then prevailing. Any rules,
regulations, rates or contracts of the Company
which are inconsistent with such order or plan
shall be deemed suspended while such order or
plan is in effect and the Company shall not be
liable when it acts in substantial compliance with
such order or plan.
D. On a semiannual basis, the Company shall
provide to the customer notification of the
customer's right to file compensation claims
with the Company for any loss, cost, damage or
By Anne Barnes
October is National Coop Month for the
nation’s 40,000plus cooperatives. KIUC is part of
the network of nearly 1,000 consumerowned
electric cooperatives that provides electricity to
37 million people in 47 states.
Owned and governed by the members in
hundreds of small communities, electric coops
have been demonstrating strong commitment to
their local communities since they turned on the
lights in rural America in the 1930s.
Today, they generate jobs and income, support
local causes through charitable contributions
and volunteerism, improve the environment,
support education and invest in new
community businesses.
And that is just the electric cooperatives!
Cooperatives operate in virtually every
industry—utilities, housing, agriculture, health
care, banking, insurance, food and childcare—
and range in size from small storefronts to
Fortune 500 companies. But they have much in
common. Cooperatives are membercontrolled
enterprises, run by the people who live and work
in the communities they serve. That gives them a
different perspective from businesses owned by
distant investors. It is the “people” part—the
personal service, involvement, the grassroots
activities, the commitment to community—that
characterizes what electric coops are all about.
Cooperatives are motivated to serve their
members, not outside investors. Doing that
means we also must serve the communities in
which our members live, work and play.
Community is not just where we work;
it is why we work.
KIUC’s service goes a long way beyond keeping
the lights on. It is neighbors helping neighbors.
That is what it is all about. That is the electric
coop tradition.

Between KIUC’s generation plant and the
members who use the plant's electricity are
substations. They transform voltage from high to
low to feed the correct voltage to the receiver.
Substations often are located near homes and
businesses. Safety precautions should be followed
when living near them.
Substations are surrounded by tall fences marked
with warning signs. KIUC has one indoor substation
at Lydgate in Wailua. Access to substations is
forbidden to unauthorized personnel. If an item is
accidentally dropped into a substation, do not try to
retrieve it yourself. Instead, call KIUC and ask for
help retrieving the item. Do not touch or climb
fences near substations, and never attempt to
retrieve an object using a pole or net. If the pole is
made of metal or is even slightly damp, it can
conduct electricity. To avoid encounters with
substations altogether, encourage children to play
away from substations.
While you may not live near an electric
substation, around our neighborhoods there often
are power lines that soar above our homes. These
lines are directly connected to the substations and
bring electricity to our homes. They also can be
dangerous. No one should climb utility poles or
trees close to utility lines. Kites and balloons
should not be flown around power lines. If a
power line has fallen, please use extreme caution
and stay clear of the line.
By Maile Moriguchi
Providing Safe Reliable Power
is Our Business
Electrical Safety in Your Neighborhood
Downed power lines should never be touched
or approached. If one lands on your vehicle,
remain in the car until help arrives. If the
emergency requires you to leave the vehicle, jump
clear so that no part of your body is touching the
car when you land. Keep both feet together, and
shuffle or hop at least 30 feet away with your feet
close together, and stay away from any object that
may have touched the power line, including
fences and walls.
Treat every line as though it were energized. If
you play with highpower water squirters, keep
them away from power lines. If you shoot water at
a power line, electricity can travel down the
stream of water, right back to you!
Some neighborhoods have underground power
lines. The dangers in these areas are in the padmount
transformers known as “green boxes.”
These boxes contain transformers similar to those
on the line that change voltage to be used in
member homes. Padmount transformers usually
are located on cement slabs fronting homes.
While these transformers are locked, children
should not be allowed to play on or near them.
reliable power. If you have any questions, please
You Can Help
KIUC Crews Be Safe
At first, utility poles may seem like ideal places
for posters, signs or even clotheslines. However,
these items and the staples and nails left behind
when they are removed create serious safety
hazards for KIUC workers.
Protruding staples can cut into workers’ rubber
gloves, exposing them to extreme danger when
working on power lines. Nails can hamper
workers’ climbing spikes from properly digging in,
again subjecting workers to injury. Signs can
cause auto accidents by distracting drivers and
blocking pole reflectors. Also, fallen signs litter
the roadway and take away from the beauty
of our island.
The Public Utilities Commission’s General Order
#6, Rule #34 regarding “Foreign Attachments”
strictly prohibits affixing any nonutility items to
utility poles.
It is KIUC’s responsibility to assure our workers
are safe. Please help us by not attaching anything
to utility poles. And, when you see KIUC crews
removing foreign attachments from poles, please
understand it is their job to do so, and it is for
We listened to our members during the last rate
case and redesigned our bill. Members said they
would prefer a simpler and clearer bill format, so
KIUC is introducing a new bill format that
members will find more informative. Our new bill
illustrated on the next two pages was designed to
be easier to read and to provide members with
more information about their electric charges.
The bill still will include a 13month energy use
graph, and comparative information on last period
and the same period from the previous year. It
also will include a more detailed breakdown of
current charges including separate line items
for base fuel charge and Energy Rate
Adjustment Clause.
The new bill does not change how the bill is
created, from where the bill is mailed, due dates
or payment options. Members are still divided
into 20 geographical areas, which are referred to
as “cycles.” Meter readers continue to go to each
of these areas once a month to read the meters,
and usage still is determined by subtracting the
last reading from the current reading and coming
up with the kilowatthour (kWh) difference.
By Anne Barnes
Monthly billing periods vary between 27 and 33
days. The bills for your cycle will be issued around
the same time each month, but not necessarily on
the same day. The following business day, the data
is processed by KIUC’s billing department, and an
electronic file is sent to KIUC’s bill print and mail
service provider.
Your bill is still due 25 days after the issue date.
For example, if your bill is dated the 2nd of the
month, your bill is due no later than the 27th of
that same month.
KIUC continues to provide various ways for you
to pay your bill, including via mail, automatic bill
payment, phone or online using Western Union
Speedpay, in person at our office or at any Kaua‘i
branch of First Hawaiian Bank.
Remember, even with the new and improved
format, you may view your billing information
online at www.kiuc.coop. Just sign up for ebiz
online account inquiry and follow the steps, and
you will receive notification through email each
time a new bill is issued.
Power Factor – Expressed as a percent (%), the
power factor measures how effectively delivered
current is converted into useful energy. A “power
factor adjustment” adjusts the amount of billed
energy in the largepower rate schedules, known
as schedules L and P. The power factor is
computed using the customer’s metered energy
use (kWh) and metered active power use, also
known as kilovoltamps reactive (kVAR).
Adjusted kilowatthours (kWh) – Power factor
adjustment that applies only to customers on
Schedules P and L. This kWh charge is based on
adjusted kWh rather than metered kWh. See
Power Factor, above. For each 1 poercent increase
in power factor above 85 percent, energy is
reduced by ½ percent. No adjustment exceeds +/5
percent. This charge is included in the kWh charge
on the bill for Schedule P and L customers only.
KVAR – KVAR is a measure of inductive load that
is generated by motors and transformers, which is
measured in kilovoltamps reactive (kVAR) units.
Equipment that requires more reactive power to
operate and has a lower power factor, and
conversely loads that use less reactive power, have
a high power factor. Reactive power used over
time is measured by a meter and expressed in
kVARh as part of the kWh charge on your bill.
Demand – Demand is the rate at which electric
energy is delivered, expressed in kilowatts or kW.
Schedules J, P and L have a demand (kW) charge
that partially covers KIUC’s fixed costs of power
generation, transmission and distribution needed
to meet the higher demands of these customers.
Meter Information
Specifies meter readings taken at the beginning
and end of the billing period and measures the
number of kilowatthours (kWh) used. The
amount of electricity used will vary depending
on a number of factors, including length of
billing period, changes in household size and
appliance usage.
Current Electric Charges
NonFuel Energy Charge – Energy charge based
on the amount of customer energy usage, not
including fuel and purchased power energy costs,
separately shown as the Fuel and Purchased
Power Energy Charge described below.
Fuel and Purchased Power Energy Charge –
Energy charge based on the amount of customer
energy usage, including only the costs of fuel and
purchased power. This amount is shown as a
separate line item to present the amount of a
customer’s bill related to the fuel and purchased
power costs incurred by KIUC to provide the
energy supplied. This consists of both a base fuel
charge of $0.19143 per kWh and an Energy Rate
Adjustment Clause, as described in KIUC’s tariff.
Customer Charge – The purpose of this charge is
to recover fixed costs not related to the amount of
energy used by the customer.
Resource Cost Charge – Charge to recover costs
associated with Integrated Resource Planning (IRP)
efforts undertaken by KIUC, as approved by the
Hawai‘i Public Utilities Commission. The IRP is a
process electric utilities use for identifying and
planning for future energy requirements. The
purpose of the IRP is to ensure that an energy
company evaluates all of its available options to
meet the expected customer demand.
Other Line Items
Minimum Charge – All customers have a
minimum charge that applies when little or no
energy is used during the month. This charge, when
applicable brings the total monthly charge up to the
minimum level respective to the rate schedule.
Fixture Charge – This charge, if shown on the bill,
applies to KIUC’s streetlight Schedule SL and covers
the fixed costs of the light fixture plus supplying,
installing, powering and maintaining the streetlight.
Statement
of Operations
For the period 01/01/2010 – 07/31/2010
54 KIUC CURRENTS
By Karissa Jonas, Controller
We report that KIUC’s results of operations
through July 31, 2010, are improving as the
weak economy begins to show signs of recovery.
Electricity use on the island has increased
slightly compared with the prior year. However,
it is still at a significantly decreased level,
primarily due to the reduction in visitors to the
island. KIUC is doing everything it can, while
maintaining safety and reliability, to reduce
costs in various areas to continue to meet its
loan covenants. Revenues, expenses and net
margins totaled $88.6 million, $83.7 million and
$4.9 million, respectively, for the sevenmonth
period ending July 31, 2010.
As is the case for all electric utilities, the cost
of power generation is the largest expense,
totaling $50.1 million or 56.5% of revenues. Fuel
costs are the largest component of power
generation, totaling $42.0 million or 47.4% of
revenues, and representing 83.8% of the cost of
power generation. The remaining $8.1 million or
9.1% of revenues and 16.2% of the cost of
power generation represents the cost of
operating and maintaining the generating units.
The cost of operating and maintaining the
electric lines totaled $3.1 million or 3.5% of
total revenues. The cost of servicing our
members totaled $2.2 million or 2.4% of
revenues. The cost of keeping our members
informed totaled $0.5 million or 0.5% of
revenues. Administrative and general costs—
which include legislative and regulatory
expenses, engineering, executive, human
resources, safety and facilities, information
services, financial and corporate services, and
board of director expenses—totaled $6.4
million or 7.3% of revenues.
Being very capital intensive, depreciation and
amortization of the utility plant costs $9.0
million or 10.2% of revenues. Although not
subject to federal income taxes, state and local
taxes amounted to $7.4 million or 8.4% of
revenues. Interest on longterm debt, at a very
favorable sub5% interest rate, totals $5.3
million or 6.0% of revenues. Nonoperating net
margins added $0.3 million to overall net
margins. Revenues less total expenses equal
margins of $4.9 million or 5.5% of revenues.
Margins are allocated to consumer members
and paid when appropriate.

Aloha Members,
October is National Cooperative Month. All cooperatives operate
under seven core principles: voluntary and open membership (no
discrimination); democratic member control (one member, one
vote); member economic participation (patronage capital);
autonomy and independence (controlled by members); education,
training and information (inform the public); cooperation among
cooperatives (work with others); and concern for community
(committed to making a difference).
KIUC is committed to living out these principles each and every day. On September 12, we held
our Annual Membership Meeting. We shared coop updates with the members who attended, and
have posted a copy of the presentation on the KIUC website at www.kiuc.coop for those who were
unable to attend.
In this issue of Currents, we share information about how we go about balancing supply and
demand at our power plants and explain how SCADA helps us keep an eye on the KIUC grid. There
is safety information intended not only to help us keep our employees safe, but also tips to help
our members stay safe during the upcoming holidays.
Also in this issue is an explanation of the new bill format, tree trimming information, a list of
members who have unclaimed patronage capital funds, an update on the Short Term Seabird
Habitat Conservation Plan, board actions taken on your behalf and how you can save with the
Coop Connections Card.
A decision and order was issued by the Public Utilities Commission on September 9 approving as
final the interim rates that have been in place for KIUC since May 26 of this year. This final decision
by the PUC required no further adjustments to the interim rates currently being charged.
Providing all of this information is in keeping with our mission to serve you, and is consistent
with our core principles as an electric cooperative. During this month, especially, we celebrate the
fact we are a locally owned, memberrun company that puts its customers’ interests first and is an
integral part of the community.
